Traffic Signals ' On motion of Trustee Bolmgren, 'seconded by 'Trustee Jorvig, the Clerk was instructed to write to the State Highway Department and ask that traffic signals be installed at WOODDALE AVENUE AND HIGHWAY NO. 7, and at HIGHWAYS NOS. 100 and III 169, by unanimous vote of the Council. / Meeting Adjourned The meeting was adjourned by President Erickson at 12:40 A. Bloom, Route 3, Box 409, Hopkins and Hyman Myers, 1435 West 31st Street, Minneapolis for the construction of a manufacturing building on Lots 30 and 31, Block 158, Re-arrange- ment of St. Louis Park as per plans for Lakeland Company dated June 13, 1949, with the understanding that the north side of the building will be stuccoed. Motion was passed by unanimous vote of the Council. Inspect Grading Job On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was asked to check the grading job on Monterey Avenue between 26th Street and 27th Street which has been reported as not draining as promised, and to bring in a report to next meeting, Monday, June 20, 1949. Motion was passed by un- animous vote of Council Members present. 84 June 13, 1949 :10 CD Inspect Condition of Street • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Street Commissioner was instructed to check the condition of Lynn Avenue from 26th Street north to 25th Street which has been reported as impassible at certain times of the year, and bring in a report- to the next meeting, June 20, 1949. Motion was passed by unanimous vote of Council Members present. Licenses • • On motion of Clerk Justad, seconded by Trustee Bolmgren, the following applications for 1949 licenses were approved, and the President and Clerk are hereby authorized to issue licenses to expire Deceiber 31, 1949, by unanimous vote of Council Members present. Grant Ward Electrical Ture Nordstrom ' - Plumbing Petition Re: Rubbish, Wood, Etc. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition signed by Robert Johnson, 3811 Princeton•Avenue and others, dated June 10, 1949, relative to the accumulation of rubbish,-kindling wood, logs and other items on Lots 23, 24 and 25, Block 3, Minikanda Vista, Second Addition, was read, and referred to the Village Attorney to write to Mr. Holt regarding his violation of the Zoning Ordinance. Motion was passed by unanimous vote of Council Members pre sent. Parking Back of Jennings On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition signed by Leslie R. Johnson, 3755 Ottawa Avenue and others, dated June 10, 1949, relative to nuisance created by parking of cars on Lots 17, 18, 19 and 20, Block 3, Minikanda Vista, Second Addition (back of Jennings Tavern), was read, and referred to the Committee of the Whole, by unanimous 'vote of Council Members present. Petition Against Driveway & Rezoning A petition signed by Theodore S. Peiffer, 4501 West 38th Street and others, dated June 10, 1949, requesting that the Council deny petition of the owners of Lot 17, Block 2, Minikanda Vista, Second Addition tb install an alley or driveway upon said premises or any part thereof, for the purpose of obtaining ingress and egress to Lots 13, 14 and 15, Block 2, Minikanda Vista, Second Addition; also to deny any petition that may be made by the owners of said premises for the purpose of having said Lot 17, Block 2, rezoned for Commercial or Multiple dwell- ing Use, was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village Attorney was instructed to write the owner of Lot 17, Block 2, Minikanda Vista, Second Addition, which is zoned Multiple Dwelling, not to use said property for a commercial driveway for Minikanda Hardware Store. Motion was passed by un- animous vote of Council Members present. - Drainage - 3730 Kipling On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the drainage problem in front of the John Goranson home at 3730 Kipling Avenue was referred to the Village Engineer with orders to contact the State Highway Department, by unani- mous vote of Council Members present. Street Needs, 31st & Dakota Mr. T. H." Smullen, 3101 Dakota Avenge appeared - complained about stakes for trees not being put in. Said street meeded tar next to the curb and gutter. The manhole at corner of 31st and Dakota is not sufficient to take all the water 0suring heavy rains. President Erickson said that 2 additional catch basins were recommended by the Village Engineer which should take care of said condition; also curb and gutter on the East side of Dakota Avenue north from 31st Street, so that the sand will be taken care of. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above - matters were referred to the Village Engineer and Chairman of the Street Depart- ment Committee in order to correct drainage problem at 31st and Dakota; the need of tar nekt to the curb; also the grading and tarring of 31st Street from Dakota to Colorado Avenues, with a request to report on same at the next Council Meet- ing, June 20, 1949. Motion was passed by unanimous vote of Council Members present. - - Bonds On motion of Clerk Justad, seconded by Trustee Jorvig, the following bonds were approved by unanimous Vote of Council Members present June 13, 1949 85 Bonds, Continued PLUMBING LICENSE BOND with Ture F. Nordstrom of Minneapolis as principal, and United States Fidelity and Guaranty Company of Baltimore, Maryland as surety, dated June 10, 1949, in the amount of $4,000.00. HEATING LICENSE BOND with F. S. Lamson, Inc. of Minneapolis, Minnesota as principal, and St. Paul-Mercury Indemnity Company of St. • Paul, Minnesota as surety, dated December 6, 1949, in the amount of $1,000.00. Street Light Ordered - On motion of Trustee Bolmgren, seconded by Clerk Justad, the Northern States Power Company was ordered to place a street light on the corner of KENTUCKY AVENUE andLOUISIANA AV,. by unanimous vote of Council Members present. Street Maintenance - Kipling- 26th to 27th, etc. On motion of Trustee Bolmgren, seconded by Clerk Justad, the maintenance of Kipling Avenue from 26th to 27th Streets; and 26th from France to Monterey Avenues was referred to the Street Commissioner for checking and a report to be made at next meeting, June 20, 1949, by unanimous vote of the Councilmen present. Release of Securities - A request received from the Northwestern National Bank of Minneapolis, dated June 10, 1949 was read, asking for the release of $300,000.00 United States Treasury Notes, Series F 49 M - 1 1/8%, due July 1, 1949 which are now being held by the Federal Reserve Bank of Minneapolis, and substituting $300,000.00 United-States Treasury Certificates of Indebtedness, Series E 50 - 14%, due June 1, 1950. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, release of the above mentioned Treasury Notes and substitution was approved and the assign- ment date June 10, 1949 covering the full amount of $350,000.00 on deposit with the Federal Reserve Bank, was approved by unanimous vote of Councilmen - present. _ Request for Sidewalk - Vernon From 28th-29th St. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of Maurice Gordon, 2824 Vernon Avenue and D. K. Erickson, 2820 Vernon Avenue, for the construction of sidewalk adjacent to curb on the West Side of Vernon Avenue from 28th to 29th Streets was referred to President Erickson for check- ing, by unanimous vote of Council Members present. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION FOR CONSTRUCTION OF SANITARY SEWER _ FOR SANITARY SEWER DISTRICT NO. 2G WHEREAS, the Village Council of the Village of St. Louis Park determined that it is necessary and in the public interest that certain lateral sewers be constructed for Sanitary Sewer District No. 2G, including sewer in West 39th Street from Lynn Avenue to Natchez Avenue, and plans and specifications for the same have been heretofore approved by the Council, and, • WHEREAS, the Village Council has heretofore rejected bids for constructing all said proposed sewers for said district, but, on request of property owners adjacent to West 39th Street from Lynn Avenue to Natchez Avenue, now considers it necessary to construct sewer at said location, therefore, • BE IT RESOLVED by the Village Council of the Village of St. Louis Park- that lateral sewer be constructed in Sanitary Sewer District No. 2G in West 39th Street from Lynn Avenue to Natchez Avenue in accordance with the plans and specifications which have been prepared by the Village Engineer and that the Clerk advertise for bids for construction of said sewers to be opened at the Council meeting July 11, 1949. Gas Main Extensions On motion of Trustee Bolmgren, seconded -by Trustee Jorvig, the Minneapolis Gas Company was granted permission to construct gas mains at the following locations, by unanimous vote of Council Members present ----- 86C5 June 13, 1949 Gas Main Extensions, Cont'd. In Quebec Avenue from Division Street to State Highway #7. In Kipling Avenue from 1011 North of North Line of West 27th Street to West 27th Street. Sidewalk, Curb & Gutter Repairs On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was authorized to employ George Madsen to repair damages to sidewalk, curb and gutter on Webster Avenue between Excelsior Boulevard and 41st Street by the I. J. Donnelly Company during sewer construction, at 45¢ per square ft. for sidewalk and $1.50 per L. F. for curb and gutter; same to be charged to the I. J. Donnelly Company and withheld from the balance owed on the contract price. Motion was passed by unanimous vote of Council Members present. Estimate Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following Estimate of contract work in progress, presented by Village Engineer, J. C. Utton were approved, and the President and Clerk are hereby authorized to issue warrants covering same, by unanimous vote of Council Members present. Olson, 3550 Huntington Avenue and others, dated June 13, 1949, for the application of tar mat on WEST 36th STREET FROM KIPLING TO HUNTINGTON AVENUES. Sidewalk, Curb and Gutter Bond On motion of Clerk Justad, seconded by Trustee Bolmgren, the SIDEWALK OR CURB AND GUTTER CONSTRUCTION BOND with Roy Fure and John Fure, DBA Fure Bros. Cement Construction Company of Minneapolis, Minnesota as principal, and Standard • Accident Insurance Company of Detroit, Michigan as surety, dated June 10, 1949, in the amount of $10,000.00, covering the construction of concrete. sidewalks, curbs, curbs and gutters in the Village of St. Louis Park for period ending December 31, 1949, was approved by unanimous vote of Council Members present. Bid Awarded- Storm Sewer District 17 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Bart Carlone received May 23, 1949, for the construction of storm sewers for Storm Sewer District No. 17, was deemed to be the lowest bid of a responsible bidder, and the Clerk and President are hereby authorized to enter into a written contract with Bart Carlone for same in the amount of $47,615.80, by unanimous vote of Council Members present. Bid Awarded - Storm Sewer District #19 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of - June 13, 1949 87 Bid Awarded - Storm Sewer District #19, Cont'd. De Graff Wolff received May 23, 1949, for the construction of storm sewers for Storm Sewer District #19, was deemed to be the lowest bid of a responsible bidder, and the President and Clerk are hereby authorized to enter into a written contract with De Graff Wolff for same in the amount bid of $4,970.00, by un- animous vote of Council Members present. Letter from Planning Commission Re: Baseball Park A letter from the St. Louis Park Planning Commission, dated June 6, 1949, relative to parking of cars at proposed Minneapolis Baseball Park was read and .ordered filed. Letter Re: Broken Sidewalk A letter from Bert E. Johnson, 3316 33rd Avenue South, Minneapolis, dated June 12, 1949, relative damage to sidewalk, curb and gutter on Zarthan Avenue near Excelsior Boulevard, by the Sewer Contractor during the past winter by parking his heavy equipment on his property was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above matter was referred to the Village Engineer for checking and recommendation, by unanimous vote of Council s ' Members present. Letter Re: Traffic Signals A letter from the State Highway Department, dated June 7, 1949, relative to installation and final inspection of traffic signals at 41st Street and T. H. ##100, and at Quebec Avenue and T. H. #7, was read and ordered filed. ' Sidewalk Stakes Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was authorized to set stakes for the construction of sidewalk on the East side of Florida Avenue between 27th Street and Minnetonka Boulevard, one (1) foot' from_the property line in order to save the trees on the boulevard, by unanimous vote of Council Members present. Grading Alley in Block 3, Latham's M. B. Addition Village Engineer's report on the adviseability of grading Alley in Block 3, Latham'$ Minnetonka Boulevard Addition was read and ordered filed. Performance Bond, Tuxedo Park The Performance Bond for completion of Monterey Parkway in Tuxedo Park was read and referred to the Village Attorney for correction. Permission to Move Building On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Adolph Fine, Incorporated was granted permission to move their office building from its present location at 6301 Minnetonka Boulevard to Lot adjoining 6227 West Lake Street, the address of which willbe 6301 West Lake Street; and the building is to be set 16 feet from the building at 6227 West Lake Street, and subject to the payment of current taxes in full, and the transfer of the assessed value of building to be moved to new location as of May 1, 1949. Motion was passed by unanimous vote of Council Members present. Property Reconveyed to State On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following lots owned by the Village with State title were ordered reconveyed to the State as the Village has no further use for them: Lots 18 through 29, Block_253_,_B.eearrangement- of St. Louis Park ; , Motion was passed by unanimous vote of Council Members present. Bid Awarded - Portable Light Plant On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Homelite Corporation received June 6, 1949 for the furnishing of One (1) portable electric light plant was deemed to be the lowest bid of a responsible bidder, and the Clerk and President are hereby authorized to issue a purchase order for same in the anount of $677.50 and two (2) 500 watt flood lights with 1 extra lamp for each in the amount of $73.60 - all F. 0. B. St. Louis Park. Motion was passed by unanimous vote of Council Members present. Use of Property for Playground On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Park guard was authorized to use the North 200 feet of Block le, The Bronx for play- ground layground purposes. Motion was passed by unanimous vote of Council Members pre sent. 88 June 13, 1949 Property for Water Department Use On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village Attorney was authorized to negotiate for the purchase of Lot A, Lots 17 and 21, Home Addition "that part of the NE4 of the SW4 of Section 8, Township 117, Range 21 West lying north of the Great Northern Railway R/W, for future water department use, by unanimous vote of Council Members present. Licenses - E. J. Danielson On motion of Trustee Bolmgren, seconded by Clerk Justad, the application of E. J. Danielson for the following 1949 licenses was approved, and the President and Clerk are hereby authorized to issue licenses to expire December 31, 1949, by the following roll call vote --- Trustee Bolmgren, yea; President Erickson, yea; Clerk Justad, yea; Trustee Jorvig, nay. Cigarettes 3.2 Beer On-Sale . 3.2 Beer Off Sale Restaurant Letter Re: Club Licenses A letter from the American Legion regarding Club Licenses was read and referred to the Village Attorney for a report. License for Miniature Golf Course Denied - . On motion of Trustee Perkins, seconded by Trustee Jorvig, the application of William B. Eddy for a license to operate a miniature golf course at the Northeast corner of Huntington Avenue and Minnetonka Boulevard was denied on the ground that the Council, after investigation has determined that said applicant has operated a miniature golf course during the past year in such a manner as to constitute a nuisance to occupants of surrounding property, and the Council be- lieves that such nuisance will continue if the applicant is granted a permit to operate said miniature golf course at that location.
