A meeting of the Village Council was called to order by President Erickson
at 8:22 P. M., with the following Council Members present at roll call:

Bid for Gas Unit Heater
Pursuant to advertisement for bids in the St. Louis Park Dispatch, one
bid was received for the installation of a gas unit heater for Pump House #2,
2924 Idaho Avenue from ---
Appliances and Gas Heating Company $367.00
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bid
was referred to the Water Department Committee and Water Superintendent for
checking and recommendation, by unanimous vote of Council Members present.
Licenses
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1949 licenses were approved, and the President and Clerk are
hereby authorized to issue licenses to expire December 31, 1949, by unanimous
vote of Council Members present

Dump Permit Canceled
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Permit #460,
dated March 8, 1949, granted to Arthur J. Eaton and Morton Leder to operate a
public dump on the lowlands bounded on the North by the Great Northern Railroad
Tracks; on the West by Northfield and Southern Railroad Tracks; and on the East
by Xenwood Avenue extended, not to exceed 600 feet South of the Great Northern
Tracks --- was canceled, effective May 14, 1949. Motion was passed by unani-
mous vote o.f Council Members present.
Fog-Kill System of Minnesota
J. W. Bernstein, representative of Fog-K .11 System of Minnesota appeared
at the request of the Village Council to explain their method of ridding the
Village of mosquitoes, flies, moths, etc. ----7 it would take three treatments;
one each during the months of June, July and August, which would take care of the
Village for the summer. A question was asked about what would happen to the
insects that have a duty, and the answer was that they would be destroyed. The
estimated cost of the Village of St. Louis Park for the entire summer treatment
is $12,000.00. A question was asked about financing, and the answer was by
civic organizations backing the project. Mr. Bernstein offered to take it up
with the various organizations. No action talon at this time.
Visit of German Local Government Officials
C. C. Ludwig, Executive Secretary of the League of Minnesota Municipalities
attended the meeting and presented the following German Local Government Officials
who were visiting in the Twin City Area; the visit being a part of Military
Government's Over-all Cultural Exchange program -----

Building Permit - Two-family Dwelling
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a Building Permit to Allan Garrison, for a two-
family dwelling to be constructed on Lot 18, Block 4, Meadowbrook Addition, by
unanimous vote of the Council Members present. .
Brownlow Bus Line
Several people appeared in regard to the Brownlow Bus returning on Louisiana
Avenue --- they were opposed to same. They felt, that one trip was enough past
their homes on account of the children. Trustee Bolmgren took their names and
said the matter was being investigated and they would be notified as to when the
meeting would be held to discuss the matter. The following is a list of names

estimate of contract work in progress as presented by Village Engineer, J. C.
Utton was approved, and the President and Clerk are hereby authorized to issue
warrant covering same, by unanimous vote of Council Members present -----

Petitions
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petitions were referred to the Village Engineer and Chairman of the Street
Department Committee for checking and recommendation, by unanimous vote of the
Council Members present -----
P-347 PETITION FOR BLACK TOPPING, signed by
J. E. Boran and others, dated April 18,
1949, for the black topping of streets in

Committee Chairman for checking and recom-

P-348 PETITION FOR GRADING AND GRAVELING, signed
by Robert Hennings, 2901 Pensylvania Avenue
and others, dated April 6, 1949 for the
grading and graveling of Pennsylvania Avenue
from Minnetonka Boulevard to 28th Street,
was referred to the Village Egnineer and
Street Department Committee Chairman for
checking and recommendation.
Gas Main Extensions
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Minneapolis
Gas Light Company was granted permission to construct gas mains in Colorado
Avenue from 230' North of North line of Minnetonka Boulevard to Lot 27, Block
4, Park Manor Addition; also in 10' Easement strip West of Utica Avenue from 795'
South of the South line of West 28th Street to Lot 18, Auditors Subdivision
#351, by unanimous vote of the Council.
Permission to Place Poles
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company was granted permission to place One (1) pole on West 36th
Street between Kipling Avenue and Huntington Avenue; and One (1) pole on Hunt-
ington Avenue between Excelsior Boulevard and West 36th Street, by unanimous
vote of the Council Members present.
Permission to Place Buried Cable, Poles, Anchors
• On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northwestern
Bell Telephone Company was granted permission to place buried cable in the North
side of 37th Street from Texas Avenue to alley East, and two poles and one anchor
in- Alley North of 37th Street and East of Texas Avenue; also one pole and two
anchors in alley between 28th Street and Minnetonka Boulevard; Louisiana Avenue
and Kentucky Avenue, by unanimous vote of Council Members present.

Letter Re: Diesel Fuel Tax
A letter from the Department of Taxation, State of Minnesota, dated March
31, 1949, explaining that the current session of Legislature amended the Special
Use Fuel law to exempt from taxation fuels of this classification when used for
the purpose of construction, reconstruction, or maintenancerof public highways.
They also stated that after making a report for the first 18 days of March, no
further reports will be necessary, and our permit will canceled. Letter read
and ordered filed.
Suburban Police and Peace Officers Meeting
A letter from the Richfield Police Department, notifying the Village of
the next Suburban Police and Peace Officers Meeting which will be held at the
Richfield Police Department Headquarters, 6700 Portland Avenue South, on April
21, 1949 at 8:00 o'clock P. M.was read, and it was suggested that as many of
our Police Officers and Justices attend this meeting as can.
Press Night
An invitation from the City of Robbinsdale to attend the Press Night
which will be held at 8:00 P. M., April 26, 1949, at their new Fire Station and
Police Station, was read. It was suggested that all the Village Council and
heads of the various department attend.
Advertise for Bids for Tamper Roller
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to insert the following notice of bids in the St. Louis Park Dispatch:
"NOTICE IS HEREBY GIVEN that the Village of St. Louis Park will receive
sealed bids for One (1) Tamper Roller with frame and pulling pole, until 8:00
o'clock P.. M., May 2, 1949, at the office of the Village Clerk
"Length of roll 48" (Approximately)
-Drum diameter 40" "
Length of feet 71 n
(Bidder to submit price on different patterns)
Area of foot end surface 7 square inches approx.
Material of feet Drop forged steel or equal
Self-aligning, ball bearing equipped, high pressure lubrication."
Bidder to submit complete specifications on equipment bid. Bids must be
accompanied by check, cashier's check or bid bond of 5% of the bid.
The Village Council reserves the right to reject any and all bids."
Motion was passed by unanimous vote of Council Members present.
Advertise for bids on Grading
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to advertise for bids for grading of 28th Street from Joppa Avenue to
Natchez Avenue; bids to be opened May/1, 1949. Motion was passed by unanimous
vote of Council Members present.
Advertise for Bids on Liquid Chlorine
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to advertise for 20,000 lbs., more or less of liquid chlorine as per
specifications on file in office of Water Superintendent; bids to be opened on
May 16, 1949. Motion was passed by unanimous vote of Council Members present.
Sewer Bids Rejected (2-G and 2-H)
The following report was read "The members of the Village Council
' have devoted a great deal of time, and study to the problem of providing sewage
facilities at the earliest possible time to the residents of the Park. With this
thought in mind, plans and specifications for servicing a large area of the' Park
were ordered by the Council and bids were taken March 28th on a part of this
area, comprising both sides of Excelsior Boulevard from Wooddale Avenue to
France Avenue and the remainder of the streets East of Wooddale to France and
South of Excelsior Boulevard to West 40th Street which have no sewers.
Because of the high cost of construction the Village Council very
reluctantly rejected all the bids on this portion of the work. The lowest bid
received would cost approximately $10.00 per front foot or $500.00 for a 50' foot
lot, payable in 10 years plus interest. There are many large parcels of property
in this area and the cost of servicing them seems prohibitive at- this time.
The Council realizes there are many residents having cesspool trouble, but
these seem to be in the minority, and the Council feels that inasmuch a prices

are high, it will be much cheaper on the whole, for the residents to put up with
the inconvenience for the present. The plans and apecifications for this area
are all prepared and bids can be taken on short notice, when prices become more
reasonable."
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, all bids
received for the construction of Sanitary Sewers 2-G and 2-H were rejected by
unanimous vote of Council Members present.
Ordinance No. 326
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
ordinance was adopted by unanimous vote of Council Members present:
ORDINANCE NO. 326
AN ORDINANCE AMENDING ORDINANCE NO. 67, RELATING
TO NON-INTOXICATING MALT LIQUOR
The Village Council of the Village of St. Louis Park do ordain as follows:
•
Section 1. Ordinance No. 67 of the Village of St. Louis Park entitled,
"AN ORDINANCE RELATING TO THE SALE OF NON INOOTICATING MALT LIQUOR OR BEVERAGE"
adopted by the Village Council March 31, 1933, as amended by Ordinance No. 85, _
is hereby further amended by deleting from Section 11 of said ordinance the
following sentence:
"Every establishment handling malt liquors
shall be closed between said hours."
Quit Claim Deed Accepted
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, in consideration
of the sum of One Dollar and other valuable consideration, the Quit Claim Deed
dated March 31, 1949, furnished by Douglas Rees and Maxine V. Rees, his wife;
Richard B. Thomson and Evelyn V. Thomson, his wife; Walter H. Richter and Mary /
Ann Richter, his wife; and George W. Benz, mortgagee to the Village of St. Louis /y`
Park, for the following described property, was accepted by unanimous vote of
Council Members present:
"An easement in and over all that part of the Northeast
Quarter of the Southeast Quarter of Section 6, Township
28, Range 24, described as follows:
Commencing at the intersection of the West line of Hunting-
ton Avenue with the Southwesterly line of Minikanda Oaks,
Hennepin County, Minnesota; thence Southeasterly along the
Southwesterly line of said addition to the center line of
Glenhurst Avenue; thence South along the extension of said
center line to the point of intersection with the line paral-
lel to and 10 feet at right angles from said Southwesterly
line of Minikanda Oaks; thence Northwesterly along said
line parallel with and 10 feet at right angles from the
Southwesterly line of said addition to the point of inter-
section with the West line extended of Huntington Avenue;
thence along said West line extended to the point of begin-
ning.
Said easement being more particularly described as the free
right to enter upon said premises to excavate the soil and
to construct and install therein sanitary sewer and to forever.
use and maintain said sewer as a part of the sanitary sewer
system of said Village, and the .right to enter upon said
premises at all reasonable times to inspect, clean, maintain,
or repair said sewer; and including the right to maintain
sufficient soil over the surface of said sewer to prevent
the freezing of liquids therein; it is understood that when-
ever an excavation is made for the construction, installation
or repair of a sewer on said premises, that .the soil excavated
will be replaced and the surface restored as nearly as possible

to the condition it was in at the time the excavation was
commenced."
