REGULAR MEETING
FEBRUARY 19, 1951
A regular meeting of the Village Council was called to order by Mayor
Erickson at 8:00 P. M., with the following Council Members present at roll call
as follows:

The minutes of meeting held February 5, 1951 were read and approved as
read.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following

warrants covering same, by unanimous vote of Council Members present by roll call

Resolution
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
resrolution was adopted by unanimous vote of the Council:
RESOLUTION INTER13RETING SECTION 8 OF THE BUILDING
ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK
WHEREAS,`it has been brought to the attention of the Village Council
that the Village Building Inspector has so'interpreted Section 8 of the Build-
ing Ordinance of the Village as to exempt churches, parish houses and school
buildings from the fee requirements of said ordinance, and said ordinance
exempting "public buildings", and
WHEREAS, the Village Council deems such interpretation proper, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Village Building Inspector be hereby authorized to issue building
permits for construction of churches, parish houses and school buildings without
requiring payment of building permit fees under the building ordinance of the
Village, said buildings being properly determined by him to be""public buildings"
exempted under the ordinance from said fees.

WHEREAS, it appears that by resolution of the Village Council adopted
November 6, 1950, levying assessments for Grading P-82, fhe following lot was
inadvertantly assessed, therefore,
BE IT RESOLVED that the installment of such assessment heretofore paid
in the respective amount hereinafter set forth be refunded to the respective
property owner, and the Mayor and Clerk be hereby authorized to issue warrants
in.payment of such refunds,to the respective property owner upon receipt of a

Building Inspector's. Weekly Reports
The Building Inspector's weekly report of building permits for week ending
February 9, 1951, showing that 14 permits were issued, totaling $88,250.00; and
weekly report of building permits for week ending February 16, 1950, showing
that 7 permits were issued., totaling $76,500.00, were read and ordered filed.
Street Lights Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company was ordered to install street lights at the follovring
locations, by unanimous vote of the Council:
Corner of 27th Street and Kentucky Avenue
On Utah Avenue at the two intersections formed
by '31st Street and 32nd Street
Permission to Place Pole
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern
Statew Power Company was granted permission to place One (1) pole on UTICA
AVENUE FROM WOODDALE AVENUE TO WEST 41ST STREET, by unanimous vote of the
Council.
Workman's Compensation Insurance -Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Workmen's
Compensation Policy No. WC 79810, furnished by Anchor Casualty Company of St.
Paul ( E. H. Shursen ) covering period of January 1, 1951 to January 1, 1952,
was approved by unanimous vote of the Council.
Bid Awarded for Water Meters
The Village Engineer's tabulation of bids received February 5, 1951 for
the furnishing of 500 5/811, 50 1" and 50 12" water meters was ready and his recom-
mendation -to purchase 1,000 5/8" meters was approved.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Badger Meter Manufacturing Company of Milwaukee, Wisconsin for the furnishing
of 500 5/8" water meters at $19.15 each; 50 1" water meters at $44.36 each;
and 50 12" water meters at $80.64 each was deemed to be the lowest bid of a
responsible bidder, and the Clerk was authorized to issue a purchase order to
Badger Meter Manufacturing Company for 1,000 5/8" water meters at $19.15
each, 50 1" water meters at $44.36 each, and 50 12" water meters at $80.64
each, by unanimous vote of the Council.
Bid Awarded for Copperhorns and Corporation Stops
The Village Engineer's tabulation of bids received February 5, 1951 for
the furnishing of 500 copper meter horns, 500 5/8" x 3/4" corporation stops;
50 1" x 1" corporation stops, and 50 1" x 1�" corporation stops was read and
his recommendation to purchase 1,000 copper -meter horns and 1,000 5/8" x 3/4"
corporation stops instead of 500 of each was read and approved.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of

500 copperhorns at $3.23 -each, 500 5/8" x 3/4" corporation stops at $1.49 each,
50 1" x 1" corporation stops at $2.59 each, and 50 1" x lw" corporation stops
at $3.18 each;, was deemed to be the lowest bid of a responsible bidder, and the
Clerk was authorized to issue a purchase order to the Grinnell Company for the
purchase of 1,000 copper meter horns at $$3.23 each, 1,000 5/8" x 3/4" corporation
stops, 50 1" x 1" corporation stops at $2.59 each, and 50 1" x 1�" corporation
stops at $3.18 each, by unanimous vote of the Council. -
Changes in Wages (Labor & Broom Operator
On motion of Trustee Perkins, seconded by Trustee Jorvig, wages for
labor was set at $1.45 per hour, retroactive to January 1, 1951, and the Mayor
and Clerk were authorized to make up the difference between $1.40 and $1.45
per hour on the next check issued to the Worker; and further the establish—
ment of classification of "Broom Operator" was approved, and the wage set for
same at $1.65 per hour. Motion -was passed by unanimous vote of the Council.
Bonds
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
bonds were approved by unanimous vote of the Council:
CONSTABLE'S BOND with Wilbur B. Davies of
3984 Colorado Avenue, St. Louis Park as
principal, and American Automobile Insurance
Company of St. Louis, Missouri as surety,
dated January 10, 1951, covering period of
two years beginning January 1, 1951.
PLUMBING LICENSE BOND with A. J. Johnson, DBA
Grand Plumbing and Heating Company of Minneapolis,
Minnesota as principal, and Continental Casualty
Company of Chicago, Illinois as surety, dated
February 4, 1951, in the amount of $4,000.00.
HEATING LICENSE_BOND with Harry R. Bostrom, DBA
Bostrom Sheet Metal Works as principal, and St.

WHEREAS, the Village Coufteil has heretofore made certain street improve-
ments in the Village of St. Louis Park and levied assessments covering the cost
thereof by resolution heretofore adopted as authorized by Section 434.28 to
Section 434 -35,, -Minnesota Statutes, and said Council intends to issue orders of
said Village in an aggregate amount equal to the portion of special assessments

Resolution Authorizing Advertisement for -Bids
for Street Improvement Orders, Continued ---
not paid April 1, 1951, which it is anticipated will be $24,000.00, therefore
BE IT RESOLVED -by the Village Council of -the Village of St. Louis Park
that it will receive and open bids on the 12th day of March, 1951, at 8:00
o'clock P. M. at the Village Hall in said Village for Street Improvement Orders
of said Village in the aggregate sum of $24,000 payable in three equal install-
ments to be dated April 1, 1951, in denominations with maturities as follows:
Nos.*l to 8 inclusive for $1,000.00 each due April 1, 1952
Nos. 9 to 16 inclusive for $1,000.00 each due April 1, 1953
Nos. 17 to 24 inclusive for $1,000.00 each due April 1, 1954
Each of said installments shall be represented by separate orders in the
face amount of $11,000.00 each, and said orders shall bear interest at the rate
of not more than 3% per annum payable semi-annually and shall be signed in behalf
of the Village --by the Mayor and Clerk and shall be in form as follows:

The Village Treasurer of the Village of St. Louis Park,
Hennepin County, Minnesota, is ordered and directed to pay to
bearer the sum of One Thousand Dollars ($p1,000.00) on the first
day of April, 1952, and to pay interest thereon at the rate of
Der cent per annum, payable semi-annually on the,first day
of April and October each year, interest to maturity being
represented by separate interest coupons hereto attached; both
principal and interest are payable at Northwestern National Bank
of Minneapolis, Minneapolis, Minnesota, in any coin or currency,
which at the date of payment,is legal tender for public and
private debts.
This order is one bf an issue of orders of like date
and tenor except as to maturity, issued by the Village of St. Louis
Park under the provisions of Section 434.28 through Section 434.35,
Minnesota Statutes, in the aggregate amount of the unpaid balance
of the cost of Public Improvements on certain streets in said
Village in anticipation of the collection of special assessments
heretofore duly levied on the property benefited thereby to pay
the cost of said improvements, and the full faith and credit and
taxing powers of the Village -have been and are irrevocably
pledged to the payment of the principal and interest hereof.
IT IS HEREBY CERTIFIED and recited that all acts, proceed-
ings and things required by the constitution and laws of the State
of Minnesota to be done and performed precedent to the full issuance
of this order have been done and permormed in the time and manner
as required by law, and that the issuance of this order did not cause
the indebtedness of this Village to exceed any constitutional or
statutory limitation of,ind-ebtedness.
IN WITNESS WHEREOF the Village of St. Louis Park, by its
Village Council, has caused this order to be executed in its behalf

AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST..LOUIS PARK
The Village Council of the Village, of St. Louis Park ordains:
Section 1. The Zoning Ordinance of the Village. of St. Louis Park adopted
January-20� , 1932, as heretoforb amended, is hereby further amended by reclassi-
fication of the area of the respective use districts as defined in Section 2.2
of said ordinance and the use district maps therein,referred to as"follows:
That part of the Southeast Quarter (SEI) of the Southeast
Quarter (SEI) of Section Six (6), Township Twenty-eight (28)2
Range Twenty-four (24), described as follows: -Commencing at
a.point in the west line of said Southeast Quarter (SEI) of
the Southeast Quarter (SEI), distant 357 feet south of -the
Northwest corner thereof; thence east parallel with the north
line of said SEI of the SEI; 38.85 feet to the Northerly line
of Excelsior Boulevard; thence Northeasterly along the
Northerly line of Excelsior Boulevard 205 feet to the actual
point of beginning of the tract of land td be described;
thence Southwesterly along the Northerly line of Excelsior
Boulevard 70 feet; thende Northwesterly deflecting to the
right at an angle of 93 degrees -- 00" 179.9 feet to a point
on the West line of said SEI of the SEI, said point being
130.8 feet south of the Northwest corner of said SEI of the
SEI; thence north along the west line of said SEI of the SEI,
97.5 feet; thence Southeasterly in a straight line to the
actual point of beginning,
shall be deleted from the multiple dwelling use district and included within -
the commercial district on condition, however, that all that portion of said
premises lying northerly of a line drawn parallel to the northerly line of
Excelsior Boulevard and one hundred twenty (120) feet northerly thereof shall
be used for parking of motor vehicles only.
Section 2. The said zoning ordinance is hereby -further amended by re-
classification f the area of the respective use districts as defined in
Section 2.2 of said ordinance and the use district maps therein referred to as
follows:
A tract of land lying southwesterly of and adjacent to the
above described premises and fronting fifty (50) feet on

ordinance relating to the commercial use district.
Section 3. This ordinance shall take effect from and after its publica-

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION VACATING ALLEY
WHEREAS, the petition of Ingolf Haugen and others who are a majority of
owners of property fronting on the line of alley in Block 4, Supreme Park First
Division, was filed with the Council, and the Council has met at the time and
place specified in a notice published in the St. Louis Park Dispatch September
201 1950, and duly posted, which notice embraced a copy of said petition, and
has heard all interested persons, and consideration of said matter having been
regularly passed from the date of hearing on October 9 to this present meeting,
and it appearing to the Council that said alley has never been opened and serves
no public use, therefore,
. BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that alley in Block 4, Supreme Park First Division, adjacent to Lots 1 to 18 in
said Block, as the same is now dedicated and laid out within the corporate limits
of the Village of St. Louis Park be hereby vacated.
Hearing Date`Set for Alley Vacation
On motion of Trustee Bolmgren, seconded by Trustee Perkins, March 12,
1951 was set as date for hearing on the petition of Union Congregational Church
signed by E. H. Olson, Chairman of Board of Trustees, dated February 12, 1951
for the vacation of that part of alley in Block 48, Rearrangement of St. Louis
Park lying East of the West line of Lot 21 in said Block to the South line of
said alley, by unanimous vote of the Council.
Deed for Alley Accepted
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the deed
to the folloying described property from the Union Congregational Church was
approved and accepted, by unanimous vote of the Council:
For use as a public alley, all that part of Lots Twenty-
four (24). and Twenty-five (25), Block Forty-eight (48),
Rearrangement of St. Louis Park, described as follows:
"Beginning at the Southwest corner of said Lot 24; thence
East along the South line of said Lot 2,., 16 feet; thence
North parallel to the West line of said Lot 24, 125.0 feet;
thence Northeasterly to a point on the North line of said
Lot 25, 12 feet Westerly from the Northeast corner of said
Lot 25; thence West along the North line of said Lots 24
and 25 to the Northwest corner of said Lot 24; thence South
along the West line of said Lot 24 to the point of beginning."
Lot 10 (S2) Auditor's Subdivision No. 350 Offered for Sale
A letter dated February 19, 1951, from L. J. La Mere, 2743 Central Avenue
NE Minneapolis in which he offers the Village for sale, the South One-half
(S2) of Lot Ten (10), Auditor's Subdivision No. 350, Hennepin. Trustee Perkins
said that this part of Lot 10 is used by the Village for storm drainage basin,
,and that we.should have part of all of this lot.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
,mentioned letter was referred to the Village Engineer for checking and recommenda-
tion, by unanimous vote of the Council.
Proposed Automobile and Liabilitv Insurance
On motion of Trustee Perkins, seconded by Trustee Jorvig, the proposal
submitted by LeRoy W. Drew, 3034 Colorado Avenue, St. Louis Park, representing
Cathcart and Maxfield, Incorporated, 270 Lowry Medical Arts Building, St. Paul,
Minnesota, to,furnish the Village with Automobile Comprehensive and Liability
Insurance was read and referred to the Finance Committee for checking and
recommendation, by unanimous vote of the Council.

Hearing on Proposed Sanitary Sewer Extensions
As advertised in.the St. Louis Park Dispatch January 31, and.February 7,
1951, public hearings were had on each of the following proposed extensions
of sewer mains for Districts 2-K and 2-C(b). The following persons appeared:
D. M. Thompson, A. W. Hobart, Harold N. Johnson, and others. There was some
discussion about the extensions. No opposition.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:

WHEREAS, the Village Council has met at the time and place specified in
