Erickson at 8:20 P. Deed for Turn -Around On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Council agreed to accept a deed from Clarenge K. Bros for.parts of Lots 32 and 33, Block 2, J. F. Lyons Fourth Addition, ar)d part of.Lot 1. Block 3, J. F. Lyons Fourth Addition for a 90 foot turn -around at the north end of Hillsboro Avenue, by unanimous vote of Council Members present. Request for Trailer Permit On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request of Milton W. Mc Keever for permission to occupy a trailer in front yard at 2700 Kentucky Avenue for a period of 90 days from June 1, 1951 was approved, and the Mayor and Clerk were authorized to issue permit for same to expire August 34 1951, by unanimous vote of Council Members present. Request for Special Permits for Double Bungalows The Planning Commission's report dated June 14, 1951, on the request of M. P. Johnson for special permits to erect double bungalows on each of Lots 4, 5, 6, Block 2, Supreme Park First Division, was read. HearinR.Date-Set for Double Bungalows On motion of Trustee Perkins, seconded by Trustee Bolmgren, July 9, 1951 was set as date for hearing on the request of M. P. Johnson for special permits to erect. double bungalows on each of Lots 4,, 51 6, Block 2, Supreme Park First Division, by unanimous vote of Council Members present. Permission to Place Buried Cable On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northwestern Bell Telephone Company was granted permission to place buried cable crossing West Lake Street between Zarthan Avenue and Alabama Avenue; also in West 29th Street at Louisiana Avenue and Nevada Avenue, by unanimous vote of Council Members present. Permission to Place Pole On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern States Power Company was granted permission to place poles at the following loca- tion, by_unanimous vote of Council Members present: One (1) pole in Alley between Idaho Avenue and Jersey Avenue and West 26th Street and West 27th Streets. Fish IN Chips Drive -In The Planning Commission's report dated, June 8, 1951 on the request of John Hall and*John Ruud for permission to build and operate a FISH AND CHIPS DRIVE-IN restaurant on Lots 233 and 234, Richmond Addition to St. Louis Park, was read. On"motion of Trustee Perkins, seconded,by Trustee Bolmgren, the Building Inspector was authorized to issue a building permit to John Hall and John Ruud for the construction of a building in which to operate a Fish and Chips Drive-in on Lots 233 and 234, Richmond Addition, by unanimous vote of Council Members present. Plat Approved - Nystrom's Addition On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat presented by Dayton T. Nystrom and Elizabeth M. Nystrom, for the following des- cribed property to be known as Nystrom's Addition was approved and accept6d, and the Mayor and Clerk were authorized to sign same for the Village, by unanimous vote of Council Members present: The South 360 feet of the East 4 of the Southwest " of the Northwest of the Northwest 1, Section 17, Township 117j Range 21, it being understood that the intention to convey Lots 5 to 9, both inclusive,,Block 6, according to the vacated plat of Roanoke Acres, together with the North 2 of vacated West 32nd St. between the East and West lines of said Lot 9, extended South across said vacated street, subject to easement for roadway purposes over the East 30 feet thereof. Wage Increase for L. Mc Nellis On motion of Trustee Perkins, seconded by Trustee Bolmgren, the wages of L. Nc Nellis was increased to $1.65 per hour, effective June 1, 1951) by unanimous vote of Council Members present. 1951 Licenses On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following applications for 1951 licenses were approved, and the Mayor and Clerk were author- ized to issue licenses to expire December 31, 1951, by unanimous vote of Council Members present: Crystal Grocery Cigarette, Milk at retail, and`3.2 Beer Off -Sale Justs Grocery Cigarette, Milk at retail, 3.2 Beer Off -Sale and Soft Drinks Bonds On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following bonds were approved by unanimous vote of Council Members present: PLUMBING LICENSE BOND, with Oren Weinmann as principal, and Hartford Accident and Indemnity Co. as surety, dated February 23, 1951. HEATING LICENSE BOND, with Oren Weinmann as principal, and Hartford Accident and Indemnity Co. as surety, dated February 23, 1951. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION REFUNDING GARBAGE COLLECTION ASSESSMENT WHEREAS, it appears that by resolution of the Village Council adopted October 16, 1950, levying assessments for Garbage Collection, the following des- cribed lots were inadvertantly assessed, whereas said lots were vacant and conse- quently not serviced by Garbage Collection, therefore BE IT RESOLVED that installments of such assessments heretofore paid in the respective amounts hereinafter set forth be refunded to the respective property owner and that upon the receipt of a signed verified claim, the Mayor and the Clerk be authorized to issue warrants in payment of such refunds. Bond On motion of Trustee,Bolmgren, seconded by Trustee Perkins, the following bonds were approved by unanimous vote of Council Members present: HEATING LICENSE BOND with Arnold Madsen, DBA Madsen Heating Service as principal, and United States Fidelity and Guaranty Company as surety, dated June 5, 1951, in the amount of $1,000.00. Smith, Village Engineer Letter Re: Constable's Badges A letter dated June 18, 1951 from Constables W. B. Davies and G. H. Longabaugh, requesting permission to purchase suitable badges for their office was read and ordered filed. Letter Re: Trees in Hole at 32nd & Texas A letter dated June 18, 1951,from Terry Excavating Company, informing the Village Council that neighbors in the vicinity of the 3200 block on Texas Avenue were objecting to the trees which they have left in the hole and in the vacant lot after grading Texas Avenue, and stetting that they would definitely remove them, was read and referred to the,Village Engineer for checking and recommenda- tion. LLetter Re: Bus Fares --- West of Texas A letter dated June 13, 1951 from the Deephaven Bus Company, Inc, in reply our letter of June 5th regarding a change in bus fares for riders going West of Texas Avenue to Jordan Avenue, stating that they were negotiating a new contract with the Union which could necessitate the readjustment of the whole problem, was read -and referred to Trustee Bolmgren, Chairman of the Transportation Com- mittee. Bid Awarded for Sidewalk and Curb and Gutter On motion of Trustee Perkins, seconded by Trustee Bolmgren, Victor Carlson and Sons, Inc. were deemed to be the lowest bidders for the construction of sidewalk, curb and gutter received June 11, 1951, and the Mayor and Clerk were authorized to enter into a contract with Victor Carlson, and Sons, Inc. for the work -at prices bid as follows, by unanimous vote of Council Members present. F. i June 18, 1951 Bid Awarded for Water Main Construction The Village Engineer's report and recommendation on bids received June 11, 1951 for the construction of Wat6r Main Jobs 51-80, 51-81 and 51-82 was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of Western Underground Construction Company was deemed to be the lowest bid of a responsible bidder on above mentioned water main construction, and the Mayor and Clerk were authorized to enter into a contract with,Western Underground Construction Company for the work at price bid of $10;947.75, by unanimous vote of Council Members present. Special Permit for Temporary Building On motion of Trustee Perkins, seconded by Trustee Bolmgren,'the request of Dairy Mor Company for a special permit to construCt'a-temporary building 16' x 2g' on Lots 5, 6, 71 8, and 9. Block 319, Rearbangtment of St. Louis Park (Quebec•Avenue and South Servi6e Drive Highway #7) was approved and the Building Inspector was authorized to issue permit for same, by unanimous vote of Council Members' present. Permit kor Bus Shelter - Excelsior and Wooddale A letter from Sheldon Thomas Company, dated June 18, 1951, requesting a special building permit to erect on their property at Excelsior Boulevard and Wooddale Avenue, a bus shelter, according to plans furnished, was•read. On motion of Trustee,Bolmgren, seconded by Trustee Perkins, the above mentioned request was approved, and the Building Inspector was authorized to issue permit for the construction of above mentioned bus shelter according to plans therefore, by unanimous vote of Council Members present. Petition for Sanitary Sewer Jerome H. Segall The petitiod dated February 19, 1951, signed by Jerome H. and Ethlyn J. Segall,'4317 West 36th Street, for the construction of sanitary sewer in Mini- kanda Park Addition to serve Lots 1, 2, 3, 5, 6, 7, 8, 9, 10, and 11, was read and referred to Trustee Bblmgren for checking and recommendation, by unanimous vote of Council Members present. No Sidewalk -- Lynn from 26th to -27th It was moved by Trustee Bolmgren, seconded by Trustee Bo]mgren that no sidewalk be constructed on East and West sides of -,Lynn Avenue from 26th Street to 27th Street, and that Jobs 51-30 and 51-33 be 'removed from the list of work to be done in 1951. Motion was passed by unanimous vote of Council Members present. Dust Coat Ordered on 36th Street, Huntington Woods The Village Engineer's report on the petition signed by Mr. and Mrs. David Chatelain and others, dated May 26, 1951, opposing the construction of sanitary sewer in 36th Street, Huntington Woods, was read. He stated that the hearing has been held, bids taken and contract awarded. Some people are in vital need of the sewer. Also, there is a -petition on file for blacktopping this stretch, and if we cut out the sewer and do the blacktopping work now, the money paid for blacktop will be wasted when the,sewer is constructed later. He recommended that the Street Department put a dust coat on this street at this time. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Engineer's report on the above was approved, and the Street Commissioner was ordered to put a dust coat on 36th Street, Huntington Woods, by unanimous vote of Council Members present. Request for Extension of Time to Occupy Basement Dwelling The request of Henry M. Dahl, 2925 Oregon Avenue, dated June 11,• 1951, for an extension of time for occupying his basement dwelling, was read. Also the Building Inspector's report dated June 15, 1951, on the condition of this property was read. The matter was referred back to the Building Inspector for proper action. Petition for Rezoning The Planning Commission's report dated June 9, 1951 on the petition of Adolph Fine, Inc. for rezoning of area described as the Wly 438.5 feet of the SES of the SE4 of Section 7, Township 117, Range 21, except the E 210 feet of the S 293 feet and the Railroad R/W and road easement along Minnetonka Boulevard from Open Development or Commercial Use to Light Industrial Use, was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above matter was deferred to meeting of -June 25, 1951, by unanimous vote of Council members present. 11 June 18, 1951 873 Supplementary Request Regarding Names of Streets New Minnehaha Gables Addition The Planning Commission's report and recommendation on the supplemental request of M. P. Johnson regarding names of streets in the new Minnehaha Gables Addition, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recom- mendations in the Planning Commission's report dated June 11, 1951 regarding street names in the New Minnehaha Gables Addition were approved, and the Village Attorney was instructed to prepare an ordinance extablishing same, by unanimous vote of Council Members present. Permit for Garage - E. D. Mc Isaac On motion of Trustee Perkins, seconded by Trustee Bolmgren, the building inspector was authorized to issue a building permit to E. D. Mc Isaac for the construction of a garage on rear of Lot 28, Block 2, The Bronx with setback 2 feet back from property line, by unanimous vote of Council Members present. Proposed Sidewalk Construction Pursuant to hearing had on June 11, 1951 on proposed construction of side- walk on the EAST SIDE OF KENTUCKY AVENUE FROM 26TH STREET TO 27TH STREET and action being deferred to this meeting, it was moved by Trustee Perkins, seconded by Trustee Bolmgren that action be again -deferred to meeting of June 25, 1951, by unanimous vote of Council Members present. Proposed Sewer Extension Pursuant to hearing had on June 11; 1951, on proposed construction of sanitary sewer in BRUNSWICK AVENUE FROM WEST 34TH STREET TO HAMILTON STREET, and action on same being deferred to this meeting, it was moved by Trustee Bolmgren, seconded by Trustee Perkins that action again be deferred to meeting of June 25, 1951, by unanimous vote of Council Mtmbers present. Request for Permit for Billboard - Adolph Fine, Inc. A letter from Adolph Fine, Inc. dated June 14, 1951, requesting a special permit to erect a billboard approximately 12 feet high and 24 feet wide on Commercially zoned lot at the intersection of West Lake Street and West 34th Street, was read, and action on same deferred to meeting of June 25, 1951.
