Street Resurfacing Ordered
On motion of Trustee Perkins, seconded by Trustee Bo1mgren1 the Street
Commissioner was instructed to replace street surfacing that was disturbed by
detour necessary due to Minnetonka Boulevard paving, at the south end of road
near Highway #7, leading up to the St. Louis Park Theater, and charge same
to Minnetonka Boulevard Paving project, by unanimous vote of the Council.

'Relative to the application of Adolph Fine for building permits for 3150,
3056, 3066, and 3070 Utah Avenue. Tom Maple, Attorney Grossman and George
Leightom, Assistant Chief Appraiser for Veterans Administration were present.
Tom Maple said that they have been trying for six years to get a contractor
to build a house that a Veteran earning X650.00 a week can pay for. He was
asked if 15 houses of the same structure and design would devaluate the.houses
on the East Side of Utah Avenue. He answered that ordinarily such a row of
houses would devaluate adjacent property, but in this case, because of the gravel
pit adjacent, there is no devaluatioh.
A property owner from the East Side of Utah Avenue, across the street
from the proposed houses was also present and claimed these houses would de-
valuate his property.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the matter
of application for above mentioned building permits was referred to the Committee
of the Whole, by unanimous vote of Council Members present.

with Zarthan Avenue, and placing it on a foundation at the intersection of
Brunswick Avenue with Lake Street:

Hearing) on Petition to Vacate Alley Block.301, Rearrangement
.- Pursuant to notice published in the St. Louis Park Dispatch October 25,
1951, a public hearing was had on the petition of Donald E. Jacobson, 3317
Texas Avenue and others. The following persons appeared: Mrs. Thomas R.
Fursman, 3332 Sumter Avenue and Donald E. Jacobson, 3317 Texas Avenue appeared
in favor of vacating alley.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, action on
vacating Alley, Block 301, Rearrangement of.St, Louis Park was deferred to
November 19, 1951, by unanimous vote of Council Members present.
Hearing on Rezoning R. N. Ruedlinger
Pursuant to notice published in the St. Louis Park Dispatch October 25,
1951.1 a public hearing was had on the applir-ation of R. N. Ruedlinger for
rezoning of Lots 30, 31, and 32, Block 312,.Rearrangement of St. Louis Park from
Residential Use to Commercial Use. No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, action on
above application for rezoning was deferred. to November 135 1951, by unanimous
vote of Council Members present.

Pursuant to notice published in the St. Louis Park Dispatch October 25,
1951, a public hearing was had on the application of E. D. Perkins for rezoning

Pursuant to advertisement in the St. Louis Park"Dispatch October 25, 1951,
no bids were received for the grading of Flag Avenue from Cedar Lake Road north
to the north line of the S2 of Section 7, Township 117, Range 21.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
instructed to readvertise for bids for grading of Flag Avenue from Cedar Lake
Road north to the north line of the S2 of Section 7, Township 117, Range 21, to
be opened November 26, 19512 by unanimous vote of Council Members present.
Hearing on Rezoning L. N. Smith
Pursuant to notice published in the St. Louis Park Dispatch October 25,
1951, a public hearing was had on the application of L. N. Smith for rezoning
from Multiple Dwelling Use to Commercial Use, the following described property:

Attorney was instructed to prepare an ordinance for rezoning the above described

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION CANCELLING SANITARY SEWER 2-�I ASSESSMENT
WHEREAS it appears that by resolution of the Village Council adopted
September 10, 1951, levying assessments for Sanitary Sewer 2-I, the following
situation has arisen regarding Parcel #2000, Lots 1314, Grimes Homestead:
When Mr. R. B. Bessesen, the present owner, purchased this property it was
located partly in Morningside and partly in St. Louis Park. He was connected
up with and is now paying assessments for Sanitary Sewer in Morningside. Since
that time, this property has become part of St. Louis Park exclusively; there-
fore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the entire assessment for Sanitary Sewer 2-I, #498 on the following des-
cribed property, in the amounts set forth below, be cancelled, and that the
Auditor and the Treasurer of Hennepin County be hereby authorized to cancel the
same upon their respective records:

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION CANCELLING WATER MAIN M-91 ASSESSMENT
WHEREAS it appears that by resolution of the Village Council adopted
October 111, 1948, levying assessments for Water Main M-91, Lot 19, Block 6,
Forest Tract, Lake Forest Addition was assessed for a total of $1,071.00; and
that when the assessment was first levied, the correct description was used,
but in the subsequent division of this property, Parcel #7100 (which was not
served) was charged for this assessment instead of Parcels #7201, #7230 and
#7220 (which were actually served); therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the assessment for Water Main M-91 on the following described prgoerty be cancelled
for years 1949 thru 1951 in the amount of $443.48.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the rate of
pay for Election Judges for the Village Election to be held December 4, 1951, was
set at $1.00 per hour, by unanimous vote of Council -Members present.
Permit Approved for Commercial Building_- St. Louis Park Theater Co.
The Planning Commission's report dated November 3, 1951, on the request of
Harold Kaplan on behalf of the St. Louis Park Theater Company, for a permit to
build a commercial building on the southern end of property owned by them, east
of Carpenter Park, facing Highway No. 7, was read. . •
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permit for the construction of a
commercial store building on the southern end of property owned by them, east
of Carpenter Park, facing Highway No. 7, by unanimous vote of Council Members
present.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of

lift station for Sanitary Sewer 2-K, was deemed to be the lowest bid of a

Letter Re: Dumping of Refuse - H. D. Bissell �d
A letter from Herbert D. Bissell, 4009 Cedar Lake Road, dated October
31, 1951, protesting the dumping of refuse on Cedar -Lake Road, just north of �+
the bridge over the Great Northern Tracks, was read. On motion of Trustee
Perkins, seconded by Trustee Bolmgren, the above matter was referred to the
Village Attorney for investigation and report, by unanimous vote of Council
Members present.
Special Permit to Connect to Water Main - P. H. Mollo
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to Peter H. Molloy, 4393 Mackay Avenue to connect his home
to the water main, with the understanding that he pay the assessment of $236.68
at the time he takes out the regular permit. This work shall be done under
the supervision of the Superintendent of the Water Department. Motion was
passed by unanimous vote of Council Members present.
Payment Authorized for _Sidewalk Construction
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the payment
for sidewalk construction ordered by the Village Council, done by Victor Carlson
and Sons, Inc. as contractor, as per statement presented by Phil W. Smith,
Village Engineer, in the amount of $425.48, was approved, and the Mayor and
Clerk were authorized to issue warrant covering same, to be charged to the Gen-
eral Fund, by unanimous vote of the Council Members present. List of work

Street Lights Ordered `
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was ordered to install a street light at the corner of
Pennsylvania Avenue and 31st Street; and On Joppa Avenue between Lake Street
and Highway No. 7, by unanimous vote of Council Members present.
Agreement for Water Pipe Line
On motion of Trustee Perkins, seconded by Trustee Bo]mgren, the Mayor and
Clerk were authorized to sign for the Village, agreement dated October 11, 1951,
between the Great Northern Railway Company and the Village for permission to
excavate for, construct, maintain and operate a six-inch water pipe line
(called pipe pine #53799 by GN RR) across the right-of-way of the Railway
Company, underneath the tracks of its railway, one mile NW of Hopkins Station,
in West 34th Street, by unanimous vote of Council Members present.
Claim for Towing Services
A letter dated November 3, 1951, from R. M. Steadman, 7700 South Street,
complaining that he had to be towed because of the condition of the alley
between Sumter and Texas Avenues, and 34th and 35th Streets, enclosing a state-
ment from Jerry's Shell Service for same in the amount of $3.00, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
claim was referred to Contractor Western Underground Construction Company for
payment, by unanimous vote of Council Members present.
Condemnation Proceedings to Secure P_roerty for Storm Sewer
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was instructed to start condemnation proceedings to secure Lots 13, 14,
and 15, Block 7, High Holborn Addition, for the drainage of Louisiana Avenue

and Clerk were authorized to execute deed relinquishing all rights to Lots 2, 33
Block 1, Wooddale Heights, to Lawrence J. Venard and Ruth Ann Venard, which is
in the Village of Morningside, the Village Council of Morningside having approved
same on October 25, 1951. Motion was passed by unanimous vote of Council
Members present.
Water Supt. Authorized to Study Water Treatment Plants
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Water Supt.,
Ira Vraalstad was authorized to visit the following towns to study their water
treatment plants, with necessary expenses paid, by unanimous vote of Council
Members present: Chicago, Illinois, Suburb of Milwaukee - Port Washington,
Antigo, Wisconsin Rapids, Appleton, Wisconsin, and Fergus Falls, Minnesota.
Bid Awarded for Traffic Signals
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Langford Electric Company, Incorporated received October 22, 1951 for furnish-
ing and installing automatic traffic signals at the intersections of Ottawa
with Minnetonka Boulevard, and Minnetonka Boulevard with West Lake Street, was
deemed to be the lowest bid of a responsible bidder, and the Mayor and the
Clerk were authorized to iss a purchased order for same at price bid of
$35076.00, by unanimous vote of Council Members present.

Letter Re: Snow Removal - Earl A. Peck
A letter from Earl A. Peck, 4228 Utica Avenue, making suggestions for
snow removal, was read. On motion of Trustee Perkins, seconded by Trustee
Bolmgren, the Village Attorney was instructed to prepare an amendment to
ordinance regulating the parking of vehicles on Public Streets, to further
regulate that there shall be no parking on streets during snow storms. Motion
was passed by unanimous vote of Council Members present.
Meeting Adjourned
The meeting was adjourned by Mayor Erickson at 12:10 A. M., November
6, 1951.
