On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was authorized to purchase One (1) Friden 8 Bank Automatic Calculating Machine at a•net cost of $$472.50, for use in the Engineering Department. Motion was passed by unanimous vote of the Council: Deed -for Street Purposes On motion of Trustee Perkins, seconded by Trustee Jorvig, the deed of Rudolph Trones and Wife dedicating the east z of Raleigh Avenue, 130 feet north of 27th Street was accepted and ordered filed, -by unanimous vote of the Council. Claim for Damages - Charles D. Fist On motion of Trustee Perkins, seconded by Trustee Jorvig, the claim of Charles D. Fist in the amount'of $36.90 for damages to his car on March 5, 1950 a/c road conditions was approved, and the Mayor and Clerk were authorized to issue warrant upon receipt of verified claim and realease, by unanimous vote of Council. Arthur and Rudolph Ruedlinger and EdwinjH. Renner were also present to discuss the same matter. 1 1 1 August 7, 1950 1 Hopkins Exchange (Telephone) for St. Louis Park Mr. Coffman gave the Telephone Company's side of the story. C. L. Hurd spoke regarding what has been done before in other towns. Considerable discussion ensued. Mr. Coffman was asked to check further as to what could be done to clear this matter up. On motion of Trustee Perkins, seconded by Clerk Justad, the matter was referred to the -Public Utilities Committee and the Village Attorney for further study, by unanimous vote of Council Members present. Permit to Excavate Gravel - Hedberg-Freidheim & Co. The request of Hedberg-Freidheim & Company for permission to excavate gravel on the North side of 36th Street lying West of the Belt line was discussed and referred to the Committee of the Whole. Later in the meeting it was determined that the present permit granted November 16, 1943 covered this piece of property and Hedberg-Freidheim and Company were told to proceed with their operations of bringing this land down to Highway No. 100 grade. Trustee Jorvig Trustee Jorvig arrived at the meeting at this time - 9;50 P. M. Request for Signs With regard to request for signs, it was moved by Trustee Perkins, seconded by Trustee Bolmgren, the Police Department was instructed to place a SLOW - CHILDREN sign at 29th Street and Alabama Avenue; and a DEAD END sign on 29th St. at Hilleren's Corner; and the residents in the area were instructed to telephone numbers of cars that are speeding direct to the Police Department or Village Clerk so that the violators may be called in and spoken to. Motion was passed by unanimous vote of the Council. Plat - Ruth Levitch Addition On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Ruth Levitch Addition was approved subject to the approval of the Village Engineer and Village Attorney, by unanimous vote of the Council. Licenses On motion of Trustee Bolmgren, seconded by Clerk Justad, the following applications for 1950 licenses were approved, and the Mayor and Clerk are -hereby authorized to issue licenses to expire December 31, 1950, by unanimous vote of the Council. Seirup & Sons Used Car Business - Klingelhuts Co. Plumbing Bonds On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following bonds were approved, by unanimous vote of the Council. PLUMBING LICENSE BOND, with A. J. Klingelhuts, DBA Klingelhuts Company, Incorporated as principal, and Commercial Casualty Insruance Company of Newark;-N:°'J. as surety, dated July 21, 1950, in the amount of $4,000.00. CONTRACTOR'S BOND with Phelps -Drake Company, Inc. of Minneapolis, Minnesota as principal, and United States Guarantee Company of New York, N. Y. as surety, dated July 31, 1950, in the amount of $165,456.00, covering the construction of sanitary sewers and appurtenances in Sewer District 2-P. CONTRACTORS BOND with Terry Brothers, Incorporated of St. Louis Park as principal, and American Automobile Insurance Company of Missouri as surety, dated July 24, 1950, in the amount of $13,636.25, covering the grading and graveling of streets and alleys (Projects P-63 thru P-92, inclusive of both. CONTRACTORS BOND with Victor Carlson and Son, Inc. of Minneapolis as principal, and St. Paul -Mercury Indemnity Company of St. Paul as surety, dated June 302 1950 in the amount of $10,000.00, covering the construction of curbs and gutters in the Village of St. Louis Park. CONTRACTORS BOND with Vistor Carlson & Sons, Inc. of Minneapolis as principal, and St. Paul -Mercury Co. Of St. Paul as surety, dated June 30, 1950, in the amount of $25,000.00, covering construction of sidewalk in the Village of St. Louis Park. 22 August 7, 1950 Contract Awarded - Sanitary Sewers District 2-1 On motion of Trustee Bolmgren, seconded by Trustee Perkins, the :bid of'" C7; Phelps -Drake Company, Incorporated received July 31, 1950, for the construction of sanitary sewers for Sanitary Sewer District No.. 2-J, was deemed to be,the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to enter into a contract with Phelps -Drake Company, Inc. for the Village for the work at price bid of $116,760.00. Motion was passed by unanimous vote of the Council. Justice of Peace Report of Fines (Yngve Justice of Peace Anton Yngve's report of fines dated August 2, 1950 was read and ordered filed. Building Inspector's Report for July, 1950 The Building Inspector's report for the month of July, 1950 was read and ordered filed. Plat Approved - Eliot View 2nd Addition On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Eliot View Second Addition presented by Victor Formo was approved, and the Mayor and Clerk were authorized.to sign same -for the Village subject -to approval of Village Attorney. Motion was passed by unanimous vote of the Council. Plat - West On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the plat of West Lynn was approved subject to the.approval of.the Village Engineer and Village Attorney, and agreement secured by $1,000.00.check to assure the grading of streets in plat were approved and accepted and ordered filed with Village Treasurer for safekeeping. Motion was passed by unanimous vote of the Council. Petitions -- Street .Improvements On motion of Clerk Justad, seconded by Trustee Bolmgren,, the following petitions were referred to the Village Engineer and Chairman of the Street Dept. Committee for checking and recommendation, by unanimous vote of the Council: P-633 PETITION FOR TAR MAT, signed by Mr, and Mrs. H. S. - Semingson, 3048 Maryland Avenue and others, dated July 31, 1950, for the application of tar mat to MARYLAND AVENUE FROM MINNETONKA BOULEVARD TO 32ND STREET. P-616 PETITION FOR GRADING AND GRAVELING, signed by Adolph Fine for Texa-Tonka, Incorporated, dated August 1, 1950, for GRADING AND GRAVELING TEXAS AVENUE FROM MINNETONKA BOULEVARD TO 28TH STREET, and WEST 28TH STREET FROM TEXAS AVENUE TO VIRGINIA AVENUE. Ptrmission to Place Buried Cable and Anchor On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northwestern Bell Telephone Company was granted permission to place buried cable in West 38th Street and Lynn Avenue south of Excelsior Boulevard; also 1 anchor at the northeast corner of the intersection of West 38th Street and Lynn Avenue; also to place buried cable in Zarthan Avenue north of State Highway #12. Motion was passed by unanimous vote of the Council. Permission to Place Poles N. S. Power Co: - On motion of Trustee Bolmgren, seconded by Clerk Justad, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of the Council: One pole on Kentucky Avenue from West Lake Street to Minneapolis, Northfield and Southern R. R. Tracks. One pole on West 31st Street from Texas Avenue to to Utah Avenue. One pole on West 32nd Street from Texas Avenue to Utah Avenue. Three poles on 16th Street from Jersey Avenue to Kentucky Avenue. Request for Rezoning - Hodroff's The Planning Commission's report on the application of William Hodroff and Bertha Hodroff for the rezoning of Lots 10, 11, 12, Block 8, High Holborn Addn. was read. - On motion of Trustee Jorvig, seconded by Trustee Perkins, the above request for rezoning lots mentioned to Commercial Use was denied by unanimous vote of the Council. Building Permit for Store Building - R. T. Meddaujzh The Planning Commission's report on the application of R. T. Meddaugh for permission to build a store building on an unplatted tract 50 feet wide facing on the service road for Highway #100 and 90 feet north of the north lot line of Lilac Lanes Bowling Allies, was read. On motion of Trustee Perkins, seconded by Trustee Jorvig,, the above request for permit to build mentioned store building on said location, was approved and the Building Inspector was authorized to issue building permit to R. T. Meddaugh for same, by unanimous vote of the Council. 24 August 7, 1950 Building Permit for Warehouse Nielhau Company Cz; The Planning Commission's report on the application of the Nielhau Co. for permission to construct a warehouse on Lots 17, lg, 19, and part of 20, Block 21, Rearrangement of St .Louis Park was read. On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was instructed to issue a building permit to Nielhau Company to construct a waf'ehouse on above described property with a two foot setback on Oxford Street, by unanimous vote of the Council. Tentative Plat of Westwood Hills Second Addition The Planning Commission's report dated August 6, 1950 on the tentative plat of Westwood Hills Second -Addition was read. On motion of Trustee Perkins, seconded by Trustee Jorvig, the tentative plat of Westwood Hills Second Addition was approved by unanimous vote of the Council. Fire Insurance for Firemen►s Building On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Associated Agencies were instructed to insure the building at 5901 West 37th Street, used by Firemen, in the amount of $3,000.00 was approved by unanimous vote of the Council. Mileage for Chas. Soutter. Jr. On motion of Trustee Perkins, seconded by Trustee Bolmgren, in accordance with the recommendation of Water Superintendent, Ira Vraalstad, Chas. Soutter, Jr. was authorized to charge for mileage at the rate of 7¢ per mile for the use of his own car in performing his duties, by unanimous vote of the Council. Tentative Plat of Oak Park Addition The Planning Commission's report on the tentative plat of Oak Park Addn. was read. Mr. W. H. Richter was asked to bring in State Highway Department information regarding streets, etc. On motion of Trustee Perkins, seconded by Trustee Bolmgren, this matter was referred to meeting of August 14, 1950 for further discussion, by unanimous vote of the Council. Resolution On motion of Trustee Jorvig, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Council: RESOLUTION DESIGNATING DEPOSITORY FOR VILLAGE FUNDS RESOLVED that the NORTHWESTERN NATIONAL BANK OF MINNEAPOLIS be hereby designated as a depository for the funds of this Village, not to exceed $500,000. at any one time, and the Treasurer is hereby authorized to open or continue an account or accounts with said Bank on such terms as have been required by said Bank heretofore, in the name of the Village, and to deposit, or cause to be deposited in such account, any money, checks, drafts, orders, notes or other instruments for the payment of money. RESOLVED FURTHER, that checks, warrants, or other withdrawal orders issued against the funds of this Village on deposit with said Bank shall be signed by 0. B. Erickson as Mayor; Joseph Justad as Village Clerk; and by Mrs. Mildred H. Melbourne as Village Treasurer. RESOLVED FURTHER, that this notice shall continue in force until written notice of its recision or modification has been received by said Bank. RESOLVED FURTHER, -that said Bank deposit with the Federal Reserve Bank of Minneapolis as security for such deposit, such securities as may be approved by the Village Council in the amount required by law. Agreement for Traffic Control Signals (Highways 100 & 169 On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Mayor and Clerk were authorized to sign the agreement between the State of Minnesota and the Village of St. Louis Park, for the installation of full actuated traffic control signals at the intereection of Trunk Highways #100 and #169 at Excelsior Boulevard, by unanimous vote of the Council. Minutes The minutes of meetings held June 26, July 10 and 17, 1950 were read and approved as read. National -Convention of Fire Chiefs On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Fire Chief C. M. 1 D August 7, 1950 National Convention of Fire Chiefs, Continued Williams was authorized to attend the National Convention of Fire Chiefs to be held September 11 to 16, 1950 at San francisco with necessary expenses paid. Motion was passed by unanimous vote of the Council. Resolution ? On motion of Trustee Jorvig, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Council: RESOLUTION AUTHORIZING APPLICATION FOR CONVEYANCE' OF TAX -FORFEITED LANDS WHEREAS, it appears'that Block 308, Rearrangement' df St. Louis Park has heretofore been conveyed by the State of Minnesota to Independent School District of St. Louis Park as tax -'forfeited lands and that the School District -is about to reconvey the same to the State of Minnesota, and WHEREAS, the Village has heretofore acquired and developed lands" lying adjacent thereto known as Oak Hill Park, and the Village Council considers it nebessary in order to complete the facilities required for Oak Hill Park that said Block 308 be acquired by the Village, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the Mayor and Clerk.be hel-eby authorized to make application to the' County Board and Tax Commissioner of the State of Minnesota for conveyance of said Block 3081, Re&rrangemeht of St. Lours Park to the Village of St. Louis Park for park purposes under the' proirisions of law authorizing conveyance to municipalities of tax - forfeited lands. Deputy Clerk Appointed - R. B. Connery Clerk Justad recommended the appointment of R. B. Connery as Deputy Clerk. . On motion of Trustee Perkins, seconded by Trustee Bolmgren, the appointment of.R. B. Connery as Deputy Clerk to act when so ordered by the Village Council was approved by unanimous vote of the Council. Hearing Date Set for Vacation of Streets & Alleys On motion of Trustee Bolmgren, seconded by Trustee.Perkins, Spptember 11, 1950 was set as date of hearing on the petition of T. 0.
