REGULAR MEETING MAY 11+, 1951
A regular meeting of the Village Council was called to order by Mayor
0. B. Erickson at 8:05 P. M. with the following Council Members present at
roll call as follows:

Resolution — Bids for Improvement
Bonds
Sealed bids as set forth in the following resolution for purchase of
improvement bonds were opened and read. On motion of Clerk Justad, seconded
by Trustee Boimgren, the following,resolution was adopted by unanimous vote
of Council Members present:
RESOLUTION FOR ISSUANCE AND AWARD OF IMPROVEMENT
BONDS
WHEREAS, the Village Council on April 16, 1951, adopted a resolution for
issuance of Improvement Bonds in the aggregate sum of 0558,000 to finance
construction of certain public improvements described therein, and as directed
by said resolution the clerk has duly advertised for bids in the St. Louis Park
Dispatch on April 25, 1951, and in the Commercial West on April 27, 1951, and
the Clerk having determined that it was advisable to modify the aggregate
amount of said bonds to.be issued at this time to $490,000 in order to finance
the improvements hereinafter described, and notice of said modification having
been given by mail to all prospective bidders to whom the original advertise-
ment for bids was mailed, and

is hereby deemed to be the most favorable of said bids and is hereby accepted,
and the Mayor and Clerk of the Village are hereby authorized and directed to
execute and deliver I4provement Bonds of the Village of St. Louis Park in the
aggregate sum of $490,000 to be issued in denominations of $1,000 each, numbered
1 to 490 inclusive with interest at 22 per cent per annum payable semi-annually
to be dated.May 15, 1951, maturing serially as follows (Said maturities being
in accordanee,with modified maturities furnished the prospective bidders in said

It is hereby determined that the estimated collections from special
assessments which have been and will be levied against the property improved
by the respective improvements above described tb:-cover the cost thereof will
be in a sum equal to $490,000.00, and said assessments are irrevocably
appropriated to Project No. 497-A fund, and that no tax levy is required as
of the time of adoption of this resolution
3. The Mayor and Clerk are authorized to execute.the�purchase agree-
ment submitted by the said bidders and to secure at Village expense legal
opinion certifying to the validity of the bonds by Messrs. Faegre & Benson of
Minneapolis, and the Clerk is authorized to secure the printed bonds at the
expense of the Village.
4. The American National Bank and Trust Company, Chicago, Illinois is
hereby designated as paying agent at their regular charges.
Bids for Police Car
As advertised in the St. Louis Park Dispatch, April 18, 1951, sealed
bids were received from the following bidders for the furnishing of One (1)
Two -door, 110 H. P. SPECIAL POLICE CAR with trade-in of -One (1) 1949 Custom
Two -door sedan, as per specifications on file in the office of the Village
Clerk:
1, Woodhead Company, Inc. $844.52
2. Dahlberg Brothers, Inc. $940.00
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
bids were referred to the Police Chief and Chairman of the Police Committee for
tabulation and recommendation, by unanimous vote of Council Members present.
Hearings on Proposed -Sewer Extensions
Separate hearings were had upon each of the proposed improvements des.
cribed in the following resolution. No persons appeared in opposition.

On motion of Trustee Bolmgren, seconded by Clerk Justad, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION ORDERING SANITARY SEWER EXTENSIONS
WHEREAS, the Village Council has met at the time and place specified -in
a notice published in the St. Louis Park Dispatch April 25 and May 2, 1951,
and conducted separate hearings upon the following proposed sanitary sewer
extensions, heard all persons interested and determined the necessity for each
of said 'improvements, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following sanitary sewer extensions be hereby -ordered, the work to be
done by contract in accordance with plans and specifications prepared by the
Village 'Engineer which are hereby approved, and the Clerk is directed to
advertise for bids for the same which are to be opened -at the Council meeting
on June°4, 1951. The proposed sanitary sewer extensions above referred to are
as follows:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the hearing

vote of Council Members present.
Hearings on Proposed -Curb and Gutter and Sidewalks
Separate hearings were had upon each of the proposed improvements des-

RESOLUTION VACATING PORTION OF JOPPA AVENUE
WHEREAS, the Village Council has met January 8, 1951 at the time and
place specified in a notice embracing a copy of petition theretofore filed
with the Village Council by Johnson Nut Company requesting vacation of that
portion of Joppa Avenue hereinafter described, which notice was published in
the St. Louis Park Dispatch December 20, 1950, and duly posted, and the Village
Council having heard all interested persons and regularly continued to this
present meeting, and it appearing to the Council that the said portion of
Joppa Avenue has not been improved and will never be extended south of the
railroad right of way, and it appearing that it is desirable in connection with
the proposed improvement of petitioner's property that said street be vacated
and that petitioner is the owner of all property on the -line of the portion
of said street to be vacated, therefore,

Water Supply on water main extensions in St. Louis Park, dated April 23, 1951,

Petition for Removal of Garbage and Refuse Pit
" A petition signed by Kenneth Senn and others, dated May 14, 1951, oppos-
ing the use of the Landers, Norblom, Christenson pit south of Minnetonka Blvd.
and West of Texas Avenue as a disposal pit for Village Garbage and Refuse
collections, was presented to the Council by Mr. Senn, 3018 Aquila Avenue.
An incinerator was suggested, for use with other Villages in the vicinity.
It was also suggested that an inspector be placed at the dump to check the
covering and spraying with DDT of each load. It was reported that much dump-
ing was done on Saturdays and Sundays by private'dumpers -- this matter will be
checked.
The entire matter was referred to a Committee of the Council and three
or four signers of the petition.

A letter to the Village Council dated May 14, 1951, from Charles E. Fellows,
Chairman VFW Carnival Committee, requesting permission to use the property at
37th and Highway #100 for the purpose of holding their annual carnival, Tuesday,
Wednesday and Thursday, May 29, 30, and 31, 1951, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, permission
was granted to the VFW for holding their annual carnival on property at 37th
Street and Highway #100, May 29, 302 31, 1951, with the understanding that the
Village will be furnished with a liability insurance policy, premium free in
the amount of $25,000.00, delivered to them three days before the opening of
the carnival. Motion was passed by unanimous vote of Council Members present.
Commercial Building for Texa-Tonka
A letter from Adolph Fine, dated May 9, 1951, requesting permission to
construct.a commercial building to house various service activities on Lots 20,
21, 22, and 23, Block 2, Texa-Tonka Addition, was read. On motion of Trustee
Perkins, seconded by Trustee Bolmgren, the above request was referred to the
Planning Commission for checking and recommendation, by unanimous vote of
Council Members present.
Letter Commending Fire and Police Departments
A letter from Martin A. Nelson, Deputy State Fire Marshal, and Ernest
D. Grossman, Special Agent, National Board of Underwriters, dated April 26,
1951, commending the Fire and Police Departments for the excellent work done in
preventing an attempt to set fire to the Lakeland Door Company, and the arrest
of Edwin A. Carlson who was prosecuted for same, was read ordered filed.
Street Lights for Meadowbrook Manor
A letter dated May 9, 1951 from Meadowbrook Manor, Inc., stating that
they are at present installing 30 ornamental concrete street light standards,
and requesting that the Village Council make the necessary arrangements with
Northern States Power Company to energize same and pay the future costs of said
energy, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the May6r and
Clerk were authorized to enter into a contract with the Northern States Power
Company for the energizing of 302 6,000 Lumen lights at Meadowbrook Manor, for
Meadowbrook Lane, Meadowbrook Boulevard, and Excelsior Boulevard, and for the
payment of future costs of said energy, by unanimous vote of Council Members
present.

grading improvements numbered 51-2 to 51-15 inclusive pursuant to notice
-published in the St. Louis Park Dispatch March 21 and 28, 1951, and action on
said proposed improvements having been regularly deferred until this present
meeting, and the Council having determined the necessity for said improvements
with the exception of Improvement No. 51-2, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the said street grading Improvements No. 51-3 to 51-15 inclusive be hereby
ordered, the work to be done in accordance with plans and specifications pre-

Load Limit Removed
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the load
limit on Louisiana Avenue, north of Cedar Lake Road was removed, effective May

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION SETTING HEARING FOR BRIDGE CONSTRUCTION
RESOLVED, by the Village Council of the Village of St. Louis Park that
notice of hearing on proposed reconstruction -of bridge extending Louisiana Ave.
over the right of way and tracks of the Great Northern Railway be -set for the
Village Council meeting of June 4, 1951, and the Clerk be directed to publish
notice of said hearing, and
BE IT FURTHER RESOLVED that the area proposed to be assessed for said
improvement shall be the entire area of the Village of St. Louis Park.

RESOLVED, that a hearing on proposed paving of Minnetonka Boulevard
from France Avenue to State Highway No. 100 to be done jointly by the Village
of St. Louis Park and the County of Hennepin -be hereby set for the Council
meeting on June 4, 1951, and the Clerk be directed to publish notice thereof,
and;
BE IT FURTHER RESOLVED that the area proposed to be assessed for said
improvement shall be the entire area of the Village of St. -Louis Park.

Advertise for Bids for Street Department Equipment
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk
was instructed to advertise for bids for the following Street Department
equipment, bids to be opened June 4, 1951:
1 New pneumatic tired wheel -type tractor, 40 H. P. or'mare
1 New portable bituminous circulator and heater with 5 H. P.
steam boiler attached
1- Motorized Pulvi Mixer, 61 cutting width, bids accepted on
new or used mixer
1 New pneumatic tired roller
2 New 101,000 Gal capacity vertical asphalt tanks, to be
equipped with steam heating coils
2 One way snow plows for 2 ton truck
1 V Snow plow for 2 ton truck
2 2 ton dump trucks, specifications for same on file with
Village Clerk
1 1 ton panel truck, specifications for same on file with
Village Clerk.
Bus Stop Signs for Excelsior Boulevard
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the 6_" x 24"
perpendicular bus stop signs (yellow background with black letters) to be
furnished by the Twin City Rapid Transit Company for Excelsior Boulevard from
France Avenue to and including Meadowbrook Manor Apartment Buildings as per
schedule shown -in their.letter dated April,25, 1951 were approved, and the Street
Commissioner was instructed to furnish posts and place signs as per schedule
by unanimous vote of Council Members present.
