'! 2.25 Williams Hardware 32.28 " '! !' 1.25 Complaint Re: Home Construction - A group of residents from Nevada Avenue and 28th Street area were present regarding the construction of home being built at 2829 Nevada Avenue by Leonard III M. Boeche. It was suggested that the Village Council be present at the location at- 5.00- P. M., Tuesday April 5, 1949, and meet with the residents and have Mr. Boeche present at said meeting. A question was asked whether a restriction could be set up limiting the minimum size of home to be built in St. Louis Park. The Village Attorney stated he was working on a 20' x 201 proposition. About twelve hands were raised, indicating trot they would be present at meeting at 5:00 P. M., Tuesday, April 5, 1949 at the above location. All the Council Members said they would be present. - Minutes The minutes of meetings held March 14, 21, 28 and 31, 1949 were read and approved as read. April 4, 1949 23 Bus Extension On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to write to the Railroad and Warehouse Commission that the Village Council is not satisfied with the setup described in their letter of March 31, 1949, and request that the Commission take action on the resolution directed to them -- asking for the extension of the Twin City Bus line from Georgia Avenue to County Highway #18, on Minnetonka Boulevard. Motion was passed by unanimous vote of the Council. Hearing - Rezoning A hearing was had on the application of Maurice Mandel for the rezoning of the North 71 feet of Block 22, Rearrangement of St. Louis Park from "C" Density to "D" Density, to provide for the building of two apartment buildings on,said property. No one appeared in opposition to his application. Ordinance #324 • On motion of Trustee'Perkins, seconded by Trustee Bolmgren, the following Ordinance was'adopted by unanimous vote of the Council: ORDINANCE NO. 324 • AN ORDINANCE AMENDING THE ZONING ORDINANCE OF 'THE VILLAGE OF ST. LOUIS PARK ' The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Section 2 of the Zoning Ordinance of the Village of St. Louis Park adopted by the Village Council January 20, 1932, together with the Use District maps referred to therein is hereby amended by deleting from the "C" Density District maps: The North .71 feet of Block 22, Rearrangement of St. Louis Park, and including the same within the "D" Density district and shall be subject to all the provisions of said ordinance _regulating said premises within said district. III St. Louis Park Golf Driving Range The St. Louis Park Golf Driving Range located on Lohman's property on Highway No. 7, West of Texas Avenue was discussed with the new operators of same, Joe Rosenfeld and Charles Kaich. The matter of keeping the lights turned down so as not to disturb the residents on West 35th Street was called to their attention. No objections were raised, so it was suggested that they start operations for the season. Bonds On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following bonds were approved, by unanimous vote of the Council -- HEATING LICENSE BOND with Carl G. Day, St. Paul, Minnesota as principal, and Glens Falls Indemnity Company of Glens Falls, New York as surety, dated March 26, 1949, in the amount of $1,000.00. PLUMBING LICENSE BOND with Bernard P. Mooney, DBA Mooney's, Minneapolis, Minnesota as principal, and New Amsterdam Casualty Company of New York as surety, dated December 31, 1948, in the amount of $4,000.00. HEATING LICENSE BOND with Bernard P. County Fair Contribution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the President and Clerk were authorized to issue a check for $100.00 to the Hennepin County Agricultural Society as the Village' s contribution to the 1949 Hennepin County Fair. Motion was passed by unanimous vote of the Council. Fire Report for March, 1949 The Fire Department's Report of Fires for the month of March, 1949 was read and ordered filed. Additional Employees for Assessor's Office On motion of 'Trustee Bolmgren, seconded by Trustee Perkins, Assessor A. W. Wylie was authorized to employ 12 persons to perform the work-of making personal property assessments for the year 1949, at the rate of 90¢ per hour, for approxi- mately six weeks. Motion was passed by unanimous vote of the Council. Justice of Peace Report of Fines Justice of Peace E. A. Linnee' s Report of Fines dated March 30, 1949 was read and ordered filed. Gas Main Extension On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis Gas Company was granted permission to construct a 3 inch gas main in Vernon Avenue from 402' South of the South line of 432 Street West to 432 Street West, by unanimous vote of the Council. 26 April 4, 1949 Police Report for March, 1949 The following Police Report for March, 1949 was read and ordered filed: Warnings 1 Arrests • 93 Radio Calls 174 Aids 3 Accidents- 12 Phone Calls 9 Mileage 13,589 Miles Building Permit - Commercial On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a building permit for a commercial building to be constructed on Lot 5, Block 3, Minikanda Vista Second Addition to Jerry Holt according to plans similar to building built by him just West of this location. Motion was passed by unanimous vote of the Council. Substitution for 1,000,000 Gallon Water Tank On motion of Trustee Bolmgren, seconded by Trustee Perkins, the President and Clerk are hereby authorized to accept in behalf of the Village, the proposal of Pittsburgh-Des Moins Steel Company, dated March 30, 1949, which is a substi- tution of heavier steel columns for the 1,000,000 gallon overhead water tank at no additional cost to the Village. Motion was passed by unanimous vote of the Council. Substitute Drawings for 1,000,000 Gallon Water Tank On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recom- mendation of the Village Engineer and the Village Attorney, the Clerk was author- ized to substitute drawings of the 1,000,000 gallon water tank submitted with bid of Pittsburgh-Des Moines Steel Company as the official drawings forming part of the contract in place of sketch of water tank which was attached to the original specifications and inadvertantly attached to the contract as the working drawings. Motion was passed by unanimous vote of the Council. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of the Council: RESOLUTION AUTHORIZING GRADING OF STREET BY STREET CObMISSIONER WHEREAS, the Village Council by resolution adopted October 25, 1948, authorized Improvement N=158, grading of Dakota Avenue from 27th Street to 28th Street in accordance with plans and specifications prepared by the Village Engineer, therefore, BE IT RESOLVED that the Street Commissioner be hereby authorized and directed to proceed with said grading project. Resolution On motion of Trustee Perkins, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of Council Members present: WHEREAS, the Village has made application to the Department of Highways, State of Minnesota for permission to install Sanitary Sewers and Lift Station in Trunk Highway No. 169, and said Department requires that the Village assume all responsibility for backfilling, finishing and maintaining of trenches on the Trunk Highway Right-of-Way, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said Village assume all responsibility to the Department of Highways ,of the State of Minnesota for backfilling, finishing and maintaining of sewer trenches on said Trunk Highway Right-of-Way. Mileage 'for Meter Reader On motion of Trustee Bolmgren, seconded by Trustee Perkins, in accordance with the recommendation of the Water Registrar, Water Meter Reader, Dick Senander was authorized to charge for mileage at the rate of 7¢ per mile for the use of his own car in performing his duties, by unanimous vote •of the Council. Bid Awarded - Water Main Extensions On motion of Trustee Bolmgren, seconded by Trustee Perkins, upon the recom- mendation of the Village Engineer, J. C. Utton, the bid of Phelps-Drake Company, dated March 28, 1949, for various water main extensions was accepted, and determined April 4, 1949 27 Bid Awarded, Water Main Extensions, Cont'd. to be the lowest bid of a responsible bidder, and the President and Clerk are hereby authorized to enter into a written contract with Phelps-Drake Company for the Village, for extension of said water mains - Project 0.6, int the amount of $23,671.70. Motion was passed by unanimous vote of the Council. Permission to Accumulate Vacation . On motion of Trustee Jorvig, seconded by Trustee Perkins, upon the recom mendation of Fire Chief, C. M. Williams, and due to specific conditions set forth in a letter from Truman S. Hedwall, dated April 4, 1949 -- Fireman Truman S. Hedwall was granted permission to accumulate his 1949 vacation period and take it in conjunction with his 1950 vacation, starting same on or about January 15, 1950, III by unanimous vote of the Council. Damages Denied On motion of Trustee Bolmgren, seconded by Trustee Jorvig, upon the recom- mendation of the Village Attorney in a letter dated April 4, 1949, the claim for damages made by Roman Herriges was denied by unanimous vote of the Council. Salary Increase - Henry Girard On motion of Trustee Perkins, seconded by Trustee Holmgren,- the monthly salary of Henry Girard as foreman of the Street Department was set at $300.00 per month as of April 1, 1949.
