Minutes
The minutes of meeting held December lq, 1951 were read and approved as read.
Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of Council Members present:
One (1) pole on West 24th Street, West
of Texas Avenue
One (1) pole on West 28th Street between
Blackstone and Brunswick Avenues
Salary Increase - Ed. Williams
On motion of Trustee Perkins, seconded by Trustee Jorvig, the hourly wage
rate of Truck Driver Ed. Williams from $1.45 to $1.50, effective December 1, 1951,
by unanimous vote of all members of the Council present.

Original Grade Ordered for Princeton -42nd to 43rd
The Village Engineer's report dated December 17, 1951, on the condition �7
of Princeton Avenue between 42nd and 43rd Streets, was read. On motion of
Trustee Perkins, seconded by Trustee Jorvig, the Village Engineer was ordered
to'put the above street back as near to its original grade as possible in
the Spring of 1952 in order to maintain proper drainage, by unanimous vote of
all Council Members present.
Petition Opposing Off -Sale Liquor License
A petition signed by Rev. George L. Lundquist, 3045 Texas Avenue and
others, dated December 16, 1951, opposing the issuance of an Off -Sale Intoxicating
Liquor License to Arthur J. Ruedlinger, 8725 West 35th Street, for a place of
bu6iness at 3639 Texas Avenue, was read and ordered filed with the Ruedlinger
application.
Richard Senander Reinstated
On motion of Trustee Jorvig, . sesoned by T.=ustee.-lo=ui.g, seconded by
Trustee Perkins, Richard Senander's return"to Village Employment after his dis-
chdrge from Marine Service was approved, effective December 3, at wage rate of
$1.45 per hour and one weeks vacation pay for 1951. Motion was passed by un-
animous vote of all Council Members present.
Street Sims Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street Com-
missioner was ordered to place street signs at Hampshire Avenue and Cedar Lake
Rodd; Hampshire Avenue and West 22nd Street; and Florida Avenue and West 22nd
Street, by unanimous vote of all members of -the Council present.
Street Lights Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company wa6 ordered to place street lights at corners of Hampshire
Avenue and West 22nd Street, and on Florida Avenue and West 22nd Street, by
unanimous vote of all Council Members present.
Planning Commission's Report on Commercial'Bvilding
For Rudin China Company
The Planning Commission's report dated December 17, 1951, on the applica-
tion of Ruden China Company for permission'to construct a store building on
Excelsior Boulevard (4146) was read.
On motion of Trustee*Perkins, seconded by Clerk Justad, the Building
Inspector was'authorized to issue a building permit to Jerry Holt for the cons-
truction of a store building at 4146 Excelsior Boulevard for Rudin China Co.,
the description of the property which is as follows:
Commencing at a beginning point on the Nally
side of Excelsior Avenue which is 135 feet NEly
from the intersection of West 362 Street and
Excelsior Avenue; therice extending from said
point 100 feet along Excelsior Avenue; thence
Nally at right angles to Excelsior Avenue to the
point of intersection'with the center line of
Joppa Avenue as extended Nly; thence Sly along'
the center line of Joppa Avenue (as so extended)
approximately 130 feet; thence Sely at right
angles to Excelsior Avenue to the point of be-
ginning.
Motion was passed by unanimous vote of all Council Members present.
Holidays Approved
On motion of Trustee Jorvig, seconded by Trustee Perkins, December 24, 1951
(Christmas Eve), and December 31, 1951 (New Years Eve) were declared holidays
for Village Employees, with the understanding that 1/2 of the employees would be
on duty each day. Motion was passed by unanimous vote of Council Members present.
Deed Accepted deed
On motion of Trustee Perkins, seconded by Trustee Jorvig, the/furnished
by Melvin P. Johnson and Barbara Lee Johnson, his wife, parties of the first part,
and Village of St. Louis Park as party of the second part, for the following des-
dribed property to be used for roadway purposes only:
The West thirty (30) feet of the South three hundred thirty-
three (333) feet of the West one hundred thirty (130) feet of
the East three hundred sixty (360) feet of the South half (S2)
of the Southwest Quarter (SW4) of the Southwest Quarter (SWC)
of Section eight (8), Twp. One hundred Seventeen (117) North

Third Assistant Fire Chief, Paid Holidays
and Annual Leave for Firemen
A letter from the St. Louis Park Fire Civil Service Commission, dated
December 14, 1951, explaining the need for a third assistant fire chief, and
recommending paid holidays and annual leave for Firemen of three weeks for
those;who have served more than ten years, was read.
-On motion of Trustee Jorvig, seconded by Trustee Perkins, the Fire
Civil -Service Commission was instructed to set up the classification of third
assistant fire chief, and conduct a promotional examination for such post, by
unanimous vote of all members of the Council present.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
R E S O L U T I O N
WHEREAS, it was deemed proper that Fire Department personnel be granted
the equivalent of ten paid holidays per year, and that all personnel with more
than ten years of service be granted three weeks annual leave with pay, therefore,

that the Fire Civil Service Commission be requested to change their rules to
include paid holidays and annual leave as above stated.
Resolution

resolution was adopted by unanimous vote of all members of the Council:
RESOLUTION ORDERING IMPROVEMENT OF EXCELSIOR BOULEVARD
BY WIDENING AND CONSTRUCTION OF CURB AND GUTTER AND
DRAINAGE FACILITIES
WHEREAS, the Village Council has met at the time and place specified in
a notice published in the St. Louis Park Dispatch October 4 and 11, 1951,
relating to the improvements hereinafter described and has heard all interested
persons and determined the necessity for said improvements, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following improvements of Excelsior Boulevard from France Avenue to
Highway No. 100 be, hereby ordered:
Widening of the existing pavement by concrete or blacktop
surfacing and construction of curb and gutter and necessary
storm water drains and sewers.
This improvement shall be done as a joint project between the Highway
Department of the State of Mipnesota and the Village of St. Louis Park on the
understanding that an agreement for such joint improvement may be entered into
providing for division of the post on the basis of 75 per cent to be paid -by
the Highway Department and 25 per cent by the Village with respect to the curb
and gutters and street surfacing and such division of the cost of any necessary
storm sewers as shall be subsequently agreed on by the Highway Department and
the Village Council. The Village Clerk is authorized to request a survey by the
State Highway Department of the proposed project including estimated cost.
