' Building Permit for Locksmith Building On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a temporary building permit for a period of one year for the placing of a 10' and 12' frame building on part of Lot 1, Auditor's Subdivision #53, just East of store building - the building to house a locksmith shop, to E. H. Rossiter. Motion was passed by unanimous vote of the Council. August 1, 1949 "'° r-� Gas Main Extension On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Minneapolis Gas Company was granted permission to construct gas mains in Kentucky Avenue from Job S-213 to Lot 133 and Ni of Lot 132, Richmond Third Addition, by unani- mous vote of the Council. _ Justice of Peace Report of Fines - (Linnee) Justice of Peace E. A. Linnee's Reportof Fines dated July 28, 1949 was.read and ordered filed. • Permission to Place Poles On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern States Power Company was granted permission to place poles at -the following locations, by unanimous vote of the Council ----- • - 1 Pole on alley between West Franklin Avenue and Cedar Lake Road from Edgewood to Florida Avenues 1 Pole ;on Oregon Avenue between West Lake Street and Highway 7. W. 'Peterson for permission to convert the old Carpenter home at 4304 Minnetonka Boulevard to a two-family dwelling'was read; and August 15, 1949 was set as date of'hearing on same, by unanimous vote of the Council. • • Hearing Date Set for Rezoning On motion of Trustee Perkins, seconded by Trustee Bolmgren, August 22, 1949 was set as date for hearing on the rezoning of the following described property from Residential to Commercial Use: Beginning at a point on a line One Hundred (100') feet north of and parallel to the north line of ,Block One (1), Brookview Addition and said lines inter- section with the north line of the Southwest one- quarter (SW4) of the Northwest one-quarter (NW4) of Section Seven (7), Township Twenty-Eight (28) North Range Twenty-Four (24) West; thence northwesterly at right angles with said line a distance of One Hundred Twenty-Five (125) feet more or less to the southeast- erly line of the present commercial zone, thence northeasterly along the southeasterly line of said zone to where it inter- sects with the west line of Quentin Avenue; thence south along the west line of Quentin Avenue to a line One Hundred (100) feet north and parallel to the north line of Block One (1), Brookview Addition extended to and intersecting with said west line of Quentin Avenue; thence southwesterly along said line to the point of beginning. Motion was passed by unanimous vote of the Council. Special Permit to Connect to Water Main On motion of Trustee Bolmgreri, seconded by Trustee Perkins, a special permit was granted to Louis Fleischer to run a water service line from the present water main at the south side of West 26th Street at Joppa Avenue north to service 2532 and 2533 Joppa Avenue, with the understanding that an assessment of $225.24 be paid at the time permits are taken out, said payment to be credited to any future assessment when the water main is constructed past this property. Motion was passed by unanimous vote of the Council. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit was granted to the owners of property. at 6301 West Lake Street, to connect the building at the above address to the, water service supply for 6221 and 6227 West Lake Street, with the understanding that when the water main is extendedin West _August 1, 1949 135 Special Permit to Connect to Water Main, Cont'd. Lake Street, adjacent to said property, the special assessment will be paid. Motion was passed by unanimous vote of the Council. Advertise for Bids for Grading On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and specifications for grading'jobs 0-21, 0-25, 0-26, 0-27, 0-29, 0-31, 0-34, 0-36, 0-37, 0-38, 0-39, 0-40, 0-41, 0-46, 0-47, 0-48, 0-49, 0-50, 0-91, and 0-100 were approved, and the Clerk is hereby authorized to advertise for bids for same, to be opened August 22, 1949. Motion was passed by unanimous vote of the Council. Bid Awarded - Sanitary Sewers 2-G and 2-M A tabulation made by Village Engineer, J. C. Utton, of bids received July 25, 1949, for the construction of Sanitary Sewers 2-G and 2-M, and his recom- mendation to award contract to the Phelps-Drake Company, Incorporated was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Phelps-Drake Company, Incorporated received July 25,- 1949 for the construction of Sanitary Sewers 2-G and 2-M, in the amount of $92,359.35 less Alternate Bid of $15,396.40 or $76,962.95, was deemed to be the lowest bid, of a responsible bidder, and the President and Clerk are hereby authorized to enter into a contract in ' behalf of the Village for same in the amount bid ($76,962.95). Motion was passed by unanimous vote of the Council. No meeting August 8, 1949 On motion of Trustee Perkins, seconded by Trustee Jorvig, the evening of August 8, 1949 was declared an open night, and no Council Meeting will be held, by unanimous vote of the Council. Reciprocal Fire Service Agreement On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Reciprocal Fire Service Agreement with the Villages of Richfield, Edina, Golden Valley and Hopkins was approved, and the President and Clerk are hereby authorized to sign same for the Village of St. Louis Park, by unanimous vote of the Council. -Condemnation Proceedings.for Street Improvements A letter dated July 30, 1949 from Attorney James B. Hannah was read, stat- ing that Mr. Arthur Eaton, owner of Lot 7, Auditor's Subdivision ##323 has offered to sell the 101 and 2001 strip thereon for $1,200.00 (the strip to be used for widening Minnetonka Boulevard at the curve). However, Mr. Eaton said he would be willing to sell this strip for less if.his property in this area were zoned for Commercial Use. - After some discussion, it was moved by Trustee Perkins, seconded by Trustee Jorvig, that the .Village Attorney be instructed to start con- demnation proceedings to acquire this strip of land for the Village. Motion was passed by unanimous vote of the Council. Additional Storm Sewer on Vernon at 28th . •The Village Engineer reported that plans for additional storm sewer line in Vernon Avenue at 28th Street will be ready shortly at an estimated cost of $4,800.00. It was suggested that the Village Attorney set up a resolution and ordinance determining the boundaries of said sewer. Advertise for Two 4" Pumps On motion of Trustee.Perkins, seconded by Trustee Bolmgren, the Clerk was authorized to advertise for bids for two (2) four (4") inch self priming centrifu- gal pumps according to specifications on file, to be -used by the Street Department; bids to be opened August 22, 1949. Motion was passed by unanimous vote of the Council. - - Hearing Set for•Water,Main Extension On motion of Trustee Bolmgren, seconded by Trustee Perkins, August 22, 1949 was set as date for hearing on the proposed water main extension in France Avenue, between 38th Street and9th Street, by_unanimous vote of the Council. Bid Awarded for Curb and Gutter On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid of Fitz- • gerald Brothers received earlier this meeting, for the construction of curb_and gutter Improvements 0-92 thru 0-98, 0-106 and 0-110 for $1.44 per lineal foot was deemed to be the lowest bid of responsible bidders, and the President and Clerk are hereby authorized to enter into a contract with Fitzgerald Brothers for same at price bid ($1.44 per L.F.) in behalf of the Village. Motion was passed by unanimous vote of the Council. Hearing - Proposed Street Improvements Pursuant to advertisement in the St. Louis Park Dispatch, separate hearings were had on the following proposed street improvements -- 0-115 thru 0-142: 136 August 1, 1949 Hearing - Proposed Street Improvements, Cont'd. Mr. Stoltman and others asked about 0127. They wished to know if the street would be put in shape .before it was seal coated, and they were told that it would be. An inquiry was made with regard to the manner of assessing 0-128 - sidewalk on Excelsior Boulevard from Brookside to Highway-#100. The Council answered that the assessment phase had not been worked out. He said he represented Agnes M. Holland, 3953 Xenwood Avenue, and would like to be notified when the assessment •comes up for a hearing. Johnson, was read: • ' "With reference to the bid of- Rodgers Hydraulic Co. received July 25, 1949, for One (1) Used Tractor and • five-foot cutting mower -- I have seen the tractor and find same in very good condition. The purchase of • this tractor will be a saving of approximately $300. over a new one, and will serve our purpose satisfactorily. I recommend that the bid of Rodgers Hydraulic Company be accepted." On motion of Trustee Perkins,' seconded by Trustee Jorvig, the bid of Rodgers Hydraulic Company received July 25, 1949, for furnishing of One (1) Used Model B, Allis-Chalmers tractor with Five, (5) Foot cutting bar with hydraulic lift attached in the amount of $1,060.00 was.deemed to be the lowest bid of a responsible bidder, and the Clerk is hereby authorized to issue a purchase order for same in the amount bid ($1,060.00), by unanimous vote of Council Members present. • Bids for Tandem Roller Discussed The bids for Tandem Roller received August 1, '1949 were discussed, and action on same was deferred to meeting of August 15, 1949. Action on' Sidewalk Deferred • The location of sidewalk on the East Side of Dakota Avenue between 29th Street and Minnetonka Boulevard was discussed. Inasmuch as there is ,still some dispute as to whether it should be four or 42 feet wide, it was suggested that action on same be deferred to meeting of August 15, 1949; and in the mean time, check the walk on the West Side which is to be laid during the week of August 8th, 1949.
