SPECIAL MEETING - February 14, 1949
A meeting of the Village Council was called to order by President
Erickson at 8:30 P. M., with the following Council Members present at roll call:
Trustee Bolmgren Trustee Jorvig
Trustee Perkins Clerk Justad
President Erickson
Proposed Home Rule Charter
In the absence of Morton Arneson, Chairman of the St. Louis Park Charter
Commission, Everett Drake spoke briefly about the work of the St. Louis Park
Charter Commission, and then formally presented the proposed charter to the
President of the Village Council, 0. B. Erickson who promptly accepted same
for the Village.
Mr. Drake stated that it was the Charter Commission's request that
March 29, 1949 be set as date for holding an election for-the charter. He
further stated that a copy of the proposed charter would be placed in each
, Ill home in St. Louis Park -- this detail to be cared for by the Hy-Y Club of the
St. Louis Park High School. It is also the plan of the Charter Commission
to place an insert in each book, giving the election date, the last date for
registration, and som pertinent facts about the proposed charter.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the date set
for the Special Election on the proposed Home Rule Charter was March 29, 1949,
by unanimous vote of all members of the Council.

Gas Main Extensions
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of the Minneapolis Gas Company for permission to construct 3" gas mains in
Dakota Avenue from 74' North of North line of West 28th Street to West 27th
Street; and in 32nd Street from Texas to Rhode Island Avenues; in Rhode Island
Avenue from 322 to 34th Streets and in Sumpter Avenue from 32a,to 34th Streets,
by unanimous vote of the Council.

Petition for Water Main P-302
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed by Elmo Anderson and others for the construction of water main in Idaho
Avenue from West 26th Street to West 27th Street was referred to the Village
Engineer and Chairman of the Water Department Committee for checking and recom-
mendation, by unanimous vote of Council Members present.
1949 Licenses
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
applications for 1949 licenses were approved, and the President and Clerk are
hereby authorized to issue licenses to expire December 31, 1949, by unanimous
vote of the Council:
Smoky Point Restaurant
Cigarettes
George N. Seirup Gas Station 3-Pumps
Irving M. Rose Electrical
(Permit) Shell Oil Company, Inc. 4,000 gallon underground
storage tank
License Application Withdrawn
After a discussion with Clarence S. Hanson, DBA Park Beverage, 2635
Raleigh Avenue, he requested that his application for an Off-Sale beer license
be withdrawn.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of Clarence S. Hanson to withdraw his application for a 3.2 Beer Off-Sale
license was granted, and the President and Clerk were authorized to refund the
15.00 license fee paid as shown by Receipt No. 13538. Motion was passed by
unanimous vote of the Council.
Advertise for Weed Sprayer
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to advertise for bids for a weed sprayer to be mounted on a Farmall
A tractor, bids to be opened March 7, 1949, by unanimous vote•of the Council.
Report of Planning Commission RE: Ordinance
To take care of Unfinished Facades
On motion of Trustee Perkins, seconded by Trustee Jorvig, the report of
the Planning Commission, dated February 5, 1949 relative to an Ordinance to
take care of unfinished facades was referred to Committee of the Whole, by-un-
animous vote of the Council.
Letter RE: Multiple Dwellings in Tuxedo Park
A letter from D. C. Francis, 2855 Ottawa Avenue, St. Louis Park, dated
February 9, 1949, oppos ing the zoning of Tuxedo Park Addition for multiple
dwellings was read. On motion of Trustee Bolmgren, seconded by Trustee
Jorvig, the above mentioned letter was ordered held for hearing on said zoning,
if and when it is held, by unanimous vote of the Council. •

Rezoning, Continued:
Louisiana and Dakota Avenue was discussed and referred back to Trustee Bolmgren
to take up with the Planning Commission at their next meeting, for further
study and recommendation.
Salary for Village Engineer
On motion of Thustee Perkins, seconded by Trustee Bolmgren, the salary
of Village Engineer, J. C. Utton was set at $6,360.00 for the year 1949, by un-
animous vote of the Council.
Bid for Valve Seat Grinder Rejected
On the recommendation of Street Commissioner, K. Johnson, it was moved
by Trustee Perkins, seconded by Trustee Bolmgren that the bid received on Feb-
ruary 7, 1949 from' National Bushing and Parts Company for a valve seat grinder
be rejected, by unanimous vote of the Council.
Petition to Amend Zoning Ordinance
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
of the Minneapolis Baseball and Athletic Association for amendment of the Zon-
ing Ordinance to make the following described property, all zoned for Commercial
Use ---
"That part of Government Lot 5, Section 4,
Township 117 North, Range 21 West, lying South
of State Highwajr Number 12, 'Hennepin County,
Minnesotan,
was referred to the Planning Commission for checking and recommendation, by un-
animous vote of the Council.
Dirt Removal Authorized
• On motion of Trustee Perkins, seconded`by Trustee Bolmgren, the Village
Engineer was authorized to order Orfei and Mariani to remove dirt excavated in
connection with sewer construction on Excelsior Boulevard as per their letter
dated February 9, 1949 at an extra cost not to exceed $ 8.00 per lineal foot
of 'sewer construction -- to be an extra charge under contract dated November 1,
1949; by unanimous vote of the Council.
Hearing Date Set - Water Mains
On_motion of Trustee Bolmgren, seconded by Trustee Jorvig, March 7th,
1949 was set as date for hearing on petitions for water main construction in --
P-303 Rhode Island Avenue from 34th Street to 35th Street
• P-241 Jersey Avenue from 27th Street 'to 28th Street
• P-250 Idaho Avenue from 27th Street to 28th; Street
• P-251 Quentin Avenue from 26th Street to 27th Street
P-275 Word Street from Zarthan Avenue to Alabama Avenue
P-279 Kentucky Avenue from '27th Street to 28th Street
' P-283 Rhode Island Avenue from 322 Street to 34th Street
' P-280 Westridge Addition, adjacent to Lots 22 thru 27
• Motion was passed by unanimous- vote of the- Council.
Letter RE: Fire Exits in Veterans Housing Area
In view of the recent tragedies caused by fires in the Minneapolis Veterans
Housing Units, it was moved by Trustee Bolmgren, seconded by Trustee Jorvig that
a letter be written to the tenants of the St.' Louis Park Veterans Housing Units,
calling their attention to the need for having their emergency doors free from
obstruction, and in readiness for quick opening, by unanimous vote of the Council.
