Bids for Construction of Sanitary Sewer 2-H Pursuant to advertisement in the St. Louis Park Dispatch, sealed bids were received from the following bidders for the construction of Sanitary Sewer 2-H i1. DeGraff Wolf190,022.00 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids were referred to the Village Engineer and Chairman of the Sewer Department Com- mittee for tabulation and recommendation, by unanimous vote of the Council. Hearing - Application for Permit for Double.Bungalows As per notice published in the St. Louis Park Dispatch, a hearing was had on.the application of H. R. Graves for permits to build two double bungalows on the North 20 feet of Lot 2, and the South 80 feet of Lot 1, Block 9, Brookside Addition. No one appeared. On motion of Trustee Perkins, seconded by Trustee Jorvig, the application of .H. R. Graves for permits to build two double bungalows on the North 20 feet of Lot 2, and the South 80 feet of Lot 1, Block 9, Brookside Addition was approved and the building inspector was authorized to issue permits for same, by unanimous vote of the Council. . Hearing - Application for Permit for Double -Bungalow . As per notice published in the St. Louis Park Dispatch, a hearing was had on ,the application of Clarence K. Bros, Incorporated, for a permit to erect one double bungalow on Lots 20 and 21, Block 207, Rearrangement of St. Louis Park. No one appeared. - On motion of Trustee Perkins, seconded by Trustee Jorvig, the application of ,Clarence K. Bros, Inc. for permit to erect one double bungalow on Lots 20, and 21, Block 207, Rearrangement of St. Louis Park was approved, and the Building July 10, 1950 465 Hearing - Application for Permit for Double Bungalow, Cont'd. Inspector was authorized to issue permit for same, by unanimous vote of the Council. Hearing - Application for Rezoning As per notice published in the St. Louis Park Dispatch, a hearing was had on the application of Vincent Johnson to rezone Lots 18, 19, and 20, Block 2, Minikanda Vista Second Addition, from Residential Use to Multiple Dwelling Use; and from "C" Density to "D" Density. the following persons appeared ----- Vincent Johnson said he plans to build three four-family dwellings. Mr. R. D. Pehle, 4534 West 38th Street said he has no objection to four-flats if his backyard is not damaged. Les. Johnson felt that four-family dwellings would be satisfactory. On motion of Trustee Jorvig, seconded by Trustee Perkins, the above matter was referred to the Committee of the Whole, and Vincent Johnson was requested to bring- in a sketch of proposed buildings to meeting of July 24, 1950. Motion was passed by unanimous vote of the Council. Hearing - Proposed Assessments for Water Main Extensions As per notice published in the St. Louis Park Dispatch, a hearing was had on proposed assessments for the construction of water main extensions at the following locations ----- Jersey Avenue from 26th Street to 27th Street Kentucky Avenue from 26th Street to 27th Street Hampshire Avenue from 26th Street to 27th Street 26th Street from Kentucky Avenue to Hampshire Avenue Colorado Avenue from 33rd Street to M. N. & S. Ry. France Avenue from 38th Street to 39th Street Alabama Avenue from 28th Street to 29th Street Joppa Avenue from 26th Street to North Line of Block 9, Basswood Addition No persons appeared. Action was deferred to Meeting of July 17, 1950. Gas Main Extensions • On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis Gas Company was granted permission to construct gas mains at the following lo- cations, by unanimous vote of the Council: 191 In Randall Avenue from 176' W. W. Line of France Avenue South to 125' E. E. Line of Huntington Avenue. 192 In 28th Street W. from 261' E. E. Line of Ottawa Avenue to Monterey Parkway. On motion of Trustee Perkins, seconded by Trustee Bolmgren, July 31, 1950 was set as date for hearing on black topping of Alley in Block 2, Birchwood, by unanimous vote of the Council. Street Closing On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the closing of the North End of Glenhurst Avenue at France Avenue just South of 26th Street so that traffic will not be able to enter was referred to the Village Engineer for immediate action, by unanimous vote of the Council. Dump Inspector - Elchuck Dump On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was instructed to hire Wm. Biehoffer as Inspector at Elchuck Dump to enforce all orders issued as to the conduct of the dump, from 7:00 A. M. to 7:30 P. M. ( 6 or 7 hours during above period) during week ending July 15, 1950, at Village expense, as recommended by Fire Chief C. M. Williams and Health Inspector, Dr. H. W. Darby, M. D. Motion was passed by unanimous vote of the Council. Order to Enforce Ordinance No. 145 On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Fire Chief C. M. Williams was instructed to enforce Ordinance No. 145, Section 2 (An Ordi- nance Relating to Dumping and Leaving Refuse on Public or Private Property) at the Elliot Anderson property on Wayzata Boulevard, West of Dakota Avenue, by unanimous vote of the Council. Order to Remove Inflammable Materials On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Fire Chief was instructed to notify the owners of property south of Wayzata Boulevard be- tween Dakota and Hampshire Avenues that they have no dump license, and must remove all inflammable materials therefrom within two weeks from this date. Motion was passed by unanimous vote of the Council. Removal of Building Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was instructed to order the removal of building on property on the SE Corner of Hampshire Avenue and Wayzata Boulevard, which is there without permit. Motion was passed by unanimous vote of the Council. Licenses On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following applications for 1950 licenses were approved, and the Mayor and Clerk are hereby authorized to issue licenses to expire December 31, 1950, by unanimous vote of the Council: Richard C. Cigarette petition for Vacation of Alley On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition of Ingolf Haugen, 2018 Georgia Avenue and others, dated May 24, 1950, for the vacation of alley in Block 4, Supreme Park First Division was read and referred to the Planning Commission for checking and recommendation, by unanimous vote of Council Members present. Street Light Ordered On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern States Power Company was ordered to place a street light in front of home at 4605 West 28th Street (Corner of Monterey and 28th), by unanimous vote of the Council. Ordinance No. 368 On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following ordinance .was passed by unanimous vote of the Council: ORDINANCE NO. 368 AN ORDINANCE AMENDING ORDINANCE NO. 349 RELATING TO CERTAIN ZONING MAPS PUBLISHED WITH SAID ORDINANCE The Village Council of the Village of St. Louis Park ordains: Section 1. WHEREAS, it appears to the Village Council that the use district map published with Ordinance No. 349 entitled, AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE WILLAGE OF ST. LOUIS PARK, adopted by the Village Council December 19, 1949, showed the following described property as in the open develop- ment district: "Commencing at the Southwest corner of Section 31-29-24; thence North 267 feet to the point of beginning; thence Northerly along the West line of said Section a distance of 120 feet; thence at an angle of 90 degrees Easterly a distance of 316.8 feet to the Westerly right of way line of Highway 100; thence South along said Westerly line of Highway 100, a distance of 120 feet; thence at an angle of 90 degrees running Westerly 316.8 feet to the point of beginning."
