On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Mayor Erickson
was authorized to contact the Board of County Commissioners for assistance with
installation of traffic signals at the following locations, by unanimous vote of '
Council Members present: -
1. Ottawa Avenue and Minnetonka Boulevard
2. Lake Street and Minnetonka Boulevard
3. Brookside Avenue and Excelsior Boulevard.

Pursuant to advertisement for bids in the St. Louis Park Dispatch and
Construction Bulletin, sealed bids were received from the following bidders, for
the construction of sanitary sewers in KIPLING AVENUE FROM WEST 26TH STREET TO
WEST 25TH STREET; IN UTICA AVENUE FROM WOODDALE AVENUE TO 325 FEET SOUTH OF WEST
41ST STREET; and IN XENWOOD AVENUE FROM EXCELSIOR BOULEVARD TO,WEST 41ST STREET:

Hearings - Water Main Improvements
Separate hearings were had upon each of the proposed assessments for Water
Main Improvements at locations described in the following resolution. No one
appeared.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION ADOPTING ASSESSMENTS
FOR WATER MAINS
WHEREAS a proposed assessment covering the cost of each of the water main
extensions at the following locations in •said Village has been duly filed with
the Village Clerk and opened to public inspection and notice has been published
in the St. Louis Park Dispatch, September 9, 1949, that the Village Council did
pass upon proposed assessments at this present meeting and the Council has met
at the time and place specified in said notice and heard and passed upon all
objections to said assessments:

BE IT RESOLVED by the Village Council of the Village of St. 'Louis Park
that said proposed assessments which are -hereby referred to and made a part hereof,
are hereby adopted and an assessment is hereby levied against each of the lots,
parts of lots, pieces and parcels of land described therein in the sums therein
respectively set forth, and each of said tracts of land is hereby found to be
benefited in the amount of the assessment levied against it herein.

BE IT FURTHER RESOLVED that each assessment shall be payable in equal, annual
installments extending over a period of ten years, the first to be payable on the
1st day of June, 1950, all deferred payments to bear interest at the rate of 5%
per annum. Said assessments and interests shall be a lien upon the properties
therein specified, concurrent with general taxes as authorized by Chapter 65, Laws
of Minnesota 1919 as amended.
Hearings - Proposed Sewer Construction
Separate hearings were had on proposed construction projects for storm sewer
districts 13, 17 _and 21. The following persons appeared. Oscar Noreen and others
asked if they would be assessed again for District 13. They were told yes.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CONSTRUCTION OF STORM SEWERS
WHEREAS, the.Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch on September 9 ana 16, 1949, and
has held public hearings on each of the proposed local improvements specified
therein which are more particularly hereinafter described and designated as im-
provements numbered 0-141, 0-154 and0-155, and it appears necessary that said im-
provements be undertaken, therefore, ��^J
BE IT RESOLVED by the Village Council of the Village of St. Louis Park, as
follows -

1. Improvement No. 0-141. That storm sewer be constructed to drain
Block 3, Lathan's Minnetonka Boulevard Tract, the same being designated as Storm
Sewer District No. 21.
2. Improvement No. 0-154. That storm sewer be constructed in Storm y •
Sewer District No. 17-C in Edgewood Avenue from 27th Street to 33rd Street; and
in 27th Street from Edgewood Avenue to Colorado Avenue; and in cera-ction +AerP411r1
3. Improvement No. 0-155. That Storm Sewer be constructed in Storm
Sewer District No. 13-B in, 28th Street from enwood Avenue to Vernon Avenue.

That each of said improvements shall be done by contract in accordance
with- plans and specifications therefor which have been prepared by the Village
Engineer, and which are hereby approved, and the Clerk is authorized to advertise
for bids for each of said improvements to be opened by the Village Council,

earing - Double Bungalow
A hearing was had on the request of Stanley R. Thomas for permission to
construct a double bungalow on Lot 17, Block 4, Meadowbrook Addition. No one
appeared. However, a petition signed by C. A. Underwood, 3960 Yosemite Avenue
and others, dated August 29, 1949, in favor of the construction of a double
bungalow on Lot 17, Block' 4, Meadowbrook Addition, was read.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit to Stanley R. Thomas for the
construction of a double bungalow on Lot 17, Block 4, Meadowbrook Addition, by
unanimous vote of the Council.
License Approved
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of Lloyd Burns, DBA Burns Plumbing & Heating Company for a license to do plumbing
work was approved, and the Mayor and Clerk are hereby authorized to issue license
to expire December 31, 1949, by unanimous vote of the Council.
Bonds
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
bonds were approved, by unanimous vote of the Council:
PLUMBING LICENSE BOND with Lloyd Burns and Roscoe
. Fowler, DBA Burns Plumbing & Heating Company as
principal, and the Fidelity and Casualty Company
of New York as surety, dated September 21, 1949,
in the amount of $4,000.00.
GARBAGE COLLECTION CONTRACTOR'S BOND with Helen L.
Bradley, DBA Suburban Sanitary Drayage Company of
St. Louis Park as principal, and New York Casualty
Company of New York as surety, dated August 1, 1949,
in the amount of $5,000.00

Bid Awarded - Water Main Construction
A tabulation of bids received September 19, 1949 for, the construction of
water mains in France Avenue from West 38th Street to West 39th Street; and
in Alabama Avenue from West 28th Street to West 29th Street, prepared by Ira M.
Vraalstad, Water Superintendent, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Phelps-Drake Company, Inc. was deemed to be the lowest bid of a responsible
bidder, and the Mayor and Clerk are hereby authorized to enter into a contract
with Phelps-Drake Company for the construction of above water mains at the amount
bid of $7,289.21, by unanimous vote of the Council.

Petition for Curb and Gutter - P-464
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
petition was referred to the Village Engineer and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of the Council -----

Donald A. Swenson, 3048 Idaho Avenue and
others, dated September 23, 1949, for the
construction of curb and gutter on the
WEST SIDE OF IDAHO AVENUE FROM MINNETONKA
BOULEVARD TO 31ST STREET. _
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to Ecklund and Swedlund to run a water service line from the
present water main on Cambridge Street south to service the home now under
construction at 7824 West Lake Street, with the understanding that an assessment
of $167.05 is paid at the time permit is taken out, said payment to be credited
to any future assessment when the water main is constructed past this property.
Motion was passed by unanimous vote of the Counci)'
Street Lights Ordered
. . On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was ordered to install.street lights at the following loca-
tions, by unanimous vote of the Council
One (1) light between 33rd Street and 34th Street on Webster
- One (1) light on Sumter Avenue at 322 Street
One (1) light on Sumter Avenue at 33rd Street
One (1) light on Sumter Avenue at 34th Street
One (1) light on Rhode Island Avenue at 322 Street
One (1) light on Rhode Island Avenue at 33rd Street
One (1) Light on Rhode Island Avenue at 34th Street.

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following >-a
resolution was adopted by unanimous vote of the Council:
RESOLUTION APPROVING LAND LIST NO. 302-C
WHEREAS, the Village Council of the Village of St. Louis Park, Hennepin
County, Minnesota, has received from the County Auditor of Hennepin County,
Minnesota, a list of lands in said Village which became the property of the
State of Minnesota under the provisions of law declaring the forfeiture of lands
to the State for non-payment of taxes, which said list has been designated as
List No. 302-C, August 23, 1949, and
WHEREAS, each parcel of land described in said list has heretofore been
classified by the Board of County Commissioners of Hennepin County, Minnesota
as non-conservation land and the sale thereof has heretofore been authorized by
said Board of County Commissioners; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
acting pursuant to Minnesota Statutes for 1945, Section 282.01, that the_said
classification by said Board of County Commissioners of each parcel of land
described in said list as non concervation land be and the same is hereby approved
and that the sale of each such parcel of land be and the same is hereby approved.

Special Permit to Connect to Sewer (Howard J. Hawkins) _
On motion of Trustee Perkins, . seconded by Trustee Bolmgren, a special permit
was granted to Howard J. Hawkins.to connect his home at 3660 Glenhurst Avenue to
the sanitary sewer manhole at Glenhurst Avenue and West 37th Street for sewage
disposal, with the understanding that he pay an assessment of $275.00 at the time
he takes out a permit for sewer connection; this assessment paid now will be
credited to the property when a sewer is constructed past said property.
Motion was passed by unanimous vote of the Council.(See new motion, 10-24-49)

On motion of Trustee Perkins, seconded by Trustee Bolmgren, a special
permit was granted to Walter C. Nelson to connect his home at 3661 Glenhurst
Avenue to the sanitary sewer manhole at Glenhurst Avenue and West 37th Street
for sewage disposal, with the understanding that he pay an assessment of $275.00
at the time he takes out a permit for sewer connection; this assessment paid now
will be credited to the property when a sewer is constructed past said property.
Motion was passed by unanimous vote of the Council.(See new motion, 10-24-49)
Permission Granted to Remodel Sign
On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of
General Outdoor Advertising Company for permission to remodel an existing sign
and erect a new sign on Lot 2, Block 3, Minikanda Vista Addition (On Excelsior
Boulevard between Lynn and Natchez Avenues), was approved by unanimous vote of
the Council, except Trustee Bolmgren not voting.
Request to Build Double Bungalows
On motion of Trustee Bolmgren, ,seconded by Trustee Jorvig, the request of
Claud W. Rossman Company for special permits to construct double bungalows on
Lot 13, Block 1, and South 55 feet of Lot 5, Block 2, Sunset Gables Second Div.
was referred to the Planning Commission for checking and recommendation by unani-
mous vote of the' Council.
Bus Service - Highway #7 to Texas
A letter dated September 23, 1949 from Twin City Lines was read in which
it was stated that they were unable at this time to furnish a noon day trip to
Texas Avenue on Highway #7. However, they did state that they could furnish
bus service from Texas Avenue to Minneapolis - bus leaving Texas at 8:47. A. M.
and reaching downtown at 9:30 A. M., if Village Council would request same.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to write to Twin City Lines requesting the above mentioned bus service
leaving Texas Avenue at 8:47 A. M. and reaching the Loop at 9:30 A. M. Motion
was approved by unanimous vote of the Council. _
Complaint Re: Sidewalk Construction
On motion of Trustee Perkins, the complaint of David G. Gawlik, 2817 Idaho
Avenue about the recently constructed sidewalk adjacent to his home cracking,
was referred to the Village Engineer for checking and recommendation, by unanimous
vote of the Council.

Advertise for Bids - Landscaping
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk
was authorized to advertise for bids for landscaping grounds adjacent to pump
houses at 41st Street and Natchez Avenue; and at 4241 Zarthan Avenue - bids to
be opened October 10, 1949. Motion was passed by unanimous vote of the Council.

The meetings of meetings held August 22, 25, September 6, 12, 19, 1949
were read and approved as read.
Alley Grading Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Commissioner was ordered to grade and gravel Alley in Block 5, Park Manor (Job
0-99), by unanimous vote of the Council.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING STORM SEWER ASSESSMENT
W• HEREAS, the Village Council has determined that the following assessment
heretofore levied against Lot 10, Auditors Subdivision #350, in the Village of
St. Louis Park, for storm sewer district #13 should not have been levied because
said property has been used as a storm basin; therefore,
S• E IT RESOLVED by the Village Council of the Village of St. Louis Park
that assessment in the amount of $58.19 levied by resolution adopted April 7,
1947, for Storm Sewer District #13 against Lot 10, Auditors Subdivision #350, be
hereby canceled, and the Mayor and Clerk are hereby authorized to refund the
amount. paid on receipt of a verified claim signed by the taxpayer.

Resolution

resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENTS
BE IT RESOLVED by the Village Council of the Village of St. Louis Park,
that the following assessments levied pursuant- to resolutions adopted October 6,
1947 and September 16, 1948 be hereby canceled- for the reason that said lands
were used either for business or were vacant, and were not served by the Garbage
Collection Service of the Village,• and: the Mayor and Clerk are hereby authorized
to refund the amount paid upon receipt of a verified claim signed by the taxpayer.
