"(k) Those buildings which have been only partially completed and which because of their incomplete condition are unfit for the uses for which they were designed and intended; provided such buildings or structures have been left in such uncompleted condition for more than one year, and the owner thereof has failed during such time to renew his building permit or furnish the Building Inspector with information upon which the Inspector of the Village Council may determine that such building or structure will be completed within a reasonable time thereafter; any such building or structure shall be deemed an abandoned uncompleted building or structure and a dangerous building within the terms of this ordinance if such building is constructed of inflammable materials and is sufficiently close to adjacent buildings to constitute a fire hazard; if such building or structure is left open so it may be frequented by children or by persons with criminal intentions; if any portion of the building is liable to deterioration so as to be dangerous to the public or adjacent property; or if the condition of the building is such as to be seriously detrimental to values of property in the vicinity." Section 2. This ordinance shall take effect from and after its publication. Meeting Adjourned The meeting was adjourned by Mayor Erickson at 12:12 A. On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids were referred to the Village Engineer and Chairman of the Street Department Committee for checking and recommendation, by unanimous vote of the Council Members present. Bids for Bituminous Plant Mix Pursuant to advertisement in the St. Louis Park Dispatch, sealed bids were received from the following bidders for the furnishing of 10,000 tons (more or less) of Bituminous Plant Mix, loaded in trucks furnished by the Vil- lage, at a location within Village Limits 1. Gleason 4.00 8 " On motion of Trustee Jorvig, seconded by Trustee Perkins, the above bids were referred to the Village Engineer and Chairman of the Street Department Com- mittee for tabulation and Recommendation, by unanimous vote of Council Members • present. Hearing - Two-family Dwelling Pursuant to notice published in the St. Louis Park Dispatch, a hearing • was had on the application of Charles T. Schlong for a permit to construct a double bungalow on Lot 45, Auditor's Subdivision #318 - Minnetonka Boulevard between Quentin and Raleigh Avenues. No one appeared. On motion of Trustee Jorvig, seconded by Trustee Perkins, the Building Inspector was instructed to issue a building permit to Charles T. Schlong for the construction of a double bungalow on Lot 45, Auditor's Subdivision #318, by unanimous vote of Council Members present. Street Sign Ordered On motion of Trustee Jorvig, seconded by Clerk Justad, the Street Com- missioner was instructed to install a street sign at Nevada Avenue and Minnetonka Boulevard, by unanimous vote of Council Members present. Permit for Store Building On motion of Trustee Jorvig, seconded by Trustee Perkins, the request of Leslie B. Santos for a permit to construct a store building on Lots 11 and 12, Block 4, Minikanda Vista Addition was referred to the Planning Commission for checking and recommendation, by unanimous vote of Council Members present. Authorization to Complete Sidewalk Contract (Finstad) On motion of Trustee Perkins, seconded by Clerk Justad, Norman Finstad (John Finstad & Son) was authorized to complete their 1949 sidewalk contract dated July 25, 1949, by unanimous vote of the Council Members present. Lennox Holiday House On motion of Trustee Jorvig, seconded by Clerk Justad, the Building Inspector was instructed to issue a permit to Steel Structures, Incorporated to place a "Lennox Holiday House" for demonstration purposes on parcel fo ground fronting on Highway #7, 250 feet west of Texas Avenue, temporarily, by unanimous vote of Council Members present. Hearings on Proposed Sidewalk, Curb and Gutter, and Grading Improvements Pursuant to notice published in the St. Louis Park Dispatch, separate hearings were had on proposed street improvements Nos. P-44 to P-95, inclusive. the following persons appeared Project #p-48 - Sidewalk on West Side of Salem from 42nd Street to Morningside Road. Mr. Wiser, Mr. Daly and Mr. Dorn appeared in opposition; Mr. Olson, 4216 Salem Avenue, Mr. Ackerman and Mr. Ramsey appeared in favor. Project #p-49 - Sidewalk on East Side of Salem Avenue from 42nd Street to Morningside Road. Mr. R.W. George, Mr. F. G. Brice and Mr. T. R. Menges appeared in opposition. Mrs. Wm. Martin, Mr. 0. M. Heath and Mr. E. M. Brobston appeared in favor. Project #p65 - Grading of Oregon Avenue from 28th Street to 29th Street. H. E. Werner, 2816 Oregon Avenue and others filed petition opposing any improve- ments to Oregon Avenue between 28th and 29th Streets. 3f)4 May 1, 1950 Hearings for Street Improvements, Conttd. Project #p-57 - Curb and Gutter on North Side of 39th Street from Lynn to Natchez Avenues. Mr. L. Zavodsky, 4648 West 39th Street who presented letters signed by Robert A. Rossman, Joseph C. Marschek Harold L. Hinners and M. E. Seely (all in 4600 Block except Hinners) opposed the improvement. It was called to the attention of the Council that the original petition was from folks in the 4500 Block and that H. L. Hinners had signed that also. Action on these improvements was deferred until later in the meeting. Building Inspector's Rulin& The appeal of Arvid Carlson and Sons from the ruling of the Building Inspector, prohimiting the use of ceiling joists set 24 inches center to center instead of 16 inches; also prohibiting the use of Gypsum Board for sheathing in houses under construction - Building Permits Nos. 7532, 7531, 7530, 7652, 7651, 7650, 7649, 7648, 7647, 7550, 7548, 7547, 7546, 7545, 7544, 7646, 7645, 7644, 7643, 7642, 7641, 7640, 7639, 7638, 7637, 7636, 7635, 7634, 7543, 7542, 7541, 7540, 7539, 7538, 7537, 7536, 7535, 7534, 7533, was heard. On motion of Trustee Perkins, seconded by Clerk Justad, it is hereby determined that the Village Building Ordinance contain no requirements govern- ing these subjects, and the ruling of the Building Inspector therefore be set aside. Motion was passed by unanimous vote of Council Members present. Meeting Adjourned On motion of Trustee Perkins, seconded by Clerk Justad, the meeting was adjourned at 12:40 A. M., Tuesday May 2, 1950 to reconvene at 6:00 P. M. Tuesday, May 2, 1950, by unanimous vote of Council Members present. Building Inspector's Weekly Report The Building Inspector's Weekly Report of Permits Issued for week wnding April 28, 1950, showing a total of 37 building permits issued, amount- ing to $274,333.10, was read and ordered filed. Building Permits - Five Double Bungalows On motion of Trustee Jorvig, seconded by Trustee Perkins, the Building Inspector was authorized to issue building permits to Allen Garrison, for the construction of five double bungalows on the East 249.02 feet of the South 150 feet of the North 180 feet of the SWI of the SE4 of Section 6, Township 28, Range 24. Motion was passed by unanimous vote of the Council Members present.
