On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bid

Hearing on Water Main Extensions 4 and
Pursuant to notice published in the St. Louis Park Dispatch, October/ll,
1950, a hearing was had on the following proposed water main extensions:
Blackstone Avenue from 28th Street to 27th Street
Ottawa Avenue from 422 Street (Littel) to Lot 4, Morning Park Addn.
42nd Street (Leary) from Ottawa Avenue to Princeton Avenue
Princeton Avenue from 421 Street to Leary Avenue (42nd St.)
No persons appeared. On motion of Trustee Bolmgren, seconded by Trustee Perkins,
action on above described water main extensions was deferred to meeting on Octo-
ber 30, 1950, by unanimous vote of the Council.
Texa-Tonka Plat Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of
Texa-Tonka was approved and accepted, and the Mayor and Clerk was authorized to
sign same for the Village, by unanimous vote of the Council.
Licenses
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
applications for 1950 licenses were approved, and the Mayor and Clerk are hereby
authorized to -issue licenses to expire December 31, 1950, by unanimous vote of
the Council:

Request to Use Property for Commercial Use
On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of
A. H. Tapper for permission to use residentially zoned Lot 4, Block 1,, Calhoun
Park Addition (71' x 401) for Commercial Use pouposes, was referred to the
Planning Commission for checking and recommendation, 'by unanimous vote of the
Council.
Special Permit to Connect to Sewer Manhole
On motion of Trustee Perkins, seconded by Trustee Jorvig, a special permit
was granted to Albert J. Merz to connect his home at 3971 Wooddale Avenue (Lot 1,
Block 1, Brookview Addition) with the sewer manhole on Wooddale Avenue about
300 feet South of Excelsior Boulevard, with the understanding that when sewer is
constructed past said property, he will pay the assessment for same. -Work to
be done under the supervision of the Village Engineer',. Motion was passed by un-
animous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer and Chairman of the Sewer Depart-

Change in Wage Rate - Vernon Anderson
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the/�wage rate
of Vernon Anderson was changed from $1.25 per hour to $1.35 per hour as recom-
mended by Village Engineer, Phil W. Smith, by unanimous vote of the Council.
Permission to Place Poles - N. S. Power Co.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of the Council:
1 pole on SE corner of 27th Street and Idaho Ave.
3 poles on Rhode Island Avenue from Minneapolis and
St. Louis R. R. Tracks to West Lake Street for
13.8_Kv line to S. & L. Company.
Gas Main Extensions
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following gas
main extension was approved by unanimous vote of the Council:

Metalloy Corporation meter house South of,
West 22nd Street to A. E. Lindahl Company South
of West 22nd Street.
Motor Grader Operator Hired - Ralph Stanley
On motion of Trustee Perkins, seconded by Trustee Jorvig, Ralph Stanley
was hired as motor grader operator to begin November 1, 1950 for the Street Depart-
ment at wage of $1.572 per hour. Motion was passed by unanimous vote of the
Council.
Building Inspector's Weekly Report
The Building Inspector's weekly report for week ending October 20, 1950,
showing that 33 building permits were issued totaling $330,200.00, was read and
ordered filed.
(Re) Appointment to Police Civil Service Commission
On the recommendation of Mayor, 0. B. Erickson, it was moved by Trustee
Bolmgren, seconded by Trustee Jorvig, that A. R. Dunkum be reappointed to the
Police Civil Service Commission for term expiring October 1, 1953, by unanimous
vote of the Council.
Bingo
A letter from Lenox P. T. A., dated October 17, 1950, requesting permission
to play Bingo at their Annual Carnival to be held at the Lenox School on Saturday
evening, November 18, 1950, was read. No objections raised. No action taken.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit
was granted to Harry W. Horn to connect his home now under construction at 7807
South Street to the water main at Rhode Island Avenue and South Street with the
understanding that he pay an assessment of $192.00 when he takes out the regular
permit; said assessment payment to be credited to his property when water main is
constructed past said property. This work to be done under the supervision of
the Superintendent of the Water Department. Motion was passed by unanimous vote
of the Council.
Letter Requesting Street Repairs
A letter from Mrs. C. W. Muzzy, dated October 20, 1950, relative to the
need for street repairs and oil treatment to West 36th Street from Raleigh Avenue
to Lilac Larie was read. Inasmuch as the Street Commissioner has taken care of
the repairs with the suggestion that street be black topped in 1951, no further
action was taken.
Purchase of Calculator Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to purchase a Friden calculator for use in Special Assessment Dept. -
Model Q $472.50, by unanimous vote of the Council.
Sale of Snow Plow Blade Authorized
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street Com-
missioner was authorized to sell One (1) snow plow blade (1920) to Hugh P.
Mc Dermott for $20.00, by unanimous vote of the Council.
Application for Off -Sale Intoxicating Liquor License
The application of Albert John Merz, 3971 Wooddale Avenue, St. Louis Park

Letter Re: Rerouting Minnetonka Boulevard Bus - Rex Pickett
contaA letter from Rex L. Picket, dated October 19, 1950, relative to again
cting the Twin City Lines about rerouting the Minnetonka Boulevard bus by
the way of Lake and Hennepin, was read. On motion of Trustee Bolmgren, seconded
by Trustee Jorvig, the Clerk was authorized to send copy of Mr. Pickett's letter
to the Twin City Lines, by unanimous vote of the Council.
P-155, Curb and Gutter Removed from Contract
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Project P-155
(West side Dakota Avenue from 27th Stteet to 28th Street), Curb and Gutter
construction was ordered removed -fromVictor Carlson•& Sons, Incorporated contract,
dated August 28, 1950, by unanimous vote of the Council.
Advertise for Bids for Car for Street Commissioner
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to advertise for bids for one (1) car for Street Commissioner's use with
trade-in of one 1949'Custom Two -Door Ford; and One (1) 12 Ton Pick-up truck with
no trade-in, bids to be opened November 1.7 1950, by unanimous vote of the Council.
Plans and Specifications for Bridge and Approaches
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Engineer was ordered to prepare plans and specifications for bridge and'approaches
for Louisiana Avenue bridge and to recommend the assessable area. Motion was
passed by unanimous vote of the Council.
Petition to Vacate Street --Johnson Nut Co.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition of
Johnson Nut Company, dated October 20, 1950, for the vacation of a portion of
Joppa Avenue described as follows was read and referred to the Planning Commission
for checking and recommendation, by unanimous vote of the Council:
Beginning at a point on the easterly line of Joppa Avenue
as now laid out, which point is formed'by the intersection
of the line dividing Lots 11 and 12, Block 2, Manhattan
Park First Addition, with'the Easterly line of the said
Joppa Avenue; thence Westerly on the extension of said line
dividing said Lots 11, and 12, said Block 2 and said Man-
hattan Park First Addition to the intersection of the
Westerly line of said Joppa Avenue; thence Southerly along
the Westerly line of said Joppa Avenue to its intersection
with the Northerly line of the Minneapolis and St. Louis
Railway Company's R/W; thence Easterly bearing North along
the said Northerly line of the Minneapolis and St. Louis
Railway Company's R/W to the easterly line of said Joppa
Avenue; thence along the said Easterly line in a Northerly
direction to beginning.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION OPPOSING PROPOSAL OF NORTHWESTERN BELL
TELEPHONE COMPANY TO CHANGE TELEPHONE SERVICE CHARGES
WHEREAS, the Village Council has been informed that Northwestern Bell Tele-
phone Company has petitioned the Railroad and Warehouse Commission of the State
of Minnesota to authorize a plan for establishing metropolitan telephone service
which would include all that part of the Village of St. Louis Park lying east of
State Highway No. 100 in a zone to be designated as the "Minneapolis Zone", and
to include all that part of the Village lying west and south of Minnetonka
Boulevard in a zone to be designated as "Zone 611, and all that part of the Village
lying west of Highway No. 100 and north of Minnetonka Boulevard in a zone to be
designated as "Zone 711, and
WHEREAS, said Northwestern Bell Telephone Company has requested a monthly
increase in toll charge to its customers within the Minneapolis Zone as a part of
said plan in order to compensate for proposed elimination of toll charges now made
on inter -city calls to St. Paul, and it appears to the Village Council that the
average telephone subscriber within the Village of St. Louis -Park does not have
occasion to place telephone calls to the St. Paul Zone or to Zone 1 in, -sufficient
number to justify the proposed increase in monthly toll charge, and

Resolution Opposing Change in Telephone Service Charges, Cont'd.
WHEREAS, it appears to the Village Council that said proposed plan is
discriminatory to telephone subscribers within the Village, therefore,

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Railroad and Warehouse Commission of the State of Minnesota be hereby
memorialized to deny said application of Northwestern Bell Telephone Company,
and the Village Attorney be hereby authorized to appear in behalf of the Village
before said Commission at the hearing on said application in opposition thereto.
Resolution Setting Water Main Hearing
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION SETTING WATER MAIN HEARING
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that a hearing be set at the Village Council meeting to be held on -October 30,
1950, on proposed extension of Village water main on the north side of Excelsior
Boulevard from France Avenue to Glenhurst Avenue and that the property proposed
to be assessed for said water main shall be the lots or tracts of land immediately
adjacent to the north side of Excelsior Boulevard from France Avenue to Glenhurst
Avenue.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR
CERTIFICATES OF INDEBTEDNESS TO FINANCE PURCHASE OF
STREET CONSTRUCTION AND MAINTENANCE EQUIPMENT
WHEREAS, the Village Council has heretofore duly authorized to purchase
of street construction and maintenance equipment consisting of two road patrols
and miscellaneous equipment for the purchase price of $25,000 which equipment
will be used by the Street Department of the Village, and
WHEREAS, the assessed value of the Village excluding money and credits
as of May 1, 1950, was $7,565,979.00, and no Certificates of Indebtedness for
purchase of fire equipment or street construction or maintenance equipment have
heretofore been issued by the Village excepting Certificates of Indebtedness
aggregating $31,500.00 issued in the principal amount of $7,500 as of September
13% 1949, and $24,000.00 as of October 1, 1950, and the issuance of additional
Certificates of Indebtedness in the sum of $25,000.00 to purchase the above road
patrols and miscellaneous street department equipment will not constitute issuance
of such Certificates of Indebtedness aggregating in excess of 1% of said assessed
valuation, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said Village issue its Certificates of Indebtedness in the aggregate sum of
$25,000.00 as authorized by Section 412.31 Minnesota Statutes in denominations
of $1,000.00 each dated December 1, 1950, with maturities as follows:
Nos. 25 to 30, $6,000 due December 1, 1952
31 to 36, $6,000 due December 1, 1953
37 to 42, $6,000 due December 1, 1954
43 to 49, $7,000 due December 1, 1955
BE IT FURTHER RESOLVED that said Certificates shall be substantially in the
following form:

ing in the aggregate to Twenty-five Thousand Dollars issued pursuant to Section
412.31 Minnesota Statutes for purchase by the Village of street construction
and maintenance equipment.
IT IS HEREBY CERTIFIED that all acts, conditions and things required to
be done precedent to and in the issuance of this certificate have been done and
performed as required by law.
The full faith, credit and taxing powers of the Village of St. Louis Park
are hereby irrevocably pledged for the prompt payment of the principal and

BE IT FURTHER RESOLVED that the certificates shall bear interest at such
rate as shall be determined by the Village Council after receipt of bids in res-
-ponse to advertisement for same to be published in the St. Louis Park Dispatch
and Commercial West, which bids will be opened by the Village Council at its
meeting to be held November 20, 1950.
BE IT FURTHER RESOLVED that the Village will furnish the printed Certificates
and opinion of Messrs. Faegre & Benson as to the validity thereof.

resolution was adopted by unanimous vote of the Council:

WHEREAS, the Village Council on October 9, 1950 held a public hearing on
the following grading improvements:

Resolution Orddring Street Improvements, Cont+d.
WHEREAS, action on said improvements was deferred until further examina-
tion of the locations by the Village Council, and the Council has examined the
site of said improvements and determined the necessity for said improvements,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the above described grading improvements be hereby ordered in accordance
with plans and specifications prepared by the Village Engineer, and the bid of
Terry Brothers,.Inc. heretofore received pursuant to advertisement for bids for
said grading is.hereby determined to be the lowest bid of a responsible bidder,
and the Mayor and Clerk are hereby authorized to enter into a contract with said
contractor for furnishing said improvements.
