Resolution, Storm Sewer District 19, Cont'd.
BE IT, RESOLVED by the Village Council of the Village of St. Louis Park
that storm sewer be constructed in said location in accordance with plans and
specifications which have been prepared by the Village Engineer and which are
hereby approved; the Village Clerk is authorized and directed to advertise for
bids for the construction of said sewer to be opened by the Village Council May
23, 1949.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CONSTRUCTION OF STORM SEWERS
FOR STORM SEWER DISTRICT NO. 17
W• HEREAS, it appears necessary and in the public interest that additional
storm sewers be constructed for Storm Sewer District No. 17 at the following
locations in said Village:

In West 28th Street from Louisiana Avenue to
• Colorado Avenue
In Jersey Avenue from Minnetonka Boulevard to -
28th Street -
In Hampshire Avenue from 28th Street to a point
200 feet South
In Alley in Block 7,, Park Manor
In Alley in Block 12, The Bronx
In Alley in Block 11, The BrOnx
In Alley in Block 18, The Bronx
All said Sewers to be constructed with catch basins and interconnections
with existing storm sewers in said district as shown and described on plans and
specifications which have been prepared by the Village Engineer and which are
hereby approved.
BE IT RESOLVED that the estimate of the'cost of said sewers in the sum
of $47,129.40 prepared by the Village Engineer be filed with the Clerk, and
HE IT FURTHER RESOLVED, that the Clerk be directed to advertise for bids
for the construction of said sewers to be opened May 23, 1949, at the Village
Council meeting to be held at said time.

Pursuant to advertisement for bids in the St. Louis Park Dispatch, bids
were received from the following bidders on the construction of curb and gutter
improvements numbered N-144 to N-156, inclusive

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bid
was referred to the Village Engineer and Chairman of the Street Department Com-
mittee for checking and recommendation, by unanimous vote of the Council.
Bids - Tamper Roller
Pursuant to advertisement for bids in the St. Louis Park Dispatch, sealed
bids were received from the following bidders for ONE (1) TAMPER ROLLER WITH
FRAME AND PULLING POLE, as per specifications on file with the Village Clerk:

On motion of Trustee Jorvig, seconded by Trustee Perkins, the above bids
were referred to the Street Commissioner and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of the Council.
Bids for One-half (1) Ton Panel Truck
Pursuant to advertisement for bids in the St.Louis Park Dispatch, sealed
bids were received from the following bidders for One (1) One-half (2) Ton 1949
model panel truck, according to specifications on file with the Village Clerk:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids
were referred to Trustee Jorvig, Chairman of the Fire Department Committee for
checking and recommendation, by unanimous vote of the Council.
Sidewalk on Excelsior Boulevard - Brookside to Highway #100
Mr. La Due, 4017 Xenwood Avenue asked why there was no sidewalk on Excelsior
Boulevard between Brookside Avenue and Highway #100. President Erickson explained
that under the new Village Code, assessments can be made down the side streets.
On motion of Trustee Perkins, seconded by Trustee Bolmgren the matter was referred
to the Committee of the Whole, by unanimous vote of the Council.
111 Permits to Complete Syverson Building
Onmotion of Trustee Bolmgren, seconded by Trustee Perkins, Meyers Outdoor
Advertising Company was granted 'permission to complete the Syverson Building at
6415-17-19 Walker Street, and to use same as' a sign shop; and the Building Ins-
pector was authorized to issue the necessary permits for same, by unanimous vote
of the Council.
Petition Against Beauty Parlor
A petition signed by Percy D. Coutts, 4614 Minnetonka Boulevard and others,
dated April 28, 1949, protesting the operation of a beauty parlor at 4616 Minne-
tonka Boulevard was read. On motion of Trustee Perkins, seconded by Trustee
Bolmgren, the above petition was referred to the Building Inspector for checking
and report at once. Motion was passed by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1949 licenses were approved, and the President and Clerk are
hereby authorized to issue licenses to expire December 31, 1949, by unanimous

Recreational Problem
A group of Minikanda Oaks discussed a recreational problem in their area.
They suggested that some drainage be done. Trustee Jorvig said he spoke-to Mr.
Rees who said he would like to cooperate with the folks. There is also need
for fill and some drainage pipe. On motion of Trustee Bolmgren, seconded '
by Trustee Perkins, this matter was referred to the Park Committe for survey
of cost of drainage and fill, by unanimous vote of the Council.

Post Texas Avenue against Heavy Trucks'
R. A. Snell, 7922 Division'Street' complained that trucks were using Texas
Avenue as a truck route. It was suggested that this route be posted against
heavy trucks. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the
Street Department was instructed to post Texas Avenue from Highway #7 to Lake-
Street for truck limit not to exceed 3,000 lbs., and the Police Department be
asked to enforce same, by unanimous vote of the Council.
Bid Awarded for Tamper Roller
On motion of Trustee Perkins, seconded by Trustee Bolmgren, upon the recom-
mendation of the Street Commissioner and Chairman of the Street Department Com-
mittee, the bid of Ruffridge-Johnson Equipment Company, dated May 2, 1949 for
tamper roller in the amount of $720.00, was determined to be the lowest bid of
a responsible bidder, and the President and Clerk are hereby authorized to enter
into a contract with Ruffridge-Johnson Equipment Company for tamper roller at
price bid of $720.00, by unanimous vote of the Council.

On motion of Trustee Jorvig, seconded by Trustee Perkins, the petition

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the employment
of Burt Zila as a patrol operator for the Street Department at a salary of
$272.30, effective April 18, 1949, was approved by unanimous vote of the Council.
Street Light
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northern
States Power Company was ordered to place a street light on the corner of 42nd
Street and Browndale Avenue, by unanimous vote of the Council Members present.
Drainage Condition - Kipling, West 36th
A letter to the Village Council from W. T. Mohn, Sr., 4531 West 36th Street,
dated May 1, 1949 was read, calling attention to the drainage condition existing
around Kipling, West 36th Street and Lynn Avenue. On motion of Trustee Perkins,
seconded by Trustee Bolmgren, the above matter was referred to the Village En-
gineer and Chairman of the Street Department Committee for checking and recom-
mendation, by unanimous vote of the Council.

merits and each of them. A separate hearing is to be conducted as to each street
to determine whether said improvements or any of them shall be made; that in
case said improvements or any of them shall be made, the total cost thereof or
so much thereof as represents the benefits received as determined by said Council
will be assessed against the lots, parts of lots, pieces or parcels of land
benefited by said improvements.
Advertise for Bids
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and
specifications for grading projects N-157, N-159, N-160, N-161, N-163, N-164,
N-165, N-166, N-167, N-168, N-171, N-172, N-173, N-174, and N-174, were approved,
and the Clerk is hereby authorized to advertise for bids for same to be opened
May 23, 1949. Motion was passed by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING ORDINANCE NO. 78
RELATING TO SALE OF INTOXICATING LIQUOR
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. Ordinance No. 78 of the Village of St. Louis Park entitled,
"An Ordinance Licensing and Regulating the Sale of Intoxicating Liquor, Repeal-
ing Inconsistent Ordinances and Providing Penalties for the Violation Thereof,"
adopted by the Village Council December 12, 1934, as amended by Ordinance No. _
115, adopted by the Village Council May 4, 1937, is hereby amended as follows:
Section 7 of said ordinance is hereby amended to read as follows:
Section 7. Hours of Operation. No sale of intoxicating liquor 'shall be
made .on Sunday, except between the hours of 12 Midnight and 1 o'clock A. M., nor
before 3 o'clock P. M. on any Memorial Day, nor before 8 o'clock P. M. on any
Election day in the Village. No '!on sale" shall be made before 8 o'clock A. M.
or after 1 o'clock A. M. of any day. No "off sale" shall be made before 8 o'clock
A. M. or after 8 o'clock P. M. of any day except Saturday, on which day "off
sales" may be made until 10 o'clock P. M.
Every room, place or premises where any such liquor is permitted to be or
is sold, including any cafe, restaurant or dining room operated in connection
therewith or as a part thereof and in which such liquor is sold or served by the
licensee thereof, pursuant to an "on sale" license, shall be closed and kept
closed to the public on every day.between.the hours of 1 o'clock A. M. and 6
o'clock A. M. During these said hours, no person or persons shall be allowed to
be or remain upon or within such room, place or premises for any purposes what-
soever except that the owner or licensee, his agents or employees, may be and
remain therein and thereon for the purpose only of cleaning, preparation of meals,
necessary repairs or other work in connection therewith or as watchman.
No intoxicating liquor shall be drunk or consumed on the licensee's
premises between the hours of 1 o'clock A. M. and 6 o'clock A. M. on any day or
on Sunday at any time or before 3 o'clock P. M. on Memorial Day or before 8
o'clock P. M. on any Election day in the Village and during said hours, and at
said times no intoxicating liquors in any quantity whatsoever shall be served,
kept, displayed or permitted to be on and in any table, booth, bar or other place
on such licensee's premises except the stock of liquors stored therein during
such times on the premises in such portions thereof as are accessible only to

Section 2. Ordinance No. 155 adopted May 5, 1937, is hereby repealed.
This ordinance shall take effect from and after its publication.
