Westwood Hills Grove Plat Approved On motion of Trustee Perkins, seconded by Trustee Jorvig, the Plat of Westwood Hills Grove was approved and the Mayor and Clerk were authorized to sign same for the Village subject to approval of .the Village Engineer and Village Attorney. Motion was passed by unanimous vote of the Council. Tentative Plat of Lot 82, Auditor's Sub. ##301 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the tentative plat of Lot 82, Auditor's Subdivision ##301 as corrected by the Village Engineer and Village Attorney was approved, by unanimous vote of the Council. Quit Claim Deed Accepted On motion of Trustee Jorvig, seconded by Trustee Perkins, the Council \/ determined that it will accept Quit Claim Deeds dedicating Enpign Avenue, North of Minnetonka Boulevard, a distance of approximately 250 feet upon the approval of the title of grantors by the Village Attorney. Motion was passed by unanimous vote of the Council. Building Permits for Double Bungalows On motion of Trustee Jorvig, seconded by Trustee, the Building Inspector was instructed to issue building permits to Allan Garrison for the constructiori of double bungalows ooh (1) Lots 43 and 44, Block 176, Rearrangement of St. Louis Park, and on (2) Lot 4, Block 59, St. Louis Park Center, by unanimous vote of the Council. , Committee to Study Revision of Building Code On motion of Trustee Perkins, seconded by Trustee Jorvig, the Mayor was instructed to appoint a Committee of 9 to study and suggest revision of the Village Building Codep by unanimous vote of the Council. Letter from Mpls. Gas Co. Re: Excavating for'Cesspools & Water Maims A letter dated November 13, 1950 from the Minneapolis Gas Company regard- ing a number of Contractors who are excavating for cesspools and water mains with machines, and undermining the gas service pipes thereby, was read and re- ferred to the Committee of the Whole. Licenses On motion of Trustee Perkins, seconded by Trustee Jorvig, the following applications for 1950 licenses were approved and the Mayor and Clerk are hereby authorized to issue licenses to expire December 31, 1950, by unanimous vote of the Council: Anderson Plumbing & Heating Plumbing Joe Carlson If 1 1 1 November 13, 1950 153 Polling Places and Election Judges for Village Election On motion of Trustee Perkins, seconded by Trustee Jorvig, and passed by unanimous vote of Council Members present, the following places were designated as Polling Places for the Village Election to be held Tuesday, Dece,ber 5, 1950: ELECTION DISTRICTS 1. P-688 PETITION FOR GRADING, signed by Carlisle Madson, 3035 Oregon Avenue and others, dated November 13, 1950, for the grading and graveling of ALLEY IN BLACK 3, BOULEVARD HEIGHTS. _ Plumbing License Bond On motion of Trustee Perkins, seconded by Trustee Jorvig, the following bonds were approved by unanimous vote of the Council:, _ PLUMBING LICENSE BOND, with Vincent L. Anddrson,_Sole Owner, DBA Anderson Plumbing and Heating as principal, and Standard Acci- dent Insurance Company as surety, dated November 10, 1950, in the amount of $4,000.00. Building Inspectores Weekly Report The Building,,Inspector's report for the week ending November 10, 1950" showing that 34 building permits were issued totaling $251,450.00, was read and ordered filed. 154 November 13, 1950 Permission to Place Poles On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern States Power Company was granted permission to place poles at the following loca- tions, by unanimous vote of the Council: One (1) Pole on Idaho Avenue and Wayzata Boulevard One (1)•pole on West 26th Street and Toledo Avenue. Permit to Erect Poster Panel On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of Shell Oil Company for permission to erect a poster panel at intersection of Highway No. 100 and Excelsior, was approved by unanimous vote of the Council. Petition - Prohibiting the Issuance of New Liquor Licenses A petition signed by Rev. Lloyd M. Nordstrom, Pastor, Park Baptist Church and others, opposing the issuance of any new liquor licenses within the Village of St. Louis Park, was read and ordered filed. Grading Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, M. P. Johnson Company was granted permission to grade the West half of Rhode Island Avenue between 31st Street and 32nd Street under the supervision of the Village Engineer; M. P. Johnson to assume full responsibility of claims for damage. Motion was passed by unanimous vote of the Council. Agreement to Surface Streets On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Mayor and Clerk were authorized to execute agreement in behalf of the Village with D. P. Jones and Company for the resurfacing of streets in South Westwood Hills Addn. and South Westwood Hills Second Addition; and that the bond submitted in the sum of $6,300.00 also be approved, by unanimous vote of the Council. Resolutinn On motion of Trustee Perkins, seconded by Trustee Bol►ngren, the follow- ing resolution was adopted by.unanimous vote of the Council: RESOLUTION SETTING HEARING FOR PROPOSED IMPROVEMENT OF LOUISIANA AVENUE INOLUDING CONSTRUCTION OF BRIDGE WHEREAS, it appears necessary and in the interest of public safety that the existing bridge on Louisiana Avenue over the right-of-way of the Great Northern Railway Company be reconstructed jointly by the Village of St. Louis Park�and the Great Northern Railway Company and that the Louisiana Avenue approaches to the bridge be graded, therefore, _ BE IT RESOLVED by the Village Council of the Village of St. Louis Park that a hearing on proposed regrading of Louisiana Avenue and reconstruction of said bridge be set for the Council meeting to be held December 11, 1950, and the Clerk be directed to publish notice thereof, and BE IT FURTHER RESOLVED, that the area proposed to be assessed for said im- provements shall be that part of the Village lying north of the Minneapolis and St. Louis Railroad Right -of -Way and west of Dakota Avenue. Deed Accepted On motion of Trustee Perkins, seconded by Trustee Jorvig, the deed for all of Block 4, Cedarwood Addition for park or sewer lift station from Richard B. Thomson and Evelyn V. Thomson, his wife, was accepted, and the Village Attorney was ordered to record same, by unanimous vote of the Council. Agreement to Surface Streets On motion of Trustee Perkins, seconded by Trustee Jorvig, the Mayor and Clerk were authorized to execute an agreement with Roy E. Olson, Incorporated for the surfacing of Jersey Avenue from 26th Street to 27th Street; and 26th Street from Kentucky Avenue to Alley between Jersey Avenue to Idaho Avenue, by unanimous vote of the Council. SStreet Lights Ordered On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern States Power Company was ordered to install a street light on Utica Avenue between Excelsior Boulevard and 41st Street; one light at 392 Street and Alabama Avenue; and move light in front of 3973 Alabama Avenue south to point of intersection of Alabama Avenue with Brookside Avenue, by unanimous vote of the Council. M. 1 1 November 13, 1950 Hearing on Proposed Rezoning As per notice published in the St. Louis Park Dispatch, October 25, 1950, a public hearing was had on proposed rezoning of Lots 1 to 25, inclusive, Block 143; Rearrangement of St. Louis Park as proposed by the Village Planning Com- mission, from industrial and commercial to •residential use. No one appeared. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Attorney was instructed to prepare an ordinance for the above mentioned rezoning, by unanimous vote of the Council. ' Bid- Awarded for Fire Hose The Fire Department Committee reported on the bids received for fire hose on October 23, 1950, and recommended that the following be purchased: Bidder 2 1 Quaker Rubber Corporation 500'feet Coria @ 1.38 500 feet Cord @ .94 The'Bi-Lateral Fire Hose Co. 500 No Freeze 1.40 Minn. Fire Eqpt. Co. 500 Puritan 1.46 On motion of Trustee Jorvig, seconded'by Trustee Perkins, the Village Clerk was authorized to issue a purchase order to"the above Companies°for the fire hose in the amounts and prices specified, by unanimous vote of the Council. Letters - Re: Automatic Voting Machines Several letters from registered voter's in the Village regarding the use of the'automatic voting machines were read and'discussed.
