Hearing on Two -Family Dwellings - Garrison Brothers
Pursuant to notice published in the St. Louis Park Dispatch November 222
1951, a public hearing was had on the application of Garrison Brothers for build-
ing permits to construct Two (2) two-family.dwellings on Lots 1 and 2. Block 1,
Brookview Park Addition. No one appeared in opposition.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue building permits to Garrison Brothers for the
construction of Two (2) two-family dwellings on Lots 1 and 2, Blockrl, Brookview
Park Addition, by unanimous vote of Council_Members present.
Hearing on Two -Family Dwelling - Sigurd A. Johnson
Pursuant to notice published in the St. Louis Park Dispatch November 22,
1951, a public hearing was had on the application of Sigurd A. Johnson for build-
ing permit to construct a two-family dwelling on Lot 3", Block 1, Brookview Park
Addition. No one appeared in opposition.
On motion -of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue building permit to Sigurd A. Johnson for the
construction of a two-family dwelling on Lot 3, Block 1, Brookview Park Addition,
by unanimous vote of Council Members present.

Ordinance
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
ordinance was adopted by unanimous vote of Council Members present:
ORDINANCE NO. 389
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council,of the Village of St. Louis Park ordains:
Section 1. The zoning ordinance of the Village of St. Louis Park adopted
January 20, 1932, as heretofore amended, is hereby further amended by reclassifi-
cation of the area of the respective Use Districts as defined in Section 2.2 of
said ordinance and the Use District Maps therein referred to as follows:
Lots One (1), Two (2), and Three (3), Block
One (1), Brookview Park Addition
shall be deleted from the residence district and included within the Multiple
Dwelling District upon the condition that there shall be erected, within one year
from date hereof,,one two-family dwelling on each of said lots, and said lots
shall be subject to all the regulations of said ordinance relating to the Multiple
Dwelling Use District.
Section 2. This ordinance shall take effect from and after its publication.
Hearing on Application for On -Sale Liquor License
A hearing was had on the application.of Lilac Lanes Enterprises, Inc.,
3901 Wooddale Avenue, for on On -Sale Intoxicating Liquor License. Nick Phillips
spoke on behalf of the application. He explained the financial situation of
Lilac Lanes Enterprises which he said was heavily mortgaged. He asked for help
due to the situation and would like to get the license. He was asked about the
operation of the place. He stated that it would not be a nite club, but will be
operated as the Curtis Hotel. Cocktail Lounge will be in the basement. All
liquor will be served at tables only. The bowling alley will be walled off and
not connected. The question was asked what was meant by nite club. He said
there would be no entertainment, or music.
The following were present: C. L. Stone, 4015 Quentin Avenue said he feels
this is a matter of Park and should not be approved at all. Said he was'not
against liquor, but feels we have plenty of liquor establishments now. Mr. R. J.
Hughes, 4121 Toledo Avenue presented a petition signed by Reverend Paul Obenauf
and others, protesting the granting of any liquor licenses to Miracle Mile Shopping
Center, and Lilac Lanes Area. Mr. Mel Hobart, 4330 Brookside Avenue stated that
60 men from Aldersgate Church went on record opposing any more liquor licenses on
Excelsior Boulevard, or in St. Louis Park. He reminded the Council of the under-
standing at the time the building of Lilac Lanes, that no liquor license would be
applied for. He said he hopes the Village Council will not only deny any more
liquor licenses, but will even decrease those already in existence.
Mr. McLeod, 3946 Alabama Avenue said he opposed this license. Irving
Nemerov, 3346 Brownlow Avenue said he would like held'from the Excelsior Boulevard
Area Group when applications come in for his neighborhood. Mr. Nemerov said
that if elected Mayor, and if this license is granted, he will vote against the
renewal of same. Mr. George C. Riebe, 4074 Brookside Avenue said he was a resident
in St. Louis Park for fourteen years, and is opposed to extension of liquor licenses
in St. Louis Park. Mr. Theodore Skanse, 4337 Mackay Avenue said he had lived in
St. Louis Park for ten years - had moved out here because he thought it would be
an ideal place to bring up children. Feels there are adequate liquor establish-
ments here now. Mr. Anderson, 4304 Mackay stated he was opposed to this applica-
tion. Harold Applequist, 4128 Brookside Avenue said he has lived in St. Louis
Park all his life, and feels that the recreation program could be undermined by
an increase of liquor licenses.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
application for an On -Sale Intoxicating Liquor License was referred to the Com-
mittee of the Whole to be reported on at the December 10, 1951 meeting.
Mr. Stone was told that if the Committee of the Whole is in favor, they
would know. He stated that if more licenses are granted, people would move out
and less desireables will come in. Mrs. Gerecke, 4321 Mackay Avenue said they
have two sons and a fourteen year old daughter, and feels that more licenses will
not be good for St. Louis Park, and that a better recreational place for all
children would be of more value.

Hearing on Application for On -Sale Intoxicating Liquor License, Cont'd.
Mr. Kent, Groceryman at Dakota Avenue and Minnetonka Boulevard said he
was one of fourteen children, and there was always liquor in'his home and +�+
none of them are drinkers. He feels that liquor should be put in front of
children and not hid from them so that they would not want it. Mr. Stone asked
what the advantage would be to the Village if more licenses were granted.
Mayor Erickson said he can give no good advantage, but experts have said that
we are large enough for five more licenses.
Question -- Will decision be made at the regular Council Meeting? Yes.
the Committee of the Whole will just discuss the matter from all sides, and
bring their decision to the Council Meeting for action. They may vote on same
without advising the public.
It was remarked that the Richfield Municipal Liquor Store earned $100,0002
so $2,000 for license in St. Louis Park is normal. Mr. Skanse reminded the
Council that this is primarily a residential area, and different from a regular
city such as Albert Lea, Etc. Mr. Burmeister, 4237 Webster Avenue called
attention to the fact that the other side of town should have the new licenses
and not Brookside.
It was also remarked that there is no restriction in the title of the
property in question against the sale of liquor or beer there.
The question was asked "when will the Committee of the Whole make their
report to the Council. Mayor Erickson answered December 10, 1951. All persons
present agreed that this would be alright.
Permission to Place Poles
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company was granted permission to place poles at the following
locations, by unanimous vote of the Council:
One pole at Pennsylvania Avenue and West 31st Street
One pole -on Virginia Avenue, south of West 28th Street
Three poles on West 26th Street from Jersey to Kentucky
Avenues
One pole on Hillsboro Avenue and 18th Street
Bid Awarded for Snow Plow
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid -of
Asterford Equipment Company received earlier this meeting was -deemed to be the
lowest bid of a responsible bidder for the furnishing of a Rotary Snow Plow
to be egiii.pped with all attachments for operation on International Model Wheel
Type Tractor with wide front axle, and the Clerk was authorized to issue a
purchase order for same at price bid of $700.00, by unanimous vote of Council
Members present.
Survey Ordered for Garbage Disposal Plot
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Engineer was instructed to make a survey of Location #6 for garbage disposal
Plot for sanitary land fill, and the Village Attorney was instructed to megotiate
for the purchase, lease, or condemning of the property from the owners, by unani-
mous vote of the Council.
Special Building Permit
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit for the construction of a
house on the 33 foot by 169.6 foot strip between Lot 1 and 2, Block 1, Towles
Minnetonka Boulevard Addition and Lots -1, 2, 3, Block 3i Belmont Terrace; by
unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
applications for 1951 licenses were approved, and the Mayor and Clerk were

Street Light Ordered

Application for On -Sale Intoxicating Liquor License
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of Aleck E. Ellis for an On -Sale Intoxicating Liquor License to be used at 4725
Excelsior Boulevard, was read and referred to the Committee of the Whole, by
unanimous vote of Council Members present.
Application for Off -Sale Intoxicating Liquor License
On motion of Trustee Perkins, seconded by -Trustee Bolmgren, the application
of Joseph Jacob Alexander for an Off -Sale Intoxicating Liquor License was
referred to the Committee of the Whole, by unanimous vote of Council Members
present. (At 8024 Minnetonka Boulevard)
Letter Re: Storage of Voting Machines
A letter from Harold R. Enesvedt, Supt. St. Louis Park Public Schools,
dated November 26, 1951, requesting the Village Council to remove the voting
machines from school buildings following the December 4th election, was read,
and referred to Clerk Justad and R. B. Connery for recommendation.
Village Engineer's Report on Road Condition of Bus Route
The Village Engineer's Report dated December 3, 1951, on proposed bus route
on France Avenue from 27th Street to 26th Street, and on 26th Street, Etc., was
read and ordered filed in 26th Street Bus File for future use.
Village Engineer's Report on -Re -estimated Cost of Louisiana Avenue Bridge
The Village Engineer's report regarding changes in cost of constructing
the Louisiana Avenue Bridge, due to redesigning of same by the Great Northern
Railway Company; was read. On motion of Trustee Perkins, seconded by Trustee
Bolmgren, the foregoing matter was referred to the Villagd Attorney and Village
Engineer for further negotiation, by unanimous vote of the Council.
Change in Wage Classification
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the wages of
Village Employees Elsie•Dahlstrom, Martha W. Wylie and Challen Jones will be
changed from their present hourly rate to a monthly salary, effective January 1,
19523 by unanimous vote of the Council.
Building Inspector's Weekly Reports
The Building Inspector's weekly report for weeks ending November 23 and
November 30, 1951, showing that 34 permits were issued (for the two weeks),
totaling x$190,850.00, was read and ordered filed.

Police Officers Appointed "
. The Police Civil Service Commissions recommendation, dated November 28,
1951, for the appointment of Warren Bartels and Donald Krause, Sr. as Patrolmen
to the Police Department, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the appointment
of Warren Bartels and Donald Krause, Sr. as Village Patrolmen, effective January
1, 1952 at a salary of $3O6.00.per month, was approved by unanimous vote of the
Coungil.
Pavroll Checks. December 21. 1951
On motion -of Trustee Perkins, seconded'by Trustee Bolmgren, the Mayor and
Clerk were authorized to issue Village Employees' December 31, 1951 salary checks
on December 21, 1951, so that they may be used for Christmas, by unanimous vote
of all Council Members present.
Extras for Paving Minnetonka Boulevard Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the report
of the County Highway Engineer regarding the payment for extras to the Contractor
for paving Minnetonka Boulevard from Joppa Avenue to the "Y" of Minnetonka
Boulevard and Lake Street was read and accepted; and upon proper verified claim
being presented by the Contractor, the unit prices and costs set forth in said
report were approved for payment, by unanimous vote of the Council.
Replacement of Sidewalk, Curb & Sod Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Commissioner was ordered to construct curb and gutter, replace sidewalk and sod
where dirt was thrown on the property of Alpha Hokenson at 5500 Minnetonka
Boulevard to carry out agreement made in consideration of conveyance of easement
to the Village for widening Minnetonka Boulevard, by unanimous vote of the Council.
Public Alley Declared
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the strip of
land extending from Excelsior Boulevard to the -Village water tank site was declared
a public alley for the purpose of serving adjacent property and any future street
to be layed out to the rear of properties on the north side of Excelsior Boulevard,
subject to the right of the Village to restrict access to the water tower site,
by unanimous vote of the Council.
Protection Poles Approved
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Langford
Electric Company was ordered to install protection poles around the traffic
signe.ls at Vernon Avenue and Minnetonka Boulevard at price quoted of $195.00, by
unanimous vote of the Council. -
Purchase of Calculator Authorized
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
authorized to purchase one Friden fully automatic -calculator model SW8 at a net
price of $495,00 as quoted, by unaimous vote of the Council.

` The minutes of meeting held November 26, 1951 were read and approved as
read.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
partial payments on contract work in progress, presented by -Village Engineer,
Phi1:W. Smith were approved, and the Mayor and Clerk were authorized to issue

ORDINANCE NO. 390
AN ORDINANCE RENAMING CERTAIN STREETS
OF THE VILLAGE OF ST. LOUIS PARK A
The Village Council of the Village of St. Louis Park ordains:
Section 1. The names of streets as designated in that certain subdivision
known as Westwood Hills Green Addition, according to the plat thereof on file
and of record in the office of the Register of Deeds of Hennepin County, are
hereby changed and shall be hereafter known and established as follows:

Xenia Avenue as shown on said plat is hereby changed
to Xylon Avenue; r
That certain street dedicated in said plat extending
from Texas Avenue westerly to the westerly boundary
of said plat is hereby designated as 24th Street;

from Cedar Lake Road westerly to the westerly boundary
of said subdivision is hereby designated as Virginia
Avenue;
That Certain street heretofore known and designated as
Glenhurst Court is -hereby changed to Minikanda Court
and shall hereafter be known and designated as Minikanda
Court;
That certain street heretofore known and designated as
Parkwoods Road in the plat of Westridge is hereby changed
to Cedarwood Road and shall hereafter be known and
designated as Cedarwood Road. -
Section 2. This ordinance shall take effect from and after its publica—

ORDINANCE NO. 391
AN ORDINANCE NiAENDING ORDINANCE NO. 299
REGULATING PARKING OF VEHICLES ON PUBLIC STREETS
AND PLACES OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 13 of Ordinance No. 299 of the Village of St. Louis
Park entitled AN ORDINANCE REGULATING PARKING OF VEHICLES ON THE PUBLIC STREETS
AND PLACES OF THE VILLAGE OF ST. LOUIS PARK, published May 14, 1948 is hereby
amended by adding thereto the following paragraph:
"The Street Commissioner of the Village is hereby authorized
to post NO PARKING signs for snow removal along public
streets of the Village where snow removal operAtions will
require the use of the entire width of the -street by snow
plowing and removing equipment. Such signs shall be posted
at frequest intervals at least four (4) hours prior to the
time when snow removal commences on the street so posted,
and such signs shall be removed promptly after completion
of the snow removal operation. Snow removal shall be done on
any street so posted as soon as possible following a lapse
of four (4) hours after posting of the signs. No person shall
park any vehicle, nor leave any vehicle which was parked at
the time of posting for a period of more than two hours there—
after, in any block on any street so posted during the time
the said signs are posted thereon, and it shall be unlawful
for any person other than an authorized representative of the
Street Commissioner or Police Department of the Village to
remove said signs."
Section 2. This ordinance shall take effect from and after its publication.
