Project #p-57 - Curb and Gutter on North Side of 39th Street from Lynn to Natchez Avenues. Mr. L. Zavodsky, 4648 West 39th Street who presented letters signed by Robert A. Rossman, Joseph C. Marschek Harold L. Hinners and M. E. Seely (all in 4600 Block except Hinners) opposed the improvement. It was called to the attention of the Council that the original petition was from folks in the 4500 Block and that H. L. Hinners had signed that also. Action on these improvements was deferred until later in the meeting. Building Inspector's Rulin& The appeal of Arvid Carlson and Sons from the ruling of the Building Inspector, prohimiting the use of ceiling joists set 24 inches center to center instead of 16 inches; also prohibiting the use of Gypsum Board for sheathing in houses under construction - Building Permits Nos. 7532, 7531, 7530, 7652, 7651, 7650, 7649, 7648, 7647, 7550, 7548, 7547, 7546, 7545, 7544, 7646, 7645, 7644, 7643, 7642, 7641, 7640, 7639, 7638, 7637, 7636, 7635, 7634, 7543, 7542, 7541, 7540, 7539, 7538, 7537, 7536, 7535, 7534, 7533, was heard. On motion of Trustee Perkins, seconded by Clerk Justad, it is hereby determined that the Village Building Ordinance contain no requirements govern- ing these subjects, and the ruling of the Building Inspector therefore be set aside. Motion was passed by unanimous vote of Council Members present. Meeting Adjourned On motion of Trustee Perkins, seconded by Clerk Justad, the meeting was adjourned at 12:40 A. M., Tuesday May 2, 1950 to reconvene at 6:00 P. M. Tuesday, May 2, 1950, by unanimous vote of Council Members present. Building Inspector's Weekly Report The Building Inspector's Weekly Report of Permits Issued for week wnding April 28, 1950, showing a total of 37 building permits issued, amount- ing to $274,333.10, was read and ordered filed. Building Permits - Five Double Bungalows On motion of Trustee Jorvig, seconded by Trustee Perkins, the Building Inspector was authorized to issue building permits to Allen Garrison, for the construction of five double bungalows on the East 249.02 feet of the South 150 feet of the North 180 feet of the SWI of the SE4 of Section 6, Township 28, Range 24. Motion was passed by unanimous vote of the Council Members present. Police Report for April, 1950 The following Police Report for April, 1950 was read and ordered filed: Warnings 1 Arrests 74 • Radio Calls 193 • Aids • 1 Accidents 6 'Phone Calls 9 Mileage 11,618 Miles ocl May 2, 1950 9 5 Resolution On motion of Clerk Justqd, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING STREET IMPROVEMENTS WHEREAS, the Village Council has met at the time and place specified in a notice of hearings on proposed sidewalk, curb and gutter, and grading improve- - ments numbered P-44 to P-93 inclusive, which was published in the St. Louis Park Dispatch April 12 and 19, 1950, and the Village Council having conducted public hearings at said meeting and heard all property owners whose property is liable to be_ assessed for each of said improvements, therefore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following sidewalk, curb and gutter, and grading improvements be hereby ordered; that said sidewalk and curb and gutter improvements shall be done in accordance with standard plans and specifications on file in the office of the Village Engineer for construction of concrete sidewalks five feet in width, and curb and gutter with one foot gutter; that said grading improve- ments shall be in accordance with plans and specifications prepared by the Vil- lage Engineer which are hereby approved together with the grades established in said plans; that the Clerk be hereby directed to advertise for bids for said improvements to be opened May 29, 1950. T. Bjorklund to connect the home at 2550 Xenwood Avenue to the sewer manhole in front of 2600 Xenwood Avenue for sewer disposal with the understanding that he pay and assessment of $296.00 at the time the permit is taken out. This assessment payment shall be credited to the property when the sewer is constructed past said property. Motion was passed by unanimous vote of Council Members present, subject to supervision of Village Engineer. Annual Convention, League of Minnesota Municipalities On motion of Clerk Justad, seconded by Trustee Perkins, all Members of the Village Council, Village Engineer and Village Attorney were authorized to attend the League of Minnesota Municipalities Annual Convention to be held at Willmar, Minnesota on June 7, 8, 9, 1950, with all necessary expenses paid. Motion was passed by unanimous vote of Council Members present. Resolution On motion of Trustee Perkins, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present: WHEREAS, the Village has made application to the Department of Highways of the State of Minnesota for permission to install water mains in Vernon Avenue from Village Limits to West 44th Street in Trunk Highway No. 169, and said Dept. requires that the Village assume all responsibility for backfilling, finishing and maintaining of trenches on the Trunk Highway Right-of-way, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said Village assume all responsibility to the Department of Highways of'the State of Minnesota for backfilling, finishing and maintaining of water main trenches on said Trunk Highway Right-of-Way. Resolution ' WHEREAS, Russell E. Dietrick, a citizen of St. Louis Park has of his own accord presented to the Village Council, a beautifully framed exact copy of the original CONSTITUTION OF THE UNITED STATES OF AMERICA, with the request that it be hung in the Village Hall where all who'would may see it'and read it, and ' WHEREAS, the members of the Village Council deems this a very civic minded act, now therefore, ' BE IT RESOLVED that the copy of the CONSTITUTION OF THE UNITED STATES OF AMERICA be placed in full view on the wall in the Village Hall, and that Russell E. Dietrick be hereby thanked for this presentation. On motion of Trustee Perkins, seconded.by Clerk Justad, the above resolu- tion was adopted by unanimous vote of Council Members present: Street Grade Approved On motion of Trustee Perkins, seconded 'by Trustee Jorvig, the grade on Texas Avenue from Minnetonka Boulevard north"to the Great Northern Tracks, ex- tablished by the Village Engineer was approved by unanimous vote of Council Members present.
