P. or'mare 1 New portable bituminous circulator and heater with 5 H. P. steam boiler attached 1- Motorized Pulvi Mixer, 61 cutting width, bids accepted on new or used mixer 1 New pneumatic tired roller 2 New 101,000 Gal capacity vertical asphalt tanks, to be equipped with steam heating coils 2 One way snow plows for 2 ton truck 1 V Snow plow for 2 ton truck 2 2 ton dump trucks, specifications for same on file with Village Clerk 1 1 ton panel truck, specifications for same on file with Village Clerk. Bus Stop Signs for Excelsior Boulevard On motion of Trustee Bolmgren, seconded by Trustee Perkins, the 6_" x 24" perpendicular bus stop signs (yellow background with black letters) to be furnished by the Twin City Rapid Transit Company for Excelsior Boulevard from France Avenue to and including Meadowbrook Manor Apartment Buildings as per schedule shown -in their.letter dated April,25, 1951 were approved, and the Street Commissioner was instructed to furnish posts and place signs as per schedule by unanimous vote of Council Members present. Drainage Problem at 29th and Blackstone On motion of Trustee Perkins, seconded by Trustee Bolmgren, the -Village Engineer was instructed to make a survey and report on the drainage problem existing at 29th Street and Blackstone Avenue, by unanimous vote of CouncilMem- bers present. Special Permit to Connect to Sewer Manhole On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit was granted to Harold E. Anderson to connect his home at 3156 Dakota Ave. to.the sewer manhole in the intersection of Dakota Avenue and West 32nd Street with the understanding that he pay an assessment of $160.00 at the time he takes out the permit, this assessment payment to be credited to said property when sewer main is constructed past said property. This work to be done under the direction and supervision of the Village Engineer. Motion was passed by un- animous vote of the Council. 1951 Licenses On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following applications for 1951 licenses were approved, and the Mayor and Clerk were authorized to issue licenses to expire December 31, 19512 by unanimous vote of Council Members present: Advance Music Company, Pinball 1 Machine at Jennings Tavern 4630 Excelsior Blvd. Chester Hyland Popcorn Truck (Hawker's Lie.) Bonds On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following bonds were approved by unanimous vote of the Council: - CONSTABLE'S BOND with Gerald H. Longabaugh as principal, and American Automobile Insurance Company as surety, dated April 2, 1951, in the amount of $500.00. HEATING LICENSE BOND with Economy Furnace - Company of Minneapolis, Minnesota as principal, and American Surety Company of New York, N. Y. as surety, dated April 6, 1951, in the amount of $1,000.00. Smith, Village Engineer Resolution As suggested by Northern States -Power Company, subsequent to motion passed by the Village Council at meeting held May 14, 1951, approving street lights for meadowbrook Manor, it was moved'by Trustee Bolmgren, seconded by Trustee Perkins, that the fdllowing resolution be adopted, by unanimous vote of the Council: ' R E S O L U T I O N RESOLVED that the Village Council of the Village of St. Louis Park, Hennepin County, Minnesota, hereby accepts the offer of the Northern States Power Company, a Minnesota corporation, to furnish electric energy, lamp and glassware renewals, and other services for the operation and maintenance of the Village's ornamental street lighting system, consisting of: 30 - Single -light Lamp Posts all located or to be located in said Village, and hereby approves all rates, terms, conditions, and specifications contained in the proposed form of Ornamental Street Lighting Contract made a part of the offer of said Company, and the Mayor and the Clerk ar`e hereby authorized and directed to execute the aforesaid contract for and in the name of the Village and to affix the corporate'seal thereto. Bid Awarded for Special Car Police Chief, Andy Nelson's tabulation of bids received May 14, 1951, for the furnishing of One (1) 1951 Special Police car, with trade-in of One (1) 1949 Ford Custom Tudor Sedan, was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of The Woodhead Company, Incorporated received May 14, 1951, for the furnishing of One (1) 1951 Special Police Car, with trade-in of One (1) 1949 Ford Custom Tudor Sedan, was deemed to be the lowest bid of a responsible bidder, and the Clerk was authorized to issue a purchase order for same at price bid.of $$844.62 net, by unanimous vote of Council Members present. Building Inspector's Weekly Report The Building Inspector's weekly report for week ending May 18, 1951, show- ing that 24 building permits were issued, totaling $$151,250.00 was read and ordered filed. May 21, 1951 Block 9, Thorpe Brothers Cedar Lake Heights On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was instructed to advise the St. Louis Park School Board that they were no longer interested in the property held by them in Block 9, Thorpe Brothers Cedar Lake Heights, because the State would not deed other lots on the Boulevard. Motion was passed by unanimous vote of Council, Members present. Annual Convention - League of Minnesota Municipalities On motion of Trustee Bolmgren, seconded by Trustee Perkins, all Council Members, the Village Attorney and Village Engineer were authorized to attend the annual convention of the League of Minnesota Municipalities at Rochester, Minn., June 14, 15, and 16, 1951, with necessary expenses paid, by unanimous vote of Council Members present. Quit Claim Deed On motion of Trustee Perkins, seconded by Trustee Bolmgren, the quit claim deed furnished by Melvin P. Bid Awarded for Road Tar On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Republic Creosoting Company received April 2, 1951, for the furnishing of 50,000 gallons, more or less, of road tar, was deemed to be the lowest bid of a respon- sible bidder, and the Mayor and Clerk were authorized to enter into an agreement with the Republic Creosoting Company for same at price bid ($.1600) for the Vil- lage, by unanimous vote of the Council. Hearing Date Set --- Sewer and Water Main On motion of Trustee Bolmgren, seconded by Trustee Perkins, June 2$, 1951 was set as date of hearing on the following proposed sewer and water main cons- truction, by unanimous vote of the Council: (A) Sanitary Sewer -- In Brunswick, Colorado and Dakota Avenues from 39th Street to Excelsior Boulevard. (B) Sanitary Sewer -- In Florida Avenue from 28th Street to 29th Street; in 28th Street,from Florida Avenue to Edgewood Avenue (C) Sanitary Sewer -- In Raleigh Avenue from 26th Street to 27th Street (D) Sanitary Sewer -- In Salem Avenue from end of present sewer to 26th Street (E) Sanitary Sewer -- In 26th Street from Salem Avenue to Quentin Avenue (a) Water Main -- In Brunswick Avenue from 28th Street to 29th Street (b) Water Main -- In Pennsylvania Avenue from 28th Street to Minnetonka Boulevard, adjacent property to be assessed for above improvements. Termination of employment -- Glen Peterson . On motion of Trustee Perkins, seconded by Trustee Bolmgren, the action taken by Street Commissioner, Kenneth Johnson on May 18, 1951, terminating the employment of Glen Peterson as of that date,* for cause as set forth in the Vil- lage,No. 219 -- Section 7 -B -g, as follows: "Is wantonly offensive in his conduct or .language toward the Public or toward Village Officers, or Employees", and Xurther that the Clerk was instructed to forward a copy bf these minutes to Glen Peterson with a copy of that portion of Ordinance No. 219 that deals with procedure on discharges. Letter from Union Grievance Committee On motion of Trustee Perkins, seconded by Trustee Perkins, the letter received from the Municipal Employees Union'Grievance Committee, dated May 21, 1951, was read and ordered placed on file, by unanimous vote of the Council. Plans and Grades -- Co. Highway #5 -- France to Belt Line . On motion of Trustee Perkins, seconded by Trustee Bolmgren, plans and grades of State Aid Road #5 (Minnetonka Boulevard) from Prance Avenue to the Belt Line were referred to Village Engineer, Phil W. Smith for approval, by unanimous vote of the Council. Proposed Change in Bus Route On motion of Trustee Perkins, seconded by Trustee Jorvig, the proposed change in Minnetonka Boulevard -Georgia Avenue bus route made by the Twin City Rapid Transit Company, to run bus over 28th Street, was referred to the Trans- portation Committee for checking and recommendation, by unanimous vote of Council Members present. 342 May 21, 1951 Changes Authorized for Bus Y On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Engineer was authorized to make necessary changes at the Southwest Corner of Geor- gia Avenue and Minnetonka Boulevard to take care of Y for bus.
