Resolution/PIR Fund Bond, Cont'd. •

5. The Village Clerk shall cause said bonds to be printed at the cost
of the Village, and said bonds shall be executed in behalf of the Village by
the President of the Village Council and Village Clerk and countersigned.by
the Village Treasurer, and sealed with the corporate seal of said Village; and
said coupons shall be executed and authenticated by the printed, engraved or
lithographed facsimile signatures of said President and Clerk. When 'said bonds
have been so executed, they shall be delivered to the Village Treasurer, who
shall deliver them to the purchasers thereof upon receipt of the purchase price,
and the purchasers shall not be obligated to see the proper application of such
purchase price beyond its payment to the Village Treasurer.
6. The full faith, credit and taxing powers of the Village are hereby
irrevocably pledged for the prompt and full payment of the, principal and interest
of said bonds as such principal and interest becomes due.
7. The Village Clerk is directed to advertise for bids for purchase of
said bonds by two (2) weeks publication in the official newspaper said bids to
be opened by the Village Council at its meeting March 14, 1949. Said notice shall
state that the Village Will furnish printed bonds and an approving legal opinion
of Messrs. Faegre & Benson, Minneapolis, Minnesota, both-without cost to purchaser.

were referred to the Village Engineer and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of Council Members

Bids/Sand and Gravel
' Pursuant to advertisement in the St. Louis Park Dispatch, no bids were
received for furnishing and loading of approximately 3,000 tons of sand and 2,000
tons of gravel to be used for bituminous work in the Village during 1949.
Hearing/Two-Family Dwellings III
Pursuant to advertisement in the St. Louis Park Dispatch, a hearing was
had on the application of the Brookside Builders and recommendation of the Village
Planning Commission for the construction of two-family dwellings on Lots 1 to
11,' inclusive, Block 1, Minikanda Vista, Second Addition. No one appeared in
opposition.
On motion of Trustee Bolmgren, seconded' by Trustee Perkins, the application
of Brookside Builders and others for the construction of two-family dwellings on
Lots 1 to 11, inclusive, Block 1, Minikanda Vista, Second Addition was approved,
and the Building Inspector is hereby authorized to issue building permits for
same, by unanimous``vote of Council Members present.

Hearing/Proposed Water Main Extensions
A hearing was had on proposed water main extensions set forth in the
following resolution. No one appeared. A letter from Don Michel, 4330 West
24th Street, dated March 3, 1949 was read, asking for the extension in West
24th Street as soon as possible.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council
present ---
RESOLUTION FOR CONSTRUCTION OF WATER MAIN EXTENSIONS
WHEREAS, the Village' Council has met at the time and place specified in
a notice to all property owners whose property may be assessed for proposed
construction of Village water mains at the following locations in said Village:
Jersey Avenue from 27th Street to 28th Street
Idaho Avenue from 26th Street to 28th Street
Quentin Avenue from 26th Street to 27th Street
Oxford Street from Zarthan Avenue to Alabama Avenue
Kentucky Avenue from 27th Street to 28th Street
West 24th Street from Lot 19, Block 6, Forest Tract,
Lake Forest, to Lot 22, Westridge
Rhode Island Avenue from 32i Street to 35th Street

which notice was published in the St. Louis Park Dispatch February 18 and 25,
1949, and all persons appearing at said meeting having been heard; therefore,
• BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is hereby determined to be necessary to construct Village water main
extensions at the said locations in said Village in accordance with plans and
specifications which have been prepared by the Village Engineer and filed with
the Village Clerk, which plans and specifications are hereby accepted and
approved; and,
BE IT FURTHER RESOLVED that the cost of said improvements are to be
assessed against the property benefited as authorized by Chapter 425 Laws of
Minnesota 1921 as amended; and that the Clerk is hereby authorized to.advertise
for bids for the construction of said improvements to be opened on March 28,
1949.

Petition - Water Main P-312
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
signed by Melvin P. Johnson and others, dated March 7, 1949, for the construction
of water mains in JERSEY AVENUE FROM WEST 26th STREET TO WEST 27th STREET;
in KENTUCKY AVENUE FROM WEST 26th STREET TO WEST 27th STREET; and in WEST 26th
STREET FROM KENTUCKY AVENUE TO THE WEST LINE OF THE ALLEY IN BLOCK 3, THE BRONX
was referred to the Village Engineer and Chairman of the Water Department Com-
mittee for checking and recommendation, by unanimous vote of Council Members
pre sent.
Storm Sewers
The storm sewer petition for draining of 32nd Street and Xenwood Avenue
was discussed and people present were told that plans are scheduled to be ready
for bidding late in May.
Also a question was asked regarding storm sewer in 28th Street between
Jersey and Colorado Avenues, and the answer was the same as above.
Complaint Re: House Under Construction
A home being built'by Mr. Meyers on the East side of Nevada, north of
28th Street was criticised by neighbors as being unsightly and too small. It
was suggested the matter be referred to the Building Iflspector for inspection
and report as to what, if any, part of the Building Code is being violated.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
matter was referred to the Village Attorney and Building Inspector for checking
and recommendation, by unanimous vote of Council Members present.
Permit for Dump
On motion of Trustee Bolmgren, seconded by Clerk Justad, the application
of Morton Leder and Arthur Eaton for a permit to operate a public dump on the
low lands bounded on the north by the Great Northern Railroad tracks; on the West
by the Northfield and Southern Railroad tracks; on the east by Xenwood Avenue
extended and not to exceed 600 feet South of the Great Northern Tracks, was
approved by unanimous vote of the Council Members present - permit to expire
December 31, 1949.
VFW Carnival
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the St. Louis
Park VFVT was granted the use of'Civic Center property to hold a carnival yay
20, 21, 22, or 27, 28, 29, 1949, by unanimous vote of the Council.
Trailer Permit Extended (Thomas J. Cronin) _
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of Thomas J. Cronin, 3200 Colorado Avenue for an extension of time on his Permit
to inhabit a trailer from April 15, 1949 to October 15, 1949, was approved by
unanimous vote of Council Members present.

Hearing Date Set for Rezoning
The Planning Commission's report dated March 5, 1949 on the rezoning of
property for the proposed Baseball Park was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, March 28, 1949
was set as date for hearing on the rezoning of "That part of Government Lot 5,
Section 4, Township 117 North, Range West lying South of State Highway No. 12"
so that the entire tract- would be in Commercial Use district "D" Density district
and six story height district, by unanimous vote of Council Members present.

Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
of the Northern States Power Company for permission to place poles at the follow-
ing locations was approved by unanimous vote of Council Members present ---

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council•Members present ---
RESOLUTION APPROVING NON-CONSERVATION
_ LAND LIST NO. 293-C
WHEREAS, the Village Council of the Village of St. Louis Park, Hennepin
County, Minnesota, has received from the County Auditor of Hennepin County,
Minnesota, a list of lands in said Village which became the property of the State
March 7, 1949

of Minnesota under the provisions of law declaring the forfeiture of lands
to the State for non-payment of taxes, which said list has been designated as
List No. 293-C, February 23, 1949, and
WHEREAS, each parcel of land described in said list has heretofore been
classified by the Board of County Commissioners of Hennepin County, Minnesota
as non-conservation land and the sale thereof has heretofore been authorized
by said Board of County Commissioners; now therefore,
BE IT RESOLVED by said Village Council, acting pursuant to Minnesota
Statutes for 1945, Section 292.01, that the said classification by said Board
of County Commissioners of each parcel of land described in said list as non-
conservation land be and the same -is hereby approved and that the sale of each
such parcel of land be and the same is hereby approved.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
signed by Lloyd C. Becklund, 3415 Quebec Avenue and others for the erection
of a "DEAD END" sign at the corner of 35th Street and Quebec Avenue was referred
- to the .Street Commissioner for checking and recommendation, by unanimous vote of

Petition for Street Lights - Ordered
The petition of Lloyd C. Becklund, 3445 Quebec Avenue and others, dated
February 28, 1949 for the installation of Street lights at the corners of 34th
and 35th Streets on Quebec Avenue was read.
On motion of Trustee Perking, seconded by Trustee Bolmgren, the Northern

DISTRICT-SEWER NO. 2
WHEREAS, it appears that by resolution of the Village Council adopted
October 6, 1947, levying assessments for Joint District Sewer No. 2 the follow-
ing lots were inadvertantly assessed as full units, whereas said lots have been
permanently improved in combination with the adjoining lots by construction
thereon of a single residence and it being the policy of the Council to assess
such combined lots as a single unit, therefore,

OF BANK IN VILLAGE OF ST. LOUIS PARK
WHEREAS, the establishment of a bank in the Village of St. Louis Park
will meet an existing need for banking facilities and will promote the welfare
of the Village and its inhabitants, now therefore,
BE IT RESOLVED that the Council approve of the formation of a bank in
this Village and that the Department of Commerce of the State of Minnesota be
requested to issue a certificate authorizing the location of a bank in St. Louis
Park.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING APPLICATION FOR
CONVEYANCE OF TAX FORFEITED LANDS
WHEREAS, it appears that the following parcels of land have been forfeited
to the State of Minnesota and are about to be offered for public sale, and,
WHEREAS, it appears necessary and in the public interest that the said
tracts be acquired by the Village of St. Louis Park for the public uses res-
pectively hereinafter set forth; therefore,
BE IT RESOLVED by the Village Council of the. Village of St. Louis Park
that the President and Clerk of the Village be hereby authorized and directed
to execute application to the County Board of Hennepin County and the Tax Com-
missioner of the State of Minnesota for conveyance to the Village of the follow-
ing tax forfeited lands for the respective uses hereinafter set forth:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village

in Blocks 15, 14, 13, 7 and 8, The Bronx, as requested by Adolph Fine, Inc.
in his letter dated March 4, 1949. Motion was passed by unanimous vote of
Council Members present.
Sign Applications for Public Utility Permits
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the signing
of applications for public utility permits from the Department of Highways,
State of Minnesota by Village Engineer, J. C. Utton, February 25, 1949, cover-
ing Sanitary Sewer projects 2-G and 2-H was approved, and the Village Engineer
was authorized to sign applications for public utility permits from the
Department of Highways, State of Minnesota for Sanitary Sewer projects 2-I
and 2-J. Motion was passed by unanimous vote of Council Members present.
Hearing Date Set - Two Family Dwelling
On motion of Trustee Perkins, seconded by Trustee Bolmgren, March 21, 1949
was set as date of hearing on the application of Thomas Renner for permission
to construct a two-family dwelling on Lots 25 to 29, inclusive, Block 314, Re-
arrangement of St. Louis Park, by unanimous vote of Council Members present.

ORDINANCE NO. 320
AN ORDINANCE ESTABLISHING A CURFEW FOR PERSONS
UNDER 16, YEARS OF AGE .
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. It is hereby made unlawful for any parent, guardian, or other
person having the legal care or custody of any child under sixteen years of age
to allow or permit any such child, while in such legal custody or control, to
go or be in or upon any of the streets, alleys or places open to the public in
the Village of St. Louis Park between the hours of 9:30 P. M. of any day and
5:00 A. M. of the following day, unless accompanied by parent or guardian or
other adult person having care or custody of said child, or unless there exists
a reasonable necessity therefor. The fact that said child unaccompanied by
parent or guardian is found upon any of the streets, alleys or places open to
the public after said 9:30 P. M. and before said 5:00 A. M. shall be prima
facie evidence that said child is there unlawfully and that no reasonable
excuse does exist therefor.
Section 2. It shall be unlawful for any minor under the age of sixteen
years to be on or present upon any streets, alleys, or places open to the
public in the Village of St. Louis Park between the hours of 9:30 P. M. of any
day and 5:00 A. M. of the following day unless there exists a reasonable neces-
sity therefor, or unless said child is accompanied by his or her parent,
guardian, or other adult person having the authorized care or custody of said
minor child.
Section 3. Any child unaccompanied by parent, guardian, or other adult
person having care or custody of said child may be sent or taken home, or
placed under proper custody by any police officer of the Village.
Section 4. Each violation of the provisions of Sections 1 and 2 shall
constitute a separate offense.
Section 5. This ordinance shall not be construed as permitting the
presence at any time of any person under the age of sixteen years in any place
where his presence is now prohibited by any existing law or ordinance.
Section 6. Any minor violation the provisions of Section 2 shall be
dealt with in accordance with Juvenile Court law and procedure. Any parent,
guardian, or any other adult person or persons having care or custody. of such
minor violating Section 1 of this ordinance shall be fined not more than One
Hundred. Dollars, or confined in jail not to exceed ninety days, for each
offense-.
Section 7. Ordinance No. F, entitled, "An Ordinance Prohibiting Persons
under 16 Years of Age from Being On the Streets, Alleys or Public Places in the
Village' of St. Louis Park, Minnesota, at Night after the Hour of 9:00 P. M.,
Standard Time", adopted August 21, 19 .9, is hereby repealed.
Section 8. This ordinance shall take effect and be in force from and
after its publication.

Dog Catcher •
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the continu-
ation of Alfred Hay as Dog Catcher on a 3 hour a day, 5 day a week @ $2.50
per hour basis, the $2.50 per hour to include the use of Mr. Hay's automobile
was approved by unanimous vote of-Council Members present.
Dog Care
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the President
and Clerk were authorized to enter into an agreement in behalf of the Village
with Dr. E. L. Fitch, Veterinarian, for dog care for the year 1949 on the follow-
ing basis ---
$ .75 per day for stray dogs
1.25 per day for accident cases
1.00 per day for disposal of dead dogs.
