Safety Signs at Lake and Texas
Mayor Erickson reported on his inspection of conditions at Lake Street
and'Texas Avenue. On motion of Trustee Bolmgren, seconded by Trustee Jorvig,
on the recommendation of Mayor Erickson, One (1) STOP sign was ordered placed
on Lake Street at Texas Avenue; and Two (2) 5'Ton Load Limit signs were ordered
placed East of Texas Avenue on Lake Street, by unanimous vote of the Council.
Meeting Adjourned
The meeting was adjourned by Mayor Erickson at 10:12 P. M.

Hearing on Petition to Vacate Street
(Johnson Nut Company)
Pursuant to notice published in the St. Louis Park Dispatch, a public
hearing was had on the petition of Johnson Nut Company for the vacation of a
portion of Joppa Avenue from Lot 11, Block 2, Manhattan Park First Addition.
The following persons Appeared ----- Walter Hagen, 3059 Joppa Avenue and
Erland A. Swanson, 3051 Joppa Avenue appeared and made inquiries regarding the
proposed vacation. No one was present from the Johnson Nut Company.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
hearing was continued to meeting of January 15, 1951, and the Clerk was
instructed to ask that someone from the Johnson Nut Company be present at 7:00
P. M. on said date. Motion was passed by unanimous vote of Council Members
present.
Hearing on Proposed Street Improvement
and.Bridge Construction Reset -Louisiana Ave
No one appeared for the hearing set for this meeting on proposed street
improvement and bridge construction -- reconstruction of bridge extending
Louisiana Avenue over the tracks of the Great Northern Railway.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, due to in-
sufficient advertising, the above hearing was re -set for February 5, 1951 by
unanimous vote of all Council Members present.

No one appeared for the hearing set for this meeting on the following

On motion of Trustee Perkins, seconded by Trustee Bolmgren, due to in-
sufficient advertising, the above hearing was re -set for February 5, 1951 by un-
animous vote of Council Members present.
Street Light Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was ordered to place a street light at corner of Oxford
Street and Dakota Avenue, by unanimous vote of Council Members present.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
petitions were referred to the Village Engineer and Chairman of the Street
Department Committee for checking and recommendation, by unanimous vote of Coun-
cil Members present:
P-701 PETITION FOR GRADING AND GRAVELING, signed by
Sam G. Segal, 2932 Georgia Avenue and others,
dated December 27, 1950, for the grading and gravel-
ing of the EAST ONE-HALF OF PENNSYLVANIA AVENUE BE-
TWEEN WEST 31ST STREET AND WEST 32ND STREET.
702 PETITION FOR GRADING, signed by C. T. Jensen for
Wheeler Lumber Bridge & Supply Company, 631 Lumber

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION DESIGNATING DEPOSITORY FOR VILLAGE FUNDS
RESOLVED that the NORTHWESTERN NATIONAL BANK OF MINNEAPOLIS be hereby
designated as a depository for the funds of this Village, not to exceed however,
$600,000.00 at any one time, and the Treasurer is hereby authorized to open,or
continue an account or accounts with said Bank on such terms as have been re-
quired by said Bank heretofore, in the name of the Village, and to deposit, or
cause to be deposited in such account, -any money, checks, drafts, orders, notes
or other instruments for the payment of money.
RESOLVED FURTHER, that checks, warrants, or other withdrawal orders issued
against the funds of this Village on deposit with said Bank shall be signed by
0. B. Erickson as Mayor; Joseph Justad as Village Clerk; and Mildred H. Melbourne
as Village Treasurer.
RESOLVED FURTHER, that this notice shall continue in force until a written
notice of its recision or modification has been received by said Bank.
RESOLVED FURTHER, that said Bank deposit with the Federal Reserve Bank
of Minneapolis as security for such deposit, such securities as may be approved
by the Village Council in the amount required by law.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION DESIGNATING DEPOSITORY FOR
VILLAGE FUNDS
BE IT RESOLVED, by the Village Council of the Village of St. Louis Park
that the NORTHWESTERN NATIONAL BANK OF HOPKINS, MINNESOTA is hereby designated

Resolution Designating Depository for
Village Funds, Continued
as a depository for funds of the Village, and the Treasurer of the Village is
hereby -directed to deposit in said bank all receipts of the Village for licenses,
inspection fees, permits, fines, and such other funds as may be directed by'the
Village Council, provided that the aggregate amount of said deposits with said
Depository Bank shall not exceed $75,000.00 at any one time, and provided that
said Bank deposits with the Federal Reserve Bank of Minneapolis, for the Treas-
urer of the Village, securities of such kind and amount as to comply with Mason's
Minnesota Statutes, 1927, Section 1973-1, and furnishes the Treasurer of the Village
with an assignment of said securities as provided by said statute; and
BE IT FURTHER RESOLVED that until further order of the Village Council
by resolution, withdrawals from said account shall be upon the written order of
the Treasurer, countersigned by the Clerk of the Village, payable only to the
Northwestern National Bank of Minneapolis for deposit to the account of the
Village.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION DESIGNATING DEPOSITORY FOR VILLAGE FUNDS,
BE IT RESOLVED that the CITIZEN'S STATE BANK OF ST. LOUIS PARK be hereby
designated as a depository for the funds of this Village, not to exceed
$25,000.00 at any one time, and the Treasurer is hereby authorized to open or
continue an account _or accounts with said Bank on such terms as required by said
Bank heretofore in the name of the Village, and to deposit, or cause to be
deposited in such account or accounts, any money, checks, drafts, orders, notes
or other instruments for the payment of money.
BE IT FURTHER RESOLVED that until further notice of the Village Council
by resolution, withdrawals from said account or accounts shall be upon the
written order of the Treasurer, countersigned by the Clerk of the Clerk of the
Village, payable only to the NORTHWESTERN NATIONAL BANK OF MINNEAPOLIS for
deposit,to the account of the Village.

BE IT FURTHER RESOLVED that this notice shall continue in force until
written notice of its recision or modification has been received by said Bank.
BE IT FURTHER RESOLVED that said Bank deposit with the First National
Bank of Minneapolis as security for such deposit, such securities as may be
approved by the Village Council in the amount required by law.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR THE CONSTRUCTION, RECONSTRUCTION AND IMPROVEMENT OF
TRUNK HIGHWAY NO., 7 ------- S.P. 2706-29 (T.H. 7-12)
WHEREAS, the Commissioner of Highways of the State of Minnesota has now
determined to designate and make permanent the location of Trunk Highway No. 7,
formerly designated as Trunk Highway No. 12, through the Village of St. Louis
Park as shown upon the plans which are presented herewith and made a part hereof,
and
WHEREAS, said Commissioner of Highways id desirous of constructing, re-
constructing and improving said Trunk Highway through said Village and has
prepared plans for said construction, reconstruction and improvement, a copy of
which said plans are presented herewith and made a part of this resolution; and
WHEREAS, the construction, reconstruction and improvement of said Trunk
,Highway requires a change in the grade of the streets in said Village along and
upon which said Trunk Highway passes, said change of grade being designated and
shown upon said plans, and
WHEREAS, it is to the best'interests of said Village that said Trunk
Highway be constructed, reconstructed and improved through said Village in accord-
ance with said plans and the standard Minnesota Highway Specifications and upon
the grade designated therein, and

Resolution Re: Trunk Highway #7, Cont'd.
WHEREAS, the Commissioner of Highways is desirous that the Village -of
St. Louis Park will not license or permit hereafter, any encroachment of any
nature, including curb gas pumps or gas stations or billboards or other
structures of any kind whatsoever, on the right of way of said Trunk Highway
No. 7 within the corporate limits of said Village of St. Louis Park as shown
upon the plan and maps hereto attached, and
WHEREAS, in the furtherance of the public well being and safety it is '
desirable and necessary to eliminate traffic hazards by eliminating any encroach-
ments whatsoever including gas pumps or gas stations or billboards or other
structures of any kind whatsoever, now or hereafter existing in or upon the
Trunk Highway right-of-way, and
WHEREAS, said Commissioner of Highways desires, in the interest of public
safety, that all parking of vehicles on said Trunk Highway be parallel with the
curb and at least 20 feet from any crosswalk at all public streets intersecting
said Trunk Highway within the corporate limits of said Village, and
WHEREAS, it is to the best interests of said Village that all parking of
vehicles be parallel to the curb; now therefore,
BE IT RESOLVED that said plans and specifications for the construction,
reconstruction and improvement of said Trunk Highway through said Village be and
the same hereby are approved, and said Village hereby consents to the 9hange in
grade of the streets along which said Trunk Highway passes, as shown in said
plans; and
BE IT FURTHER RESOLVED that said Village does hereby agree and covenant
that it will never permit or suffer, within its corporate limits, any encroach-
ment of any kind whatsoever, including curb gas pumps and gas stations, billboards
or other structures of any kind whatsoever, upon the right of way of Trunk
Highway No. 7 as shown on said plans and that to the above end said Village
hereby agrees that it will never issue ahy license, permit, -or grant, -or give
any leave or liberty or any other consent of whatever form for the,construction
or maintenance of any encroachment whatsoever, including curb gas pumps and
gas stations, billboards or other structures of any kind whatsoever, upon said
right-of-way; and that said Village will cooperate insofar as possible to
eliminate existing encroachments constituting traffic hazards and will further
take any necessary action to eliminate any encroachment that may hereafter exist
on said Trunk Highway right-of-way; and
BE IT FURTHER RESOLVED that said Village does hereby agree to require
the parking of all vehicles on said Trunk Highway to be parallel with the curb
and at least 20 feet from any crosswalks at all public streets intersecting said
Trunk Highway within the corporate limits of said Village.
Request to Build 2 Duplexes Approved
A letter from Rodney W. Bill -man, 3286 Idaho Avenue, dated January 4, 1951,
requesting permission to build two duplexes =- one on Lots 23 and 24, and one
on Lots 25 and 26, Block 206, Rearrangement of St. Louis Park, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue building permits to Rodney W. Billman for the
construction of two duplexes -- one on Lots 23 and 24; and one on Lots 25 and 26,
Block 206, Rearrangement of St. Louis Park, according to plans presented for
same, by unanimous vote of Council Members present.
Quit Claim Deed Accepted
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Quit
Claim Deed with Bruce Construction Company of St. Louis Park, Minnesota as party
of the first part, and the Village of St. Louis Park, St. Louis Park, Minnesota
as party of the second part, for the "North 30 feet of the West 205.88 feet of
the East 225.88 feet of Lot or Block "A", Minikanda Vista 2nd Addition, accord-
ing to the recorded plat thereof, for use as a public street, was approved and
accepted; and the Village Attorney was instructed to file same with the Register
of Deeds of Hennepin County, by unanimous vote of Council Members present.

Occupation of Basement Dwelling Continued
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of Robert J. Heddle, 3113 Alabama Avenue, St. Louis Park (Building Permit
No. 4872) to continue occupying his basement dwelling at said address was
approved and extended to July 1, 1951, by unanimous vote of Council Members
present.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of Arthur G. Rood, 1617 Ottawa Avenue, St. Louis Park (Building Permit No.
#5634) to continue occupying his basement dwelling at said address was approved
and extended to July 1, 1951, by unanimous vote of Council Members present.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, -the request
of Charles W. Wilson, 1634 Quentin Avenue, St. Louis Park (Building Permit No.
6925) to continue occupying his basement dwelling as said address was approved
and extended to July 1, 1951, by unanimous vote of Council Members present.
Hearing Date Set for Rezoning
(Winton Sales Company)
The Planning Commission reports dated January 4, 1951 on the request` of
Winton Sales Company for a change in the zoning of a strip of property 70 feet
wide on Excelsior Boulevard and immediately east of the 50 ft. strip owned by
the Phillips Petroleum Company, from Multiple Dwelling Use to Commercial Use;
also the request of Phillips Petroleum Company for a change in the zoning of a
50 ft. strip of property fronting on Excelsior Boulevard near 362 Street, from
Multiple Dwelling Use to Commercial Use; and a 50 ft. strip of property north
of Excelsior Boulevard and immediately east of the present Commercial Use
District and extending back to intersect with the line between the SES and the
SW4 of the SE4 of Section 6, Twp. 28, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, February
5th, 1951 was set as date for hearing on the above mentioned requests for re-
zoning, by unanimous vote of Council Members present.
Replat of Morning Park Addition Approved (Tentative)

The Planning Commission's report dated January 4, 1951 on the request of
Adolph Fine for the approval of tentative replat of Morning Park Addition to St.
Louis Park, was read. On motion of Trustee Perkins, seconded by Trustee
Bolmgren, the tentative replat of Morning Park Addition to St. Louis Park was
approved by unanimous vote of Council Members present.
Tentative Plat of Jeffrey James Fine Addition Approved
The Planning Commission's report dated January 4, 1951 on the request of
Adolph Fine for the approval of the tentative plat of Jeffrey James Fine Addition
to St. Louis Park,was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the tentative
plat of Jeffrey James Fine Addition to St. Louis Park was approved as recommended
by the Planning Commission in their report on same, subject to dedication for
29th Street be reduced to 25 feet so that all lots in plat will be 50 ft. in
width or more, by unanimous vote of Council Members present.
Request for Erection of Bulletin Board
The Planning Commission's report dated January 4, 1951 on the request of
General Outdoor Advertising Company for permission to erect a streamline, illu-
minated advertising sign 15' x 501, to be located on Lot 5, Block 323, Rearrange-
ment of St. Louis Park, was read.,
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request

The Planning Commission's report on the request of M. P. Johnson for

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the,Pre-
liminary Plat of Oak Hill Manor 2nd Addition presented by M. P. Johnson was
approved by unanimous vote of Council Members present.
Tax Limitations in Villages
A letter dated January 6, 1951 from the League of Minnesota Municipalities,
suggesting some changes in the tax limitations in Village laws, and requesting
a report from the Village Council on same, was read; and the Village Clerk was
instructed to complete form and return same to the League of Minnesota Muni-
cipalities.
SuRaested Ordinance Amendment under New Village Code Authorized
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was authorized to bring in suggested ordinance amendment covering
suggestions made in the Village Clerk's and Village Attorney's report of July

Hearing Date Set for Water Main Extensions
On motion of Trustee Bolmgren, seconded by Trustee Perkins, February
5, 1951 was set as date for hearing on proposed construction of water main ex-
tensions in Louisiana Avenue from the Great Northern Railway Tracks to Cedar
Lake Road and East on Cedar Lake Road to Dakota Avenue, by un4nimous vote of
the Council.
A. W. W. A. 1951 Conference
On motion of Trustee Perkins, seconded by Trustee Jorvig, Village Engineer,
Phil W. Smith, Water Superintendent; Ira Vraalstad, Members of the Council who
wish to attend were authorized to attend the 1951 American Water Works Association
Conference to be held at Miami, Florida, April 29 thru May 4, 1951 with necessary

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council Members present: -
WHEREAS it appears to the Council that the Village Engineer has with-
held $396.88 from payment .due to I. J. Donnelly Construction Company for sewer
constructionin Webster Avenue on account of damage to adjacent sidewalks and
curbs, and it appears that $396.88 is the full cost of repair of said damage,
therefore.,
BE IT RESOLVED that said I. J. Donnelly Construction Company be hereby
released from further liability for damage to Village sidewalk and burbs adjacent
to Webster Avenue from Excelsior Boulevard to 42nd Street, and said amount,
retained be hereby permanently transferred from the sewer fund of said District
in payment of,,said cost of repairs.
