WHEREAS, action on said improvements was deferred until further examina- tion of the locations by the Village Council, and the Council has examined the site of said improvements and determined the necessity for said improvements, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the above described grading improvements be hereby ordered in accordance with plans and specifications prepared by the Village Engineer, and the bid of Terry Brothers,.Inc. heretofore received pursuant to advertisement for bids for said grading is.hereby determined to be the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby authorized to enter into a contract with said contractor for furnishing said improvements. Bids for Grading and Award of Contract As advertised in the St. Louis Park Dispatch October 18, 1950, sealed bids were received from the following bidders for the grading of CAMBRIDGE STREET FROM COLORADO AVENUE TO EDGEWOOD AVENUE ----- Terry Brothers, Incorporated x$1,251.00 On motion of Trustee Bolmgren, seconded by Clerk Justad, the above bid received from Terry Brothers, Inc. for the grading of P.ambridge Street from Colorado Avenue to Edgewood Avenue was deemed to be the lowest bid of a respon- sible bidder, and the Mayor and Clerk were authorized to execute a contract for the work with the bidder at price bid, by unanimous vote of Council Members present. Hearing on Proposed Water Main Extensions A hearing was had on proposed extension of Village water main on the north side of Excelsior Boulevard from France Avenue to Glenhurst Avenue. No one appeared. Resolution On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING WATER MAIN EXTENSION WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch October 11 and 18, 19501 -for - hearing on proposed water main extension described therein and has heard all interested persons in regard thereto, and the Council being fully advised,, there- fore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that Village water main extension on the north side of Excelsior Boulevard from France Avenue to Glenhurst Avenue be hereby ordered in accordance with plans and specifications for the same which have been prepared by the Village Engineer and which are hereby approved, and the Village Clerk be hereby authorized to advertise for bids for such extension to be opened November 20, 1950. Proposed Plat of Lot 82, Aud. Sub.' #301 On motion of Trustee Bolmgren, seconded by Clerk Justad, the proposed plat of Lot 82, Auditors Subdivision #301, presented by Jerome H. Segall, was referred to the Planning Commission for checking and 'recommendation., by unanimous vote of Council Members present. Proposed Plat of Oak Hill Manor Second Addition On motion of Trustee Bolmgf'en, seconded by Clerk Justad, the proposed plat of ObLk Hill Manor Second Addition, presented`by M. P. Johnson was referred to the Planning Commission for checking and recommehdation, by unanimous vote of the Council Members present. Licenses On motion of Trustee Bolmgren, seconded by Clerk Justad, the following licenses for 1950 were approved, and the Maybr and Clerk were authorized to issue same to expire December 31, 1950: A. Brown Gas Station 4 Pumps 1 1 October 30, 1950 Bonds On motion of Trustee Bolmgren, seconded by Clerk Justad, the following bonds were approved by unanimous vote of,Council Members present: HEATING LICENSE BOND with A. C. Whalen of Minneapolis, Minnesota as Principal, and Continental Casualty Company of Chicago, Illinois, dated October 23, 1950, in the amount of $1,000.00. GARBAGE COLLECTION AND DISPOSAL BOND, with Helen L. Bradley, DBA Suburban Sanitary Drayage Company of St. Louis Park as principal, and New York Casualty Company of New York as surety, dated October 2, 1950, in the amount of $5,000.00. Permission to Place Poles On motion of Trustee Bolmgren,-seconded by Clerk Justad, the Northern States Power Company was granted permission to place poles at the following lo- cations, by unanimous vote of Council Members present: One pole and one anchor on Lot 5, Block 7, Brookside Addition to St. Louis Park. Two poles on Edgewood Avenue between Goodrich Avenue and Oxford Street. Permission to Place Buried Cable 121 On motion of Trustee Bolmgren, seconded by Clerk Justad, the Northwestern Bell Telephone Company was granted permission to place buried cable IN WEST THIRTY SEVENTH -STREET, AND IN HUNTINGTON AVENUE FROM EXCELSIOR BOULEVARD TO WEST ThIRTY SEVENTH -STREET, by unanimous vote of Council Members present. Gas Main Extensions On motion of Trustee Bolmgren, seconded by Clerk Justad, the following gas main extensions were approved by unanimous vote of -Council Members present: In Georgia Avenue from 751 N. N. Line of 'Nest 27th Street to Lot 10, Block 1; The Bronx Addition. Building Inspector's Weekly Report The Building Inspector's weekly report for week ending October 27, 1950, showing that 26 building permits were issued totaling $199,050.00, was read and ordered filed. Hearing - Vacation of Alley, Block 4, Supreme Park First The deferred hearing on the petition of Ingolf Haugen and others, for the vacation of Alley in Block 4, Supreme Park First Addition was referred to the Committee of the Whole to await additional signatures, by unanimous vote of Council Members present. Application for Commercial Electric Service for Lift Station On motion of Trustee Bolmgren, seconded by -Clerk Justad, the Mayor and Clerk were authorized to sign application to Northern States Power Company for commercial electric service to sewer lift station at 2729 Lynn Avenue, with rate as f6llows --- For first 200 hours use of demand Q 2.5¢ per KWH In excess of 200 hours use Q 1.5¢ +r ++ effective as of October 1, 1946, and credit of $50.34 was approved being the sav- ings from October 1, 1946 to October 1, 1950 due to new rate. Motion was passed by unanimous vote of Council Members present. Sanitation Inspection - Pastime Stables A report from H. W. Darby, M. D., Village Health Officer, dated October 25, 1950, on his inspection of Pastime Stables, 5624 VArest Lake Street, was read and ordered filed. American Municipal Association Meeting On motion of Trustee Boclmgren, seconded by Clerk Justad, John Palmer, L. P. Pederson and Morten Arneson of the Planning Commission were authorized to attend the meeting of the American Municipal Association at Washington, D. C., December 4, 5, and 6, 1950, with necessary expenses paid, by unanimous vote of Council Members present. 122 October 30, 1950 Credit Allowed for Black Top Replacement - Western Underground On the recommendation of Phil W. Smith, Village Engineer, it was moved by Trustee Bolmgren, seconded by Clerk Justad that Western Underground Construction Company be allowed credit for replacement of black top as follows: Excelsior Boulevard from Kipling to Lynn Avenues 5001 Inglewood Avenue from 39th to 40th Streets 660, Natchez Avenue from 39th to 40th Streets 3651 5,083 sq. yds. Q 42¢ per sq. yd. $29134.86 Motiod was passed by unanimous vote of Council Members present. Bid Awarded for Sidewalk Construction On motion of Trustee Bolmgfen, seconded. by Clerk Justad, the bid of Victor Carlson and Sons received October 23, 1950, for the construction of sidewalk Jobs P-652, P-653, P-654 P-655, P-656, P-657, P-658 and P-659, in the amount of 48¢ per square ft. for 3311 walk, and 70¢ per sq. ft. for 6t, walk, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk were author- ized to enter into a contract with Victor Carlson and Sons for the work at price bid, by unanimous vote of Council Members present. Notice of Postponement of Hearing on.Rates and Charges For Telephone Service - R. and W. Commission, State of Minn. A notice from the Railroad and Warehouse Commission, State of Minnesota, dated October 24, 1950, informing the Village Council that the hearing set for October 25, 1950 on rates and charges for telephone service was indefinitely postponed, was read and ordered filed. R. P. Briggs Hired for Water Survey On the recommendation of Phil W. Smith, Village Engineer, it was moved by Trustee Bolmgren, seconded by Clerk Justad, that Rollin P. Briggs be'employed on a temporary basis for work on water survey for Northside (Minn. 21-P-1003), at the rate of $1.65 per hour, effective October 23, 19502 by unanimous vote of Council Members present. Petition Prohibiting Granting of Liquor Licenses A petition signed by Rev. Paul F. Obenauf, Pastor;of_Wooddale Evangelical Luthern Church, 40th Street at Wooddale Avenue and others, dated October 30, 1950, prohibiting the granting of liquor licenses to any new applicants in the Lilac Lanes Shopping Center Area, was read and ordered filed. Resolution On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION ASSUMING RESPONSIBILITY FOR FINISHING AND MAINTAINING WATER MAIN TRENCHES ON TRUNK HGHY. R�W WHEREAS, the Village has made application to the Department of Highways of the State of Minnesota for permission to install water mains in a point 21 feet east of the wast face of north abutment of bridge #4598 on Route #100 directly west to a point on the west side of Highway, being -on a road under bridge #4598, and said Department requires that the Village assume all responsibility for backfilling, finishing and maintaining of trenches on the Truck Highway R/W, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said Village assume all responsibility to the Department of Highways of the State of Minnesota for backfilling, finishing and maintaining of water main trenches on said Trunk Highway R/W. SHEPARD, 272 shares i 1 1 October 30, 1950 Street Light Ordered On motion of Clerk Justad, seconded by Trustee Bolmgren, the Northern States Power Company was ordered to place a street light on the corner of Wood- land Drive and South Street, by unanimous vote of Council Members present. 123" Bid Awarded for Sanitary Sewers The tabulation of bids received October 23, 1950 for the construction of sanitary sewer Jobs P-208 and P-209; and P-212 thru P-215, and recommendation of Village Engineer, Phil W. Smith, was read.- _On motion of Trustee Bolmgren, seconded by Clerk Justad, the bid of Phelps - Drake Company, Incorporated in the amount of $26,857.50 for the construction of Sanitary Sewer Jobs above mentioned was deemed to be the lowest bid of a respon- sible bidder, and the Mayor and Clerk were authorized to execute contract for the Village with Phelps -Drake Company, Inc. for the work in the amount bid, by unani- mous vote of Council Members present. c� Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Clerk Justad, a special permit was granted to Leonard Limdstrom to connect his home now under construction at 2520 Monterey Avenue to the water main at West 26th Street and Monterey Avenue; it being understood that when the water main is constructed past said property he will pay the assessment. Work to be done under the supervision of the Supt. of the Water Department. Motion was passed by unanimous vote of Council Members present. Permission to Grade and Gravel On motion of Trustee Bolmgren, seconded by Clerk Justad, the request of Roy E. Olson, Incorporated for permission to grade and gravel West 26th Street, 66 ft. in width abutting the south 165 ft. of that part of the SWC of the NES, Section 8, Township 117, Range 21, lying south of the Great Northern Railway R/W and lying east of the plat of "EARLSFORT TERRACE", dated October 30, 1950 was granted subject to receipt of bond covering cost of same, and the setting of grade stakes by the Village Engineer. Motion was passed by unanimous vote of Council Members present. _Resolution - Hearings Separate hearings were had on proposed assessments for each of the follow- ing street improvements. No one appeared. On motion of Clerk Justad, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present. No persons appeared. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING WATER MAIN EXTENSIONS WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch October 4 and 11, 1950, of hearing on proposed water main extensions at the following locations and has heard all interested persons, and it appearing necessary that Village water mains be extended in said locations, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that water main extensions at the following locations in said Village be hereby ordered: Blackstone Avenue from 28th Street to 27th Street Ottawa Avenue from south line of Lot 6, Block 2, Wooddale Park Addn. to Lot 4, Morning Park Addn. 42nd Street (Leary Avenue) from Ottawa Avenue to Princeton Avenue Princeton Avenue from 422 Street to Leary Avenue (42nd Street) and, BE IT FURTHER RESOLVED that said water main extensions be done in accord- ance with plans and specifications for the same which have been prepared by the Village Engineer and which are hereby approved, and that the Clerk be directed to advertise for bids to be opened November 203 1950. 1
