Building Permit for Garage
On motion of Trustee Bolmgfen, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit to E. T. Montgomery for the
construction of a garage and addition to residence at 4320 Wooddale Avenue with
setback for garage of two feet from the north property line and eight feet from
residence addition as per plan filed. Motion was passed by unanimous vote of
Council Members present.
Letter from Adolph Fine Re: Property Development
A letter from Adolph Fine, dated June 9, 1950, stating that he has com-
pletely disassociated himself with any plans and propositions heretofore made
by Mr. Harlan Rohr, for further regarding of Texas Avenue or any other property
III in the neighborhood of Texas and MinnetonkalBoulevard, was read and ordered
filed.

Hearing - Proposed Street Extension and Grading
A hearing was had on proposed extension and gradingof Edgewood Avenue
from 26th Street to the North line of the South One-half of Section 8, Township
117, Range 21. No one appeared.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING STREET EXTENSION AND
GRADING
WHEREAS, the Village Council has met at the time and place specified in
an authorized notice of hearing published in the St. Louis Park Dispatch, May
31 and June 7, 1950, relating to extension and grading of Edgewood Avenue from
26th Street to the North line of South One-half of Section 8, Township 117,
Range 21, and has heard all interested persons, and it appearing necessary and
in the public interest that said street be extended and graded, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that Edgewood Avenue be extended and opened from 26th Street to the North line
of the South One-half, Section 8, Township 117, Range 21, the west line thereof
to be an extension of the West line of Edgewood Avenue as dedicated southerly
of 26th Street, and the east line to be an extension of the east line of Edge-
wood Avenue as so dedicated, and the Village Attorney be hereby authorized to
enter into negotiations for acquisition of the right-of-way for same subject to
approval by the Village Council of any payment to be made for purchase of such
right-of-way. In the event such right-of-way cannot be acquired by negotiation,
the Village Attorney is authorized to proceed with proceedings for condem-
nation of the same, and
BE IT FURTHER RESOLVED that upon acquisition of the right-of-way for
said' extension of Edgewood Avenue, the same be graded to grade established by
the Village Engineer.
Street Grade - Charles Stratton
Charles Stratton, 2604 Hampshire Avenue appeared regarding the grade of
street in front of his house. Said it is cut too deep. Wants to save elm tree
and shrubs. On motion of Trustee Jorvig, seconded by Trustee Perkins, the
matter was referred to Trustee Perkins for checking and recommendation, by un-
animous vote of the Council.
• Plat For Donnybrook Terrace First Addition Approved
,On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of
Donnybrook Terrace First Addition was approved subject to the initialing of plat
by Village Engineer, Phil W. Smith, and approval of dedicated title for streets
by Village Attorney, E. T. Montgomery, and a written agreement to grade streets
secured by certified check No. 18834, dated June 13, 1950, in the amount of
$5,000.00 presented by Arvid E. Carlson & Son, Inc. to assure completion of grad-
ing and graveling of streets was accepted, and the Mayor and Clerk were authorized
to sign plat and affix Village seal. Motion was passed by unanimous vote of
the Council.
Permission to Place Poles - N. S. Power Co.
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northern
States Power Company was granted permission to place poles at the following
locations, by unanimous vote of the Council:
Three (3) Poles on Edgewood Avenue from
Goodrich_Avenue to Cambridge Street
License for Used Car Lot - Grossman
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of West Minneapolis Investment Company for a license to operate a used car lot
at Lynn Avenue and Excelsior Boulevard (Lots 1 and 2, Block 3, Minikanda Vista
Addition was approved subject to agreement furnished and subject to Ordinances
261 and 266, and the Mayor and Clerk are hereby authorized to'issue license to
expire December 31, 1950, by unanimous vote of the Council.

The Building Inspector's weekly report of building permits issued for
week ending June 16, 1950, was read and ordered filed."

Hawkers License Approved - Chester C. Hyland
On motion of Trustee Bolmgren, seconded by Trustee Perkins, theapplication
of Chester C. Hyland, 3372 Yosemite Avenue, St. Louis Park, for a license to
operate a popcorn truck at large (Hawkers License) in the Village was approved,
and the Mayor and Clerk are hereby authorized to issue license to expire December
31, 1950, by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
applications for 1950 licenses were approved, and the Mayor and Clerk are hereby
authorized to issue licenses to expire December 31, 1950, by unanimous vote of
Council Members present.

A letter from Flora K. Kenney, #12 Manitoba Road, Bellgrove Addition,
Minneapolis 16, Minnesota, dated June 14, 1950, claiming personal injuries sus-
tained in a fall on a broken sidewalk, was read. ' On motion of Trustee Perkins,
seconded by Trustee Bolmgren, the above letter was referred to the Village
Attorney for reply, by unanimous vote of the Council.
No Parking Signes Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Police
Department was instructed to place two PRIVATE RESIDENTS-NO PARKING signs in
front of C. G. Upham, 6308 Minnetonka Boulevard residence. _ Motion was passed
by unanimous vote of Council Members present.

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING SANITARY SEWER EXTENSIONS
WHEREAS, the Village Council has met at the time and place specified in
an authorized notice published in the St. Louis Park Dispatch May 24, and 31,
1950, and has held separate hearings on each of the proposed sanitary sewer ex-
tensions specified in said notice, and consideration thereof having been regu-
- larly adjourned to this present meeting, and the Council having determined the
necessity for said sewer extensions, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that sanitary sewers be extended at the following locations in said Village in
accordance with plans and specifications which have been prepared by the Village
Engineer and which are hereby approved:

Claim for Damages - Broken Gutter
A letter from L. A. Mortensen, 4108 Utica Avenue, dated June 13, 1950,
stating that their gutter had been broken by use of grading machine, was read.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above letter was
referred to the Village Engineer for checking and action, by unanimous vote of
the Council.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
ordinance was adopted by unanimous vote of the Council:

The Village Council of the Village of St. Louis Park ordains:

Section 1. Section 4 of Ordinance 46 entitled AN ORDINANCE TO REGULATE
THE CONSTRUCTION, EXTENSION, ALTERATION AND REPAIRING OF PLUMBING WORK WITHIN •
THE VILLAGE OF ST. LOUIS PARK AND TO PROVIDE FOR THE SANITARY INSTALLATION OF
SUCH PLUMBING WORK, adopted by the Village Council November 19, 1930, as amended
by Ordinance No. 363 is hereby amended by adding to the itemized list of fix-
tures or devices for which a fee is charged the, following:

ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. The Zoning Ordinance of the Village of St. Louis Park, as
heretofore amended, is further amended by reclassification of_the area of the
respective use districts, as defined in Section 2.2 thereof, and the use district
map therein referred to, as follows:
ttThe North One-half (Ni) of the following described
property: That part of the East One-third (E 1/3)
of the West Three-eighth (W 3/8) of the Northwest
Quarter (NW4) lying south of State Highway No. 7,
Section Six (6), Township Twenty-eight (28), Range
Twenty-four (24), being approximately One (1) acre
lying east of the Woodmark Company property,"
from residential use to light industrial use upon condition that the applicant
for such rezoning, Forster Distributing Company, shall construct thereon within
one year from date hereof a building designed to be used by it in its distributing
business and suitable for office display room and warehousing of its merchandise.
Section 2. This ordinance shall take effect from and after its publication.

improvements shall be purchased from and applied by the Republic Creosoting Co.
under its current contract with the Village, the work to proceed in such order as
the Chairman of the street department committee shall direct, and
BE IT FURTHER RESOLVED, that the entire expense of each of such improve-
ments shall be separately determined and reported to the Council by the Engineer
and assessed against the benefited property as authorized by Minnesota Statutes,
Section 434.28 to 434.36.

Permission to Remove Sand and Gravel
Relative to the request of Charles W. Freidheim for permit to remove gv
and and gravel, deferred to this meeting on June 5, 1950 --- the Committee of
the Whole asked for a delay of thirty days in which to make their decision.
Hearing Date Set - Two-Family Dwelling
On motion of Trustee Perkins, seconded by Trustee Jorvig, July 10, 1950
was date set for hearing on the request of Clarence K. Bros, Incorporated, for
permission to build a two-family dwelling on Lots 20 and 21, Block 207, Rearrange-
ment of St. Louis Park, by unanimous vote of Council Members present.
Earnest Money Contract - Terry Excavating Co.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to enter into an earnest money contract for $100.00 with
Terry Excavating Company for the purchase of Lots 1, 2, 3, 4, Block 1, Collins
Second Addition at a total price of $5,750.00. Motion was passed by unanimous
vote of Council Members present except Trustee Perkins not voting.
Building Permit
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the building
Inspector was instructed to issue building permits to West Minneapolis Investment
Company (Norman Grossman, Vice' Pres.) for the construction of buildings to be
used in Used Car Business on Lots 1 and 2, Block 3, Minikanda Vista Addition,
subject to the following agreements made in letter dated May 27, 1950 -----
1. We will install a hedge of honeysuckle-or other close
growing shrubbery, to stand 6 feet high or more along
the entire Lynn Avenue frontage, along the entire south
line, and along approximately the south half of the west
line of our property. Such hedge will conceal from view
the automobiles for sale on the property.
2. If and so long as such course will be deemed essential
by the Village authorities, we will consent to the main-
tenance of "No Parking(' signs along the approximately 100
feet of Lynn Avenue frontage of our property, so as not to
obstruct traffic on said street.
3. There will be no driveway into our premises from Lynn
Avenue. Our plans call for entrance and exit from the
Excelsior Boulevard frontage.
4. Our building will be constructed of brick and concrete
blocks of a modernistic design and will include extensive
windows. No neon signs will be erected on the building
itself.
5. The vacant ground will be paved either with blacktop or
concrete, in accordance with the ordinances of the Village.
6. All our lights (advertising or otherwise) will be protected
on the south and east sides by shields 2i feet in diameter,
so as to avoid objectionable presentation of light to the
owners of adjacent buildings.
7. Our plans do not contemplate any facilities for performing
mechanical work on automobiles. Suburban Chrvrolet Co.
has adequate garage and repair shop facilities elsewhere,
and all mechanical work will be done at the other locations.
8. We do not contemplate displaying or selling any wrecked cars
or so-called ,I judkerslt on these premises. We will limit
operations to,the sale of cars not more than 10 years old.
Motion was passed by unanimous vote of the Council.
Weight Restrictions on Louisiana Avenue
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the weight
restrictions on vehicles on Louisiana Avenue from Cedar Lake Road to Wayzata
Boulevard were set at four (4) tons, and the Street Commissioner is hereby
instructed to place signs indicating weight restrictions, by unanimous vote of
the Council.
Resolution Recinded - Re: Gross Weight on Louisiana Avenue Bridge
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution adopted May 22, 1950 was recinded, and the Street Commissioner was

"RESOLUTION LIMITING GROSS WEIGHT OF VEHICLES ON LOUISIANA
AVENUE BRIDGE
WHEREAS, the County Highway Engineer has recommended to the Village
Council that vehicle weight load on Louisiana Avenue bridge over the
Great Northern Right-of-Way be limited to Four (4) tons gross, in-
cluding load, and it appears to the Council that in the interest of
public safety, vehicles in excess of that weight should be prohibited
from using said bridge, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis
Park that vehicles having a gross weight in excess of Four (4)
tons gross, including load, are hereby prohibited from using said
bridge, and that a conspicuous warning be posted at the north and
south entrances to said bridge to that effect, as authorized by
Section 169.84, Minnesota Statutes."
Proposed Plat of Westwood Hills Grove
On motion of Trustee Perkins, seconded by Trustee Jorvig, the proposed
plat of Westwood Hills Grove was referred to the Planning Commission for checking
and recommendation, by unanimous vote of Council Members present.
Relief from Traffic Jam - Highway #100 at Excelsior Blvd.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Engineer was instructed to check with the State Highway Department regarding
relief from traffic jam at Highway #100 and Excelsior Boulevard, by unanimous vote
of the Council.
