RESOLUTION SETTING ASS9SSMENT HEARINGS
WHEREAS, pursuant to resolution heretofore adopted by the Village Council,
the following street improvements have been completed and the cost determinedL

BE IT RESOLVED by the Village Council of the village of St. Louis Park
that said Council will meet on the 7th day of -May, 1951, at 8:00 P. M. at the
Village Hall in said Village and will ascertain the amount of special benefits
received by any properties in said Village by reason of the construction of each
of said improvements and hear the testimony in that connection of all persons
interested or whose property is affected who may appear in person or by attorney
and -present witnesses for examination.

. On motion of Trustee Perkins, seconded by Trustee Jorvig, the application

Constable Appointed
On motion of Trustee Perkins, seconded by Trustee Jorvig, Gerald H.
Longabaugh (Jerry) was appointed to fill the unexpired term of Lawrence Holm
as constable, by unanimous vote of the Council.
New Gas Rates
A•lettbr from the Minneapolis Gas Company, dated March 30,1951 announcing
new and lower gas rates, effective as of March 1, 1951 was read and ordered filed.
Electrical License Granted
On motion,of Trustee Jorvig, seconded by Trustee Perkins, the following
application was approved, and the Mayor and Clerk were authorized to issue

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
gas main extension was approved by unanimous vote of the Council:

Permission to Place Buried Cable 1
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northwestern
Bell Telephone Company was granted permission to place buried cable at the
property line east of Boone Avenue in the north,side of Minnetonka Boulevard
and crossing West 28th Street, by unanimous vote of the Council.
Application for Liquor Licenses -- Off and On Sale
The application signed by Meredith Mc Carthy, 5800 Cambridge Street, St.
Louis Park, dated March 15, 1951 for licenses to,dispense intoxicating liquors
(off sale and on sale), was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
application was -referred to the Committee of the Whole.
Payment of 1950 Taxes Authorized
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to issue check',in payment of taxes on Lots 1, 2, 3, and
4. Block 1, Collins Second Addition, in the amount of $86.70, said lots having
been purchased by the Village from Terry Brothers, Incorporated. Motion was
passed by unanimous vote of Council Members present.

On motion of Trustee Bolmgren, seconded by -Trustee Perkins, the deed
of the State Department of Taxation for the following described property dated
January 22, 1951 was approved.and accepted (to be used for Park purposes , and

Hennepin County, by unanimous vote of the Council:
Lot 4, Block 7; Lot 10, Block 7, Lot 17,
Block 9; and Lot 3, Block 11, Westmoreland

Building Inspector's Weekly•Report
The Building Inspector's weekly report for week ending March 22nd, 1951,
showing that 5 permits were issued, totaling #46,750.00 was read and ordered
filed.
Building Inspector's -Monthly Report
The Building Inspector's report for the month of March, 1951, showing a
total of 65 building permits issued, totaling $696,350.00, was read and ordered
filed.
Building Inspector's Quarterly Report
The Building Inspector's quarterly report for the first quarter of 1951,
showing a total of 218 building permits issued, totaling $2,8292709.702 was
read and ordered -filed.
Stadsklev Hole
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street
Commissioner was instructed to protect the Stadsklev hole at 34th Street and
Zarthan Avenue against children; by unanimous vote of the Council.

Application for Building Permit For
20, x 15' Frame Building
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the applica-
tion of William V. B. Eddy for a building permit to construct or move in on
Lots 11 and 12, Block 1, Lewiston Park Addition, a 201 x 151 frame building
from which to serve soft drinks and hamburgers in connection with his Miniature
Golf Course, was referred to the Planning Commission for checking and recom-
mendation, by unanimous vote of the Council.
Quit Claim Deed Accepted
On motion of Trustee Bolmgren, seconded by Clerk Justad, the quit claim
deed dated March 31, 1951, for public water main purposes from Arthur J. ,
Ruedlinger and Ann Ruedlinger, husband and wife, and lIudolph N. Ruedlinger and
Jessie Ruedlinger, husband and wife, for the following described property was
approved and accepted, and the Village Attorney was instructed to file same with
the Office of Register of Deeds, by unanimous vote of the Council:
AN EASEMENT FOR PUBLIC WATER MAIN PURPOSES, in and over the North
30 feet of all that part of the North 2,of SW- of' gection 18, Twp.
117, Range 21,, lying East of the East line o,f-the St. Paul, Mpis.
and Manitoba railway (now Great Northern Railway? 111W, said easement
being more particularly described as the,free right to enter upon
,said premises, to excavate the soil and to,constiuot-and install
therein a public water main which shall constitute a part of t'he'
public water supply system of the party of the second part, and to
forever maintain said water main, and to,enter upon said premises at
all reasonable times for the purpose of inspecting, repairing and

Telephone Operator for Village Hall
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the employ-
ment of Dorothy Owens as telephone operator at _a.salary of $173,00 per month,
effective April 1, 1951, was approved by -unanimous vote of -the Council.
Equipment for Fire Department
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Fire
Department was authorized to purchase one 16" smoke ejector and one acetylene
torch on the open market, by unanimous vote of the Council.
Request for Permit to Build Store Building ,
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request
of Ohme and Rutledge, General Contractors for permission to build a store
building on Lots 44 and 45, Block 175, Rearrangement of St. Louis Park for -
Edward J. Mc Devitt, 3393 Brownlow Avenue, dated April 2, 1951 was read and
referred to the Planning Commission for checking and recommendation, by unani-
mous vote of the Council.
Letter Re: Extra Ordinary Job of Snow Removal
A letter from the St. Louis Park Chamber of Commerce, dated March 23.,
1951, commending the Village ,of St.. Louis Park Officials and Members of the,
Street Department for the extraordinary job they did in keeping the streets of
the Village open and passable during the recent snow storms, was read, and
the Clerk was ordered to.send copies of same to the Village Engineer and Street
Commissioner.
Letter Re: Study of Proposed Water Treating Plant
A letter from the St. Louis Park Chamber of Commerce, dated March 23, 1951)
relative to conducting a study of the proposed water treatment plant for St.
Louis Park, was read and the Clerk was instructed to reply to same, stating
that they will be notified of any action on the proposed plant by the Village
Council.
Plat Approved - Rearrangement in Part bf Block 2.,
Texa-Tonka Addition
The plat of Rearrangement in Part of Block, Texa-Tonka Addition to St.
Louis Park presented by Adolph Fine and Mildred Fine was examined by the Village
Council.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of
Rearrangement in part of Block 2, Texa-Tonka Additioh Was approped', and, the
Mayor and Clerk were authorized to sign same for the village, by unanimous vote
of the Council.

Two Firemen Appointed
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Vernon Anderson
and Daniel Whalen were appointed as firemen, to begin working as such on May
1, 1951 at a salary of $278.00 per month, by unanimous vote of the Council.
Fire Chief's Meeting
On motion of Trustee Jorvig, seconded by Trustee Perkins, Fire Chief,
C. M. Williams, and Chairman of Civilian Defense, Donald Whalen were authorized
to attend the annual Fire Chief's Conference at South Bend, Indiana, April 19
and 20, 1951 with necessary expenses paid, by unanimous vote of the Council.
Employee for Water Department
On motion of Trustee Bolmgren, seconded by Trustee Perkins, William
Frank, 7806 Cambridge Street, St. Louis Park was hired to work for the Water
Department, effective April 15, 1951 at a wage of $1.45 per hour, by unanimous
vote of the Council.
Letter Re: Non Conforming Usses of Property
Within the Village
A letter from the St. Louis Park Chamber of Commerce, dated March 23,
1951, relative to the Village's Plan for considering the question of noncon-
forming uses of property within the various zoned areas of the Village was read,
and the Clerk was instructed to write them asking for a list of the violators.
Advertise for Bids on Grading Improvements
On motion of Trustee Perkins, seconded by Trustee Bolmgren, plans and
specifications prepared by the Village Engineer, Phil W. Smith, for the following
grading improvements were approved, and the Clerk was authorized to advertise
for bids for same, by unanimous vote of the Council:

Cathodic Protection Against Water Tank Corrosion
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Village
Engineer, Phil W. Smith, and Water Superintendent, Ira Vraalstad were instructed
to'get more information on Cathodic Protection System against water tank cor-
rosion and make a report to the Village Council at their meeting of May 7, 1951,
by•unani.mous vote of the Council.
Trustee Jorvig, Acting Mayor
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Trustee
Torval'Jorvig was designated as acting Mayor of the Village with authority to
sign checks with the Clerk and Treasurer during the absence of Mayor 0. B.
Erickson from'the Village on vacation until about May 10, 1951. Motion was
passed by unanimous vote of the Council.
Fire and Extended Coverage
- On motion•of Trustee Bolmgren, secorided by Trustee Perkins, the Fire and
Extended policy written by Associated Agencies for Republic Insurance Company
Policy No. 271999, renewal of Policy No. 255301 for Fire and Extended coverage
in the amount of $81,000.00, total premium of $1,263.32 for five years on 80%
co=insurance was approved, and the Clerk was instructed to sign the co-insurance
clause for the Village, by unanimous vote.of the Council.
