Hearings on Proposed Sidewalk Improvements Pursuant to notice published in the St. Louis Park Dispatch May 9 and 16, 1951, separate. public hearings were had on the following proposed sidewalk imp- rovements: No one appeared. IMPROVEMENT NUMBER LOCATION 51-48 East side of Kentucky Avenue from 26th Street to 27th Street 51-49 East side of Kentucky Avenue from 28th Street to 29th Street 343 51-52 West side Idaho Avenue from 26th Street to 27th Street 51-53 East side Louisiana Avenue from 31st Street to 32nd Street 51-83 West side of Jersey Avenue from 26th Street to 27th Street Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING SIDEWALK IMPROVEMENTS WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch May 9 and 16, 1951, of hearing on proposed sidewalk improvements Nos. 51-48, 51-49,-51-52, 51-53 and 51-83, and has heard all interested persons and determined the necessity for such side walk improvements, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that construction of sidewalks be hereby ordered at the following locations in said Village: IMPROVEMENT OBER LOCATION 51-48 East side Kentucky Avenue from 26th Street to 27th Street 51-49 East side Kentucky Avenue from 28th Street to 29th Street 51-52 West side Idaho Avenue from 26th Street to 27th Street 51-53 East side Louisiana Avenue from 31st Street to 32nd Street 51-83 West side Jersey Avenue from 26th Street to 27th Street in accordance with plans and specifications which have been prepared by the Village Engineer and which are hereby approved, and the Village Clerk is hereby directed to advertise for bids for construction of said sidewalk improvements which are to be opened by the Village Council on June 11, 1951. Hearing on Proposed Sanitary Sewer Extension Pursuant to notice published in the St. Louis Park Dispatch May 9 and 16, 1951, a hearing was had on proposed extensions of sanitary sewer No. 51-87 (South Side of Excelsior Boulevard from Joppa Avenue to a point 250 feet East thereof). No one appeared. Order to Discontinue Excavatin On motion of Trustee Perkins, seconded by Trustee Bolmgren, Terry Brothers Excavating Company was ordered to discontinue excavating on Lot 30, Block 170 and Lot 28, Block 330, Rearrangement of St. Louis Park until it is determined whether a permit is required for the excavation that has taken place. Motion was passed by unanimous vote of Council Members present. Trustee Jorvig Trustee Jorvig came to the meeting at this time -- 8:20 P. Kind 2909 Blackstone Avenue and others, dated May 28, 1951, for the construction of storm sewer in BLACKSTONE AVENUE FROM MINNETONKA BOULEVARD TO 29TH STREET. Hearing Date Set for Water Main Construction Petition P-829, signed by Sam Segal, 3255 Blackstone Avenue and others, dated May 25, 1951, for the construction of water main in BLACKSTONE AVENUE FROM WEST LAKE STREET NORTH TO WEST 32ND STREET, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, Ju1Y 92, 1951 was set as date for hearing on above,petition, by unanimous vote of the Council. Advertise for Bids for Storm Sewer, District 24 A group appeared regarding the construction of storm sewer to take care of 34th Street at Zarthan Avenue. The problem is that water hole cannot be filled until storm sewer is constructed. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was instructed to advertise for bids for Storm Sewer District #21F, to be opened June 3t% 1951, by unanimous vote of Council Members present. ic? Petition for Rezoning A group of residents in the vicinity of South Street and Rhode Island discussed the possibility of_rezoning Lot 28, Block 330, and Lot 30, Block 170, Rearrangement of St. Louis Park from Light Industrial Use to Residential Use. They had a petition with a few names, and took same back to secure more signa— tures. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the matter of rezoning Lot 28, Block 330, and Lot 30, Block 170, Rearrangement of St. Louis Park from Dight Industrial Use to Residential Use was referred to the Planning Commission for study and recommendation, by unanimous vote of the Council. Deed for Property for Street Purposes On motion of Trustee Perkins, seconded by Trustee Jorvig, the deed for the following described property was accepted subject to J. E. Boran accepting $50.00 for same on approval of title: That part of Lot 121, Block 3, Belmont Terrace lying easterly of a line drawn parallel with and sixty feet westerly of, measured at a right angle to the Westerly line of the right of way of the Great Northern_ Railway Company as shown on the plat of said "Belmont Terrace", all according to the plat thereof on file and of record in the office of the Register of Titles in and for Hennepin County, Minnesota to be used for roadway purposes. (Boone Avenue). Motion was passed by unanimous vote of the Council, Fill Hole in 27th Street, East of Raleigh Avenue On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village Engineer was instructed to fill up hole in 27th Street, east of Raleigh Avenue, prior to grading of street, by unanimous vote of Council Members present. Building Inspectord;s Weekly Report The building inspector's weekly report for week ending May 25, 1951, show— ing that 25 building permits were issued totaling $$6,400.00, was read and ordered filed. 346 May 28, 1951 Q Certificates of Achievement in Traffic Safety A letter from the Board of Hennepin County Commissioners, dated May 21, 1951, informing the Village Council that Certificates of Achievement in Traffic Safety would be made to Villages, Towns and Cities that have either held their own as to fatal accidents or improved their record over 1949; and asking the Council to appoint someone to represent the Village at a luncheon at the Golden Valley Golf Club on June 14, 1951, was read. On motion of Trustee Jorvig, seconded by Trustee Perkins, Trustee Bolmgren and Police Chief, Andy Nelson were delegated to attend the luncheon at Golden Valley Golf Club, June 14, 1951 to represent the Village of St.' Louis Park, and to accept the achievement award to be given out, -by unanimous vote of the Council. Application for Special Permits to Erect Two-family Dwellings An application signed by M. P. Johnson, dated May 23, 1951, for special permits to erect doublet bungalows on each of the following described lots, was read: 1 a Lot -4, Block 2, Supreme Park First Division Lot 5, Block 2, Supreme Park First Division Lot 6; Block 2, Supreme Park First Division On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above application was referred to the Planning Commission for checking and report, by unanimous vote of the Council. Work Ordered for Bus Parking On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Engineer was instructed to start immediately on the work at Georgia Avenue and Minnetonka Boulevard in order for the Twin City busses to park at the SW corner thereof. Motion was passed by unanimous vote of the Council. Fireman's Convention On motion of Trustee Jorvig, seconded by Trustee Perkins, three paid Firemen and three Volunteer Firemen were authorized to attend the Fireman's ' Convention at Cloquet, Minnesota, June 11, 12, 13, 1951, with necessary expenses paid, by unanimous vote of the Council. Request for Street Name Change On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request signed by Herman Swenson, dated May 28, 1951, for the changing the name of West 36th Street in Huntington Woods, to Huntington Lane, was referred to the Planning Commission for study and recommendation, by unanimous vote of the Council. Petition Opposing Sewer Construction On motion of Trustee Perkins, seconded by Trustee Jorvig; , the petition signed by David Chatelaine and others, dated May 26, 1951, opposing the const- truction of sanitary sewer in 36th Street in Huntington Woods at the present time was referred to the Village Engineer for checking and report, by unani-' mous vote of the Council. Contract Awarded for Black Top Mix On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of J. V. Gleason received April 2, 1951 for the furnishing of black top mix and Medium Curing Cut -Back Asphalt -Mix was determined to be the'lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to enter into'a ,contract with J. V. Gleason for 'the furnishing of 15,000 tons more or less -Bituminous Plant Mix at $4.40 per ton; and 15,000 tons more or less Bituminous Plant Mix using Med,.r Curing Ciut-;bdck_A'sphalt at $4.25 per ton, by unanimous vote of the Council. Bond Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the SIDE- WALK OR CURB AND GUTTER CONSTRUCTION BOND with Roy Fure and John Fure, DBA Fure Brothhers Cement Construction Company as principal, and Standard Acciddnt Insurance Company as surety, dated May 1, 1951, in the amount of $10,000.00, covering construction of sidewalks, curb and gutter at various locations in the Village, was approved by unanimous vote of the Couhcil. Bids for Bituminous Liquids Rejected On motion of Trustee Perkins, seconded by Trustee Bolmgren, all bids received March 26, 1951 for the furnishing of bituminous liquids were rejected, and the Clerk was authorized to readvertised for same, bids to be opened on by unanimous vote of Council Members present. May 28, 1951 347 Fill Ordered - Rhode Island Avenue -32nd -32nd -� St. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was authorized to order Contractor to fill in Rhode Island Avenue be- tween 32nd Street and 322 Street approximate.cost of $800.00 in order to lay water main under cover. Motion was passed by unanimous vote of the Council. Y Contract for Grading & Graveling . On motion of Trustee Perkins, seconded,by Trustee Bo]mgren, the bid of Terry Brothers, Inc. received May 21, 1951 for grading and graveling Jobs. 51-2 thru 51-15, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to enter into a contract with Terry Brothers, Inc. for.the work at price bid of $13,558.75, by unanimous vote of the Council.
