P-96 thru P-143. The following persons appeared: Regarding P-104 -- Mr. Snell, 7922 Division Street inquired whether the tar mat would go up hill on Division Street to prevent sand from washing down the hill. Regarding P-112 -- Mr. Sorenson requested construction of storm sewer before the laying of tar mat. Action was deferred on resolution for above street improvements until meeting of June 19, 1950. T. Rippey, 3033 Toledo Avenue appeared and stated that all property owners on Toledo Avenue from Minnetonka Boulevard to 1901 South of 31st Street were in favor is the cost was not un- reasonable. He indicated that the cost to him would be $3,000. Mayor Erickson stated that the property owners would be notified of the cost when the bids are received. Several property owners from Colorado Avenue from 33rd Street to 32nd Street appeared and said they were in favor of the sewer. Several property owners from Lynn Avenue from Highway No. 7 tp South end appeared in opposition. They requested-that they be informed as to the cost when bids are opened; Mr. W. L. Yates, 3113 Lynn Avenue (VPH 3232 to be notified. Mr. Alexis Caswell, Jr., 3355 Xenwood Avenue (WA 0196) and others appeared in regard to sewer in Xenwood Avenue from 34th Street to Lot 168, Norwaldo, and requested that decision be delayed until bids are received and cost determined. He said there was no press- ing need for sewer; also that the street had recently been improved by tar mat. Mr. Caswell was to be notified. James H. Murphy, 5610 Cambridge Street (WA 3676) and others appeared regarding sewer in Cambridge Street from Wooddale Avenue to Alabama Avenue, and requested that decision be delayed until costs were determined. Mr. Peterson and others appeared in favor of sewer in Yosemite Avenue from Lake Street to 33rd Street. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above proposed sewer construction was deferred until June 19th, 1950 meeting, by unanimous vote of Council Members present. _ Mosquito Control Several persons appeared and requested information about mosquito control and was informed as to studies made by Mayor Erickson. Proposed Shopping Center - Excelsior at Wooddale Mr. Phillip Neville presented plat of proposed shopping center at SE corner of Excelsior Boulevard at Wooddale Avenue, and requested a permit under Section 20.4-3 of the Zoning Ordinance. June 19, 1950 was set as date for an informal hearing, and the Clerk directed to notify interested property owners on 40th St. by telephone. Use of Fire Truck for 4th of July Advertising On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of the Recreation Department for use of a Village fire truck to advertise their Fourth of July Festival was approved by unanimous vote of Council Members present. Stop Signs Near New Fern Hill School Mr. Hoffman, 2801 Huntington Avenue called Council's attention to the traffic 442 June 12, 1950 Stop Signs Near New Fern Hill School, Cont'd. on West 28th Street near the Fern Hill School and urged the removal of STOP PAN signs. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, this matter was referred to Mayor Erickson, by unanimous vote of Council Members present. Opposed to, Closing Louisiana Avenue Bridge Attorney A. E.Bryngelson, Attorney for Landers, Norblom, Christenson Company appeared in opposition to closing of the Louisiana Avenue Bridge. His written communication was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of Landers, Norblom; Christenson was referred to Committee of Whole by unanimous_vote of Council Members present. Request to Use Bldg. for Dog Kennel Mr. and Mrs. Edward Dobie, 3334 Zenith Avenue North, Robbinsdale asked to be advised as to restrictions on use of W. D. G. Y. building as a dog kennel and residence. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above application was referred to Committee of the Wholeby unanimous vote of Council Membersinvestigate present; also the Clerk was directed to the Appli- cants. Request for Removal of "NO PARKING" Sign Mr. Belden of Louure(Manufacturing Company requested the removal of "NO PARKING" sign in front of the, Company's property at 5807 West 36th Street.,, On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the removal of the "NO PARKING" sign in front of Lot 1, Block 44, St. Louis Park was approved by unanimous vote of Council Members present. Permit to Remove Gravel Mr. Charles M. Freiheim renewed his request for a permit to remove sand and gravel. Proposed resolution was read. Action was deferred to meeting of June 19, 1950 for action before the full Council. Special Permit to Connect to Sewer On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit' to connect to the sewer manhole on Kipling Avenue and West 25th Street, was granted to J. M. Garber to provide a sewer service for the house at 2500 Joppa Avenue with the understanding that he pay an assessment of $375.40 at the time he takes out the permit for same; said payment will be credited to said property at the time the sewer is constructed past property. Work shall be done under the direction and supervision of the Village Engineer. Motion was passed by unanimous vote of Council Members present. Licenses On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following 1950 licenses were approved, and the Mayor and Clerk are hereby authorized to issue licenses to expire December 31, 1950, by unanimous vote of Council Members present R. Electrical Bonds On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following bonds were approved by unanimous vote of Council Members present: Minneapolis Gas Company, Princ. Plumbing License Bond with United States Fidelity & Guaranty Company as surety dated June 2, 1950, in the amount of $4,000.00. E. L. Knowles, DBA Marshall Heating Company, Minneapolis, Principal, HEATING LICENSE BOND, with Hartford Accident and Indemnity Company of Hartford Connecticut as surety, dated June 8, 1950, in the amount of $1,000.00 James D. Houghton, DBA Houghton Plumbing & Heating Co., Minneapolis, Minnesota, PLUMBING LICENSE BOND, with Commercial Casualty Insurance Company of Newark, New Jersey as surety, dated June 2, 1950, in the amount of $4,000.00. The Village Attorney was directed to notify the owner, Sam Elchuck to cease ordinance violation - on motion of Trustee Bolmgren, Seconded by Trustee Jorvig, and carried by unanimous vote of Council Members present. Claim for Damages Denied - James H. McIver The report of Village Attorney, E. T. Montgomery, dated June 8, 1950, regard- ing the claim of James H. Mc Iver, as father of Margaret Ann Mc Iver, v. Village of St. Louis Park, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, above mentioned report was accepted and claim denied, by unanimous vote of Council Members present. 15 June 12, 1950 44 Building Permit for Garage On motion of Trustee Bolmgfen, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a building permit to E. T. Montgomery for the construction of a garage and addition to residence at 4320 Wooddale Avenue with setback for garage of two feet from the north property line and eight feet from residence addition as per plan filed. Motion was passed by unanimous vote of Council Members present. Letter from Adolph Fine Re: Property Development A letter from Adolph Fine, dated June 9, 1950, stating that he has com- pletely disassociated himself with any plans and propositions heretofore made by Mr. Harlan Rohr, for further regarding of Texas Avenue or any other property III in the neighborhood of Texas and MinnetonkalBoulevard, was read and ordered filed.
