On motion of Trustee Perkins, seconded by Trustee Jorvig, February 6, 1950
was set as date for hearing on the petition of Arthur Eaton for rezoning Lots 7,
9, 10, 11, 12, 13, and 29, Auditors Subdivision No. 323 for Commercial Use, by un-
animous vote'of the Council.

Planning Commission's Report on Rezoning
The Planning Commission's Report dated January 11, 1950, relative to re-
zoning property along Excelsior Boulevard, West of Brunswick Avenue to the Creek
was read and ordered filed.
License Fee Refunded
Due to the fact that Reliable Electric Company, 316 Bryand Avenue North,
Minneapolis, Minnesota sent in duplicate checks for their 1950 Electrical License,
it was moved by Trustee Bolmgren, seconded by Trustee Perkins, that Reliable
Electric Company be refunded $10.00 for one License Fee upon receipt of a signed
verified claim, by unanimous vote of the Council.
Bingo
A letter from Ralph J. Coursolle, representing the Lenox PTA, dated
January 10, 1950, requesting permission to play Bingo at their Carnival at Lenox
School on February 11, 1950, was read. No objections raised. . No action taken.
Draftsmen for Water Department
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Charles H.
Soutter, Jr. was approved for drafting work in the Water Department on a temp-
orary basis, effective January 10, 1950, at $1.65 per hour; and Earl Jones on
a basis of $1.65 per hour, effective January 1, 1950 (temporary basis), by un-
animous vote of the Council.
Fire and Extended Coverage - Veterans Housing
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Fire and
Extended Coverage Policy No. OC 496205, dated December 1, 1949, in the amount
of $15,000.00, covering Village owned two-family dwellings located at 5620, 5640,
5700, and 5740 West 37th Street, St. Louis Park, furnished by The Eureka Security
Fire and Marine Insurance Company (C. L. Hurd, Agent), was approved by unanimous
vote of the Council. (See Page 294, 1-9-50 for other policy).
Ordinance No. 351
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
Ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING ORDINANCE NO. 197
REGULATING PROCEEDINGS OF THE VILLAGE COUNCIL
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 1 of Ordinance No. 197 of the Village o4' St. Louis Park
entitled AN ORDINANCE REGULATING PROCEEDINGS OF THE VILLAGE COUNCIL adopted by
the Village Council May 17, 1943, be hereby amended to read as follows:
Section 1. Regular Meetings: Regular meetings of the
Village Council shall be held at the Village Hall on every
Monday at 8 o' clock P. M., except when such Monday shall
be a legal holiday, when a regular meeting shall be held
on the first succeeding business day. By vote of its
members the Council. may cancel any regular meeting, pro-
vided that at least one regular meeting is held in each
month. All business set for consideration at a meeting
which is canceled shall be deemed adjourned to the next
succeeding regular meeting.
Ordinance No. 352
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
Ordinance was adopted by unanimous vote of the Council.

ORDINANCE NO. 352
AN ORDINANCE EXTENDING THE ZONING ORDINANCE
TO THAT PORTION OF THE VILLAGE ANNEXED BY ORDINANVE NO. 348
The Village Council of the Village of St. Louis Park ordains:
Section 1. The Zoning Ordinance of the Village of St. Louis Park as
amended by Ordinance No. 349 adopted December 19, 1949, is hereby amended by
extending the provisions thereof to the following area of the Village annexed
to the Village by Ordinance No. 348 entitled AN ORDINANCE PROVIDING FOR ANNEX-
ATION OF CERTAIN LANDS TO THE VILLAGE OF ST. LOUIS PARK AND REPEALING ORDINANCE
NO. 345, adopted December 19, 1949.
Section 2. The area of the Village above referred to is described as
follows:
All that part of the Northeast Quarter (NE1) of the
Southeast Quarter (SEt) of Section Twenty (20),
Township One Hundred Seventeen (117), Range Twenty-
one (21) lying North of Excelsior Boulevard.
Section 3. That said area is hereby included within the Commercial Dist-
rict, the Two and One-half Story Height District, and the "C" Density District
and shall be subject to regulations of said ordinance respectively applicable to
said districts.
Section 4. This ordinance will take effect from and after its publica-
tion.
Hearing - Application for Rezoning
Pursuant to notice published in the St. Louis Park Dispatch, -a hearing was
had on the petition signed by Douglas Rees, dated December 30, 1949, owner of
Lot "A", Block 3, Brooklawns Addition, to rezone said Lot "A" Block 3, Brooklawns
Addition from "C" Density to "D" Density, to permit the construction of Two (2)
Eleven Flat Buildings on same. _
W. B. Davis, speaking for the Brooklawns group, stated that they desire
that application for change to "D" Density be denied, and that zoning which is
Commercial Use and "Cu Density be -left as is. After considerable discussion,
a five minute recess was called for further study.
Later The group approved the following stipulation
1. Hold original commercial line _
2. Maintain proper setback for landscaping
3. In landscaping, something substantial - thick honeysuckle
4. Brick veneer building completed
5. Garage along North line
6. Parking Area and road coming in - all black top
7. Slope 20 degrees (5 to 1 slope) to West on Lot "B"
8. Building height not over 27 ft. to top of roof onEx-
celsior Boulevard
9. Gabled Roof on Garage
Ordinance No. 353
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
Ordinance was adopted by unanimous vote of the Council:
ORDINANCE NO. 353 -
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 2.2 of the Zoning Ordinance of the. Village of St. Louis
Park as amended by Ordinance No. 349 adopted December 19, 1949, is hereby amended
by deleting from the "C" Density District:
Lot "A", Block Three (3), Brooklawns Addition, and including the same within
the "D" Density District and shall be subject to all the regulations of said
Ordinance applicable to said "D" Density District, providing, however, that there
shall be constructed upon said premises within two years of the date hereof two

apartment buildings containing eleven apartments each, with a brick veneer surface
and a height of not over 27 feet to the top of the roof from the level of Excel-
sior Boulevard; and garage facilities constructed on the premises as an accessory
building shall be built along the north line or said lot and shall have a gable
roof; the premises shall be landscaped with substantial shrubs, but landscaping
shall not be set between the building set-back line and the' adjacent streets, and
parking areas, and driveways on the premises shall be surfaced with tar and asphalt,
commonly known as black-top.
