Hearings - Proposed water main projects
As advertised in -the St. Louis Park Dispatch, hearings were had on each
of the following proposed water -main projects. The following persons appeared:

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING WATER MAIN EXTENSIONS
• WHEREAS, the Village Council has met at the time and place specified in a
hearing on proposed water main extensions numbered P-237 to P=249 inclusive,
published in the St. Louis Park Dispatch August 2 and 9, 1950, and the Village
Council having conducted public hearings at said meeting and heard all property
owners whose property is liable to be assessed for each df said improvements,'
therefore,

Hearing on Proposed Grading Projects
As per notice published in the St. Louis Park Dispatch, a hearing was had
on proposed grading improvements numbered -P-222 to P-236 inclusive. The follow-
ing persons appeared:
A petition signed by Mrs. Victor E. Buehler and others in favor of -P-235
was filed. Robert Phillips, 2905 Nevada Avenue appeared; Guy Tilton and
six others appeared in opposition to P-223; W. B. Emery appeared in opposi-
tion to P-228.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:

RESOLUTION ORDERING GRADING IMPROVEMENTS
WHEREAS, the Village Council has met at the time and place specified in
a notice of hearing on proposed grading projects numbered P-222 to P-236,
inclusive, which was published in the St. Louis Park Dispatch August 2, and 9,
1950, and the Village Council having conducted public hearings at said meeting
and heard all property owners whose property is liable to be assessed for each
of said improvements, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following grading improvements be hereby ordered in accordance with plans
and specifications prepared by the Village Engineer which are hereby approved to-
gether with the grades established in said plans, and that the Village Clerk be
hereby directed to advertise for bids for said improvements to be opened September
11, 1950, and
BE IT FURTHER RESOLVED that the improvements above referred to and which
are hereby ordered are as follows:

Charles Stratton appeared and filed a petition that grading of alley in
Block 2, the Bronx be completed from 27th Street only as far as the south boundary
of Lots 7 and 24. Petition signed by Eugene and Lila Thomas and others; Also
petition that alley in Block 2, The Bronx be not cut through, signed by same'
owners. A petition was also filed by A. A. Caruso and others requesting com-
pletion.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a meeting of
Council Members with the property owners was arranged at the premises for 4:30 P.M.,
August 15, 1950, by -unanimous vote of Council Members present.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION REQUESTING THE RAILROAD AND WAREHOUSE
COMMISSION TO REQUIRE CERTAIN IMPROVEMENTS IN
TELEPHONE SERVICE BY NORTHWESTERN BELL TELEPHONE
COMPANYy
WHEREAS, it appears to the Village Council that Northwestern Bell Telephone
Company is in the process of changing telephone numbers assigned to a substantial
number of its customers within the Village of St. Louis Park and that numbers are
being assigned to such customers with a Hopkins exchange, and
WHEREAS, it appears to the Village Council that much confusion has resulted
and will continue to result to citizens of the Village of St-. Louis Park whose
telephone numbers are in the Hopkins exchange and that a substantial hardship will
result to the business telephone subscribers located within the Village of St.
Louis who are required by the company to have telephone numbers in the Hopkins
exchange, thereby indicating to the public that they are situated in the City of
Hopkins rather than in the Village of St. Louis Park, and
WHEREAS, it appears to the Village Council that this confusion, inconvenience
and hardship would be avoided without undue expense or inconvenience to the
telephone Company if the exchange designation of these telephone numbers within
the Village of St. Louis Park were changed to a word other than Hopkins, and that

discrimination between customers, therefore,
BE IT RESOLVED by the Village Coinicil of the Village of St. Louis Park
that the Railroad and Warehouse Commission of the State of Minnesota be hereby
requested to investigate the facts recited above, and the Village Attorney is
authorized to file such petition with the Commission as may be deemed proper in
order to invoke the jurisdiction of the Commission.

Division No. 294 at a price of $800.00, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the purchase
of Lots 7 and 8, Auditor's Sub -Division No. 294 at $800.00 was authorized on
approval of title by the Village Attorney; also earnest money contract with
$100.00 earnest money was authorized by unanimous vote of Council Members present.
Petition for Curb & Gutter (Max Renner)
A petition signed by Max Renner for the construction of curb and gutter
in front of Lots 123, 13, 14, and 15, Oak Manor was read. No action taken.
Permission to Place Poles
On motion of Trustee Holmgren, seconded by Trustee Perkins, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of Council Members present: _
One pole on alley between 29th Street and
Minnetonka Boulevard west of Pennsylvania
Avenue.
Street Signs
Petition, signed by Francis Haeg, 3735 Texas Avenue and others, dated
August 7, 1950, requesting 20MILE SPEED LIMIT, and WATCH OUT FOR CHILDREN signs
placed at both ends of Texas Avenue between Lake Street and Highway No. 7, was
read and referred to the Police Department.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Commissioner was authorized to place a street sign on Texas Avenue and Highway
No. 7, by unanimous vote of Council Members present.
Notice of Hearing Re: Change in Bus Fares
A notice received from the Minnesota Railroad and Warehouse Commission
dated August 8, 1950, relative to proposed change in bus fares, to be held Monday
August 28,, 1950, relative to proposed chanke in bus fares, to be held at 10:00
A. M. in the Hearing Room in the State Office Building, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was authorized to appear at above hearing and oppose increase in proposed
bus fares, by unanimous vote of Council Members present.
Tentative Plat of Virginia Gardens (Revised)
The Planning Commission's report on the tentative plat of Virginia Gardens
(revised) was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren,
the revised tentative plat of Virginia Gardens was approved, and the Building
Inspector was directed to require a side yard setback for 35th Street of 48 feet
in Block 1, and 50 feet in Blocks 2 and 3. Motion was passed by unanimous
vote of the Council Members present.
Letter Re: Sod Replacement - Mrs. Max Saliterman
A letter from Mrs. Max Saliterman, 3808 South France Avenue, dated August
9, 1950 relative to replacing sod removed at time water main was constructed
past their property. On motion of Trustee Perkins, seconded by Trustee Bolmgren,
the above letter was referred to Water Superintendent, Ira Vraalstad for report
and recommendation, by unanimous vote of Council Members present.

Hearing Date Set for Double Bungalow
The Planning Commission's report on the request of Harold Aretz for per-
mission to build a double bungalow on Brookside Avenue at its junction with
Alabama Avenue was read. On motion of Trustee Holmgren, seconded by Trustee
Perkins, September 11, 1950 was set as date for hearing on the request of Harold
Aretz for permit to build a double bungalow on Brookside Avenue at its junction
with Alabama Avenue, by unanimous vote of Council Members present.
Tentative Plat - Howard Allen Addition
The Planning Commission's report on the tentative plat of the Howard
Allen Addition to St. Louis Park, dated August 12, 1950 was read. On motion of
Trustee.Bolmgren, seconded by Trustee Perkins, the tentative plat of Howard
Allen Addition was approved, and the Village Engineer was directed to check sink
hole in Street, by unanimous vote of Council Members present.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren , seconded by Trustee Perkins, a special
permit was granted to A. F. Linboe to run a water service line from the present
water main on West Lake Street over an easement across Lot 11, Block 5, Del Monte
Heights for water service, with the understanding that an assessment of $89.10
be.paid at the time a permit is taken out, said payments to be credited to any
future assessment when the water main is constructed past this property. Motion
was passed by unanimous vote of Council Members present.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:

WHEREAS, pursuant to resolution heretofore adopted by the Village Council
ordering sanitary sewer for Sanitary Sewer Project No.,0-146, construction of
sanitary sewers at the following locations in said Village has been completed by

Kipling Avenue from West 26th Street to West 25th Street

ordering storm sewer for Storm Sewer Project No. 0-155, construction of storm

WHEREAS, proposed assessments covering the cost of said improvements have
been prepared by the Village Clerk and are on.file in his office, therefore,

Letter - Complaint Re: Street Grade
A letter from Douglass Rees' Associates, dated August 11, 195U relative to
condition at NE Corner of Excelsior Boulevard and Xenwood Avenue was read. On
motion of Trustee Perkins, seconded by Trustee Bolmgren, the above complaint was
referred to the Village Engineer for checking and recommendation, by unanimous
vote of Council Members present.

Request for Rezoning (Hiawatha Coaches, Inc.)
The Planning Commission's report on the request of Hiawatha Coaches, Inc.
for rezoning of the followingsdesicribed property to Commercial Use, was read:
All that part of the NEr of the NW4 of Section 7, Township
28, Range 24, described as follows: Beginning at the
intersection of the West line of Block 5, Minikanda Vista
Second Addition and the Nally line of Excelsior Avenue as
-widened; thence Sally along the Nally line of Excelsior Ave.
as widened 40 feet; thence deflecting to the right in a
Nally direction atlan angle of 90•degrees for a distance of
260 feet; thence NEly parallel to the Nally line of Excelsior
Avenue 156.67 feet more or less to the West line of said
Block 5 in said M'Innikanda Vista Second Addition; thence

On motion of Trustee Perkins, seconded by Trustee Bolmgren, September 112

Deposit for Sidewalk - Conrad Ostrom
On motion.of Trustee Perkins, seconded by Trustee"Torvig, the Treasurer
of the Village was authorized to accept as a deposit from Conrad N. Ostrom,
builder of home at 2724 Hampshire Avenue (Lot 7, Block 9, The Bronx) in the
amount of $80.00 as per Village Engineer's estimate, to be used to pay assessment
for sidewalk when same is installed at some future date, and further that the
Clerk was instructed to write1F. H. A., informing them that the above mentioned
money was on deposit for said purpose. Motion was passed by unanimous vote of
the Council Members present.
Request for Rezoning Texa-Tonka, Inc.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of
Texa-Tonka, Incorporated for rezoning from Class A Residential Use to Commercial
Use, an additional strip of property approximately 50' deep by about 800, in
length along the direction of Minnetonka Boulevard, dated August 9, 1950, was re-
ferred to the Planning Commission for checking and recommendation, by unanimous
vote of Council Members present.
Complaint Re: Cesspools
James D. Anderson, 3230 Sumter Avenue, Richard S. Jeanson, 3217 SSumter
Avenue, and Orin W. Smith, 3226 Sumter Avenue appeared and complained about the
cesspools on their properties which do not drain. The matter was discussed
and several suggestions were made. No action taken.
International Fire Chief's Convention
On,motion of Trustee Jorvig, seconded by Trustee Bolmgren, Trustee Perkins
was authorized to attend the International Fire Chief's Convention at San Francisco,
California with Chief Williams, with necessary expenses paid, by unanimous vote of
Council Members present.
Petition for Gradin
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
petition was referred to the Village Engineer and chairman of the St. Department
Committee for checking and recommendation, by unanimous vote of Council Members
present:

for the grading of Nevada Avenue from Minnetonka
Boulevard to 28th Street.
Extension of Bryn Mawr Bus Line
A letter from James A. Gibb, Ex. V. P., Twin City Lines, dated August 8,
1950, in reply to our letter of August 3, 1950, was read with regard to extending
the Bryn Mawr bus line into this territory. The Clerk was authorized to write
a letter to Mr. Gibb, asking him to meet with the Village Council on August 28,
1950.
Petitipn for water main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
petitipn for water main was referred to the Village Egineer and Chairman of the
Water Department Committee for checking and recommendation, by unanimous vote of
Council. Members present:
