Hearing on Street Grading A hearing was had on proposed grading of 26th Street from Hampshire Avenue to -Jersey Avenue. No one appeared in opposition. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present: November 19, 1951 Hearing, Resolution for Grading, Cont'd. RESOLUTION ORDERING GRADING WHEREAS, the Village Council has met'at the time and place specified in a notice published in the St. Louis Park Dispatch November 1 and 8, relating to grading of 26th Street from Hampshire Avenue to Jersey Avenue and has heard all interested persons, therefore,' BE IT RESOLVED by the Village Council" of the Village of St. Louis Park that grading of 26th Street from Hampshire•Avenue to Jersey Avenue be hereby ordered in accordance with plans and specifications heretofore prepared by the Village Engineer which are,hereby,approved,` and the Clerk is directed to advertise for bids for the same which were to be opened November 13, 1951. Report on Garbage Disposal - G. M. Orr Engineering Co. r A report from G. M. Orr Engineering Company on garbage disposal was received and copies given to all Council Members. Mr. Kenneth Peterson of Aquila Avenue was given a copy'to'take with him to show other folks in his area. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above mentioned report was referred to the Committee of the Whole for study and recommendation, by unanimous vote of the Council. Electrical License On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the applica- tion of Cervin Electric Company for a licerise to do electrical work was approved, and the Mayor and Clerk were authorized to'issue license to expire December 31, 1951, by�unanimous vote of the Council. Permit for Underground Gasoline Tank On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of St. Louis Park Radio Cab for a permit to install a 4,000 gallon underground gasoline storage tank at 7121 Wayzata Boulevard (Rear) was approved, and the Mayor and Clerk were authorized to issue permit for same, by unanimous vote of the Council. Gas Main Extensions On motion of Trustee Jorvig, seconded by Trustee Perkins, the following gas main extensions were approved by unanimous vote of the Council: #421 422 Street from Ottawa Avenue to Lot 15, Block 1, Wooddale Park Addition #420 West 31st Street from Inglewood Avenue to -France Avenue. Applications for Off -Sale Intoxicating Liquor Licenses On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application ' of Gerald Timothy Kelley, and application of Ernest A. Clifford for off -sale intoxicating liquor licenses to be used at 5101 Excelsior Boulevard, was read and referred to the Committee of the Whole,' by unanimous vote of the Council. Deferred Action on Hearing for Street Improvements A hearing was had on proposed street improvements Nos. 51-271 to 51-276 inclusive on November 13, 1951, and action deferred to this present meeting. Commercial Electric Service Authorized On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and Clerk were instructed to sign application for Commercial Electric Service at the following locations, and forward same to Northern States Power Company, to be- come effective January 2, 1951, by unanimous vote of the Council: SE Corner Webster Avenue & 26th Street For sewer Lift Station NW Corner Colorado Avenue & 27th Street Is 11 It It NE Corner Raleigh Avenue and 26th Street if it it to West Lake Street & Mtka. Blvd. if it if Idaho Avenue and 29th Street For Warming House Building Inspector's Weekly Report The Building Inspector's Weekly report for week ending November 16, 1951, showing that 39 building permits were issued, totaling $315,305.00, was read and ordered filed. 86 November; 1, 1951 Request for Bus Stop Shelter A letter from Franklin Co-operative.Creamery Association, dated November 13, 1951, requesting permission to erect an advertising bus stop shelter at Meadowbrook Manor, was read. On motion oX Trustee Jorvig, seconded by Trustee Bolmgren, the above request was approved, subject to approval of the Hennepin County Highway Depart- ment, by unanimous vote of the Council. Preliminary Draft of Trailer Coach Park Regulations Minnesota Department of Health A notice of hearing to be held Wednesday, December 19, 1951, in the Auditorium of the State Office Building, St. Paul, Minnesota, together with a draft of Trailer Coach Park Regulations, dated November 16, 1951, from the Minnesota Department of Health, was read and ordered filed for future use. Complaint Re: Defective Sidewalks and Curbing A letter from Albert R. Johnson, 2612 Webster Avenue, dated November 122 1951, written on behalf of himself and others, regarding the many cracks in both the sidewalks and curbing adjacent to homes at 2612, 2613, 2616, 2617, and 2618 Webster Avenue, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above matter was referred to the Village Engineer for checking and recommendation, by unanimous vote of Council Memberq present. Letter Re: Change in Street Grade and Damage to Property by Sewer Contractor A letter dated November 19, 1951 from Hanson & Willcox, Attorneys for Andrew J. Johnson, 4211 Princeton Avenue, requesting information as to change of grade in front of 4211 Princeton Avenue (Lots 24 and 25, between 422 and 42nd Streets); and regarding damages to same property by Lametti and Lametti, Inc., Contractors who constructed sewer in street past said property, was read. On motion of Trustee Perkins, seconded by Trustee Jorvig, the above matter was referred to the Village Engineer for action and report on same at the November 26th Council Meeting, by unanimous vote of the Council. Bid Awarded for Sanitary Sewer #51-270 On motion of Trustee Bolmgr �, seconded by Trustee Perkins, the bid of Phelps -Drake Company received November 13, 1951, for the construction of Sanitary Sewer in Hampshire Avenue from 28th Street to 29th Street; and in 29th Street from Georgia Avenue to Hampshire Avenue, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk were instructed to execute contract for the Village with Phelps -Drake Company, Inc. for the work at price bid of $92698.252 by unanimous vote of all members of the Council. Additional Signal Head for Traffic Signals Authorized On motion of Trustee Jorvig, seconded by Trustee Perkins, the Clerk was instructed to issue purchase order for an additional signal head at a cost of $65.00 from Langford Electric Company, to be used on the installation of traffic signals at the Wye - Minnetonka Boulevard and West Lake Street, as recommended by the Village Engineer, by unanimous vote of all members of the Council. Letter Requesting Alley A letter from Robert L. Tupper, need for an alley adjacent to Lots 3, division #3232 was read. dated October 26, 1951, explaining the 41 5, 6, 7, 8, and 9, Auditors Sub— On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above request was referred to the Planning Commission for checking and recommendation, by unanimous vote of all members of the Council. Checks Accepted for Storm Damage to Idaho Avenue Pump House On motion of Trustee Bolmgren, seconded by Trustee Jorvig, checks from various Insurance Companies totaling $237.22 were accepted, covering electrical damage to Idaho Avenue pump house by storm last summer, by unanimous vote of Council Members present. 7 Checks Accepted for Storm Damage to Warming House On motion of Trustee Jorvig, seconded by Trustee Bolmgren, checks from various Insurance Companies, totaling $35.00 were accepted, covering windstorm damages to warming house on Ball Park grounds; and the Clerk was authorized to issue warrant,in the amount of $35.00 to E. H. Shursen, as he paid repairman, Albert Gregerson at the time the work was done. Motion was passed by unanimous vote of the Council. 9 L 1 1 November 19, 1951 8T' Intoxicating Liquor Licenses - Off -Sale and On -Sale On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following applications for renewal of intoxicating liquor licenses for year beginning December 15, 1951, and ending December 152 1952, were approved, and the Mayor and Clerk were authorized to issue said licenses; also the surety bonds presented with the applications were approved -- both subject to approval of the State Liquor Control Commissioner. Advertise for Bids for Drilling Well #7, Pump House and Pum On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to advertise for bids for drilling Well #7, Construction of Pump House, and for the furnishing and installation of pumps and appurtenances for same; bids to be opened January 21, 1952, by unanimous vote of all Members of the Council. Bid Awarded for Grading & Graveling On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Terry Brothers received November 13, 1951, for the grading and graveling of West 26th Street from Hampshire Avenue to Jersey Avenue was deemed to be the lowest, bid of a responsible bidder, and the Mayor and Clerk were instructed to execute contract for the Village with Terry Brothers, Incorporated for the work at price bid of $1,006.25, by unanimous vote of all Members of the Council. Street Light -Ordered On motion of Clerk Justad, seconded by Trustee Perkins, the Northern States Power Company was ordered to install a street light at Corner of Rhode Island Avenue and North Street, by unanimous vote of all Members of the Council. Hearing Date Set for On -Sale Liquor License Nick Phillips On motion of Trustee Perkins, seconded by Trustee Bo1mgren, December 10, 1951 was set as date of hearing on the application of Nick Phillips for an On -Sale Intoxicating Liquor License to be used at Lilac Lanes Cafe, by unanimous vote of the Council. Fill Ordered for 36th Street West of. Lynn The Village Engineer's report on problem on West 36th Street west of Lynn Avenue of insufficient fill over recently constructed water main, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Engineer was ordered to grade West 36th Street, west of Lynn Avenue to sufficient depth to provide adequate fill over water main to prevent freezing, at a cost not to exceed $950.00 - work to be done immediately. Motion was passed by unanimous vote of the Council. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION SETTING ASSESSMENT HEARINGS WHEREAS, the Clerk with the assistance of the Engineer has calculated the proper amount to be specially assessed for the improvements hereinafter des- cribed against every assessable lot, piece and parcel of land within the respective districts affected without regard to cash valuation based upon the benefits received, and the proposed assessments so made up have been filed with the Clerk and are open to public inspection: 0 88 November 19, 1951 cc C4 Resolution Setting Assessment Hearings. Deferred Action on Hearing on -Petition to Vacate Alley, Block 301, Rearrangement On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the council: RESOLUTION VACATING ALLEY --' WHEREAS, the Village Council has met at the time and place specified in a notice duly published and posted in said Village relating to vacation of alley hereinafter described and embracing a copy of petition filed with the Village Clerk signed by Donald E. Jacobson and others who are the majority of owners of land abutting on that part of said alley to be vacated, and it appearing for the interests of the public that said alley be vacated, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that that part of Alley in Block 301, Rearrangement of St. Louis Park adjacent to Lots 1 to 12, inclusive, and 37 to 48 inclusive in said block and extending from the south line of 33rd Street to the south lines of said Lots 12 and 37 as the same is now dedicated within the corporate boundaries of said Village be hereby vacated. Overtime Pas for Burt Zila Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, overtime pay for Burt Zila for November 172 1951, for operating a grader in the absence of the regular operator, was approved by unanimous vote of the Council. Funds Budgeted for Rural Public Health Nursing for 1952 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, $8,375.28 was budgeted for Rural Public Health Nursing Service for 1952, based on 37¢ per capita on population of 22,644, by unanimous vote of the Council. J Appeal Ordered - Terry Brothers Property On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village Attorney was instructed to take the necessary steps to take an appeal to the District Court of Terry Brothers, Inc. property damage suit, and request an early hearing so that answer may be made soon.
