Johnson On motion of Trustee Perkins, seconded by Trustee Jorvig, the claim of A. J. Johnson, 4217 Princeton Avenue for damages to his property by the Sewer Contractor by piling his diggings on ground just prepared for seeding, was referred to the Village Engineer for checking and recommendation, by unanimous vote of the Council. Clerk Authorized to Sign Proof of Loss Statements On motion of Trustee Jorvig, seconded by Trustee Perkins, the Clerk was authorized to sign PROOF OF LOSS statements for windstorm loss to the roof of the Ball Park on July 20, 1951, in the amount of $34.41; and for lightning loss to the Village water tank on July 20, 1951, in the amount of $237.22, by unanimous vote of the Council. Bids for Water Main Extensions As advertised in the St. Louis Park Dispatch October 4, 1951, sealed bids were q;teceived from the following bidders for the construction of the follow- ing water main extensions: 51-269 Brunswick Avenue from 28th Street to 27th Street 51-268 Texas Avenue from Walker Street to North Service Drive .--- of Highway No. 7. On motion of Trustee Bolmgren, seconded by Clerk Justad, the above bids were referred to the Village Engineer and Chairman of the Water Department Com- mittee for tabulation and recommendation, by unanimous vote of Council Members present. Bids for Sewer Construction As advertised in the St. Louis Park Dispatch October 11, 1951, sealed bids were received from the following bidders for the construction of sanitary sewer improvements numbered 51-245 to 51-251 inclusive, and 51-142: 1. Lametti and Lametti 60,007.25 On motion of Trustee Bolmgren, seconded by Clerk Justad, the above bids were referred to the Village Engineer and Chairman of the Sewer Department Com- mittee for tabulation and recommendation, by unanimous vote of Council Members present. Trustee Jorvig Trustee Jorvig came to the meeting at this time - 8:25 P. M. 46 October 22, 1951 Hearing on Proposed Improvement of Excelsior Boulevard by Paving and Curb and Gutter Construction Pursuant to notice published in the St. Louis Park Dispatch October 4 and 11, 1951, a public hearing was had on proposed improvement of Excelsior Boulevard from France Avenue to Highway No. -100, by widening of the existing pavement by concrete or blacktop surfacing,'and construction of curb and gutter and necessary storm water drains and sewers; The following person appeared -- Martin Fowler, 3601 Huntington Avenue said he feels it will have to come some- time. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above matter was deferred until a recommendation is received from the Street Commission- er. Hearing on Proposed -Sanitary Sewer'Extensioils Pursuant to notices published in the St. Louis Park Dispatch October 4 and 11, 1951, a public hearing was had on the following proposed extensions of Village sewer mains: 1. 51-270 Hampshire Avefiue from 28th Street to 29th Street 29th Street from Georgia Avenue to Hampshire Ave. No one appeared . Resolution On motion of Trustee Bolimgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION ORDERING SANITARY SEWER EXTENSIONS WHEREAS the Village Council has met at the time and place specified in notices published in the St. Louis Park Dispatch October 4 and 11, 1951, relative to Sanitary Sewer Improvement No. 51-270, ana has heard all interested persons and determined the necessity of said improvement; therefore, BE IT RESOLVED by the Village Council that Sanitary Sewer Improvement No. 51-270, in Hampshire Avenue from 28th Street to 29th Street, and in 29th Street from Georgia Avenue to Hampshire Avenue be hereby ordered in accordance with plans and specifications prepared by the Village Engineer which are hereby approved; and advertisement for bids are hereby authorized to be opened November 122 1951. Petition Opposing Chickens On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition signed by Walter E. Hochstein, and others, dated October 18, 1951, opposing the raising of poultry at 2550 Dakota Avenue, declaring it unsanitary and a nuisance, was referred to the Village Attorney, by unanimous vote of Council Members present. Hearing on Proposed Water Main Extensions Pursuant to notice published in the St. Louis Park Dispatch October 4 and 11, 1951, a public hearing was had on proposed extensions of Village water main at the following locations: 51-269 Brunsirrick Avenue from 28th Street to 27th Street 51-268 Texas Avenue from Walker Street to North Service Drive of Highway No. 7. No persons appeared. Resolution On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION ORDERING WATER MAIN EXTENSIONS WHEREAS the Village Council has met at the time and place specified in notices published in the St. Louis Park Dispatch October 4 and 11, 1951 relative to water main Improvements Nos. 51-268 and 51-268; and has heard all interested persons and determined the necessity for said improvements; therefore, BE IT RESOLVED by the Village Council that water extension improvements be hereby ordered at the following locations: 51-268 Texas Avenue from Walker Street to North Service Drive of Highway #7 CO3 1 1 1 October 22, 1951 Resolution Ordering Water Main, Cont'd. —51-269 Brunswick Avenue from 28th Street to 27th Street in accordance with plans and specifications prepared by the Village Engineer which are hereby approved; the advertisement for bids published October 4, 1951 in the St. Louis Park Dispatch for same is hereby approved. - 1951 Licenses On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following applications for 1951 licenses were approved, and the Mayor and Clerk were authorized to issue licenses to expire December 31, 1951, by unanimous vote of the Council Members present: Dahl's Gas Heating Park Standard Station Heating Soft Drink Bonds On motion of Trustee Bolmgren, seconded by Clerk Justad, the following bonds.were approved by unanimous vote of Council Members present: HEATING LICENSE BOND with Roy Dahl, DBA Dahl's Gas Heating as principal, and United States Fidelity.and Guaranty Company as surety, dated September 25, 1951, in the amount of 41,000.00. SIDEWALK OR -CURB AND GUTTER CONSTRUCTION BOND, with C. Colness as principal, and Carl G. Backlund as surety, dated October 1, 1951, in the amount of $500.00. 'Gas Main Extensions On motion or Trustee Bolmgren, seconded by Trustee Jorvig, the following gas main extensions were approved by unanimous vote of Council Members present: #414 In Rhode Island Avenue from 212' South of South line to West 34th Street to cover Lot 41, Block 304, Rearrangement of St. Louis Park. Permission to Place Poles On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of Council Members present: One (1) Pole at France Avenue South and West 26th Street One (1) Pole on West 42nd Street between West and Ottawa Avenues Resolution On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION CANCELLING GARBAGE COLLECTION ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted October 161 1950, levying assessments for garbage collection, the following lot was inadvertantly assessed, whereas said lot was vacant and therefore not serviced by the Garbage Collection Service; therefore, M BE IT RESOLVED that installment of such assessments heretofore paid in the respective amounts hereinafter set forth be refunded to the respective proper— ty owner, and that upon receipt of a signed verified claim, the Mayor and Clerk be hereby authorized to issue wattant in payment of such refund to the respective property owner. Helgerson 2908 Brunswick Avenue 3 20 Park Manor $8.40 Cancelled for 1952 $8.88 BE IT FURTHER RESOLVED by the Village Council of the village of St. Louis Park that the assessment heretofore levied against the above described lot in the amount set forth above the hereby cancelled and that the Treasurer and Auditor of Hennepin County be hereby authorized to cancel the same upon their respective records. 48 October 22, 1951 Street Light Ordered On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern States Power Company was ordered to install a street light at the corner of 29th Street and Maryland Avenue, by unanimous vote of Council Members present. Letter Requesting Fill - Jack Gorsen A letter dated October 13, 1951 from Jack Gorsen, 1811 First Avenue South, Minneapolis, stating that he would be moving to 2837 Maryland Avenue, St. Louis Park sometime in November, and requesting that a small area along 29th Street be filled in to prevent mud from accumulating, was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above request was referred to the Village Engineer for checking and recommendation, by unanimous vote of Council Members present. Committee of Whole Report Re: Applications for Licenses to Sell 3.2 Beer ----- On -Sale and Off -Sale The Committee of the Whole reported that they have considered the applica- tion of Thomas J. Lyons, 3389 Sumter Avenue, St. Louis Park, for licenses to sell 3.2 Beer Off -Sale and 3.2 Beer On -Sale at 8016 Minnetonka Boulevard. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above mentioned application for licenses to sell 3.2 beer off -sale and on sale was denied by unanimous vote of Council Members present. Application for Off -Sale Intoxicating Liquor License An application for Off -Sale Intoxicating Liquor License, signed by Fred Gates as an individual owner, to be used at 5101 Excelsior Boulevard, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above application was referred to the Committee of the Whole for checking and recom- mendation, by unanimous vote of Council Members present. Letter Re: St. Louis Park -Kenwood Bus Line Extension A letter from the Twin City Rapid Transit Company, dated October 15, 1951, referring to the copy of resolution adopted by the Village Council September 24, 1951, relative to EXTENSION OF ST. LOUIS PARK-KENWOOD BUS LINE IN ST. LOUIS PARK, and stating that it would not be practical to make the extension at this time, was read and ordered filed. (Bryn Mawr folder). Trustee Bolmgren gave a report on meeting held October 17th, with the Twin City Rapid Transit Company. Report on Examination of Plans for Sewer Extensions Minnesota Department of Health A report from the Minnesota Department of Health, dated October 3, 1951, on the examination of plans for sewer extensions in the Village, was read and ordered filed in office of sewer department. Bid Awarded for Sanitary Sewers On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Western Underground Construction Company received October 153 1951 for the const- ruction of Sanitary Sewers 51-84, 51-238 thru 51-243, and 51-262-, was deemed to be the lowest bid of a responsible bidder, and the Mayor and -Clerk were instructed to execute contract for the Village with Western Underground Construction Co. for the work at price bid of $55,600,75, by unanimous vote of Council Members present. Village Office to Close November 12, 1951, On motion of Trustee Jorvig, seconded by Trustee Bolmgren, due to Armistice Day, a Village Holiday, falling on Sunday, November 112 1951, Monday, November 122 1951 was designated as a holiday for Village Employees, by unanimous vote of Council Members present. Petition for Street Improvement On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following petition was referred to the Village Engineer and Chairman of the Street Department Committee for checking and recommendation, by unanimous vote of the Council Members present: P-983 PETITION FOR GRADING, signed by Henry S. Nygaard, 3632 Quebec Avenue and others, for the grading and graveling of PENNSYLVANIA AVENUE FROM WALKER STREET TO HIGHWAY NO. 7, dated October 209 1951. 1 1 October 22, 1951 49 Building Inspector's Weekly Report The Building Inspectorts weekly report for week ending October 19, 1951, showing that 42 building permits were issued, totaling $253,450.00, was read and ordered filed. Request for Rezoning for Double Bungalow A request from J. F. Engler, dated October 22, 1951, for the rezoning of Lot 9, Block 2, Eide and Martens Addition to Multiple Dwelling Use so that he may build a double -bungalow, was read. On motion of Trustee Bol gren, seconded by Trustee Jorvig, the above request of J. F. Engler for the rezoning of Lot 9, Block 2, Eide and Martens Addition, was denied by unanimous vote of Council Members present. Copy of Letter to Rural Hennepin League of Municipalities A copy of a letter from County Auditor, Robert F. Fitzsimmons, dated `October 19, 1951, to the Rural Hennepin League of Municipalities, relative to changing the laws covering Assessors and assessments, was read and ordered filed. Letter Commending Fire, Police and Water Departments A letter from Clifford J. Browne, dated October 19, 1951, commending the Fire, Police and Water Departments for their kind and courteous cooperation afforded him in the emergency which occurred at 3137 Alabama Avenue when the sheathing of their sewer construction accidently pinned a man in the ground, was read and ordered filed. Application for Building Permits - Adolph Fine The application of Adolph Fine for building permits to construct four houses on Utah Avenue to be numbered 3150,"3056, 3066, and 3070, to cost $6,000. and to sell for $7,700.00, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to write to Mr. Fine and request him to come to the Council meet- ing on October 29, 1951 in person, or be represented by an authorized representative to'discuss his application for building permits for the construction of houses to'be numbered 3150, 3056, 3066, and 3070 Utah Avenue, and furnish full informa- tion, as required by Ordinance No. 384 as emended. Motion was passed by unanimous vote of Council Members present. Letter from SLP Public Schools Re: Acquisition of Property A letter from Harold R. Enestvedt, Superintendent, St. Louis Park Pub3ic Schools, dated October 20, 1951, relative to acquiring land at Dakota Avenue and 33)rd Street, was read Meeting Adjourned The meeting was adjourned by Mayor Erickson at 12:35 A.
