SPECIAL MEETING MAY 8, 1950 X
A meeting of the Village Council was called to order by Mayor
Erickson at 8:17 P. M., with the following Council Members present at
roll call as follows:

Bids for 3/4 Ton Pick-up Truck
Pursuant to advertisement in the St. Louis Park Dispatch, sealed bids were
received from the following bidders for the furnishing of One (1) 3/4 ton pick-
up,truck, complete with steel cab and box, heavy duty tires all of the same size,
one spare tire, directional lights, bumpers front and rear, fresh air heater,
defroster, rear view mirror, two sun visors, manual controlled spot light on
roof of cab, two windshield wipers, four-wheel hydraulic emergency brakes; con-
trolator as manufactured by the Calumet Machine Company of Three Rivers, Michi-
gan or equal, heavy duty battery and four speed transmission. Color of truck
shall be dark green --- with trade in of a 1941 GMC panel truck:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
were referred to the Water Superintendent and Chairman of the Water Department
Committee for tabulation and recommendation, by unanimous vote of the Council.
Hearing - Two Family Dwelling (Martin L. Kiefer)
Pursuant to notice published in the St. Louis Park Dispatch, a hearing was
had on the application of Martin L. Kiefer for a permit to construct a two-family

dwelling on Lot 16, Block 3, Sunset Gables Second Addition. No one appeared.
On motion of Trustee Jorvig, seconded by Trustee Perkins, the recommendation of
the Planning Commission to issue a permit to M. L. Kiefer for the construction
of a two-family dwelling on Lot 16, Block 3, Sundet Gables Second Addition was
approved by unanimous vote of the Council.
Hearing - Proposed Storm Sewer for Storm Sewer District #23
A hearing was had on proposed storm sewer for Storm Sewer District No. 23.
the following persons appeared C. E. Cargill, Engineering Department,
M. and St. L. Railroad appeared and stated that as their tracks were high and
dry, they would have no benefit.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CONSTRUCTION OF STORM SEWER
FOR STORM SEWER DISTRICT NO. 23
WHEREAS, the Village Council has met at the time and place specified in
a notice to all persons whose property is liable to be assessed for proposed storm
sewer for Storm Sewer District No. 23 which was published in the St. Louis Park
Dispatch April 19 and 26, 1950, and at said meeting has heard all persons appear-
ing in regard to said improvement, and the Council having determined the necessity
for said sewer, therefore,
BE IT RESOLVED, by the Village Council of the Village of St. Louis Park
that storm sewer for Storm Sewer District No. 23 to be constructed at the follow-
ing locations in said district be hereby ordered:
Commencing at the intersection of the line between
Lots 9 and 10, Auditor's Subdivision No. 294 extended
to Minnehaha Creek; thence along said line between
Lots 9 and 10 south to Edgebrook Avenue; thence East
in Edgebrook Avenue to Woodland Drive; thence north
in Woodland Drive to Lake Street; thence east in Lake
Street to Cambridge Avenue; thence west in Cambridge
Avenue to the line between Lots 38 and 39, Block 156,
Rearrangement of St. Louis Park; thence north on said
line to the north lot line of said Lot 38; thence
west along the north lines of Lots 38 and 37 to the
line between Lots 12 and 13, said block; thence north along
said line between Lots 12 and 13 to Division Street;
and,
BE IT FURTHER RESOLVED, that said sewer be constructed in accordance
with plans and specifications for the same which have been prepared by the Vil-
lage Engineer and are on file in his office, which plans and specifications are
hereby approved, and

BE IT FURTHER RESOLVED, that the boundaries of said Storm Sewer District
No. 23 be established as follows:
Commencing at a point 300 feet west of the intersection
of State Highway No. 7 and the intersection of the west
line of Section 17, Township 117, Range 21; thence due
south to the intersection of the center line of Division
Street; thence east along the center line of Division
Street to the intersection of the NW corner of Section
20, Township 117, Range 21; thence south along the west
line of Section 20, Township 117, Range 21 to the inter-
section of center line of the Minneapolis and St. Louis
Railroad main line south bound track; then NEly along
said center of track to the intersection of the east
line of Lot 23, Block 170, Rearrangement of St. Louis
Park extended; thence NWly along said extended line
through the east line of Lot 23, Block 170, Lots 36 and
23, Block 142, Lots 36 and 23, Block 143, Rearrangement
of St. Louis Park to the center of Lake Street; thence
SWly along the center line of Lake Street to the inter-
section of the east line of Lot 18, Block 337, Rearrange-
ment of St. Louis Park extended; thence north along said
line to the northeast corner of said Lot 18; thence SWly

Permit for Store Building Approved
On the recommendation of the Planning Commission, it was moved by Trustee
Jorvig, seconded by Trustee Perkins that Leslie B. Santosts request for a permit
to construct a store building on Lots 11, 12, Block 4, Minikanda Vista Addition
be approved, and the Building Inspector be authorized to issue building permit
for same. Motion was passed by unanimous vote of the Council.
Building Inspectorts Weekly Report
The Building Inspectorts Weekly Report of permits issued for week ending
May 5, 1950, showing that 63 building permits were issued, totalling $485, 300.00
was read and ordered filed.
Bid Awarded - Road Tar
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Republic Creosoting Company received May 1, 1950, for the furnishing of 100,000
gallons, more or less of road tar, F. L. B. St. Louis Park, was deemed to be
the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby
authorized to enter into a contract with Republic Creosoting Company for same
at price bid of 13¢ per gallon. Motion was passed by unanimous vote of the
Council.
Building Permit for Garage (Richard Feltl)
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was instructed to issue a- building permit to Richard Feltl, for the
construction of a garage building on Lot 5, Beebees Outlets, by_unanimous vote
of the Council.
Hearing Date Set for Rezoning (Forster Distributing Co.)
On motion of Trustee Perkins, seconded by Trustee Bolmgren, May 22nd,
1950 was set as date for hearing on the request of Forster Distributing Company
for rezoning THAT PART OF THE EAST ONE-THIRD (E 1/3) OF THE WEST THREE-EIGHTHS
(W 3/8) OF THE NORTHWEST QUARTER (NW4) LYING SOUTH OF THE STATE HIGHWAY, EXCEPT
THAT PART TAKEN FOR ROAD, OF SECTION-SIX (6), TOWNSHIP TWENTY-EIGHT (28),
RANGE TWENTY-FOUR (24); (being approximately one (1) acre lying across Monterey
Avenue and East of The Woodmark Company), from Residential to Light Industrial.
Motion was passed by unanimous vote of the Council.
Fire Report for April, 1950
The Fire Departmentts Report for April, 1950 was read and ordered filed.
Building Permit for Commercial Building ( Associated Lithographers)
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was instructed to issue a building permit to Associated Lithographers
for the construction of a commercial building on the SEI of Lots 31 and 32,
Block 176,- Rearrangement of St. Louis Park, subject to the approval of the Plan-
ning Commission. Motion was passed by unanimous vote of the Council.
Bequest for Property for Hospital
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of the Suburban Hospital Association for the Village to set aside for their use
a tract of land lying and being between the Belt Line Highway and Wooddale Ave.
and immediately south of a line extending eastward from Oxford Street, said
tract to contain approximately six or seven acres, was referred to the Planning
Commission for checking and recommendation, by unanimous vote of the Council.

Amendment to Zoning Ordinance
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was requested to prepare an amendment to the Zoning Ordinance for
consideration by the Village Council at meeting to be held May 15, 1950, as
follows:
"The Easterly 15 feet of Lot 7 to be used for driveway purposes
and the balance of Lot 7 for parking purposes only, the same to
be enclosed with a hedge along the Northerly and Westerly line of
Lot 7 --- and the Owners of Lots 4, 5, and 6 to receive a 10 foot
easement along the south boundary of said lots for driveway
purposes; Mr. A. J. Eaton to furnish necessary fill to make ease-
ments usable; also Lot 11 to be zoned for Commercial Use by Red
Owl stores and the balance of Lots 9 and 10 not now zoned Com-
mercial to be rezoned for Commercial Use - all above property is
in Auditors Subdivision No. 323, subject to receiving from owner
of Lot 7, the necessary easement or deed required by the County
Highway Department to straighten out curve on Minnetonka Boulevard.
Motion was passed by unanimous vote of the Council.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
applications for 1950 licenses were approved, and the Mayor and Clerk are hereby
authorized to issue licenses to expire December 31, 1950, by unanimous vote of
the Council:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
bonds were approved by unanimous vote of the Council:

Lawrence N. Paul, DBA Sicard and Paul of Minne-
apolis, as principal, and Fidelity and Deposit
Company of Maryland as surety, dated May 1, 1950,
in the amount of $1,000.00.
PLUMBING LICENSE BOND with Oren M. Weinmann of
Robbinsdale, Minnesota as principal, and Hartford
Accident and Indemnity Company of Connecticut as
surety, dated January 4, 1950, in the amount of
$4,000.00.
HEATING LICENSE BOND with Oren M. Weinmann of

Permission to Place Buried Cable and Anchor
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the North-
western Bell Telephone Company was granted permission to place one anchor in
ALLEY SOUTH OF WEST TWENTY-SEVENTH STREET BETWEEN BRUNSWICK AVENUE AND COLORADO
AVENUE; and place buried cable in ALLEY NORTH OF MINNETONKA BOULEVARD BETWEEN
COLORADO AVENUE AND DAKOTA AVENUE, by unanimous vote of the Council.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING GARBAGE COLLECTION ASSESS MENTS
BE IT RESOLVED by the Village Council of the Village of St. Louis Park,
that the following assessments levied pursuant to resolution adopted October
11, 1948 be hereby canceled for the reason that said lands were used either for
business or were vacant, and were not served by the Garbage Collection Service
of the Village and the Mayor and Clerk are hereby authorized to refund the
amount paid on receipt of a verified claim signed by the taxpayer ---

Dog Pound Designated for 1950
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Dr. E. L.
Fitch, DVM, 5700 West Lake Street was designated as Dog Pound Keeper for the
year 1950 at the following scale

Motion was passed by unanimous vote of the Council.
Voting Machines
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Mayor and
Clerk were authorized to enter into a contract for the Village with Automatic
Voting Machine Company of Jamestown, N. Y. on a rental purchase contract basis,
cancellable annually, for 21 voting machines at $1,240.00 each F. 0. B. James-
town, N. Y., plus freight to St. Louis Park of $20.00 each, making the purchase
price for each machine $1,260.00, or $26,460.00 for all; payments to be made on
a ten year, annual rental basis of $2,604.00 per year plus interest of 3% on
unpaid balances,/ Motion was passed by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING ORDINANCE NO. 219
RELATING TO CONDITIONS OF EMPLOYMENT FOR
NON-ELECTED OFFICERS AND EMPLOYEES OF
THE VILLAGE
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 5 (b) of Ordinance No. 219 of the Village of St. Louis
Park entitled AN ORDINANCE ESTABLISHING CONDITIONS OF EMPLOYMENT FOR NON-ELECTED
OFFICERS AND EMPLOYEES OF THE VILLAGE, adopted by the Village Council February
5, 1945, is hereby amended to read as follows:
"(b) Annual Leave With Pay. The Village Council will grant
two weeks vacation with full pay to all salaried employees
and officers and to members of the unskilled labor force on
a basis of average weekly earnings during each year of con-
tinuous service under regular appointment, and to all such
employees, officers and members of the unskilled labor
service who have continuously served the Village for ten
years or more, the Village Council will grant three weeks
vacation with full pay during each year of continuous service
under such regular appointment. Such vacation is to be taken
at such time as the Council may "designate."

Ordinance No. 361, Continued ----
Section
2. Section 5 (c) of said ordinance is hereby amended to read
as follows:
"(c) Sick Leave. After an officer or employee has served
continuously for one year, the Council will grant him leave
with full pay for actual illness, temporary physical dis-
ability, serious illness in his immediate family or quaran-
tine, not to exceed twelve working days in one year, and
an additional leave of absence with pay not to exceed three
working days may be granted on account of a death in the
immediate family of an officer or employee. Sick leave
not used will accumulate from year to year not to exceed
90 days. The Council may require medical certificate of ill-
ness at any time."
Section 3. This ordinance shall take effect from and after its publi-
cation.
Ordinance No. 362
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
ordinance was adopted by unanimous vote of the Council:

REGULATING THE USE OF ROADS, STREETS AND
HIGHWAYS
The Village Council of the Village of St. Louis •Park ordains:
Section 1. Ordinance No. 347 of the Village of St. Louis Park entitled
AN ORDINANCE REGULATING THE USE OF ROADS, STREETS AND HIGHWAYS WITHIN THE VILLAGE
OF ST. LOUIS PARK AND INCORPORATING PROVISIONS OF CERTAIN STATE LAWS RELATING TO
THE REGULATION OF ROADS, STREETS AND HIGHWAYS" adopted by the Village Council
November 21, 1949, is hereby amended to read as follows:
"Section 1. There is hereby incorporated into this Ordinance
• by reference to the following statutes of the State of Minne-
sota, three copies of which are marked as official copies and
filed for use and examination by the public in the office of
the Village Clerk:
All of Chapter 169, Minnesota Statutes, known as the
"Highway Traffic Regulation Act", excepting the follow-
ing sections thereof: Section 169.04; Subdivisions 1,
2 and 3 of Section 169.06; Subdivisions 9 and 10 of
Section 169.09; Sections 169.10, 169.11, 169.27, 169.65,
169.66, 169.77, 169.78; Subdivision 6 of Section 169.83;
and Sections 169.86 and 169.87.
All of Chapter 171, Minnesota Statutes, known as the
"Drivers' License Law" except the following section thereof:
171.04. ,
Also all of Sections 160.34, 621.28, 614.66, 168.47,
221.45, 221.42, Minnesota Statutes."
Section 2. Said Ordinance No. 347 is further amended by adding thereto
the •following section:
"Section 6. Any vehicle or combination of vehicles may be
operated upon the highways of the Village, excepting state
trunk highways, in excess of the weight limits prescribed in
Subdivision 2 of Section 169.83, Minnesota Statutes, if the
owner thereof shall first secure from the Village Engineer a '
certificate setting forth the route or routes and the con-
ditions under which such vehicle or combination of vehicles
may be operated, and such vehicle or combination of vehicles
shall thereafter be so operated in accordance with the terms
of such certificate. The Village Engineer is hereby empowered,
and it is hereby his duty, to issue or deny, or to issue in
modified form, such certificates upon application and to
prescribe therein the route or routes and the conditions for
operations under each such certificate, and in determining

such route or routes and such conditions, the Village
• Engineer shall permit maximum use of the particular
highways and bridges consistent with the maximum
capacity of such highways and bridges as determined by
the Engineer in accordance with Highway engineering
practice. The Village Engineer shall have the power
to revoke or to modify the terms of any existing
certificate at any time in the event of operations in
violation of any such certificate or in the event of
changed conditions requiring such action. the original
or a correct copy of the certificate under which
operations are being conducted shall be carried at all
times in the driver's cab of any vehicle or combination
of vehicles while the same is being operated thereunder.'
Section 3. This ordinance shall take effect from and after its publication.
Ordinance No. 363
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING ORDINANCES NUMBERED
45, 46, 113, 125 and 152 RELATING TO FEES
FOR LICENSES AND PERMITS IN THE BUILDING -TRADES
The Village Council of the Village of St. Louis Park ordains:
Section 1. The -final paragraph of Section 5 of Ordinance No. 45 entitled
"An Ordinance Regulating the Licensing of Plumbers in the Village of St. Louis
Park", adopted July 2,1930, is hereby amended to read as follows:
"The license fee for said two licenses shall be, and
is -hereby fixed at $15.00 -per annum which license fee
shall be paid to the Village Treasurer -before the
issuance of such licenses." •
Section 2. Section 4 of Ordinance No. 46 entitled, "An Ordinance To
Regulate the Construction, Extension, -Alteration and Repairing of Plumbing Work
within the Village of St. Louis Park and to Provide for the Sanitary Instal-
lation of Such Plumbing Work", adopted by the Village Council November 19, 1930,
is hereby amended to read as follows:
"Section 4. Beofre issuing any-permit for the instal-
lation of any plumbing work or fixture, the Building
Inspector shall require the payment by the applicant for
such permit of fees in the amount hereinafter respectively
provided:
(a) For each permit for the installation of any plumb-
, ing work or fixture, the fee shall be based upon
the number of fixtures installed and for the first
six or less fixtures the fee shall be $6.00.
For each additional fixture or opening for future
installation of any one fixture, the fee shall be
65 cents.
For each fixture installed on opening previously
left for the same the fee shall be 50 cents.
(b) Where any such permit is issued for any of the
following specifically mentioned plumbing fixtures
or other devices the fee which shall be charged for
• each such fixture or device shall be as follows
and shall be in addition to the fee charged for
other plumbing work, if any, included in the same
permit:
Beer Dispenser, when connected to water supply $1.00
Blow-off basin 2.50

For the purpose of this ordinance, a plumbing fixture
shall be taken to mean and include any sink, laundry
tub, wash basin, drinking fountain, floor drain, or any
other device arranged to be connected with the sewer
or plumbing system, either directly or indirectly, and
required by ordinance to be trapped.
Section 3. Section 8 of Ordinance No.113 entitled "An Ordinance Regulat-
ing the Construction, Alteration, Repair, Equipment, Maintenance, Demolition
and Removal of Buildings or Structures, or Parts thereof, within the Limits of
the Village of St. Louis Park for the Purpose of Promoting the Public Safety,
Health and General Welfare in said Village and for the Protection of Public
Property and the Benefit of Trade", adopted by the Village Council March 17,
1937, is hereby amended to read as follows: _
"Section 8. The applicant for any building permit hereunder
except for public buildings or structures owned and controlled
by the Federal, State, County or Municipal government or
branches thereof, shall pay to the Village Treasurer the follow-
ing fees which shall be shown upon the face of each permit and
shall be paid to the Village Treasurer before the permit is
issued:
a. For any such permit involving residential buildings
where the cost of the proposed work will not ex-
ceed $1,000.00, the fee shall be $3.00, and where
the cost of the work exceeds $1,000.00, the fee
shall be determined in accordance with the follow-
ing schedule:
$1,000.00 to $3,000.00 , $ 5.00
$3,000.00 to $4,000.00 7.00
$4,000.00 to $5,000.00 9.00
$5,000.00 to $6,000.00 11.00
$6,000.00 to $7,000.00 13.00 '
$7,000.00 to $8,000.00 15.00
$8,000.00 to $9,000.00 17.00
$9,000.00 to $10,000.00 19.00
For each additional $1,000.00 or fraction thereof and
up to $20,000.00 1.00

b. For any such permit involving commercial or industrial
construction, the fee shall be determined as follows:
(1) For fireproof construction as defined in section
. , 11 of said Ordinance No. 113, the fee shall be
at the rate of 75¢ for each 1,000. cubic feet,
or fraction thereof, of cubical content or such
building
(2) For non-fireproof construction, the fee shall
_ , be 65 cents per 1,000 cubic feet or fraction
thereof of cubical content of the building
(3) For any such permit where the structure involved
n is other than a building as defined in said
Ordinance No. 113, the fee for such permit shall
be at the rate of $1.50 for each $500.00, or
fraction thereof, in the cost of the proposed
work included in the permit
(4) For any such permit not otherwise provided for
_ when the cost is incidental to that of any
building or structure on adjacent property, the
fee shall be $2.00

Section 3
b. (5) For the installation of any electrical
work, wiring device or equipment, the fees
shall be in accordance with the following
schedule:
For each permit for all new or additional
electric wiring for the first ten (10)
lighting outlets, or fraction thereof $ 1.50
For each ten (10) such outlets, or fraction
thereof, in excess of the first ten (10),
there shall be an additional fee of .75
Lighting outlets shall be construed to mean
any outlets installed for lighting fixtures,
wall receptacles or floor receptacles where
such receptacles are permitted on branch light-
ing circuits. Every such receptacle shall be
considered a separate outlet. the outlet fee
shall cover the installation of the wall
receptacles or floor receptacles and shall in-
clude any outlets installed for future connection
for lighting purposes.
For each permit issued for the installation
of lamp sockets, or lamp receptacles for use on
lighting fixtures, or drop cords, or attached
directly to the outlet, the minimum fee shall be
one dollar ($1.00) for the first ten (10) sockets
or receptacles, or for any new installations or
replacement of any fixtures $ 1.00
For each additional ten (10) sockets or fraction
thereof in excess of the first ten (10) sockets,

For each permit for wiring for the installation
and connection of electric motors, or other
apparatus, rated in horse-power (H.P.) there
shall be a minimum fee for the first (1 H.P.)
motor or fraction thereof $ 1.00
For each additional motor installed in excess

For each additional horse-power (H.P.), or
fraction thereof, in excess of one (1) horse-
power or fraction thereof $ .10

For each such permit for wiring for the
installation of electric ranges there shall
be a flat rate fee of $ 2.25
For each such permit for the wiring for the
installation of a hot water heater there
shall be a flat rate fee of $ 1.50
For each permit for the installation of
transformers for lighting, heating, or power,
or generators, heating devices, rectifiers,
or other apparatus rated in KVA there shall
be a fee of $1.50 for the first KVA 5 1.50
For each additional KVA there shall be an
additional fee of 10 cents (.10 per KVA) $ .10
For each such permit for any alteration; or
repair, of any existing wiring, there shall be
a fee charge based on the cost of the job and
figured at 1 per cent of that cost 1%

ing luminous tubes, energized by transformers, for
the first five hundred (500) VA or fraction

Outline lighting shall be construed to mean that
class of lighting used on the outside of build-
ings to mark the outlines thereof by the use of
incandescent lamps.
For each permit for electric sign for outdoor
use or of each billboard employing incandescent
lamps for illumination, for the first one thousand
(1,000) VA, or fraction thereof in the capacity
of such sign or billboard the fee shall be $2.00
For each additional 200 VA or fraction thereof in
excess of the first one thousand (1,000) VA .10
For each such permit for wiring for installing,
and connecting moving picture machines, for each
complete machine not including rectifying
apparatus $3.00
Section 4. Section 4 of Ordinance No. 125 entitled, "An Ordinance regu-
lating the Installation, operation and Maintenance of Electric Wires, Apparatus
and Plants within the Village of St. Louis Park and Providing for Licensing of
Electricians", adopted by the Village Council January 19, 1938, is hereby
amended to read as follows:
"Section 4.
a. Every applicant for an electrician license must furnish
from the State Board of Electricity a certificate stat-
ing that he has a state master electrician license. Every
applicant for such license shall state in the application
therefor the actual place of business of the applicant or
applicants, and if the applicant is a corporation, the
names and places of residence of its officers. The Clerk
shall be immediately notified of all changes of address
or officers of all licensees.
b. An annual fee for each such license is hereby fixed at
$15.00."
Section 5. Section 4 of Ordinance No. 152, entitled, "An Ordinance
Regulating heating, Ventilating, Air Conditioning and Heating Equipment and
Licensing Heating Contractors", adopted by the Village Council June 24, 1940,
is hereby amended to read as follows:
"Section 4.
a. With each such application for a license the applicant
shall furnish a surety bond to the Village of St. Louis
Park in the sum of $1,000. conditioned that the licensee
shall in all materials and equipment by him furnished
and in all work by him done and performed in the cons-
truction, altering or repairing of heating systems as
above mentioned, strictly comply with the provisions of
this ordinance as provided herein.
b. An annual fee for each such license is hereby fixed at
$15.00."
Section 6. Section 3b of said Ordinance No. 152 is hereby amended to
read as follows:
"b. Such permits shall be issued by the Building Inspector only to

b. installers or heating contractors licensed under this ordinance
and the owner or occupant of premises where the work is to be
done. No licensee shall secure a permit for others under his
license. The fee for such permit shall be 1% of the cost of the
work to be performed, the cost to be determined by the contract
hid; and in no case shall the fee be less than $1.00. A fee
shall also be paid for installation of conversion of burners in
the sum of $2.50."
Section 7. In each instance where an application for a permit to be
issued under any of the ordinances referred to herein shall be made to the build-
ing inspector, he shall issue a statement of the required permit fee which fee
shall be paid to the Village Treasurer, and no such permits shall be issued by
the Building Inspector until the receipt of the Village Treasurer for payment
of such fees shall have been delivered to him.
Section 8. All licenses issued by the Village Council for plumbing,
heating and electrical work under said Ordinances numbered 45, 125 and 152 shall
terminate on the 31st day of December of the year in which it is issued. License
fees shall not be prorated for any portion of the calendar year.

Section 9. This ordinance shall take effect from and after June 1, 1950,
and following its publication. -

Annual Conference, Minn. League of Municipalities
On motion of Trustee Bolmgren, seconded by Trustee Perkins, R. B. Connery
was authorized to attend the Annual Conference of Minnesota League of Munici-
palties to be held June 7, 8, 9, 1950 at Willmar, Minnesota with necessary ex-
penses paid, by unanimous vote of the Council.

Plat Accepted - South Westwood Hills Second Addition
On motion of Trustee Perkins, seconded by Trustee Jorvig, the plat of
South Westwood Hills Second Addition was approved and accepted and the Mayor and
Clerk are herewith authorized to sign same for the Village, pending approval of
Village Engineer and Village Attorney. Motion was passed by unanimous vote of
the Council.
Legal Descriptions of Easements
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the water
superintendent was instructed to give to the Village Council the legal descriptions
of easements to be acquired for 12" water main along the West Village Limits to
tie Excelsior Avenue water main in with 12 inch water main at Texas and Walker
Avenues. Motion was passed by unanimous vote of the Council.

Advertise for Bids for Tar Mat
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
instructed to advertise for bids for application of tar mat on DAKOTA AVENUE
FROM 33rd STREET TO LAKE STREET, by unanimous vote of the Council.
Bid Awarded for Fire Engine
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Mack Mfg.
Corporation' s bid received March 27, 1950 for the furnishing of fire engine as
per specifications on file in the office of Village Clerk was deemed to be the
lowest bid of a responsible bidder, and on recommendation of Fire Chief C. M.
Williams, the Mayor and Clerk were authorized to purchase same at price bid of
$20,198.00, subject to sale of Certificates of Indebtedness for financing same.
Motion was passed by unanimous vote of the Council.
