were referred to the Village Engineer and Chairman of the Water Department Com-
mittee for checking and recommendation, by unanimous vote of"Council Members

Hearing - Proposed Water Main Extensions and Grading
Due to an error in notice published in the St. Louis Park Dispatch, August
23, 1950, the hearing on proposed water main extensions (P-221 and P-250); and on
proposed grading (P-251) was reset for October 2fd, 1950.
Hearing - RezonTng
Pursuant to notice published in the St. Louis Park Dispatch August 23,
1950, a public hearing was had on the application of Hiawatha Coaches, Inc. for
the rezoning of the following described premises to Commercial Use ----
"All that part of the NE4 of the NW1 of Section
"7, Township 28, Range 24, described as follows:
Beginning at the intersection of the West Line of
Block 5, Minikanda Vista Second Addition and the
Nally line of Excelsior Avenue as widened 40 feet,
thence deflecting to the right in a Nally direction
at an angle of 90 degrees for a distance of 260
feet, thence NEly parallel to the Nally line of
Excelsior Avenue 156.67 feet, more or less to the
West line of said Block 5 in said Minikanda Vista
Second Addition, thence Southerly along the West
line of said Block 5, 284.97 feet, more or less to
the point of beginning." No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Attorney was instructed to prepare an ordinance covering the above rezoning,
by unanimous vote of Council Members present.
Bdilding Permit for Garage Buildin
On motion of Trustee B61mgren, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit to Hiawatha Coaches, Inc.
for the construction of a garage building for storage of school buses on premises
described in foregoing hearing for rezoning, by unanimous vote of Council Members
present.
Hearing - Double Bungalow (Harold Aretz)
As advertised in the St. Louis Park Dispatch, a hearing on the application
of Harold Aretz to erect a double bungalow at 3981 Alabama Avenue was called for.
Clerk Justad reported that Mr. Aretz had withdrawn his application to build a
double bungalow and has taken out a permit to construct a single dwelling instead.
Permit to Construct Office Building - Wheeler Lumber Co.
The Planning Commission's report dated September 8, 1950 on the application
of Wheeler Lumber, Bridge and Supply Company for a special permit to construct an
office building on Block 185, Rearrangement of St. Louis Park, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Planning
Commission's report was accepted, and the Building Inspector was authorized to
issue a building permit to Wheeler, Lumber, Bridge and Supply Rompany for the
construction of an office building on Block 185, Rearrangement of St. Louis Park
as per plans furnished. Motion was passed by unanimous vote of Council Members
present.
Re -Location of Gas Storage Tank - "Culligans
_ On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of
Culligan Soft Water Service Company, 3550 Brunswick Avenue, for permission to re-
locate their gasoline storage tank outside of their building was approved, subject
to approval of the Fire Chief, by unanimous vote of Council Members present.

Hearing Date Set - Vacation of Alley, Block 4, Supreme Park 1st T
The Planning Commission's report, dated September 9, 1950, on the
petition of Ingolf Haugen, 2018 Georgia Avenue and others, dated May 24, 1950,
for the vacation of ALLEY IN BLOCK �, SUPREME PARK FIRST DIVISION, was -read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, October 9,
1950 was set as date for hearing on above petition, by unanimous vote of Council
Members present. '
Salary Increase - Clyde Johnson
on motion of Trustee Jorvig, seconded by Trustee Bolmgren, the salary
of Fireman, Clyde Johnson was set at $278.00 per month as of August 15, 1950,
to conform with the 'automatic increase, by unanimous vote of Council Members
present.
Salary Increase - Donald Glassing
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the salary
of Fireman Donald Glassing was set at $278.00 per month as of August 15; 1950,
to conform with the automatic increase, by unanimous vote of Council Members
present.
Salary and Classification Change - Esther Helmer
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Esther Helmer
was promoted to Junior Clerk at a wage rate of 95¢,per hour, commencing September
1, 1950. Motion was passed by unanimous vote of Council Members present.
Regional Meetings - League of Minnesota Municipalities
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, all members of
the Village Council, the Village Attorney and Village Engineer were authorized to
attend the League of Minnesota Municipalities Regional Meetings scheduled for
September and October, 1950, at various locations in�the State, with necessary
expenses paid, by unanimous vote of Council Members present.
Letter Regarding Traffic Control Signals, Jct. 100, 169, Excelsior Blvd.
A letter dated September 5, 1950 from the State Highway Department regard-
ing Traffic Control Signals at Junction of Trunk Highwayt #100, 169, and Ex-
celsior Boulevard (enclosing fully executed agreement No. C -769M), was read.
The Clerk was instructed to write to the State Highway Department to learn if
there is anything we can do to hasten the installation of above signals.
Letter Re: First Federal Savings & Loan Assn.
A letter dated September 6, 1950, from the Home Loan Bank Board, Washington
D. C., acknowledging receipt of copy of resolution approving a branch savings
and loan association in St. Louis Park, was read.
Planning Commission's Recommendation Re Rezoning Changes
A recommendation, dated September 8, 1950, from the Planning Commission,
relative to reducing the area of real estate in St. Louis Park which has been
zoned for heavy industrial use by changing the zoning from that of Heavy
Industrial Use to that of Light Industrial Use, was read. No action taken at
this time.
Permit to Construct Gas Filling Station
The Planning Commission's report, dated September 8, 1950 on the petition
of A. C. Godward, 538 Builders Exchange, Minneapolis, representing Douglas Rees
Associates and the Kunz Oil Company, owners of all of Lot A, Block 3, Brooklawns,
for a permit to construct a gas filling station on said lot, was read. Mr.
R. C. Newquist, 6201 Excelsior Boulevard, and T. F. Mc Kenzie, 6217 Excelsior
Boulevard appeared in opposition to the granting of this permit. No action was
taken. The Council decided to wait until an ordinance changing the zoning of
the North 60 feet of Lot A from Commercial to Residential Use was ready for
passing. Mr. Godward_was so advised.
Hearing Date Set - Rezoning 'Texa-Tonka, Inc.
The Planning Commission's report dated September 8, 1950, on the petition
of Texa-Tonka, Inc., for the rezoning from Class A Residential Use to Commercial
Use, additional strip of property approximately 501 deep by about 800► in length
along the direction of Minnetonka Boulevard, was read. On motion of Trustee
Jorvig, seconded by Trustee Bolmgren, October 16, 1950 was set as date for hearing
on above request, by unanimous "vote of Council Members present.
Permission to Place Buried Cable (NW Bell Tel. Co.)
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northwestern
Bell Telephone Company was granted permission to place buried cable in WEST LAKE
STREET WEST OF QUENTIN AVENUE, by unanimous vote of Council Members present..

Gas Main Extensions
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis
Gas Company was granted permission to construct gas mains at the following loca-
tions, by unanimous vote of Council Members present:
#269 In Basswood Road from France Avenue South
to Lot 5, Block 4, Basswood Addition.
#327 In Morningside Road from Xenwood Avenue
(6® N. N. Line of Morningside Road) to
West 751 of Lot 1, Block 2, Brookside
Addition.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
bond was approved, by unanimous vote of Council Members present -----

Police Chiefs Convention
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Police Chief
Andy Nelson was authorized to attend Police Chiefs Convention at Colorado
Springs, Colorado, October 7 to 12, 1950,- with necessary expenses paid. Motion
was passed by unanimous vote of Council Members present.
Appointment to Fire Civil Service Commission
On the recommendation of Mayor Erickson, it was moved by Trustee Jorvig,
seconded by Trustee Bolmgren, that Frank Janes be appointed to the Fire ,Civil
Service Commission for term expiring September 20, 1953, by unanimous vote of
Council Members present.
Resolutinn
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of_the Council present:
RESOLUTION SETTING SEWER ASSESSMENT HEARING
DISTRICT 1-S
WHEREAS, the Village Clerk with the assistance of the Village Engineer has
prepared proposed a ssessment roll in duplicate covering the cost of construction
of sanitary sewers for Sanitary Sewer District 1-S, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis -Park
that the Clerk be directed to publish a public notice that the Council will pass
upon said proposed assessment at its meeting of September 25, 1950•

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION SETTING ASSESSMENT HEARINGS
'REAS, the Village Clerk with the assistance of the Village Engineer has
calculated the proper amount to be specially assessed for each of the following
improvements against every assessable lot, piece or parcel of land within the
respective districts affected without regard to cash valuation in accordance with
Section 54, Chapter 119„ Laws of 1949, and a proposed assessment so made has
been filed with the Clerk -and is open to public inspection, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Clerk be hereby directed to publish notice in the official newspaper

The minutes of meeting held September 5, 1950 were read and approved as read.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION ORDERING REMOVAL OF BUILDINGS
WHEREAS, the Village Council has met at the time and place specified in a
notice to show cause why abandoned building on Lot 13, Block 2, High Holborn
should not be demolished, which notice was duly served personally on the record
owners of said property, and
WHEREAS, a public hearing was then held by the Council at which no one
appeared, and
WHEREAS, the Council members have examined said building at various times
during the past year, therefore,
BE IT RESOLVED by the Village Council that it hereby finds that said build-
ing was erected in violation of the Village Building Ordinance in that frame
construction thereof was spaced more than 16 inches 0. C. and the walls were not
properly plumbed; that construction of said building was abandoned before its com-
pletion more than one year prior hereto; that said building,is not so constructed
as to be habitable;,it has become so dilapidated, decayed, unsafe, unsanitary,
and so utterly fails to provide the amenities essential to decent living that it
is unfit for human habitation; and,
BE IT FURTHER RESOLVED that said building be hereby determined to be an
abandoned building and a dangerous building; and
BE IT FURTHER RESOLVED that said building be hereby ordered demolished by
the owner thereof on or before September 18, 1950, at six o'clock P. M.
Hearing - Alley Vacation (T. 0. Heggen)
Pursuant to notice published in the St. Louis Park Dispatch, a public
hearing was had on the petition of T. 0. Heggen and Mazey Florist, Incopporated
to vabate alley described in the following resolution. No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following -
resolution was adopted by unanimous vote of all members of the Council present:
j RESOLUTION VACATING ALLEY
WHEREAS, the Village Council has met at the time and place specified in a
Q notice of hearing on petition to vacate alley, which notice embraced a copy of
petition of T. 0. Heggen to vacate the alley -hereinafter described, which notice
was published in the St. Louis -Park -Dispatch August 30, 1950, and duly posted in
said Village, and it appearing to the Council that said petition which has been �f
joined in by Mazey Florist, Incorporated, is signed by the owners of all property
adjacent to the portions of said alley to be vacated, and that it is in the best
interests of the public that said alley be vacated, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
that part of alley extending north and south in Block 3, Calhoun Lakeside Park,
according to the plat thereof on file in the office of the Register of Deeds of
Hennepin Courity, Minnesota, and lying south of State Highway No. 7 and north of
the south line of Lot 16, said Block 3, extended east, said alley being adjacent
to Lots 10 to 21, inclusive, said Block 3, also

That part of alley extending north and south in Block 4, Calhoun Lake-
side Park, according to the plat thereof on file in the office of the Register
of Deeds of Hennepin County,.Minnesota, and lying south of State Highway No. -7
and north of the south line extended east of Lot 16, said Block 4, said alley
being adjacent to Lots 12 to 18 inclusive, said Block 4, and also
That portion of Huntington Avenue lying south of State Highway No. 7 and
lying north of the south line extended east of Lot 15, Block 4, Calhoun Lakeside
Park, the portion of said Huntington Avenue to be vacated being adjacent to
Lots 16 to 20 inclusive, Block 3, and Lots 12 to 15 inclusive, Block 4, said
Calhoun Lakeside Park, as now dedicated and laid out be hereby vacated. It is
not the intention hereof to vacate any portion of alley extending east and west
in said Blocks 2 and 4.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the building
inspector was authorized to issue a special building permit to T. 0. Heggen for
the construction of a hotel on Blocks 3 and 4, Lakeside Park Addition according
to plans submitted and subject to sewer connections made to Sanitary Sewer System.
Motion was passed by unanimous vote of Council Members present.
School Stop Signals Authorized
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to issue a purchase order for the following, the amount not to exceed
$475.00: For Lenox School -----

Motion was passed by unanimous vote of Council Members present.
Lease of Land for Garbage Burial
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to sign lease with Landers-Norblom-Christenson Company to
use the following described property for a period of two years from September
1, 1950 for burial of garbage and refuse at a rental of $250.00 until January 1,
1951, and at $1.,000.00 per year thereafter, payable at rate of $500.00 each
six months - January lst�,and July 1st. Motion was passed by unanimous vote of
Council Members present ------ NES of Section 18, Township 117, Range 21, St.
Louis park.
Hearing - Alley Vacation
Pursuant to notice published in the St. Louis Park Dispatch August 30, 1950,
a hearing was had on the petition of Warren E. -Bartels and others to vacate a
portion of Alley in Block 20, Park Manor, abutting Lots 12, 13, 14, and 15. No
one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION VACATING PORTION OF ALLEY
WHEREAS, the Village Council has met at the time and place specified
in a notice of hearing on petition to vacate alley, which notice embraced a
copy of petition of Warren E. Bartels and others to vacate the alley herein-
after described and which notice was published in the St. Louis Park Dispatch
- August 30, 1950, and was duly posted in said Village, and it appearing to
the Council that said petition has been signed by the majority of owners of
owners of all property adjacent'to the portion of said alley to be vacated
and that said alley has never been opened and used and serves no public purpose,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that all that portion of alley in Block 20, Park Manor adjacent to Lots 12, 13,
