Speeding on Excelsior Boulevard Mr. Davis and one other from Brooklawns relative to the speed of cars on Excelsior Boulevard, near Dakota Avenue; making it hard to get on to the Highway from Brooklawns Addition. , On motion of Trustee Bolmgren, seconded by Trustee Jorvig, this matter was referred to Mayor Erickson, with the suggestion that SLOW signs be placed on Excelsior Boulevard at this location, by unanimous vote of.the Council. Notice of Hearings--R. R. & Whse. Commission Notices of hearings to be held by the Railroad and Warehouse Commission on August 4th; , 1949 were read as follows: 1. In the matter of the application of Chicago, Milwaukee, St. Paul and Pacific Railroad Company for authority to discontinue or curtail Agency Service on Saturdays at certain stations in the State of Minnesota. Hearing to be. held at 470 State Office Building, St. Paul, Thursday, August 4, 1949 at 2 o'clock P. M. 2. Motion was passed by unanimous vote of. the Council. Permission to place buried Cable On motion of Trustee Perkins, seconded.▪ by Trustee Bolmgren, the North- western Bell Telephone Company was granted permission to place buried cable in West 18th Street at Hampshire Avenue, by unanimous vote of the Council. Heating License Bond On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following bond was approved by unanimous vote of Council Members present HEATING LICENSE BOND with Koolaire, Inc. of St. Paul, Minnesota as principal, and Hartford Accident and Indemnity Company as surety, dated June 15, 1949, in the amount of $1,000.00. Street Light Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorcig, the Northern States Power Company was instructed to install a street light at the intersection of Kentycky Avenue and West Lake Street, by unanimous vote of the Council. Petition Opposing Sidewalk Approved On the request of of E. R. Hanson and V. C. Vandercook•, dated July 8, 1949, 25 July 25, 1949 1 Petition Opposing Sidewalk Approved, Cont'd. it was moved by Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was instructed to take out of current sidewalk project, Lots 12, 13, and 14, Block 2,Brookview Addition, by unanimous vote of the Council. Quit Claim Deed On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the quit claim deed of Mel. W. Hobart and Lydia S. Hobart, husband and wife, party of the first part, and the Village of St. Louis Park, a municipality under the laws of the State of Minnesota, party of the second part, for Hobart Lane was accepted for x use as a public street, the consideration being $1.00 and other valuable consider- ation, and ordered filed by the Village Attorney. Motion was passed by unani- mous vote of the Council. Health and Welfare Committee Report The following report was given by the Health and Welfare Committee: "Due to public concern over Polio in the community, the Health and Welfare Committee, in cooperation with the Village Health Officer (after conferring with members of the Village Council) instigated a project of spraying all garbage cans in.the Village with a solution of D. D. T. as a preventative Polio measure; and a red tag of ex- planation is being attached to each garbage can. This work will be completed this week. /s/ Joseph Justad, Chairman Health & Welfare Committee." Ori motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above report of the Health and Welfare Committee' was accepted and the project approved, by unanimous vote of the Council. Governor's Safety Council Meeting On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Mayor Erickson and other Council Members who may wish to do so, was authorized to attend the Governor's Safety Council Meeting at Duluth, Minnesota, August 19, 1949, with • necessary expenses paid. Motion was passed by unanimous vote of the Council. Soot and Smoke Nuisance The soot and smoke nuisance in the Vicinity of France Avenue and the Mil- waukee Railroad was discussed. Mayor Erickson was asked to write again about this matter; also about the moving of the standpipe at Wooddale Avenue and the Railroad tracks. Gas Main Extension On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis Gas Company was granted permission to construct gas mains at the following loca- tions, by unanimous vote of the Council: #220 In West Franklin Avenue from 18th Street West to parts of Lots 2, 3, and 5, Block 3, Westwood Park, Second Addition. Request for Grading Canceled On the recommendation of Village Engineer, J. C. Utton, it was moved by Trustee Perkins, seconded by Trustee Bolmgren, that the grading of Yosemite Avenue from 36th Street to the Chicago, Milwaukee, St. Paul and Pacific Railway tracks — now in the Park Construction Company's Contract, dated June 13, 1949, was ordered canceled, by unanimous vote of the Council. Bid Awarded for Sidewalk Construction A tabulation made by Village Engineer, J. C. Utton of bids received on July 18, 1949, for sidewalk construction (Jobs 0-6 to 0-20, inclusive), and the _ recommendation to award same to John Finstad & Son was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of John Finstad & Son received July 18, 1949 for the construction of sidewalk (Jobs 0-6 to 0-20, inclu- sive) in the amount of $13,711.14, was deemed to be the lowest bid received of a responsible bidder, and the President and Clerk are hereby authorized to enter into a contract in behalf of the Village for same in the amount bid. Motion was passed by unanimous vote of the Council. Petition for Grading P-7 (N-160) A petition for grading of huntington Avenue between Randall Avenue and 34th Street, signed by the following, was read. L. E. Bender, Henry Webster,. Helen Bechtold, R. G. Close, Philip J. Theisen, James T. Ryan, and a wire from Earle 126 July 25, 1949 Petition for Grading, Cont'd. Dumond. This petition was, in response to the suggestion made at the July 11th meeting for the neighbors to bring in a majority petition either for or against the grading. As this petition was determined to be a majority for the grading, it was moved by Trustee Perkins, seconded by Trustee Bolmgren, that the Village Engineer be instructed to proceed with the grading work, by unanimous vote of the Council. Report Re: South Westwood Hills Addition The following report submitted by Village Engineer, J. C. Utton was read. "The Park 'area to be dedicated to the Village, as shown on the attached plat, has a small low area into which some drainage will gather. This III low area can be drained into the adjoining low land on the North Side of Cedar Lake Avenue of the Westwood Hills Golf Course and an easement for that purpose is being prepared by the Owners for the Village. This dedicated property will make a very desirable Park. The streets are now being graded, and when completed, in accordance with Village standards, will procide good graveled roads." Poceed with Sidewalk Construction On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Engineer was instructed to proceed with the construction of sidewalk on the East - �9 side of Dakota Avenue from West 29th Street to Minnetonka Boulevard, not to exceed 30 inches from the curb line -- sidewalk to be 4feet in width. Motion was passed by unanimous vote of the Council. Addition to Sidewalk Contract - On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village ��'M�`°' Engineer was instructed to add to the John Finstad-& Son. sidewalk contract, the construction of sidewalk in front of Lots 26 and 27, Block 21, Park Manor, upon receipt of release petition from owners of said lots. Motion was passed by unanimous vote of the Council. Petition for water main P-443 III On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following petition was referred to the Village Engineer and Chairman of the Water Depart- ment Committee for checking and recommendation, by,unanimous vote of the Council: -- 4- PETITION FOR WATER MAIN EXTENSIONS, signed by Nevare E. Peterson, 2624 South Harriett Avenue, Minneapolis, Minnesota, and others, dated Jgly 25, 1949, for the construction of water mains in ALABAMA AVENUE BETWEEN WEST 28TH STREET AND WEST 29TH STREET. - -- - Advertise for Water Meters, Etc.- On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Clerk was instructed to advertise for bids for the following: 1. 500 5/8 inch, 15 3/4 inch, 25 1 inch and 3 3 inch bronze water meters 2. 500 copperhorns 3. 500 corporation stops 4. cleaning and painting of the 1,500,000 gallon water reservoir as per plans and specifications on file with Village Engineer. - ' ill Bids to be opened August 29, 1949. Motion was passed by unanimous vote of the Council. Extension of 27th Street, East from Raleigh On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village Attorney was instructed to commence condemnation proceedings to acquire a 60 foot street right of way for the extension of 27th Street East from Raleigh Avenue, 135 feet more or less. Motion was passed by unanimous vote of the Council. Ordinance 337 - ' On motion of Trustee Perkins, seconded by Trustee Bolaigren', the following July 25, 1949 127 Ordinance No. 337, Cont'd. Ordinance was adopted by unanimous vote of the Council. ORDINANCE NO. 337 ORDINANCE CREATING SANITARY SEWER DISTRICT NO. 1-S The Village Council of the Village of St. Louis Park ordains as follows: Section 1. There is hereby created and established a sanitary sewer district of the Village of St. Louis Park to be known and designated-as Sanitary Sewer District No. 1-S, the boundaries of which shall be as follows: Commencing at the Southeast corner of Lot 8, Block 2, Woodridge; thence North along the West line of said lot and continuing North along the West line of the East of the Northeast 4 of the Southwest 4, Section 31, Township 29, Range 24, to the North line of said Southwest 4; thence East along said North line to Natchez Avenue; thence ; thence North along Natchez Avenue to West 28th Street; thence East along the South line of West 28th Street to the Northeast corner of Lot 44, Block 8, Thorpe Brothers Cedar Lake Heights; thence South along the East line of Lots 44 to 29, said Block 8, and thence continuing South to the Southeast corner of Lot 14, Block 2, Barrett's Addition; thence West along the South line of said Lot 14 and continuing West along the South lines of Lots 9 and 17, Block 3, Barrett's Addition, to the Southwest corner of said Lot 17; thence Southwesterly to the Northeast corner of Lot 6, Block 1, Woodridge; thence West along the North lines of Lots 6 to 9, said Block 1, to the Northwest corner of said Lot 9; thence Southwesterly to the Southeast corner of Lot 3, Block 2, Woodrige; thence West along the South line of said Block 3 to the Southwest corner thereof; thence North along the West line of said Lot 3 to the Northeast corner of Lot 5, said Block 2; thence West along the North lines of Lots 5 to 7, said Block 2, to a point of beginning. Resolution On motion of Trustee Jorvig, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION FOR CONSTRUCTION OF SANITARY SEWERS FOR SANITARY SEWER DISTRICT NO. 1-S WHEREAS, it appears necessary and in the public interest that sanitary sewers be constructed for Sanitary Sewers in District No. 1-S extending from sewer lift station in Lynn Avenue at the abandoned Great Northern Railway right-of-way; thence Northwesterly along said right-of-way to Natchez Avenue and thence westerly to the East line of Woodridge at 27th Street, and WHEREAS it appears necessary and in the public interest that sanitary lateral sewers.be constructed in Ottawa Avenue from Lot 3, Block 2, Woodridge, North to west 27th Street to Princeton Avenue; also in Princeton Avenue from West 27th Street to Ottawa Place and in Ottawa Place from Princeton Avenue to Ottawa Avenue, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that sanitary district sewer and sanitary lateral sewers be constructed at the said locations, respectively, in accordance with plans and specifications which have beep prepared by Village Engineer, and which are hereby approved; the Village Clerk is authorized and directed to advertise for bids for construction of said sewers to be opened by the Village Council August 22, .1949. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Counci. - RESOLUTION RE APPLICATION OF EXCELSIOR EXPRESS FOR CERTIFICATES OF PUBLIC CONVENIENCE AND NEC- CESSITY FOR DISTRIBUTION OF FREIGHT TRANSPORTATION ▪ WHEREAS, it appears that a petition has been filed by Eugene E. Reich and Joe Reich, Jr., DBA Excelsior Express, for a certificate of Public Convenience and necessity, as an auto transportation company for the transportation of freight, with the Railroad and Warehouse Commission of the State of Minnesota, wherein it appears that applicants propose to operate as an auto transportation company from Minneapolis over trunk Highway #7 or county roads via St. Louis Park to various points West, and • WHEREAS, Minnetonka Boulevard and Excelsior Boulevardare county roads extend- ing west toward the City of Hopkins within the Village of St. Louis Park and that 2 CO July 25, 1949 CI) Resolution Re: Certificates of Public Convenience, Cont'd. . traffic on said roads is congested, portions of said roads are closely built up with commercial retail establishments and other portions with residences, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it hereby requests the Railroad and Warehouse Commission of the State of Minnesota to confine the route requested by the above applicants to State Highway No. 7 through the Village of St. Louis Park and to not permit a route over County roads within the Village of St. Louis Park.
