Erickson at 8:17 P. Hearing, - Street Vacation " A hearing was had on the petition of 'Melvin P. Johnson to vacate a portion of West 32nd Street. No one appeared. Resolution s _ On motion of Trustee Perkins, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present: ' RESOLUTION VACATING STREET HEREAS, petition of Melvin P. Johnson and Alvin J. Deters, owners of a o , Februdry 6, 1950 311 Resolution, Cont'd. majority of real property fronting on the line of ',Jest 32nd Street from Texas Avenue to the East line of Lot 10, Block 6, Roanoke Acres, has been duly filed with the Council, in which petition the vacation of said portion of said street is requested, and the Council has met at the time and place specified in a notice embracing a copy of said petition duly published in the St. Louis Park Dispatch January 18, 1950, and duly posted in three public places in said Village, and the Council has heard all interested persons at said hearing, and it appear- ing to the Village Council that West 32nd Street as dedicated in the plats of the Rearrangement of St. Louis Park and Roanoke Acres between Texas Avenue and Pennsylvania Avenue is not of standard width and that another street known as 32i Street, which is 60 feet in width, has been dedicated a distance of 135 ft. south of 32nd Street between Texas Avenue and Pennsylvania Avenue, and it appear- ing to the Council that one of said streets should be vacated, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that that part of West 32nd Street adjacent to Lots 9 and 10, Block5Roanoke Acres; Lot 10, Block 6, Roanoke Acres, and Lots 35 to 39 and 42 to 52, inclusive, Re- arrangement of St. Louis Park, as the same is now dedicated and laid out within the corporate limits of said Village be hereby vacated. Hearing - Proposed Street Extensions (Sumter, N. of 321,) A hearing was had on proposed extension of Sumter Avenue across Lots 40 and 41, Block 291, Rearrangement of St. Louis Park, and also extension of West 27th Street from Quentin Avenue to Raleigh Avenue. No persons appeared. Resolution On motion of Trustee Bolmgren., seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council. RESOLUTION ORDERING STREET EXTENSION WHEREAS, the Village Council has on February 6, 1950, held'a public hear- ing on proposed extension of Sumter Avenue across Lots 40 and 41, Block 291, Re- Arrangement of St.Louis Park, and also proposed extension of West 27th Street from Quentin Avenue to Raleigh Avenue as described in notice of hearing published in the St. Louis Park Dispatch January 11, 1950 and January 18, 1950, and it appearing to the Council that each of said improvements is necessary, therefore, �( HE IT RESOLVED by the Village Council of the Village of St. Louis Park that each of the above described street extensions be hereby ordered and acquisi- tion of the lands necessary therefore be hereby authorized. Hearing - Proposed Lift Station and Sanitary Sewer A hearing was had on proposed extension of Village Sanitary Sewers in Sanitary Sewer District No. 2-G and for Lift Station for said District. H. Bjork appeared and asked about the assessment. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all Council Members present: RESOLUTION ORDERING CONSTRUCTION OF SANITARY SEWER EXTENSIONS AND LIFT STATION FOR DISTRICT NO. 2-G WHEREAS, the Village Council has met at the time and place specified in the notice of hearing on proposed lift station and sanitary sewer extension pub- lished in the January 11, and 18, 1950 issues, and has conducted a public hearing on proposed sewer extensions and lift station as described in said notice and hereafter specified, and has determined the necessity for said improvements, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that lift station be constructed on the north side of Excelsior Boulevard between France Avenue and Glenhurst Avenue for Sanitary Sewer District No. 2-G and that sanitary sewer be extended on the south side of Excelsior Boulevard from 285 ft. east of Glenhurst Avenue to Huntington Avenue; in Glenhurst Avenue from 37th St. to Excelsior Boulevard and in Huntington Avenue from 300 feet south ,of Excelsior Boulevard to 155 ft, north of Excelsior Boulevard in accordance with plans and specifications which have been prepared by the Vil]age Engineer, and which are hereby approved. 1950 Licenses Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following applications for 1950 licenses were approved, and the Mayor and Clerk are hereby authorized to issue licenses to expire December 31, 1950, by unanimous vote of Council members present: � 3 1 2 February 6, 1950 C-) Licenses, Continued Marshall Heating Company Heating Plymouth Electric Company Electrical C. Permission to Place Pole - N. S. Power Co. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern States Power Company was granted permission to place ONE (1) POLE ON ALLEY BE- TWEEN ZARTHAN AND ALABAMA AVENUES FROM :;EST 28TH STREET TO WEST 29TH STREET, by unanimous vote of the Council. Notice of Hearing - Railroad & Warehouse Commission A notice of hearing from the State Railroad and Warehouse Commission, dated February 3, 1950, in the matter of the complaint of the Village of St. Louis Park concerning Fare Zone No. 1 of the Twin City Motor Bus Company set for wednesday, February 15, 1950, at 10 o'clock A. M., at the St. Louis Park Village Hall, was read and ordered filed. Street Signs Ordered On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Street Commissioner was ordered to install street signs on the corners of 28th and 29th Streets and Kentucky Avenue, by unanimous vote of the Council. Street Lights Ordered On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern States Power Company was ordered to install street lights on the corners of 28th and 29th Streets and Kentucky Avenue, by unanimous vote of the Council . The Building Department's Weekly Report of Building Permits issued for period of January 30, 1950 thru February 3, 1950, was read and approved, and • ordered filed. Recommendation of Building Inspector Re: Sewer Connections A letter from the Building Inspector' s Office, dated January 26, 1950, was read in which the following recommendation relative to sewer connections was made: "'Where sewer connections to the street is made and connected to the present house drain, it shall not be reduced under any circumstances. Six (6") Inch iron soil pipe shall be used over the old cesspool, and to continue with Six (6") Inch pipe to the main sewer connection at the curb. Store Building Approved On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request of V. R. Rooney for permission to construct a store building of masonry construct- ion with a 20 foot setback on Excelsior Boulevard, on Lot 3, Block 3, Minikanda Vista Second Addition, was approved by unanimous vote of the Council. Letter Re : Apartments (Mrs. Louise Valit) A letter from Mrs. Louise Valit, 4106 Colorado Avenue, St. Louis Park, dated January 23, 1950, was read, in which she disapproved the rezoning of so much property for apartment buildings. Settlement of Claim Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the settlement of claim against the Chicago, Milwaukee, St. Paul and Pacific Railroad for damages to Village tractor and Weed sprayer on October 24, 1949; in the amount of $1,350. was approved, and the Mayor was authorized to sign the release submitted by the Railroad Company. Opinion Re: Chamber of Commerce Clerk Justad reported to the Village Council that Municipal financial participation in establishing a local Chamber of Commerce was not possible with- out a vote of the people, according to the following February 6, 1950 317 Opinion Re : Chamber of Commerce, Continued - "Mason' s Supplement, Section 1933-46, (M. S. A. 465.56) authorizes • the governing body of any village, borough, or city of the fourth class, when authorized by the electors, to levy a tax annually of not to exceed one-half mill and in no event more than $1,000.00 • for the purpose of advertising the village, borough, or city and . its resources and advantages." Action to Remove Building • On motion of Trustee Jorvig, seconded by Trustee Perkins, the Village Attorney was instructed to start action against the owner of building on Lot 13, Block 2, High Holborn Addition (2829 Nevada Avenue) to have same removed. Ordinance No. 355 • On motion of Trustee Bolmgren, seconded -by Trustee Perkins, the following ordinance was adopted by unanimous vote of the Council: ORiINANCE NO. 355 . . AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park ordains: • Section 1. Section 2.2 of the Zoning Ordinance of the Village of St. Louis Park, as amended by Ordinance No. 349 adopted December 19, 1949, is hereby amended by deleting from the Open Development District: An area 200 feet deep on the north side of Minnetonka Boulevard and an area 200 feet deep on the south side of Minnetonka Boulevard extending from Texas Avenue west to the Great Northern Railroad spur track, and -including the same within the Commercial Use District, and the same shall be subject to all the regulations of said ordinance applicable to said Commercial Use •District. • Meeting Adjourned The meeting was adjourned by Mayor Erickson at 11:00 P.
