REGULAR MEETING JUNE 11, 1951
A regular meeting of the Village Council was called to order by Mayor
0. B. Erickson at 8:20•P. M. with the following Council Members present at roll
call as follows:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
were referred to the Village Engineer and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of the Council
Members present.
Bids for Water Main Construction
As advertised in the St. Louis Park Dispatch May 23, sealed bids were
received from the following bidders for the construction of water main extensions
Nos. 51-80 to 51-82 inclusive:
1. De Graff -Wolf $14,296.00
2. Phelps -Drake Company, Inc. 12,948.50
3. Lametti and Lametti 10,874.50
4. Western Underground Const. Co. 10,947.75
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
were referred to the Village Engineer and Chairman of the Water Department Com-
mittee for tabulation and recommendation, by unanimous vote of Council Members
present.
Hearing on Proposed Sidewalk Construction
Pursuant to notice published in the St. Louis Park Dispatch May 23 and 30,
1951, a hearing was had on proposed construction of sidewalk on the East side of
Kentucky Avenue from 26th Street to 27th Street. No persons appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on
above proposed sidewalk construction was deterred to meeting of June 18, 19512
by.unanimous vote of Council Members present.
Hearing on Proposed Sewer Extension
Pursuant to notice published in the Si, Louis Park Dispatch May 23 and 30,
1951, a hearing was had on proposed construction of -sanitary sewer in BRUNSWICK
AVENUE FROM 34TH STREET TO HAMILTON STREET. No persons appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above
proposed sewer extension was deferred to meeting of June 18, 1951, by unanimous
vote of Council Members present.
Request for Grading Alley in Block 1, The Bronx
Several persons in the vicinity of Alley in Block 1, The Bronx Addition
appeared regarding the grading of alley. Deputy Clerk, R. B. Connery was
instructed to secure more information regarding same and refer it to Village
Attorney, E. T. Montgomery.
Minnetonka to Georjia Bus Lavover
R. Fernstrom, H. Enesvedt and Ralph Koch, representing the St. Louis Park
Board of Education appeared relative to the layover stop of the Minnetonka to
Georgia bus which at present is in front of.a home, and very annoying to the
occupants. A change was suggested which would necessitate the romoval of a
water hydrant. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action
was deferred to meeting of July 23, 1951 pending the receipt of further informa-
tion from the Board of Education. Motion was passed by unanimous vote of the
Council Members present.
Hearing on Application for Rezonin
Pursuant to notice published in the St. Louis Park Dispatch May 23, 1951)
a public hearing was had on the recommendation of the Planning Commission for
rezoning of Lots 16 and 17, Block 4, J. F. Lyons Addition, from Commercial Use
District to Residential Use District. The following persons appeared: H. P. Mc
Dermott, owner of lot on corner of County Road #18 and Minnetonka Boulevard,
Mrs. Esther Yngve representing owner Forest Clements and Bernard Dixon, owner of
Lots 19 and 20, appeared in opposition to the rezoning. Mr. and Mrs. Vernon
R. Peterson, 2955 Independence Avenue and others appeared in favor of same.
On motion of Trustee'Bolmgren, seconded by Trustee Jorvig, action on above
rezoning was deferred to meeting of June 25, 1951, by unanimous vote of Council
Members present.

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted -by unanimous vote of all members of the Council present:
RESOLUTION SETTING HEARING FOR PROPOSED WATER MAIN EXTENSION
RESOLVED by the Village Council that July 9, 1951 be set as date for hear-
ing on proposed extension of 12 inch Village water main at the following locations
in the Village:
Cedar Lake Road from Louisiana Avenue to Texas Avenue
Texas Avenue from Cedar Lake Road to Wayzata Boulevard
Wayzata Boulevard from Texas Avenue to Zarthan Avenue
Louisiana'Avenue from Cedar Lake Road to Wayzata Boulevard
18th Street from Louisiana Avenue to Cedar Lake Road
Zarthan Avenue from Wayzata Boulevard to Cedar Lake Road
Cedar Lake Road from Dakota Avenue to FPance Avenue
France Avenue from Cedar Lake Road to West 24th Street.
BE IT FURTHER RESOLVED that the area proposed to be assessed for construction

On motion of Trustee Jorvig,.seconded by Trustee Bolmgren, the -following
gas main extensions were approved by unanimous vote of Council Members present:
#168 In Yosemite Avenue from 5151 North of South line
West 29th Street.
#169 In West Sunset Boulevard from 74' West of West Line
of Huntington Avenue to Inglewood Avenue.
#172 In South Willow Lane from Forest Road to Lot 11, Block
6, Lake Forest Addition.
Permission to Place Poles
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of Council Members present:
One (1) pole on West 26th Street west of Sumter Avenue
Two (2) poles on Texa-Tonka Avenue south of Virginia Avenue
Commencing at the intersection of Texas Avenue and Cedar
Lake Road; thence West 150 feet; thence North parallel to
Texas Avenue to Wayzata Boulevard; thence West along the
boundary between the Village,of St. Louis Park and the
Village of Golden Valley to intersection with boundary between .
the Village of St. Louis Park and the City of Minneapolis;
thence South along said boundary between the Village of St.
Louis Park and the City of Minneapolis to West 24th Street;
thence Westerly along West 24th Street to France Avenue; thence
Northerly along the West line of France Avenue to the Southeast
corner of Lot 1, Block 6, Forest Tract, Lake Forest Addition; _

Permission to Place Buried Cable
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the North-
western Bell Telephone Company was granted permission to place buried cable
in Oxford Street west of Alabama Avenue, and in the alley north of Oxford Street
east of Alabama Avenue, by unanimous vote of Council Members present.
1951 Licenses
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1951 licenses were approved, and the Mayor. and Clerk were
authorized to issue licenses to expire December 31, 1951) by unanimous vote of

On motion of Trustee�'Bolmgren, seconded by Trustee Jorvig, Deputy Clerk,
R. B. Connery was authorized to sign Village Warrants and Checks in the absence
of Clerk, Joseph Justad, by unanimous vote of Council members present.
Amount of Funds in Depository Increased
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the amount of
funds to be deposited inithe Northwestern National Bank of Minneapolis, the
regularly designated depository for Village funds, was increased to x$800,000.00
at any one time, by unanimous vote of Council Members present.
Bids Awarded for Street/Department Equipment
On the recommendation of Village -Engineer, Phil W. Smith, it was moved
by Trustee Bolmgren, seconded by Trustee Jorvig, that the following bids
received June 4, 1951'for the furnishing of various articles of Street Depart-
ment equipment were deemed to be the lowest bids of responsible bidders, and
the Clerk was authorized to issue purchase orders for same at prices bid, by
unanimous vote of Council Members present:

Bids for Snow Plows Rejected
On motion of Trustee Bolmgren, seconded by Trudtee Jorvig, the bids
received June 4, 1951 for the furnishing of 2 one-way snow plows for 2 ton,
truck, and 1 V snow plow for 2 ton truck were rejected, and the Clerk was
authorized to re -advertise for same, bids to be opened July 9, 1951, by unani-
mous vote of Council Members present.
Three Double Bungalows
The Planning Commission's report dated June 8, 1951 on the request of
Henry Jessen for permits to build three double bungalows on Lots 1, 25 3, 4, and
5, Block 5, J. F. Lyon's Fourth Addition (Hillsboro and Mtka. Blvd.), was
read.
Hearing Date Set for Double Bungalows
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, July 16, 1951
was set as date for hearing on the request of Henry Jessen for permits to build
three double bungalows on Lots 1, 2 3, 4, and 5, Block 5, Lyons Fourth Addition,
(Hillsboro and Minnetonka Boulevard by unanimous vote of Council Members present.
Petitions for Sanitary Sewers
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petitions were referred to the Village Engineer and Chairman of the Sewer Depart-
ment Committee for checking and recommendation, by unanimous vote of Council
Members present:

Hearing Date Set for Rezoni
The Planning Commission's report dated June 7, 1951, on the request of
Mrs. Louise H. Schroeder for the rezoning of a portion of Lot 1, Block 9,
Brookside Addition from Residential Use District to Commercial Use District, was
read.
On motion of Trustee Volmgren, seconded by Trustee Jorvig, July 16, 1951
was set as date for hearing on the petition of Mrs. Louise H. Schroeder for the
rezoning of a portion of Lot 1, Block 9, Brookside Addition from ResidentialUse
District to Commercial Use District, by unanimous vote of Council Members present.
Contract Awarded for Sanitary Sewer 2-U
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of
Phelps -Drake Company, Incorporated, received June 4, 1951, for the construction
of sanitary sewer Projects P-210, 51-71, 51-72, 51-73, and 51-74 (District
No. 2-U), was deemed to be the lowest bid of a responsible bidder, and the Mayor
and Clerk were authorized to enter into a contract with Phelps -Drake Company,
Inc. for the Village for the work at price bid of $42,348.65, by unanimous vote
of Council Members present.
Contract Awarded for Sanitary Sewer 1-T
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of
Phelps -Drake Company, Inc. received June 4, 1951, for the construction of sanitary
sewer Projects P-216, 51-69, 61-70, and 51-79 (District No. 1-T),, was deemed to
be the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized
to enter into a contract with Phelps -Drake Company, Inc. for the work at price
bid of $41,886.35, by unanimous vote of Council Members present.
Street Name Established - Westwood Hills Road
The Planning Commissionts report dated June 8, 1951, on the request of C. W.
Clark and others to establish the name of private road known as Westwood Hills
Road as Westwood Hills Road, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Attorney was instructed to prepare an ordinance to establish the name'of private
road known as Westwood Hills Road as Westwood Hills Road, by unanimous vote of
Council Members present.
Gravel Pit Endangering Property, Etc.
Robert E. Scott and several others from vicinity of Minikanda Oaks appeared,
stating that the Acme Stone Company were tearing down their private alley,
cutting within three feet of their property lines, thus endangering property and
persons in the vicinity,
Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:

RESOLUTION ORDERING FENCING, GUARDING
AND DRAINING OF GRAVEL PIT
WHEREAS the Village Council has. been informed that the gravel pit owned
by Mary K. Peterson in the SE -1 of the NE -41, Section 6, Township 280 Range 24 is
being excavated to -the approximate rear lot lines of Lots 1 to 19, Block 1,
Minikanda 6aks Addition, thus endangering private property and persons in the
vicinity; therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the owner and operator of said gravel pit be hereby ordered to fence the
south boundary of the pit along the rear lot lines of Lots 1 to 19, said block,
and slope the banks and otherwise properly guard and keep the pit in such
condition as not to be dangerous from caving of sliding banks.

Walter Terry, owner of the property in question appeared. He requested
the right to remove dirt to level the lots until a decision is reached. No
permission was granted. Inasmuch as the Planning Commissionts report indicated
further study would be made before making a recommendation, no action was taken
at this time.
Minnesota Police Officers Association Convention
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Andy Nelson,
Robert Scandal and James Dahl were authorized to attend the Minnesota Police
Officers Association Convention at Mankato, Minnesota, June 25, 26, 1951, with
necessary expenses paid, by unanimous vote of Council Members present.
Hearing on Proposed Supplementary Assessments for
Construction of Water Main
Pursuant to notice published in the St. Louis Park Dispatch, May 9, 1951,
a hearing was had on proposed supplementary assessment for construction of water
main in Excelsior Boulevard, from Dakota Avenue to West Village Limits. No one
appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ADOPTING SUPPLEMENTARY WATER MAIN
ASSESSMENT
WHEREAS, the Village Council has met at the time and place specified in
a notice relating to supplementary assessment for construction of water main in
Excelsior Boulevard from Dakota Avenue to the West Village Limits published in
the St. Louis Park Dispatch May 9, 1951,'has heard all interested persons and
considered the proposed supplementary assessment on file with the Village Clerk,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said proposed assessment be hereby adopted and there be hereby levied and
assessed against each lot and tract of land described in said assessment rold
a special assessment in the sums therein'respectively set forth payable in ten
equal annual installments with interest At 4% per annum extending over a period
of ten years, the first of said installments to be payable on or before the first
Monday in January, 1952; interest shall be computed from the date of this
resolution until August 15, 1951, and to"each subsequent installment when due
shall be added interest for one year on all unpaid installments.
