Hearings on Proposed Water Main Extensions
Pursuant to notice published in the St. Louis Park Dispatch, separate
hearings were had on each of the proposed water main extensions listed in the
following resolution. No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote oflall members of the Council present:
RESOLUTION ORDERING WATER MAIN EXTENSIONS
- WHEREAS, the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch October 18 and 25, 1950, for
hearings on the following proposed water main extensions and the Council has
heard all interested persons and has determined the necessity for said extensions,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that extensions of Village water mains be hereby ordered at the following loca-
tions in said Village:
West 25th Street from Joppa Avenue to France Avenue
Joppa Avenue from South line of Basswood to West 25th Street
Inglewood Avenue from South line of Basswood to West 25th Street
Huntington Avenue from South line of Basswood to West 25th Street
Said water main extensions shall be constructed in accordance with plans
and specifications for the same which have been prepared by the Village Engineer
and which are hereby approved; and advertisement for bids for construction of
said mains previously published by the Clerk, is hereby ratified and approved.
Building Permit Authorized
On motion of Trustee Perkins, seconded.by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit to erect an industrial
building on Lot 6, Block 28, St. Louis Park,,subject to approval of the Planning
Commission, by unanimous vote of.Council Members present.
Proposed Plat of Lot 82, Auditor's Subdivision #301
The Planning Commission's report dated November 2, 1950 on the proposed
plat of Lot 82, Auditor's Subdivision ,301 presented by Jerome H. Segall was
read. On motion of Trustee Perkins, seconded by Trustee Holmgren, the above
mentioned proposed plat was referred to the Village Attorney and Village Engineer
for'checking and approval, by unanimous vote of Council ?aembers present.
Condemnation Proceedings
On motion of Trustee Perkins, seconded.by Trustee Bolmgren, the Village
Attorney was instructed to proceed with condemnation proceedings for a street -
Edgewood Avenue extended from 27th Street to.26th Street, by unanimous vote of
Council Members present. _
Tentative Plat of Oak Park Addition
The Planning Commission's report dated -November 2, 1950, on the tentative
plat of Oak Park Addition, was read. On motion of Trustee Perkins, seconded
by Trustee Bolmgren, the tentative plat of Oak Park Addition was approved on the
condition that the garages on homes to be erected on Lots 1 to 10, inclusive be
attached to each house as agreed by Platter,.by unanimous vote of the Council
Members present.
Names for Streets in Westwood Hills Grove
The Planning Commission's report dated November 2, 1950 on suggested names
for streets in Westwood Hills Grove, was read. On motion of Trustee Bolmgren,
seconded by Trustee Perkins, the proposed names for streets in Westwood Hills
Grove as shown on plat were approved as recommended by the Planning Commission,
by unanimous vote of Council Members present.
Fire Department's Report for October, 1950
The Fire Department's report for the month of October, 1950 was read and
approved as read.

Petition for Vacation of Alley in Block 185
Rearrangement of St. Louis Park
The Planning Commission's report dated November 2, 1950 on the petition
of Wheeler Lumber Bridge and Supply Company for the vacation of ALLEY IN BLOCK
185, REARRANGEMENT OF ST. LOUIS PARK was read. On motion of Trustee Perkins,
seconded by Trustee Bolmgren, the above mentioned petition was approved and the
Village Attorney was instructed to prepare a notice of hearing to be held on
December 11, 1950, by unanimous vote of Council Members present.

Trustee Jorvig arrived at the meeting at this time - 10:10 P. M.
Tentative Plat - Part of Lot 10, Auditor's Subdivision #350
The Planning Commission's report dated November 2, 1950 on the tentative
plat of Part of Lot 10, Auditor's Subdivision #350, was read. On motion of
Trustee Perkins, seconded by Trustee Bolmgren, the tentative plat of Raft of Lot
10, Auditor's Subdivision #350 was approved as recommended,by the Planning Com-
mission, by unanimous vote of Council Members present.
Building Permit for Commercial Building
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permit to Yngve and Yngve for the
construction of a commercial building North of Lilac Lanes Cafe, 3901 Wooddale
Avenue, facing Wooddale Avenue, subject to approval of the Planning Commission.
Motion was passed by unanimous vote of Council Members present.
Petition for Vacation of Joppa Avenue from Lot 11,
Block 2, Manhattan Park First Addition
The Planning Commission's report on the petition of Johnson Nut Company,
dated November 2, 1950, for the vacation of Joppa Avenue from Lot 11, Block 2,
Manhattan Park First Addition was read, stating that they were in favor of the
petition but action was deferred pending receipt of a comprehensive plan showing
the location of proposed building, the proposed turn -around and the proposed park-
ing area. The Clerk was asked to write a letter to Johnson Nut Company and
explain the Planning Commission's report.
Letter Re: Rerouting Bus Line
A letter from the Twin City Rapid Transit Company, dated October 31, 1950
relative to our letter of October 19, 1950 requesting the re-routing of bus line
was read and ordered filed.
Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following,loca-
tions, by unanimous vote of the Council:
One (1) Pole on Virginia Avenue from Cedar Lake Road
to West 26th Street
Four (4) Poles on Cedar Lake Road from Louisiana Avenue
to Nevada Avenue
One (1) Pole on West 36th Street and Kipling Avenue
Petition
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
petition was referred to the Village Engineer and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of the Council:
P-685 -- PETITION FOR CURB AND GUTTER, signed by C. R. Lietze,
2857 Edgewood Avenue and others, dated October 30, 1950,
for the construction of curb and gutter on NORTH AND
SOUTH SIDES OF 29TH STREET FROM DAKOTA AVENUE TO EDGE -
WOOD AVENUE.
Petition -
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
petition was referred to the Village Engineer and Chairman of the Sewer Committee
for checking and recommendation, by unanimous vote of the Council:
P-196 PETITION FOR SANITARY SEWER, signed by W. J. Bliss,
3274 Xenwood Avenue, and others, dated October 31, 1950,
for the construction of sanitary sewer in XENWOOD AVE.

Ordinance No. 374
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
ordinance was adopted by unanimous vote of the Council:
ORDINANCE NO. 374
AN ORDINANCE AMENDING THE BUILDING ORDINANCE OF
THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of -St. Louis Park ordainsL
Section 1. Section 135 of Ordinance No. 113 known as the Building Ordinance
of the Village of St. Louis Park, adopted March 17, 1937, is hereby amended by
adding thereto the following paragraph:
"Until such time as the Village Council have determined on
_recommendation of the Building Inspector that the present
emergency no longer exists which causes a shortage in
Greenfield flexible conduit, BX armoured cable with bonding
strip may be used for insulation of wiring in all types of
residences and multiple dwellings where the provisions of
this section require Greenfield flexible conduit, provided
that such wiring is installed in ceilings and walls which
are sealed with permanent plastering, wallboard, paneling or
insulation so that the said cable is not exposed at any point.
All wiring which is partially or wholly exposed at any point after
completion of the building in which it is installed and all
wiring in buildings other than residences, multiple dwellings
and Class III -c shall continue subject to the requirements of
this sectioh."
Section 2. This ordinance shall take effect from and after its publication.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING APPLICATION OF
TAX FORFEITED LAND
WHEREAS, it appears that the following dewcribed lots have been forfeited
to the State of Minnesota for non-payment of taxes and the Village has heretofore
determined that the area where said lots are located should be devoted to a pub-
lic part and has heretofore acquired substantially all the lots in said sub-
division for that purpose, therefore, -
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Mayor and Clerk be hereby authorized to execute an applicgtion to the Coun-
ty Board and State Tax Commissioner for conveyance to the Village of St. Louis
Park of Lot 10� Block 7, and Lot -17, Block 9, Westmoreland Park, as tax forfeited
land. and 4 1 'and Lot 3, Block 11.
Plumbing License
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of John Lervoog, DBA Lake Street Plumbing Company for a 1950 license to do plumb-
ing work in the Village of St. Louis Park was approved, and the Mayor and .Clerk
are hereby authorized to issue license to expire December 31, 1950, by unanimous
vote of the Council.
Plumbing License Bond
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Plumbing
License Bond with John Lervoog, DBA Lake Street Plumbing Company of Minneapolis
as principal, and United States Fidelity and Guaranty Company of Baltimore, Md.
as surety, dated November 6, 1950, in the amount of $4,000.00, was approved by
unanimous vote of the Council.
Building Inspector's Report for October, 1950
The Building Inspector's report for the month of October, 1950, showing
a total of 112 building permit's were issued, totaling $764,130.00, was read and
ordered filed.

Bids for Storm Sewer #24, Rejected
The Village Engineer's tabulation of bids received October 9, 1950 for
the construction of storm sewers for Storm Sewer #24 was read. On motion of
Trustee Perkins, seconded by.Trustee Bolmgren, all bids for the construction of
storm sewers for Storm Sewer #24, received October 9, 1950 were rejected by un-
animous vote of the Council.

States Power Company was ordered to place a.10,000 lumen lamp for the lighting of
Intersection of 26th Street and Highway #100, by unanimous vote of the Council.
Permit to Bury .Gasoline Tanks - Shell Oil Company
. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of $hell Oil Company for a permit to bury two (2) 4,000 gallon gasoline tanks at
their station located at 5420 Minnetonka Boulevard was approved, and the Clerk
and Mayor were.authorized to issue permit for same, by -unanimous vote of Council
Members presents
"Turkey Bingo"
A letter from L. T. Pattock, Committee Chairman of the Men's Club of the
Church of the Holy Family, -Lake Street and Zarthan Avenue, dated October 31, 1950
was ready requesting.permission to play Bingo in the basement of the church on
Saturday evening, December 9, 1950. No objections raised. No action taken.
Salary Increase for Ralph Larson
. On motion, of Trustee-Bolmgren, seconded by Trustee Perkins, on the recom-
men(tation of Fhil IV. Smith, Village Engineer that Ralph Larson be employed as an
inst.rumentman on water survey for Northside (Minn. 21-P-1003), at the rate of
$1.6$ per hour,.effective October 23, 1950, was approved by unanimous vote of the
Council.
Bid Awarded for.1/2 Ton Truck for Water Department
. The tabulation of bids received October 23, 1950 for the furnishing of
One 41) 1/2 ton.pickup truck to be used by the Water Department and recommendation
of Village Engineer, Phil W. Smith, was read.
. On motion.of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Suburban Chevrolet Company, Hopkins, Minnesota for the furnishing of One (1) 1/2
ton pickup truck according to specifications on file with the Village Clerk,
less.allowance for Model K1 1/2 ton International pickup truck (1940) in the
amount of $938.40 was deemed to be the lowest bid of a responsible bidder, and
the Clerk was authorized to issue purchase order for same in the amount bid, by
unanimous vote of the Council.
Bid Awarded for Water Main Extensions
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Phelps -Drake Company, Incorporated, received October 30, 1950, for the construction
of water mains in Joppa Avenue from West 25th Street to 215'South; in Inglewood
Avenue from West 25th Street to 2151South; In Huntington Avenue from West 25th St.
to 125' South; and in West 25th Street from Joppa Avenue to Huntington Avenue, was
deemed to be the lowest bid of a responsible bidder in the amount of $3,931.00,
and the Mayor and Clerk were authorized to execute contract with Phelps -Drake Co.
for the work in the amount bid, by unanimous vote of the Council.
Change in Classification - Eloise Rude
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Eloise Rude was

On motion of Trustee Perkins, seconded by Trustee Bolmgren, Eloise Rude
was promoted from.Clerk to Junior Clerk at a wage rate of 95¢ per hour, effective
November 1, 1950, by unanimous vote of the Council.
Salary Change for Robert Standal
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the salary of
Robert Standal, Patrolman, was set at $278.00 per month effective November 1,
1950, to conform with the automatic increase, by unanimous vot-e of the Council.
Bingo
A letter from Frank Lundberg Post #282, American Legion,'St. Louis Park,
dated October 18, 1950, requesting permission to play Bingo once a month from
this Fall thru the Spring of 1951, was read. No objections were raised. No
action taken.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following

Salary Change for James Dahl
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the salary of
Patrolman James Dahl was set at $278.00 per month as of November 1, 1950, to con-
form with the automatic increase, by unanimous vote of the Council.
Resolution - Assessment Hearings for Grading
Separate hearings were had on proposed assessments for each of the follow-
ing street improvements. J. -W. Stramm, 2704 Kentucky Avenue asked why Alley in
Block 6, The Bronx was cut.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:

BE IT RESOLVED by the Village Council of the Village of St. Louis Park -
that
that the total cost of each of said improvements is hereby determined to be -i.n
the respective amounts set forth in the proposed assessments which have hereto-
fore been filed with the Village Clerk, and each lot and tract of land described
in said proposed assessments is hereby determined to be benefited in the sums
therein respectively set forth as the proposed special assessments to be levied
against each of said lots and tracts of land, and there is hereby levied and
assessed against each of said lots and tracts of land an assessment in the sums
therein respectively set forth, said assessments to be payable in three equal
annual installments, the first of which installment shall be payable on the first
Monday in January, 1951; all deferred installments shall bear interest at three
per cent -(3%) per annum computed from the date hereof until August 15, 1951, and
annually thereafter.
Insurance Coverage Approved:
On motion of Trustee Bolmgren, seconded by Trustee Perkins, insurance
coverage on new equipment and various price changes on the following policies
was approved, and the Clerk was authorized to sign the necessary Co -Insurance
Clauses on each, by unanimous vote of Council Members present:
