IIIWHEREAS, pursuant to resolution of the Village Council adopted February
13, 1950, a two week's published notice has been given that the Village Council
would open and consider bids at this present meeting for Street Improvement
Orders in a sum which was then anticipated would be :,:1,000.00, and the Council
has met at the time and place specified in said notice and has opened and con-
sidered the following bids:
Allison-Williams Company 1 3/4% interest No premium
1st National Bank of Minneapolis 4% " $4,151.25 premium
therefore, -
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said bid of First National Bank of Minneapolis is hereby deemed to be most
favorable and is hereby accepted, and the Mayor and Clerk of the Village are

hereby authorized and directed to execute and deliver said improvement orders
of the Village of St. Louis Park in the aggregate sum of $81,000.00 to finance
the above described Street Improvement Orders, said orders to be issued in
denominations of $1,000.00 each with interest at 4% per annum payable semi-
annually dated March 15, 1950, with maturities as follows:
Nos. 1 to 27 inclusive for $1,000.00 each due March 15, 1951
Nos. 28 to 54 inclusive for $1,000.00 each due March 15, 1952
Nos. 55 to 81 inclusive for $1,000.00 each due March 15, 1953
said orders to be in the form prescribed by said resolution of February 13, 1950,
to be executed by the Mayor and Clerk and delivered upon receipt of the face
amount and accrued interest, and
BE IT FURTHER RESOLVED that the Mayor and Clerk be hereby authorized to
execute the purchase agreement submitted by the bidder modified to provide the
issuance of orders in the aggregate sum of $81,000.00.
BE IT FURTHER RESOLVED that of the said 'h:2,258.00 assessed there remains
unpaid the sum of $ before 10% penalty.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the request
of Carlton M. Knutson, 2914 53rd Avenue North, Minneapolis, for a permit to
operate a private police business in St. Louis Park was referred to the Village
Attorney, and Chairman of the Police Committee for checking and recommendation,
by unanimous vote of the Council.

Assessment for Weed Cutting
A letter was read from Peter Christiansen, owner of Lot 13, Block 49, St.
Louis Park Center, objecting to a charge for weed cutting on the above named
lot, and stating that the Village has never cut weeds on that property. The
matter was referred to R. B. Connery, Assessment Clerk for checking.

State Conference for Weed Inspectors _
On motion of Trustee Perkins, seconded by Trustee Bolmgren, R. B. Connery
was authorized to attend the Annual Plant Industry Conference on March 8, 1950,
to be held at the County Commissioner's Auditorium in the Court House in the
Court House, Minneapolis, with necessary expenses paid. Motion was passed by
unanimous vote ,of the council.
Fire Insurance for Recreation Shelter
Policy OC 897226, Fire and Extended coverage and Builders Risk of the
Pearl Assurance Company Ltd., New York, New York (E. H. Shursen, Agent) was
referred to the Finance Committee for checking and recommendation on the motion
of Trustee Bolmgren, seconded by Trustee Perkins, and passed by unanimous vote
of the Council.
Letter Re: Display Signs (Brede, Inc.)
A letter from Brede, Incorporated, dated March 1, 1950, relative to the
relocation of two Highway display units fronting on Wayzata Boulevard, located
on the NW corner of the Julius Held property, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
matter was referred to the Planning Commission, by unanimous vote of the Council.

Request for Use of Property
A letter from Holt's Nursery, dated March 3, 1950, propositioning the
Village to use Block 5, Westmorland Park Addition for a woodlot and storage space
in connection with the nursery business for a period of ten years, in return for
planting trees and shrubbery, and leveling off the land, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
matter was referred to the Park Board for checking and recommendation, by unani-
mous vote of the Council.
Request for Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Perkins, ,the request
of Adolph Fine, Incorporated, dated March 1, 1950, for the rezoning of Lots 1, 2,
3, and 4, Block 3; and .Lot 16, Block 2, Adolph Fine's Addition, from Residential
Use to Commercial Use, was referred to the Planning Commission for checking and
recommendation, by unanimous vote of the Council:
Application for Permit to Erect Directional Sign
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of Gorco Construction Company, 3384 Brownlow Avenue, St. Louis Park, for per-
mission to erect a directional sign on Lots 9, 10, 11, 12, 13, Block 2, Rearr.
of St. Louis Park, was approved subject to approved setback of the Building
Inspector, and the Police Department. Motion was passed by unanimous vote of
the Council.
Gas Station Approved
The Planning Commission's report on the request of the Texas Oil Company
to build a gas station on Lots 3, 4, Block 3, Minikhada Vista Addition, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building Ins-
pector was instructed to issue a building permit to the Texas Oil Company for the
construction of gas station as per plans which accompanied their request.
Motion was passed by unanimous vote of the Council.
' Relief-Line for Storm Sewer #17
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Engineer was instructed to construct a temporary relief line for Storm Sewer No.
17 at 31st Street and Dakota Avenue, using Street Department labor. Motion
was passed by unanimous vote of the Council.
Gas Station, Repair Shop and Cafe
The Planning Commission's report on the request of Elmer Froberg for the
approval of Gas Station and Repair Shop and a small Cafe to be erected on the
property known as Anna May Woo 5.73 Acres, facing Minnetonka Boulevard, West of
Texas Avenue was read. On motion of Trustee Jorvig, seconded by Trustee Perkins,
the Building Inspector was authorized to issue a permit for above building to
Elmer Froberg, by unanimous vote of the Council.
Preliminary Plat of Eliot View 2nd Addition
The Planning Commission's report on the request of Victor Formo for the
approval of the preliminary plat of Eliot View Second Addition was read. On
motion of Trustee Jorvig, seconded by Trustee Bolmgren, the preliminary plat of
Eliot View Second Addition was approved by unanimous vote of the Council.
Setbacks for Commercial Building
The Planning Commission's report on the request of Jerry Holt for the
approval of setbacks for a commercial building to be located on Lots 21 and 22,
Block 4, Meadowbrook Addition, was read. On motion of Trustee Perkins,
-seconded by Trustee Bolmgren, action on the above matter was deferred to meet-
ing of March 13, 1950, by unanimous vote of the Council.
Rezoning - Gerard's Meadowbrook Addition Hearing Date Set
The Planning Commission's report on the petition of Gerard's, Incorporated,
for rezoning of the EAST TEN ACRES OF THAT PART OF THE NW4 OF THE SW4, NORTH OF
' EXCELSIOR ROAD (SECTION 20. Township 117, RANGE 21), known as Gerard's Meadow-
brook Addition, for Commercial Use, was read. On,motion of Trustee Perkins,
seconded by Trustee Bolmgren, April 3, 1950 was set as date for hearing on the
petition of Gerard's, Incorporated, for the rezoning of above described property,
by unanimous vote of the Council.

Hearing Date Set - Street Vacation
On motion of Trustee Perkins, seconded by Trustee Bolmgren, March 27th
1950 was set as date of hearing on petition to vacate in order to straighten
a portion of 25th Street and Basswoods Street east of France Avenue, by unani-
