REGULAR MEETING MARCH 20, 1950
• A meeting of the Village Council was called to order by Mayor Erickson
at :8:22 P. .M., with the following Council Members present at roll call as follows:

Change of Date for Opening Bids
Due to error in advertisement, and shortness of time, it was thought -
advisable not to open bids received for water meters, copperhorns and corporation
stops, and readvertise for same.
• On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was
instructed to advertise for bids for water meters, copperhorns and corporation
stops in quantities as appeared in advertisement in the St. Louis Park Dispatch
March 15, 1950 with bids to be opened April 3, 1950. Motion was passed by
unanimous vote of the Council.
Bids for Wheel Type Tractor-Mower and Weed Sprayor
Pursuant to advertisement in the St. Louis Park Dispatch, sealed bids Were
received for the furnishing One (1) Wheel Type Tractor-Mower and Weedsprayer
from the following bidders:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1950 licenses were approved, and the Mayor and Clerk are hereby
authorized to issue licenses to expire December 31, 1950, by unanimous vote of
the Council:

Petition of Water Main P-508
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed by Emil Mathison, 3445 Colfax Avenue South and others, for the construction
of water mains in RHODE ISLAND AVENUE FROM MINNETONKA TO WEST 31ST STREET, dated
March 4, 1950, was referred to the Water Superintendent and Chairman of the Water
Department Committee for checking and recommendation, by unanimous vote of the
Council.
Permission to Place Poles - N.S.Power Co.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
poles were approved to be placed by Northern States Power Company, by unanimous
vote of the Council:
2 Poles on Walker Street between Texas
and Virginia Avenues.
7 Poles on Excelsior Boulevard between
Dakota Avenue and Meadowbrook Boulevard.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING WEED DESTRUCTION
BE IT RESOLVED by the Village Council of the Village .of St. Louis Park
that the following assessments made in 1947 be hereby canceled for_the reason
that weed destruction was billed in error against Lot 25, Block 2, Park Manor,
and the Mayor and Clerk are hereby authorized to refund the amount paid upon
receipt of a verified claim signed by the taxpayer.

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING WEED DESTRUCTION
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following assessments made in 1948, be hereby canceled for the reason
that weed destruction was billedin error against the following described lots,
and the Treasurer and Auditor of Hennepin County be hereby authorized to cancel
the same upon their respective records for the year 1948.

Report of The Railroad and Warehouse Commission
A report from the Railroad and Warehouse Commission, dated March 9, 1950
IN THE MATTER OF-A PETITION OF THE MINNEAPOLIS AND ST. LOUIS RAILWAY COMPANY
AND THE CHICAGO, MILWAUKEE, ST. PAUL AND PACIFIC RAILROAD COMPANY FOR AN ORDER
AMENDING COMMISSION_ORDERS REQUIRING FLAGMAN SERVICES AT THE CROSSINGS OF
WOODDALE AVENUE AND BRUNSWICK AVENUE AND THE TRACKS OF THE MINNEAPOLIS AND ST.
LOUIS RAILWAY COMPANY AND THE CHICAGO, MILWAUKEE, ST. .PAUL AND PACIFIC RAILROAD
COMPANY IN THE VILLAGE OF ST. LOUIS PARK, MINNESOTA, was read and ordered filed.
Salary Increase - Dan Whalen ,
On motion of.Trustee Bolmgren, seconded by Trustee Perkins, the salary
of Police Officer Dan Whalen was increased from $278.00 to $284.00 per month,
effective March 15, 1950, to conform with the automatic increases for Police
Officers, by unanimous vote of the Council. III
Bid Awarded - Police Car
Mayor Erickson, Chairman of the Police Committee recommended that the
order for new police car be awarded to the Minar Company as per their bid
received March 13, 1950.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid of the
Minar Company for the furnishing of One (1) Two-door Custom Sedan for the Police
Department, received March 13, 1950, in the amount of1825.00, was deemed to be
the lowest bid of a responsible bidder, and the Clerk is hereby authorized to
issue a purchase order for same to the Minar Company as per bid. Motion was
passed by unanimous vote of the Council.
Permit for Temporary Building •
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was instructed to_ issue a temporary building permit to E. 0. Rodberg
for a commercial building for purpose of selling Dairy Mor at 5060 Excelsior
Boulevard. Motion was passed by four yeas. Trustee Perkins not voting.
Restaurant License
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of E. 0. Rodberg for a license to operate a restaurant at 5060 Excelsior Blvd.
was approved, and the Mayor and Clerk were instructed to issue same for the
current year ending December 31, 1950. Motion was passed by four yeas. Trustee
Perkins not voting.
Advertise-for Bids for Water Mains
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the plans and
specifications for water main extensions prepared by the Village Engineer for
the following locations were approved, and the Clerk was instructed to advertise
for bids, to be opened April 10, 1950, by unanimous vote of the Council:
