B. Erickson at 8:16 P. No persons appeared: Resolution On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING STREET IMPROVEMENTS WHEREAS, the Village Council has met at the time and place specified in notices_ published in the St. Louis Park Dispatch November 8 and 15, 1951, relat- ing'to the following proposed street improvements and has heard all persons interested in said improvements appearing at said meeting and determined the necessity for said improvements, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following street improvements be hereby ordered: IMPROVEMENT NUMBER LOCATION 51-260 Grading of Flagg Avenue from Cedar Lake Road to'North line of North Half of Section 7, Township 117, Range 21. 91 9 November 26, 1951 Resolution Ordering Street Improvements, Cont'd. 51-282 Application of seal coat to Louisiana Avenue from Lake Street to Walker Street The said grading improvement shall be done by contract in accordance with plans and specifications which have been prepared by the Village Engineer and which are hereby approved. The Clerk's advertisement for bids published November 8, 1951, is hereby approved. -5(Y a- T;L 1, b� h,7 74`1 Sf-reeT C55iPM-er le SS' 1951 Heating License Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application of Carl Lindgren, 1063 West Minnehaha Avenue, St. Paul, for a license to do heating work in the Village was approved, and the Mayor and Clerk were authorized to issue license to expire December 31, 1951, by unanimous vote of all Members of the Council present. Petition for Sanitary Sewer On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following petition was referred to the Village Engineer and Chairman of the Sewer Depart- ment Committee for checking and recommendation, by unanimous vote of all Members of the Council present: P-1003 PETITION FOR SANITARY SEWER, signed by Roy B. Jauch, 2725 Georgia'Avenue and others, dated November 201 1951, Por the construction of Sanitary Sewer in GEORGIA AVENUE FROM 27TH STREET TO 28TH STREET. Request for Permit to Build Double Bungalow A letter from Trach Construction Company, Incorporated, dated November 19,,1951, requesting a permit to construct_a double bungalow on Lot 6, Block 2, Sunset Gables Addition, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above request was referred to the Planning Commission for checking and recommendation, by unanimous vote of Council Members present. Letter Re: Dogs A letter dated November 23, 1951, from Mrs. J. Gorsen, stating that there were a great many dogs roaming her particular neighborhood, and frightening her daughter, was read, and the Clerk was instructed to reply to same. Street Light Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was ordered to install a street light at the CORNER OF KENTUCKY AVENUE AND WAYZATA BOULEVARD, by unanimous vote of Council Members present. Permission to Place Poles On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of Council Members present: Two poles on Louisiana Avenue north of West Lake Street One pole on West 32nd Street west of Utah Avenue. Bid Awarded for Grading & Graveling 51-260 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Pfeiffer Construction Company received November 19, 1951, for the grading and graveling of Flagg Avenue from Cedar Lake Road to North Line of Section 7, Township 1172 Range 21, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to execute contract for the Village with Pfeiffer Construction Company for the work at price bid of $52177.502 by unanimous vote of Council Members present. Plans for Proposed Street Extension Ordered On motion of Trustee Bo]iAgren, seconded by Trustee Jorvig, the Village Engineer was•ordered to prepare plans for proposed extension of West 26th Street from Monterey Avenue to the Belt Line, and estimate the cost of same, by unani- mous vote of Council Members present. 1 1 1 November 26, 1951 V Bonds On motion of Trustee Jorvig, seconded by Trustee Bo1mgren, the following bonds were approved by unanimous vote of Council Members present: HEATING LICENSE BOND with Northwestern Blaugas Company as principal, and The AETna Casualty and Surety'Company as surety, dated November 8, 1951, in the amount of $1,000.00. HEATING LICENSE BOND with North Western Engineers, Incorporated as principal, and The Aetna Casualty and Surety Company as surety, dated October 18, 1951, in the amount of $1,000.00. HEATING LICENSE BOND with Bryant Gas Heating Company as principal, and United States Fidelity and Guaranty Company as surety, dated November 15, 1951, in the amount of $1,000.00. Return of Certified Check Authorized - Sam Segal The Village Engineer reported that the Alley in Block 3, Boulevard Heights has been excavated to the grade approved by the Village Council on Oct- ober 1st, 1951, and recommended that certified check in the amount of $500.00 be returned to Sam Segal. _ On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Clerk was authorized to return above mentioned check to Mr. Segal, by unanimous vote of Council Members present. A. M. A. Conference On motion of Trustee-Bolmgren, seconded by Trustee Jorvig, any menber of the Village Council and L."P. Pederson of the Planning Commission were authorized to att6nd the American Municipal Association's Annual Conference to be held at Washington, D. C., with necessary expenses paid, by unanimous vote of Council Member6 present. Conference to be held December 9 to 13, 1951. Petiti6n Opposing Bus Extension A petition, signed by Mr. and Mrs. Abner Freeman, 2846 Inglewood Avenue, and others was presented by a group from the area, opposing the extension of the bus on'Inglewood Avenue and Joppa Avenue from 26th Street. They feel that they should'have been advised or` informed of the action taken by the Village Council by resolution on November 13, 1951. They stated that if the Council did not withdraw their action, they would take their petition directly to the Railroad and Warehouse Commission and request a hearing by them. Mr. ]Peterson of the Railroad and Warehouse -Commission said that the matter would be held up until they heard what action was'taken tonight. Inglewood Avenue is not a wide street, and their are many children living on it. Everett Drake spoke in opposition. Said there would be a depreciation -of $1,000 to $2,000 on values of each home. Harry Carpenter, 2716 Inglewood Avenue says they do not want the bus on Ingle- wood Avenue. Someone suggested that a restraining order could be gotten out to stop the bus on Inglewood Avenue. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to write the Railroad and Warehouse Commission and the Twin City Rapid Transit Company to hold action on resolution adopted November 13, 1951, REQUESTING BUS LINE EXTENSION until further notification is received from the Village Council, by unanimous vote of Council Members present. Partial Payments on Contract Work On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following partial.payments on contract work in progress, presented by Village Engineer, Phil W. Smith,were-approved, and the Mayor and Clerk were authorized to issue warrants covering same, by unanimous vote of Council Members present.
