Resolution On motion of Trustee Perkins, seconded -by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ADOPTING ASSESSMENTS FOR SEWER AND WATER MAIN PROJECTS - WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. -Louis Park Dispatch September 13, 1950, and has heard all interested persons, separate hearings being held on each of'said assess- ments, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that proposed assessments for each of the following improvements which have been on file with the Village Clerk and open to public inspection be hereby adopted: October 16, 1950 Qo� Resolution Adopting Assessments for Sewer and Water Main, Contid. Sanitary Sewer Lift Station for Sanitary Sewer District 2-N Sanitary Sewers for Sanitary Sewer District 2-0 Sanitary Sewers for Sanitary Sewer Project 0-146 Sanitary Sewers for Sanitary Sewer District 2-G Storm Sewers for Storm Sewer District 0-147 Storm Sewers for Storm Sewer District 13-B Water Mains for Water Main Project P 1-43 BE IT FURTHER RESOLVED that there be hereby levied and assessed against each and every tract, lot and parcel of land described in said proposed assess- ment lists a special assessment in the sums therein respectively set forth pay- able in equal annual installments extending over a period of ten years, the first installment being payable concurrent with general taxes levied in 1950 and collectible in 19511, deferred installments to bear interest at the rate of 5% per annum from the date of this resolution until August 15th of the yearin which the installq�ent is payable. Hearings on Proposed Rezonin Pursuant to notice published in the St. Louis Park Dispatch, separate hearings were had on the recommendation of the -Planning Commission to rezone Lots 16 to 28 inclusive, Block 158; Lots 12 to 24 inclusive, Block 317; and Lots 1 to 25, Block 145, Rearrangement of St. Louis Park from Light,Industrial, Heavy Industrial and Commercial Use to Residential Use. Angus Grant appeared in opposition to the rezoning of Lots 16 and 17, Block 158, Rearrangement of St. Louis Park. Hearings on Proposed Rezoning Pursuant to notice published in the St. Louis Park Dispatch September 20, 1950, separate hearings were had on the rezoning of the following described property - from Residential Use District to Commercial Use District. No one appeared ----- The North 50 feet of the South 283 feet of the following described property: Commencing at the SE corner of the SE14 of the SE's; thence North to the NE corner thereof; thence West to a point distant 438.5 feet East from the BW corner thereof; thence South to a point distant 437.8 feet East from the SW corner thereof; thence East to beginning; all in Section 7, Township 117, Range 21, except railroad R/W across said land. Ordinance No. 373 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following ordinance was adopted by unanimous vote of the Council: ORDINANCE NO. 373 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park ordains: Section 1. The Zoning Ordinance of the Village of St. Louis Park as amended by Ordinance No. 349, adopted December 19, 1949, is hereby further amended by reclassification of the area of the respective use districts as defined in Section 2.2 of said ordinance and the use district maps therein referred to as follows: The North 50 -feet of the South 283 feet of the following described property; Commending at the Southeast corner of the Southeast Quarter of the South- east Quarter (SE*1 of SE�); thence North to the Northeast corner thereof; thence West to a point distant Four Hundred Thirty-eight and 8/100 (438.8) feet East from the Northwest corner thereof; thence South to a point distant -Four Hundred Thirty-seven and 8/10 (437.8) feet East from the Southwest corner thereof; thence to beginning, all in Section Seven (7), Township One Hundred Seventeen (117), Range Twenty-one (21), rexcept railroad right of way across said land, shall be deleted from the residence use district and included within the commercial use district and shall be subject to allthe regulations of said ordinance relating to commercial use district. Section 2. Said Section 2.2 of said ordinance and the use district maps -therein referred to are further amended as follows: 10 a October 16, 1950 Ordinance No. 373, Continued Lots 18 to 28 inclusive, Block 158; Lots 12 to 24 inclusive, Block 317; Lots 1 to 25 inclusive, Block -143" Rearrangement of St. Louis Park, shall be deleted from the Light Industrial, Heavy Industrial and Commercial Use Districts respectively and shall be included within the Residence Use District and shall be subject to all regulations of said ordinance relating to said Residence Use District. Section 3. This ordinance shall take effect from and after its publica- tion. Hearings on Proposed Assessments for Sidewalk, Curb and Gutter Pursuant to notice published in the �t. Louis Park Dispatch, September 13, 1950, separate hearings were had on proposed assessments for sidewalk, curb and gutter construction described therein. No one appeared. Advertising Signs - Pockrandt Lumber Co. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application of Pockrandt Lumber Company for permission to erect advertising signs on the SW corner of Minnetonka Boulevard and Texas Avenue, and on the East side of the Belt Line north.of 36th Street was referred to the Planning Commission for checking and recommendation, by unanimous vote of the Council. Commercial Service for Lift Station at 3018 Raleigh On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and Clerk were authorized to sign application for Commercial Service for Lift Station at 3018 Raleigh Avenue, by unanimous vote of the Council. Building Inspectorfs Weekly Report The Building Inspector's weekly report for week ending October 13, 1950, showing that 14 building permits were issued totaling $100,680.00, was read and ordered filed. Report -- Plans'on Water Main Extensions A report from the Minnesota Department of Health, Division of Municipal Water Supply, dated October 9, 1950, on Plans for Water Main Extensions for St. Louis Park, Minnesota was read and ordered filed. n �-1 Pj October 16, 1950 'tO9 Bid Awarded for Garbage and Refuse Collection The Village Engineer's tabulation of bids received October 9, 1950 for the collection and disposal of garbage and refuse, and his recommendation on same was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Suburban Sanitary Drayage Company, 3612 Alabama Avenue, St. Louis Park was deemed to be the lowest bid of a responsible bidder for the collection and disposal of garbage and refuse, in the amount of 72¢ per month for collections from each dwelling or apartment, and 250 for each collection from commercial establishments; and the Mayor and Clerk were authorized to enter into a contract for the Village with Suburban Danitary Drayage Company for same at -amounts bid, by unanimous vote of the Council. Special Permit to Connect to Sewer Manhole On motion of Trustee Perkins, seconded by Trustee BDlmgren a special permit was granted to Rudolph Trones to connect the home now under construction at 2657 Raleigh Avenue to the sewer manhole in the intersection of Raleigh Avenue and West 27th Street, with the understanding that he pay an assessment of $253.50 at the,time he takes out the regular permit, this assessment payment to be credited to said property when sewer main is constructed past said property. This work to be done under the direction and supervision of the Village Engineer. Motion was passed by unanimous vote of the Council. Special Permit to Connect to Sevier Manhole On motion of Trustee Perkins, seconded by Trustee Bolmgren, a special permit was granted to Rudolph Trones to connect the home now under construction at 2651 Raleigh Avenue to the sewer manhole in the intersection of Raleigh Avenue and West 27th Street with the understanding that he pay an assessment of $214.50 at the time he takes out the regular permit, this assessment payment to be credited to said property when sewer main is constructed past said property.. This work to be done under the direction and supervision of the Village Engineer. Motion was passed by unanimous vote of the Council. Petition Re: Traffic Regulations A petition signed by Mrs. Mary Johanson, 3237 Dakota Avenue and others, dated October 14, 1950, requesting that proper traffic regulations be enforced on Dakota Avenue between Lake Street and Minnetonka Boulevard. Order by Railroad and Warehouse Commission Approving Coin Box Charges. A copy of the order by the Railroad and Warehouse Commission to the North- western Bell Telephone Company, authorizing the conversion of their coin box telephones to permit the collection of a 10¢ charge for local call, dated October 10, 1950 was read and ordered filed. Grading Bid Awarded The Village Engineer's tabulation and recommendation on bids received_ October 9, 1950 for grading Jobs P-251, P-254 and N-166 was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the,bid of Terry Brothers, Incorporated, received October 9, 1950 for grading Jobs P-251, P-254 and N-166 was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk are hereby authorized to enter into .a contract for the Village with Terry Bros, Inc. for the work a price bid in the amount of $5,675.00, by unanimous vote of the Council. Special Permit to Connect to Watermain On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit was granted to William Roberts to connect his home now under construction at 3517 Yukon Avenue to the water main adjacent to next lot on Yukon Avenue. It is understood that when the water main is constructed past said property he, will pay the assessment for same. Work to be done under the supervision of the Superintendent of the Water Department. Motion was passed by unanimous vote of the Council. Materials Authorized for Street Dept. Building Addition On motion of Trustee Perkins, seconded by Trustee Jorvig, the purchase of concrete and blocks in an amount not to exceed $500.00 from concrete Companies, and labor for installation of same by Jerry Holt Construction Company in an amount not to exceed $153.76 was authorized;,and the Street Commissioner was instructed to dig trench and grade plot, for an addition to the present Street Department Building. Plat of Oak Hill Manor Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Oak Hill Manor was approved and accepted, and the Mayor and Clerk were authorized to sign same for the Village, subject to approval of the Village Attorney and Village Engineer, by unanimous vote of the Council. Survey Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was instructed to make a survey and set stakes on the 50 ft. strip along Minnehaha Creek, from Excelsior Boulevard to West Village Limits, by un- animous vote of the Council. Plat of Cedarwood Addition Approved On motion of Trustee Bolmgren, seconded by Trustee Perkins, the plat of Cedarwood Addition was approved and. accepted, and the Mayor and Clerk were authorized to sign same for the Village, subject to approval of the Village Attorney and Village Engineer; also agreement secured by $750.00 check to assure the grading of streets in plat was approved and accepted and ordered filed with The Village Treasurer for safekeeping.
