Bids - Curb and Gutter Construction (0-51 to 0-55) Pursuant to advertisement for bids in the St. Louis Park Dispatch, sealed bids were received from the following bidders for the construction of curb and gutter improvements 0-51 to 0-55, inclusive ----- 1. George Madsen $1.42 per L. F. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bid was referred to the Village Engineer and Chairman of the Street Department Com- mittee for checking and recommendation, by unanimous vote of the Council. 104 July 11, 1949 Resolution C7) On motion ok Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Council: "1N' RESOLUTION APPROVING THE'ROUTING OF BROOKSIDE BUS FROM EXCELSIOR BOULEVARD NORTH ON ALABAMA AVENUE TO THIRTY-SIXTH STREET WHEREAS, the residents in the vicinity of the Village Hall have petitioned the Village Council and Twin City Rapid Transit Company for bus_service on Alabama Avenue from Excelsior Boulevard to 36th Street, and WHEREAS, the Twin City Rapid Transit Company in a_letter dated July 7th, 1949, have suggested that the extension of Brookside bus service be made as follows: LEAVING 36TH STREET AND ALABAMA AVENUE AT 6:46; 7:21; 7:39, and 8:16 A.-M., and OUTBOUND FROM Minneapolis at 4:25; 4:58; 5:20, and 5:29 P. M. now▪therefore, BE IT RESOLVED, that the Village Council go on record as approving the afor▪ementioned schedule, and request that the bus service be inaugurated at the earliest date possible. Trailer Permit (William Wyman) On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application of William Wyman (a veteran) for a permit to.inhabit a trailer at 3139 Sumpter Avenue while building a home was approved, and the President and Clerk are hereby authorized to issue permit to expire January 11, 1950, by unanimous vote of the Council. Advertise for Bids - Tar Mat (0-56 and others) On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and specifications for tar mat jobs 0-56 and others were approved, and the Clerk is hereby instructed to advertise for bids to be opened July 25, 1949, as recommended by the Street Department, by unanimous vote of the Council. Building Permit for Bank Building On the recommendation of the Planning Commission, it was moved by Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was instructed to issue a building permit to G. S. Evarts for the construction of Citizens State Bank Building to be constructed on the following described property ----- - COMMENCING AT A POINT IN THE CENTER LINE OF EXCELSIOR AVENUE DISTANT 901 FEET NEly ALONG SAID CENTER LINE FROM ITS INTERSECTION WITH THE CENTER LINE OF WOODDALE AVENUE; THENCE SEly - AT RIGHT ANGLES TO SAID CENTER LINE OF EXCELSIOR - AVENUE 350 1EiT; THENCE SOUTHWESTERLY PARALLEL WITH EXCELSIOR AVENUE 70 1'E1 T;, THENCE NWly_ 350 FEET TO A POINT IN THE CENTER LINE OF EXCELSIOR AVENUE DISTANT 70 FEET SOUTHWESTERLY FROM THE POINT OF BEGINNING; THENCE NEly 70 FEET TO THE POINT OF BEGINNING, SUBJECT TO STATE HIGHWAY RIGHT-OF WAY (Survey dated 6-22-49 on file) Motion was passed by unanimous vote of the Council. Revised Plat - South Westwood Hills On motion of Trustee Perkins, seconded by Trustee Bolmgren, the revised temporary plat of South Westwood Hills, subject to the approval of the Planning Commission, was approved by unanimous vote of the Council. Check Sidewalk Breaking On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building Inspector was asked to check the breaking of sidewalk on Alabama Avenue, in front of Hanson's home (3854 Alabama Avenue), and others, and report to Village Council, by unanimous vote of the Council. Hearing - Rezoning Pursuant to advertisement in the St. Louis Park Dispatch, a hearing was had on the petition of Donovan, Incorporated, for the rezoning of the SW4 of the NE4 and all of the SE* of the NE lying South and West of Minnehaha Creek and all of the SE* lying North of Excelsior Avenue and West of Minnehaha Creek, all in Section 20, Township 117, Range 21, from Residential to Multiple Dwelling Use and "D" q � July 11, 1949 105 Hearing - Rezoning, Cont'd. • -Density. No one appeared. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following Ordinance was adopted by unanimous-vote of the Council: ORDINANCE NO. 335 The Village Council'of the Village of St. Louis Park ordains: • Section 1. Section'2 of the Zoning Ordinance of the Village of St. Louis Park adopted by the Village Council January 20, 1932, together with the Use District maps and Density District maps referred to therein as the same have been heretofore amended are hereby further amended by deleting from the residence district and "A" density district: The Southwest of the Northeast 4 and all of the Southeast 4 of.the Northeast lying "South and West of Minnehaha Creek and all of the South- • east 4 lying North of Excelsior Avenue and West of Minnehaha Creek, all in Section 20, Township 117, Range 21, - and including the same within the Multiple Dwelling District and "D" Density District and shall be subject to all the provisions of said ordinance regulating said premises within said districts. Heating License Approved On_motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following application for 1949 License to do heating work was approved, and the President and Clerk are hereby authorized to issue license to expire December 31, 1949, by unanimous vote of the Council: BURKE MAHON HEATING COMPANY 4325 Upton Avenue South, Minneapolis. • Permission to Place Buried Cable, Poles, Anchor On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northwestern Bell Telephone Company was granted permission to place buried cable in the South side of Sunset Boulevard between Glenhurst Avenue and Huntington Avenue; and to Place five (5) poles and one (1) anchor in the alley South of 29th Street between Hampshire Avenue and Idaho Avenue, by unanimous vote of the Council. Liability Insurance for Courtesy Benches On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Certificate of Insurance (Policy No. OLT 60584) covering period of July 5, 1949 to July 5, 1950, with Cal Scholtz as Principal, and Anchor Surety Company as surety, covering ten courtesy benches at various locations in St. Louis Park, was approved by unanimous vote of Council Members present. Permission to Place Poles On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern States Power Company was granted permission to place poles at the following lo- cations, by unanimous vote of the Council: One (1) Pole on Cedar Lake Road between Georgia and Hampshire Avenues One (1) Pole on Browndale Avenue at 42nd Street. Gas Main Extensions On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis Gas Company was granted permission to 'construct gas mains at the following loca- tions, by unanimous vote of the Council: #205 3 Inch main in Cambridge Street from Texas Avenue to Village Limits #211 3' Inch main on West 26th' Street_from-Lot -1,__�1 Block 4 to Lot 7, Block 4,(arlsfort Terrace Addition. --_ Advertise for Water Main Bids On motion of Trustee Bolmgren, seconded by Trustee Perkins, the plans and 108 July 11, 1949 C- Advertise for Water Main Bids, Cont'd. %. specifications for construction of water mains prepared by the Village Engineer, J . Claim for Car Damages On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the claim of July 11, 1949 109 Claim for Car Damages, Cont'd. George E. Mc Kay, 3308 Kentucky Avenue, St. Louis Park for damages to his car when Kentucky Avenue from 33rd Street to 1st Street NW was oiled, was referred to the Village Attorney to make a settlement, by unanimous vote of the Council. Petition Opposing Sidewalk On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition of Henry A. Cousineau, 2801 Toledo Avenue and others, dated June 27, 1949, oppos- ing the construction of sidewalk on 28th Street between Joppa and Toledo Avenues was ordered filed for future reference, by unanimous vote of the Council. Petition Opposing Sidewalk On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition of E. R. Hanson and V. C. Vandercook, dated July 8, 1949, opposing the construction of sidewalk in front of Lots 13 and 14, Block 2, Brookview Park Addition was referred to the Village Engineer for checking and recommendation, by unanimous vote of the Council. Special Building Permit On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was instructed to issue a special building permit to Mr. A. N. Lawrence, 4805 West 27th Street for the construction of a roof cover over his driveway into his basement garage, by unanimous vote of the Council. 4- Advertise for Bids Curb & Gutter (0-92 to 0-98, 0-106 to 0-110) On motion of Trustee Perkins, seconded by Trustee Bolmgren, plans and specifications for the construction of curb and gutter Improvements Nos. 0-92 to 0-98 and 0-106 to 0-110 are hereby approved, and the Clerk authorized to advertise for bids for same to be opened August 1, 1949, by unanimous vote of the Council. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of the Council: RESOLUTION CANCELING CERTAIN SANITARY SEWER ASSESSMENTS BE IT RESOLVED that the assessment levied by Resolution of October 6, 1947, for Sanitary Sewer 1-M against the following lot be canceled for the reason that workmen were unable to locate house connection; therefore this lot will be re- assessed when lateral sewer is put in Brunswick Avenue south of Minnetonka Blvd. The Treasurer and Auditor of Hennepin County are requested to cancel this assess- ment on their respective records and the Clerk authorized to issue warrants to cover payments made for the 1948 and 1949 years, on receipt of a verified claim from the owner. Cover Water Mains On motion of Trustee Bolmgren, seconded by Clerk Justad, the Water Dept. is hereby instructed to cover water mains laid in Idaho Avenue from 28th Street to 26th Street, to sufficient depth to prevent freezing, and to report the cost to the Assessment Clerk to be added to water main assessments. Motion was passed by unanimous vote of the Council. Wage Rate Increased - Henry C. Owen On the recommendation of Ira M. Vraalstad, Water Superintendent, the hourly wage rate for Henry C.
