Hearing - Application for Permit for Two-Family Dwelling
Pursuant to Notice published in the _St. Louis Park Dispatch, a hearing was
had on the application of C. W. Peterson for a permit to construct a two-family
dwelling at 4304 Minnetonka Boulevard. No one appeared.,
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector is hereby authorized to issue building permit to C. W. Peterson for
the construction of a two-family dwelling at 4304 Minnetonka Boulevard, by un-
animous vote of the Council.
Petition for Grading, Graveling & Opening P-450 - " -
On motion of Trustee Perkins, seconded by Trustee, Bolmgren, the petition
signed by Ingolf Haugen, 2018 Georgia Avenue and others for grading, graveling
and opening of Georgia Avenue from Cedar Lake Road to Franklin Avenue, dated
August 15, 1949, was referred to the Village Engineer and Chairman of the Street
Department Committee for checking and recommendation, by unanimous vote of_the
Council.
Report of Fires for July, 1949
The Fire Department's report of fires for the month of July, 1949 was read
and ordered filed. .

Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to Conroy Brothers to run a water service line from the pres-
ent water main on Salem Avenue and West' 41st Street, West to the home at 5250
West 41st Street for water supply, with the understanding that an assessment of
$117.45 be paid at the time permit is taken out, said payment to be credited to
any future assessment when the water main is constructed past this property.
Motion was passed by unanimous vote of the Council.
Gas Main Extensions
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Minneapolis
Gas Company was granted permission to construct gas mains at the following lo-
ll cations, by- unanimous vote of the Council -----
#240 In 41st Street from Salem Avenue (2' S. S. Line
41St Street) to Lots 15 and 16,' Block 1, Brown-

Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place Two (2) poles on Kipling
Avenue between West 36th Street and Excelsior Boul evard, by unanimous vote of
the Council.
Meadowbrook Manor Plot Plan
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the PLOT PLAN
of MEADOWBROOK MANOR, dated August 9, 1949, submitted by Donovan Construction
Company was approved, as a tentative plan, with respect to proposed streets,
parking area and location of buildings, by unanimous vote of the Council.
Heating License
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Thomas J. Doyle, DBA Economy Furnace Company, 1509 East Lake Street, Minnea-
polis, Minnesota, for a license to do heating work is hereby approved, and the
Mayor and Clerk are hereby authorized to issue license to expire December 31, 1949,
by unanimous vote of the Council.
Justice of Peace Report of Fines (Yngve)
Justice of Peace Anton Yngve's Report of Fines dated August 8, 1949 was
read and ordered filed.
Comprehensive Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on Com-
prehensive Rezoning (See hearing held 7-18-49) was deferred to meeting of September
12, 1949, by unanimous vote of the Council.
Culvert Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Department was instructed to place a 24 inch culvert in the new Lynn Avenue be-
tween 28th Street and 27th Street, to carry the water westward. Motion was
passed by unanimous vote of the Council.
Hearing Date Set - Rezoning _
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request of
S. & L. Company for rezoning the property south of Excelsior Boulevard, adjoin-
ing on the west of property now under consideration by the Donovan Construction
Company was referred to the Planning Commission for checking and recommendation;

purposed.) Motion was passed by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
bonds were approved by unanihous vote of the Council:
HEATING LICENSE BOND with Thomas J. Doyle,
DBA Economy Furnace Company, Minneapolis,
Minnesota as principal, and American Surety
Company of New York, New York City, N. Y.
as surety, dated April 26, 1949, in the amount
of $1,000.00.
PLUMBING LICENSE BOND with Melvin E. Sager of
Minneapolis as principal, and The Aetna Casualty
' and Surety Company, Hartford, Connecticut as
surety, dated April 29, 1949, in the amount of
$4,000.00.
SIDEWALK, CURB AND GUTTER BOND with Floyd Larson,
2616 Vernon Avenue, St. Louis Park as principal,
and New York Casualty Company, New York as surety,
dated July 29, 1949, in the amount of $1,000.00.
CONTRACTORS BOND with George Madsen, Edina,
Minnesota as principal, and St. Paul-Mercury In-
' demnity Company, St. Paul, Minnesota as surety,
in the amount of $11,341.54, covering contract for
construction of curb and gutter in the Village of
St. Louis Park -- dated July 23, 1949.
CONTRACTORS BOND with John Finstad and Norman
Finstad, St. Louis Park as principal, and New
York Casualty Company, New York, N. Y. as surety,
dated July 26, 1949, in the amount of $13,711.14,
covering contract for construction of approximately
5,078.2 square yards of sidewalk at various loca-
tions in the Village.
CONTRACTORS BOND with Phelps-Drake Company, Inc.,
Minneapolis, Minnesota as principal, and United
States Guarantee Company, New York, N. Y. as surety,
dated August 1, 1949, in the amount of $41,589.50,
covering construction of sewers in Sewer Districts
Nos. 1-R and 2-L.
Sidewalk - Excelsior Blvd - Brookside Ave. to Hghy. #100.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
instructed to write a letter to County Highway Engineer, L. P. Zimmerman and ask
his opinion regarding the laying of sidewalk on Excelsior Boulevard from Brook
side Avenue to Highway No. 100. Motion was passed by unanimous vote of the
Council.
Request for Permits Denied
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the report of
the Planning Commission dated August 6, 1949 regarding C. Freidheim' s request
for permits to build an office building and operate a contractor' s storage yard
just west of Highway No. 100, between Cedar Lake Road and the Great Northern
Railroad Tracks was approved; and Mr. Freidheim's request for said permits was
denied, by unanimous vote of the Council.
Nursery School Approved
On motion of Trustee Jorvig, seconded by Trustee Perkins, the recommendation
of the Planning Commission dated August 6, 1949 regarding Miss Clara Turngren's
request for the use of the Hanke Homestead at 4100 Excelsior Boulevard as a
nursery school was accepted, and the Building Inspector was instructed to issue
a building permit for the necessary changes in the building for use as a nursery
school as permitted in Multiple Dwelling District, by unanimous vote of the
Council.
Street Light Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was instructed to install a street light on the pole adjacent
to 6312 West 39th Street, by unanimous vote of the Council.

Hearing Date Set - Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recom-
mendation of the Planning Commission dated August 6, 1949 regarding Harold
Naftalin's request for rezoning from residential to commercial use, the follow-
ing lots was approved, and the Clerk was instructed to advertise for a public
hearing to be held in the Village Hall, Monday, September 19, 1949 at 8:00 P. M.
to consider Mr. Naftalin's request to rezone Lots 232, 231, 230, 119,
118 - also the Planning Commission's recommendation for rezoning the following
lots from residential to commercial use Lots 117, 116,115, 114 and 3,
Richmond Addition. Motion was passed by unanimous vote of the Council.
Ball Room Permit •
, IllThe Planning Commission's report dated August 13, 1949, on the request of
J. W. Held for a permit to construct a ball room on property Southwest of the
cloverleaf at Wayzata Boulevard and Highway #100, was read. On motion of Trustee
Bolmgren, seconded by Trustee Perkins, the above matter was referred to the Com-
mittee of the Whole for further study, by unanimous vote of the Council.
Workman's Compensation Rate Revision
The Minnesota Workman's Compensation rate revision endorsement, effective
July 1, 1949, showing -an increase of 6.1 per cent because of the increased
benefits under act provided by Chapter 540, Laws of Minnesota, 1949, was read
to the Village Council, and ordered filed with Policy #WC 59088.

Hearing
A hearing was had on proposed water main extensions set forth in the
following resolution. No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION FOR CONSTRUCTION OF WATER MAIN EXTENSIONS
WHEREAS, the Village Council has met at the time and place specified in a
notice to all property owners whose property may be assessed for proposed cons-
truction of Village water mains at the following locations in said Village:

which notice was published •in the St. Louis Park Dispatch July 22, 1949 and July
29, 1949, and all persons appearing at said meeting having"been heard; therefore,
HE IT RESOLVED by the Village Council,of the Village of St. Louis Park that
it is hereby determined to be necessary to construct Village water main extensions
at the said locations in said Village in accordance with plans and specifications
which have been prepared by the ,Village Engineer and filed with the Village Clerk,
which plans and specifications are hereby accepted and approved; and,
HE IT FURTHER RESOLVED that the cost of said improvements are to be assessed
against the property benefited as authorized by Chapter 425, Laws of Minnesota,
1921 as amended.
Hearing Date Set - Street Vacation
On motion of Trustee Bolmgren, seconded by Trustee Perkins, September 19, 1949
was set as date for hearing on the petition of Mrs. Elizabeth S. Brown, 4300 West
28th Street, for the vacation of the N 52 feet of West 28th Street adjacent to the
following described property:
"Commencing 884.2 feet East of the Southwest corner
of the Northwest Quarter (NWS) of the Southeast •
Quarter (SEt), Section Thirty-one (31), Township
Twenty-nine (29), Range Twenty-four (24); thence East
792.6 feet; thence Northwesterly to a point 297.2 feet
North of beginning; thence South to beginning."
Motion was passed by unanimous vote of the Council.
Removal of Trees Authorized
On motion of Trustee Perkins, seconded by Trustee Holmgren, the Street
Department was instructed to remove from sidewalk adjacent to 4156 Brookside Avenue;
also tree in Street on the SW corner of Salem Avenue and Minnetonka Boulevard, by
unanimous vote of the Council.

Request for Tree Removal °"�
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of Mrs. Kabrud, 4100 Utica Avenue for removal of tree on boulevard in front of
her home was referred to the Park Board for checking and recommendation, by
unanimous vote of the Council.
Permit Approved for Remodeling Garage
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit for the alteration and
addition to the garage located on the rear of Lot 5, Block 60, St. Louis Park,
so that same may be used as a single family dwelling. Motion was was passed by
unanimous vote of the Council. (Why. A. Charland, 5826 Goodrich Avenue).
Claim for Damages
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the claim of
Truman A. Klungness, 2704 Georgia Avenue, St. Louis Park, dated August 9, 1949,
for damages due to truck backing into his yard was referred to the Village
Attorney for checking and recommendation, by unanimous vote of the Council.
Letter Re: Gas Mains (Cedar Lake Road E. of Tracks
A letter from Ben Lewis, 6114 Cedar Lake Road, dated August 10, 1949,
relative to unsuccessful efforts made to secure gas mains for area in vicinity
of Cedar Lake Road, East of Railroad Tracks, was read; and the Clerk was asked to
write the Minneapolis Gas Company regarding same.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION AUTHORIZING SALE OF LAND
WHEREAS the Village has acquired Lots 32, 34, and 35, Block 3, Suburban
Homes Company's Addition from the State of Minnesota for the sum of $1,500.00,
but now has no public use for the same, and Frank Lundberg Post, American Legion
has applied for the purchase of same at the price of $1,500.00, and,intends- to
use said lots for parking purposes, and
WHEREAS the Village Council deems it necessary that these lots be availableIII
for parking purposes, therefore, -
BE IT RESOLVED by the Village Council that the Mayor and Clerk be authorized
to execute and deliver limited warranty deed conveying said premises to Frank'
Lundberg Post, American Legion for the sum of $1,500.00. -

Tar Mat Ordered •
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street Com-
missioner was instructed to lay a tar mat on 41st Street from Yosemite Avenue to
Vernon Avenue - which was damaged by bus travel during the construction of Sanitary
Sewer on Excelsior Boulevard; using materials from, contracts now on file for
1949 street materials. Motion was passed by unanimous vote of the Council.

Sectional Meeting AWWA .,
On motion of Trustee Perkins, seconded by Trustee Jorvig; Ira Vraalstad,
J. C. Utton and H. J. Bolmgren were authorized to attend the Minnesota Sectional
meeting of the American Water Works Association to be held in Minneapolis,
September 8, 1949, with necessary expenses paid. Motion was passed by unanimous
vote of the Council.
Advertise for Bids for 2 Ton Pickup Truck
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk'was
instructed to advertise for bids for ton pickup truck for the Water Department,
same to meet the following specifications
"One-half (2) ton pickup truck, complete with
steel cab and box, standard tires all of the
same size, one spare tire, directional lights,
bumpers front and rear, heater, defroster, rear
view mirror, manual controlled spot light on
roof of cab, two windshield wipers, hyraulic 4-
wheels:emergency.brakes and heavy duty battery.
Bids to be opened September 12, 1949. Motion was passed by unanimous
vote of the Council.
