Bids for Fire Hose, Raincoats, Helmets and Boots
As advertised in the St. Louis Park Dispatch, sealed bids were received
from the following bidders for the following equipment for the Fire Department:
1500 ft. of 22" double jacket standard brand,
mildew•treated, brass couplings with rocker lugs,
fire hose, in 50 ft. lengths tested for 400 lbs.

On motion of Trustee Jorvig; seconded by Trustee Perkins, the above bids were
referred to the Fire Chief and Chairman of the Fire Department Committee for
tabulation and recommendation, bylunanimous vote of the Council.
Plat of Ruth Levitch Addition
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk and
Mayor were -authorized to sign plat of Ruth Levitch Addition, accepted August 7,
1950, by unanimous vote of the Council.
Temporary Fireman Authorized
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Fire Chief
was authorized to hire one fireman for 30 days, to be approved by the Village
Council. Motion was passed by unanimous vote of the Council.

Bonds
On motion of -trustee Perkins, seconded by Trustee Bolmgren, the following
bond was approved by unanimous vote of Council Members present:
HEATING LICENSE BOND with Wm. H. Stevenson, DBA
I. H. Stevenson, Heating Contractor, 3531 Sumter Avenue,
St. Louis Park as principal, and United States Fidelity
and Guaranty Company of Baltimore, Maryland as surety,
dated August 15, 1950, in the amount of $1,000.00.
Gas Main Extensions
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Minneapolis
Gas Company was granted permission to construct -gas mains at the following loca-
tions, by unanimous vote of Council Members present:
#307 In Quebec Avenue from 316, S. S. Line of Minnetonka
Boulevard to 31st Street.
#308 In Minnetonka Boulevard from Texas Avenue to Virginia
Avenue.
In Virginia Avenue from Minnetonka Boulevard to Lot
45, Block 2, Texa-Tonka Addition
In Round Top Drive from Virginia Avenue to 501 S. S.
Line Virginia Avenue.
Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of Council Members present:
- Six (6) poles on Vilest 33rd Street from Utah
Avenue to Xylon Avenue.
_Building Inspector's Report
The Building Inspector's report covering period of August 7, 1950 thru
August 18, 1950, showing that 90 building permits were issued totaling $p752,250.,
was read and ordered filed.

Special Permit to Connect to Water Service
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to H. H. Thalman to connect his home at 4171 Zarthan Avenue
to the water'service not supplying water to Mrs. Howard's home at 4161 Zarthan
Avenue for water supply with the understanding that he pay an assessment of
$67.50 at the time he takes out the regular permit. This assessment payment
will be credited to said property and furthermore when the water main is cons-
tructed past said property that he be required to connect his home to the water
main within one year after completion of the water main. Motion was passed by
unanimous vote of Council Members present.
Advertise for Bids for Water Meters
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk
was authorized to advertise for bids on "500 all bronze water meters without
connections, size 5/8t' for 3/4" connections, with enclosed oil gear trains and
straight reading cubic foot registers, equal to the Model A-IOT as manu-
factured by the Badger Manufacturing Co." Bids to be opened September 11,
1950. Motion was passed by unanimous vote of Council Members present.
Advertise for Bids for Copperhornls and Corporation Stops
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk
was authorized to advertise for bids for "500 copperhorns with two male swivels
equal to the #2 copperhorn manufactured by the Ford Meter Company, or the 5/8"
x 3/411 H 14111 yokes W/3/4" #37020 M.I.P. meter horn as manufactured by the ,
Mueller Company; and 500 corporation stops size 5/811 x 3/4" with straight coupling
nut and Mueller thread equal to the #H 15000." Bids to be opened September 11,
1950• Motion was passed by ungniImous vote of -Council Members present.
Letter Re: Damages by Water Main Construction
A letter from B. K. Brown, 4379 Coolidge Avenue, dated August 18, 1950,
was read, relative to damages to heavy cut stone step by the construction of water
mains in street adjacent to their,home. On motion of Trustee Bolmgren, seconded
by Trustee Perkins, the foregoing matter was referred to the Village Engineer
for action, by unanimous vote of Council Members present.
Contract Awarded for Storm Sewer #23
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Lametti and Lametti received August 14, 1950, for the construction of Storm
Sewers in Storm Sewer District #23, was deemed to be the lowest bid of a res-
ponsible bidder, and the Mayor and Clerk were authorized to enter into a contract
for the Village with Lametti and Lametti for the work at price bid of $23,717.09.
Motion was passed by unanimous vote of Council Members present.
Street Light Ordered j
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was ordered to place a street light at the corner of Wayzata
Boulevard and Idaho Avenue, by unanimous vote of Council Members present.
Contract Awarded - Sidewalk, Curb,and Gutter
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid.of
Victor Carlson and Sons, Inc. received August 14, 1950 for the construction of
curb and gutter and sidewalk was deemed to be the lowest bid of a responsible
bidder, and the Mayor and Clerk were authorized to enter into a contract with
Victor Carlson and Sons, Inc. for�the work at price bid of 390 per sq. ft. for
sidewalk and $1.64 per L. F. for curb and gutter. Motion was passed by unanimous
vote of Council Members present.
Building Permits for Multiple Dwellings
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue building permits for the construction of twelve
apartment buildings, each containing ten apartments, with 45 garage units, to be
known as Minikanda Court Apartments, located north of Excelsior Boulevard at
Glenhurst Avenue, with street named Glenhurst Court. Motion was passed by un-
animous vote of Council Members present.

Resolution i
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION RECOMMENDING APPROVAL OF APPLICATION FOR BRANCH
SAVINGS AND LOAN ASSOCIATION IN ST. LOUIS PARK
WHEREAS, the Village Council has been informed that First Federal Savings
and Loan Association of Minneapolis has made application to the Federal Loan Bank
Board, Washington, D. C., for permission to establish a branch of their institution
within the corporate limits of the Village of St. Louis Park, and

WHEREAS, the population of the Village has grown from 7,737 in 1940, to
approximately 22,500 in 1950, and approximately 3,700 homes have been erected in
the Village within the past five and one-half years, and it appears that many
acres of unimproved lands remaining within the Village will be developed and
improved with residential construction in the near future, and
WHEREAS, home loan facilities within the Village are most inadequate,
there being no agency within the Village where payments can be made and service
rendered to home owners in connection with their mortgage loans except at the
Citizens State Bank of St. Louis Park where only a small fraction of mortgages
written on Village property have been placed, the result being that citizens of
the Village are obliged to make mortgage payments and transact all their business
in connection with their loans at the office of lending agencies within the City
of Minneapolis or elsewhere outside the Village, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Federal Home Loan Bank Board be hereby memorialized to grant the petition
of First Federal Savings and.Loan Association of Minneapolis for permission to
establish a branch of their institution within the Village of St. Louis Park.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION DETERMINING BOUNDARIES OF SEWER DISTRICT
NUMBER 2-0
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that,the boundaries of Sewer District No. 2-0 be hereby determined to be as follows:
Commencing at the intersection of the center lines of
Brunswick Avenue and Cambridge Street; thence south to the
intersection of the center lines of Brunswick Avenue and
39th Street; thence east along the center line of 39th
Street to the intersection of the center lines of 39th
Street and Wooddale Avenue; thence northwesterly along the
center line of Wooddale Avenue to the intersection of the
center line of the alley in Block 74, Rearrangement of St.
Louis Park if produced east; thence west along the center
line of alley in Blocks 74, 73, 72 and 71, Rearrangement
of St. Louis Park to the intersection of the east line of
Alabama Avenue; thence north along the east line of Alabama
Avenue to the intersection of the center line of alley in
Block 64, Rearrangement of St. Louis Park; thence east along
the center line of said alley in Blocks 64, 63, and 62 to the
intersection of Wooddale Avenue; thence northwesterly along
the center line of Wooddale Avenue to the north line of
Section 27, Township 117, Range 21; thence west along said
section line to the intersection of the southeasterly R/W
line of the Minneapolis, Northfield and Southern Railroad;
thence southeasterly along said R/W to the intersection of
the alley in Block 67, Rearrangement of St. Louis Park; thence
east along said alley in Block 67 and 66, Rearrangement of
St. Louis Park to the intersection of the center line of
Brunswick Avenue; thence south along the center line of Bruns-
wick Avenue to the point of beginning.. - ___
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING ACQUISITION OF TAX -FORFEITED LANDS
WHEREAS, it appears desirable and to the best interests of the Village
that the Village acquire Lot 10, Block 11, McNair Park, which is not held by the
Commissioner of Taxation as tax -forfeited land and that the Village purchase said
lot from the Commissioner at the sale price specified by the County Board of
Hennepin County, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Mayor and Clerk be hereby authorized to make application to the County
Board and Tax Commissioner for the purchase of said lot at the price specified
for sale of same by the County Board.

Letter Re Damages by Village Grader (Orlin Rachau
A letter from Donald M. Frazer, Attorney for Orlin Rachau, 2715 Idaho Ave.
claiming that Village grader caused considerable damage,to his property, was read.
On motion of Trustee Bolmgren, seconded,by Trustee Perkins, the above letter
(dated August 16, 1950) was referred to the Village Attorney and Village Engineer
for checking and recommendation, by unanimous vote of Council Members present.
Claim for Personal Damages Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was authorized to arrange) a settlement with H. E. Boley, 2848 Inglewood
Avenue for personal injuries in the amount of $800.00, by unanimous vote of
Council Members present.•
