Bids for Water Main Construction
Pursuant to advertisement for bids in the St. Louis Park Dispatch, sealed
bids were received from the following bidders for the construction of water mains
in France Avenue from West 38th Street to West 39th Street; and in Alabama Avenue
from West 28th Street to West 29th Street:
1. Western Underground Company $ 7,602.20
2. Phelps-Drake Companu 7,209.21
- 3. Lametti & Lametti 7,547.36
4. De Graff Wolff 7,195.16
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Village Engineer and Chairman of the Water Department Com-
mittee for tabulation and recommendation, by unanimous vote of the Council.
Hearing - petition for Vacation of Portion of 28th Street
IIIElizabeth S. Brown
A hearing was had on the petition of Elizabeth S. Brown to vacate a portion
of 28th Street. No one appeared.
Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the following reso-
lution was adopted by'unanimous vote of the Council:
RESOLUTION VACATING STREET
WHEREAS, petition of the sole owner of real property fronting on the line
of that portion of West 2$th Street hereinafter described has been filed with
the Council, in which petition vacation of said portion of said street is re-
quested and the Council has met at the time and place specified in a notice em-
bracing a copy of said petition duly published and posted and has heard all

interested persons and it appears that 28th Street at said point has been
dedicated to a full width of 66 feet whereas the said street east of Joppa
Avenue is dedicated only to a width of 55 feet and it appearing further that
petitioner's residence was constructed many years ago very close to 28th-Street
because the ground drops away sharply to the north from 28th Street, and that
any grading of the full width of 28th Street would encroach on practically all
of,petitioner's front yard; it appears unnecessary to the Council that 28th
Street be made wider adjacent t9 the premises than immediately to the east
thereof; it is improbable that said street will ever be graded to its full width
adjacent to said premises.
Therefore,
BE IT RESOLVED by the Village Council,of the Village of St. Louis park
that the North 52 feet of West 28th Street adjacent to the following property:
"Commencing 884.2 feet East of the Southwest corner
of the Northwest Quarter (NW4) of the Southeast Quarter
(SEt), Section Thirty-one.(31), Township Twenty-nine
(29), Range Twenty-four (24) ;_thence East 792.6 feet;
thence Northwesterly to a point 297.2 feet North of
beginning; thence South to beginning;"
as the same is now dedicated and laid out within the corporate limits of said
Village be hereby vacated.
Hearings - Proposed Assessments for Street Improvements
Separate hearings were had on proposed assessments for each of the follow-
ing street improvements. No one appeared.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:

WHEREAS pursuant to resolution adopted, by the Village Council on August
15, 1949 and published in the St. Louis Park, Dispatch August 19, 1949, the
Village Council has met at the time and place specified in said resolution and
has heard all testimony offered by. interested persons in connection with pro-

benefits conferred by said improvement upon each lot, part of lot, piece or
parcel of ground so benefited thereby rateably and in proportion to the special
benefits conferred upon it is hereby determined to be as respectively set forth
in the following list, and there is hereby levied and assessed -against each lot,
part of lot, piece or parcel of ground described therein an assessment equal
to the sums therein respectively set forth as authorized by Chapter 382, Laws of
Minnesota 1903, payable in three equal annual installments the first of which
shall be payrable=concurrent with real estate taxes levied in 1949 and collected
in 1950 together with a penalty of ten per cent if not paid in full within 30
days after publication of this resolution, and interest at 6% per annum from the
date of issuance of,orders for financing this improvement.

Bid Awarded - i'Ton Pickup Truck
On motion- of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Suburban Chevrolet Company received September 12, 1949, for delivery of One (1)

ton pickup truck was deemed to be the lowest bid of a responsible bidder, and
the Clerk was authorized to issue purchase order for One (1) ton pickup truck,
complete with steel cab, box, standard tires all of the same size, one spare
tire, directional lights, bumpers front and rear, heater, defroster, rear view
mirror, manual controlled spot light on roof of cab, two windshield wipers,
hydraulic four-wheel brakes and heavy duty battery at the price bid of $1,199.95.
Motion was passed by unanimous vote of the Council.
Bids Rejected Painting 1.5 M. G. Water Reservoir
On motion of Trustee Bolmgren, seconded by Trustee Perkins, all bids
received September 12, 1949 for the cleaning and painting of 1,500,000 gallon steel
water reservoir, were rejected; and the Clerk was instructed to readvertise for
new bids in the St. Louis Park Dispatch and Construction Bulletin , to be opened
October 10, 1949, by unanimous vote of the Council.

Resolution
On motion of Trustee Jorvig, seconded by Clerk Justad, the following
resolution was 'adopted by unanimous vote of Council Members present:
RESOLUTION CANCFT,ING ASSESSMENTS FOR M. T. SEWER DISTRICT #2
WHEREAS, 'it appears that by resolution of the Village Council adopted
October 6, 1947, levying assessments for M. T. Sewer Dist. #2, the following
property was inadvertantly assessed as two full units, whereas said land has been
permanently improved in combination with the adjoining lots by construction of
a single residence, and it being the policy of the Council to assess such com-
bined lots as a single unit, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the assessments heretofore levied against the following described land in
the respective amounts hereinafter set forth be herewith canceled and the Treas-
urer and Auditor of Hennepin County be hereby authorized to cancel the same upon
their respective records, and
BE IT FURTHER RESOLVED that installments of such assessments heretofore
paid in the respective amounts hereinafter set forth be refunded to the respect-
ive property owners and the President and the Clerk be hereby authorized to issue
warrants in payment of such refunds to the respective property owners.

On motion of Trustee Bolmgren, seconded by Clerk Justad, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION APPROVING PROPOSED ASSESSMENTS
FOR SEWERS
WHEREAS, the Village Engineer has calculated the proper amount "to be
specially assessed for lateral sewers constructed for Lateral Sanitary Sewer
Districts 2-F, 2-G, 2-L, 2-M and 1-R, for District Sewer for Sanitary Sewer
District No. 2-C as a lateral and for storm sewers constructed for Storm Sewer
Districts Nos. 17-B, 18 and 19, and has calculated the amount to be specially
assessed for each of said sewers against each lot, piece or parcel of land in
the said respective sewer district, and tabulations thereof have been duly pre-
pared and filed with the Clerk in duplicate as proposed assessments and have been
laid before the Village Council at this present meeting held not more than ten
days after the filing thereof, now therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the total cost of each of said sewers is hereby determined to_be as follows:

Hearing Date Set - Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, October 17,
