Vraalstad .55 Check Storm Sewer at Dakota and 33rd On motion of Trustee Perkins, seconded by Clerk Justad, the Village Engineer was instructed to make a study of the storm sewar situation at Dakota Avenue be- tween 32nd and 33rd Streets, by unanimous vote of the Council. _Street Lights Ordered On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern States Power Company were instructed to install street lights at the follwoing locations, by unanimous vote of the Council: 2 July 24, 1950 Street Lights, Continued 1. Kentucky Avenue and Cedar Lake Road 2, Kentucky Avenue and 22nd Street 3. Jersey Avenue and Cedar Lake Road. Rezoning Lots 18, 19, 20, Blk. 2, Minikanda Vista Relative to petition of Vincent Johnson for the rezoning of Lots 18, 19, and 20, Block 2, Minikanda Vista Second Addition. The Village Clerk reported that Clarence Bros called and said that they have been unable to get sketches ready, and suggested that we refer matter to Committee of Whole until they are ready to bring same up. He will call Mrs. Pfeiffer, 4501 West 38th Street to inform her of this change in plans. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above rezoning matter was referred to the Committee of the Whole until called for by Mr. Johnson. ?,Motion was passed by unanimous vote of the Council. Myslajek, 2832 Hampshire Avenue and others, dated June 14, 1950, for the construction of sanitary sewer in HAMPSHIRE AVENUE FROM 28th STREET TO 29th STREET. Licenses [ On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following applications for 1950 licenses were approved, and the Mayor and Clerk are hereby 4 authorized to issue licenses to expire December 31, 1950, by unanimous vote of the Council: Bowler Plumbing Company Heating Mc Dermott Sales 2 Additional Gas Pumps Block 308, Rearrangement of St. Louis Park On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Attorney was instructed to make application for Block 308, Rearrangement of St. Louis Park from the State, as soon as School Board reconveys same to the State. Motion was passed by unanimous vote of the Council. Heating Bond On motion of Clerk Justad, seconded by Trustee Perkins, the following bond was approved, by unanimous vote of the Council: HEATING LICENSE BOND with W. -M. Bowler, DBA Bowler -and Company, Minneapolis, Minnesota as principal, and Commercial Casualty Insurance Company, Newark, New Jersey as surety, dated July 17, 1950, in the amount of $1,000.00. _Special Permit to Connect to Sewer �ji On motion of Trustee Jorvig, ,seconded by Trustee Perkins, a special permit was granted to George Entriken to connect to the sewer manhole on 27th Street and Raleigh Avenue for home on northwest corner of said intersection; assessment to be paid at the time sewer is laid past this property, namely --- South 2 of Lot 8 and all of Lot 9, Block 1,.Oak Lawn.Addition, Mr. Entriken being a Veteran of World War -#2. Motion was passed by unanimous vote of the Council. S2ecial Permit to Connect to Sewer . On motion of Trustee Jorvig, seconded by Trustee Bolmgren, a special permit was granted to Ivan E. Schwartzman to connect the home at corner of 26th Street and Lynn Avenue (Lot 9, Block 8, Thorpe Brothers Cedar Lake Heights) to the sewer manhole on 26th Street and Lynn Avenue for sewage disposal with the understanding that he pay the assessment with his taxes when the sewer is cons- tructed past this property. (Mr. Schwartzman needs this sewer service at once and cannot wait for the contractor to construct the sewer in the street. This contract was let to Phelps -Drake Company, July 17, 1950. The Owner would like to have special assessments spread on the tax roll the same time the rest of them are spread when the contract is completed. Work shall be done under the direction and supervision of the Village Engineer.) Motion was passed by un- animous vote of the Council. Petition for Rezoning On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition of 111illian Hodroff and Bertha Hodroff, dated July 24, 1950, for the rezoning of Lots 10, 11, 12, Block 8, High Holborn Addition was referred to the Planning Commission for checking and recommendation, by unanimous vote of the Council. _ Purchase of Lots for Drainage Ditch and Lift Station On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was �( authorized to purchase from Land Commissioner, Lots 20 and 21, Block 6, Wooddaleo `F Park for drainage ditch and lift station, by unanimous vote of the Council. Damage Claim - William Devitt On motion of Trustee Bolmgren, seconded by Trustee Perkins, the letter from William Devitt, 10717, 9th Avenue North, Minneapolis, Minnesota, dated July 19, 1950, claiming damage to his car while_ driving on 28th Street near the Minneapolis, Northfield and Southern Tracks on July 13, 1950 was referred to the Village Attorney to settle. Motion was passed by unanimous vote of the Council. 4cc July 24, 1950 Building Inspector's Weekly Reports �] The Building Inspector's report of permits issued for weeks ending July 14, 1950 and July 21, 1950 was read as follows: Week Ending 7-21-50 35 permits issued Total $330,500.00 Weed Ending 7-21-50 94 permits issued Total $773,600.00 Ordered filed. License for Used Car Business - Holand Motors. Inc. On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of Holand Motors, Incorporated for a license to operate a used car business at 4419 Excelsior Boulevard was approved, and the Mayor and Clerk are hereby authorized to issue license to expire December 31, 1950, by unanimous vote of the Council. Typewriter for Engineer's Office On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was authorized to purchase a Royal typewriter (15" Elite type) for use in the Village Engineer's office at quoted price from -Royal Typewriter Company, dated July 20, 1950 of $131.75 which is price less Federal Tax. Motion was passed by unanimous vote of the Council. Tentative Plat - Westwood Hills Grove On motion of Trustee -Perkins, seconded by Trustee Bolmgren, the tentative plat of Westwood Hills Grove Addition, as recommended by the Planning Commission in their report of July 21, 1950, was approved by unanimous vote of the Council. Tentative Plat - Eiders and Martin's Second Addition On motion of Trustee Perkins, seconded by Trustee Jorvig, the tentative plat of Eide's and Martinis Second Addition was approved with Rhode Island and Quebec Avenues graded thru�to 32nd Street, by unanimous vote of the Council. Governor's Traffic Safety Conference On motion of Trustee Perkins, seconded by Clerk Justad, Mayor Erickson and Trustee Bolmgren were authorized to attend the Governor's Traffic Safety Conference at Duluth, Minnesota, Friday, August 18, 1950 with all necessary expenses paid. Motion was passed by unanimous vote of the Council. Re so lut ion On motion of Trustee Perkins, seconded by Clerk Justad, the folloNing resolution was adopted by unanimous vote of the Council: RESOLUTION CORRECTING ASSESSMENTS FOR GRADING N-163 WHEREAS, it appears that by resolution of the Village Council adopted October 103, 1949, levying assessments for GRADING N-163, on Lot 75, Richmond Second Addition was inadvertantly assessed for forty (401) foot frontage, whereas the correct frontage for this lot is Twenty-four (241) feet, therefore BE IT RESOLVED that the overpayment of such assessments heretofore paid in the respective amounts hereinafter set forth be refunded to the respective property owners, and the Mayor and Clerk be hereby authorized is issue warrants in payment of such refunds to the respective property owners. AMOUNT TO BE REFUNDED G. P. Harter Lot 75, Richmond Second Addition 1950 $9.79 - BE IT FURTHER RESOLVED by the Village Council of the Village of St. Louis Park that the assessments heretofore levied against the following described lot in the respective amounts hereinafter set forth be hereby corrected, and the Treasurer and Auditor of Hennepin County be hereby authorized to -correct the same upon their respective records. AMOUNT TO BE CORRECTED BY COUNTY AUDITOR Lot 75, Richmond Second Addition 1951 1952 $W.-2 9 $ 7. 3 July 24, 1950 Contract Awarded - Sanitary Sewer 2-I On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Lametti and Lametti received July 17, 1950, in the amount of $199,769.95, for the construction of sanitary sewers in Sanitary Sewer District No. 2-I, was deemed to be -the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby authorized to enter into a contract with Lametti and Lametti for the Village for the work at price bid, by unanimous vote of the Council. Contract Awarded - Crushing Rock On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of J. V. Gleason received July 10, 1950, in the amount of $6,750.00, for crushing pit run material (15,000 cu. yds. more or less), was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby authorized to enter into a contract with J. V. Gleason for the Village for the work at price bid. Motion was passed by unanimous vote of the Council. Contract Awarded - Grading and Graveling On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Terry Brothers, Inc. received July 17, 1950, in the amount of $13,636.25, for grading and graveling at various locations in the Village, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby authorized to enter into a contract with Terry Brothers, Inc. for the work at price bid, by unanimous vote of the Council. Hearing Date Set - Curb, Gutter,Sidewalk On motion of Trustee Perkins, seconded by Trustee Jorvig, August 21, 1950 was set as date for hearing on the following improvements ----- Curb and Gutter Adjacent to Lots 1 to 7, inclusive Block 1, Browndale Sidewalk Adjacent to Lots 1 to 7, cinlusive Block 1, Browndale Motion was passed by unanimous vote of the Council. _ Purchase Lots.for Storm Sewer Dist 23 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Attorney was authorized to either purchase or condemn Lots 7 and 8, Auditors Subdivision #294 for outlet for storm sewer district #23 and water main at the West Village Limits, by unanimous vote of the Council. Resolution On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of the Council; RESOLUTION CANCELING ASSESSMENTS FOR GRADING N=141, WHEREAS, it appears that by resolution of the Village Council adopted by October 1, 1949, levying assessments for Grading N-141, the following lots were inadvertantly assessed in full, whereas no grading was done adjacent to.these three lots Lots 13, 14, 15, Block 1, Wooddale Park, therefore BE IT RESOLVED that installments of such assessments heretofore paid in the respective amounts hereinafter set forth as refunded to the respective property owner, and the Mayor and the Clerk be hereby authorized to issue warrants in payment of such refunds to the respective property owner. Finnegan Lots 13, 142 15, Block 1, Wooddale Park Addition $40.74 ($13.56 each) BE IT FURTHER RESOLVED that the assessments heretofore levied against the following described lots -in the respective amounts hereinafter set forth be hereby canceled, and the Treasurer and Auditor of Hennepin County be hereby authorized to cancel the same upon their respective records. 1951 1952 Lot 13 $13.14 $12.44 Lot 14 13.14 12.44 Lot 15 13.14 12.44 6 July 24, 1950 Request for Double Bungalow Permit On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of Harold Aretz, dated July 24, 1950 for permission -to erect a double bungalow at 3981 Alabama Avenue (Part of Government Lot 3, Section 21, Township 117), being just north and adjacent to Culbertson's Cafe parking lot, was referred to the Planning Commission for checking and recommendation, by unanimous vote of the Council. Tentative Plat - Oak Hill Manor On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the tentative plat presented by M. P. Johnson for Oak Hill Manor Addition (86 lots) located between 33rd Street and 34th Street from Xylon Avenue on.the-east and the Great Northern Railroad Right -of -Way on the West, as recommended by the Planning Commission in their report dated July 21, 1950, was approved by unanimous vote of the Council. Advertise for Bids for Sewer Cleaning Equipment On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was authorized to advertise for bids for sewer cleaning equipment according to specifications prepared by the Village Engineer, bids to be opened August 14, 1950, by unanimous vote of the Council. Advertise for Bids for Car for Engineerts Office_ On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was instructed to advertise for bids for a car for the Village Engineer's Office; bids to be opened August 21, 1950, by unanimous vote of the Council. Modification of Plans - Building Permit No. 8170 On motion of Trustee Perkins, seconded by Trustee Jorvig, the modification of plans covered by building permit ¢#8170 was approved so as to provide for an attached garage extending 6 feet in front of front line of residence, and within 22 feet of north property line; front of garage to be at line of present drive- way which is below first floor line of adjacent residences. Motion was passed by unanimous vote of the Council. Meeting Adjourned The meeting was adjourned by Mayor Erickson at 12:05 A. M., Tuesday July 25, 1950.
