Extend Bus Fare Zone .
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was instructed to prepare a request. to the Railroad and Warehouse Com-
mission to extend the 15¢ fare zone on Excelsior Boulevard from Colorado Avenue
to Dakota Avenue, by unanimous vote of Council Members present.

Hearing on Proposed Sidewalk Assessments
A hearing was had on proposed assessment for sidewalk Improvement No. N-76.
. No persons appeared.
On motion of Trustee Bolmgfen, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
SIDEWALK ASSESSMENT RESOLUTION
III
WHEREAS the Village Council has met at the time and place specified in a
resolution adopted November 7, 1949, setting hearing for sidewalk assessment for
Improvement No. N-76, and notice of said hearing having been duly served on
owners of property adjacent to said walk, and the Council having heard testimony
offered by or on behalf of all persons interested and affected by the construction
of said sidewalk, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it hereby determines that the amount of benefits caused by said construction
to each lot, part of lot, or parcel of ground fronting the portion of the street
where such walks were constructed are as set forth in the following list.
BE IT FURTHER RESOLVED that there is hereby levied against each lot, part
of lot, and parcel of ground above described an assessment in the sums respect-
ively hereinbefore set forth which shall be a charge against the same as in
state, county, and village taxes, payable in three installments, the first of
which shall be due concurrent with taxes collected in the year 1950.

Heating License Approved .
On-motion of Clerk Justad, seconded by Trustee Jorvig, the application of
Scully Heating and Sheet Metal for a 1949 heating license was approved, and the
Mayor and Clerk are hereby authorized to issue licenses to expire December 31,
1949, by unanimous vote of Council .Members present.

. On motion of Clerk Justad, seconded by Trustee Jorvig, the following bonds

Permission to Place Pole
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to. place One (1) Pole on Morningside
Road and Oakdale, by unanimous vote of Council Members present.
Advertising Banner
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, St. Georges
Episcopal Church was granted permission to string a sign across Minnetonka Blvd.
in front of their Church to advertise Christmas Trees for Sale, subject to their
making arrangements with the Northern States Power Company to use their poles
for anchoring the signs. Motion was passed by unanimous vote of Council Members
present.
Petition Opposing Nut Processing
A petition signed by Mrs. A. E. Hastie, 3050 Inglewood Avenue and others,
expressing their opposition to the granting of a permit to the Johnson Nut Co.
for the erection of a building to house the business of roasting and processing
nuts, was handed to the Council by Mr. J. W. Hagen, 3059 Joppa Avenue. A dis-
cussion was had and Mayor Erickson explained that he had told Mr. King, Agent
for the Johnson Nut Company that it would be necessary to have sketches showing
the plan of building and elevations of ground to be used.
. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write the Johnson Nut Company to prepare some sketches showing
proposed building and elevations of land to be used; also ask them for a state-
ment to the effect that if there are odors' from their operations that steps
will be taken to eliminate same. Motion was passed by unanimous vote of Coun-
cil Members present.
Application for Off-Sale Liquor License
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of Elof J. Danielson, 7201 Minnetonka Boulevard, for a license to sell Intoxi-
cating Liquor Off-Sale was read, and denied by unanimous vote of Council Members
present.
Proof of Loss Blanks _
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to sign for the Village, Proof of Loss Blanks covering damages in the

Request to Sell Christmas Trees
A letter dated November 25, 1949 from J. C. Burchard, 5819 Cambridge St.
requesting permission to sell Christmas Trees' at- "The Chicken Basket", 4700
Excelsior Boulevard from November 28, 1949 to December 24, 1949, was .read. No
action.

Application for Extension of Bus Service
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Attorney was instructed to draw up a formal application to the Railroad and Ware-
house Commission for the extension of bus service by the Twin City Rapid Transit
Company on Minnetonka Boulevard beyond Georgia Avenue to County Highway No. 18,
and bring same in for meeting of December 5, 1949. Motion was passed by unani-
mous vote of Council Members present.
Curb and Gutter - East Side Edgewood-31st to 32nd
R. B. Connery reported that the Street Department had. requested Fitzgerald
Brothers to hold up the construction of curb and gutter on the East Side of
Edgewood Avenue from 31st Street to 32nd Street because of construction of Sani-
tary and Storm Sewers in said Street; and because of the delay the Contractor
had requested to be relieved of obligation to do this part of the job. The
Street Department recommends the job be eliminated from the contract and held
until next year.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor
and Clerk were authorized to enter into an agreement with.Fitzgerald Brothers
to eliminate the curb and gutter improvement on the East side of Edgewood Ave.
from 31st Street to 32nd Street without obligation to either party on account
thereof. Motion was passed by unanimous vote of Council Members present.
Hearing Date Set - Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, December 19,
1949 was set as date for hearing to rezone the Height and Density District as
recommended in Planning Commission's letter dated November 28, 1949. Motion,
was passed by unanimous vote of Council Members present.
Ordinance No. 346
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
Ordinance was adopted by unanimous vote of 'Council Members present:
ORDINANCE NO. 346
AN ORDINANCE CHANGING THE NAME OF 24TH STREET
EAST OF FRANCE AVENUE
•
The Village Council of the Village of St. Louis Park ordains as follows:
Section 1. The name of that portion of West 24th Street lying within the
Village of St. Louis Park and easterly of France Avenue South is hereby changed
to Cedar Shore Drive and from and after the effective date of this ordinance
shall be known and designated by -such name.
Section 2. This ordinance shall take effect and be enforced from and
after recording of plat of Basswood Addition in Minneapolis approved by the
' appropriate officials of such city in which the name of the extension of said
street into the City of Minneapolis is designated as Cedar Shore Drive.
Ordinance No. 347
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
Ordinance was adopted by unanimous vote of Council Members present:

SIONS OF CERTAIN STATE LAWS RELATING TO THE REGULATION OF ROADS, M. & HGWYS.

Ordinance No. 347, Continued
The Village Council of the Village of St. Louis Park ordains as follows:
Section 1. There is hereby incorporated into this ordinance by reference
to the following statutes of the State of Minnesota, three copies of which are
marked as official copies and filed for use and examination by the public in the
office of the Village Clerk:
All of Chapter 169, Minnesota Statutes, excepting
Sections 169.04; 169.06, Subdivisions 1, 2 and 3;
169.09, Subdivision 9; Section 169.27; 169.66; 169.77;
169.78; 169.87.
Sections 171.01 to 171.11, inclusive, and Sections
171.22 and 171.24, Chapter 171, Minnesota Statutes.
Sections 160.34, 621.28, 614.66, 168.47, 221.45, 221.42,
Minnesota Statutes.
Section 2. It shall be unlawful and a violation of the requirements of
this ordinance for any person to violate within the Village of St. Louis Park
any provision of such statutes incorporated herein, and upon conviction thereof
shall be fined not more than one hundred dollars 0100.00) or imprisoned not to
exceed ninety (90) days.
Section 3. A complaint alleging violation of this ordinance shall allege
the appropriate section of the statute herein incorporated as contrary to
Section 1 of this ordinance.
Section 4. This ordinance shall take effect from and after its publica-
tion.
Section 5. Ordinance 153 of the Village of St. Louis Park entitled, "Axl
Qrdinance Regulating the Use of Highways within the Village of St. Louis Park
and Imposing Penalties for Violation Thereof, " adopted June 24, 1940, is hereby
repealed.
Hearing Date Set
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a hearing date
was set for December 19, 1949 for the construction of Water Main and Sanitary
Sewer to serve the Meadowbrook Manor Apartment Project being constructed by the
Donovan Construction Company. Motion was passed by unanimous vote of Council
Members present.
Water and Sewer for Meadowbrook Manor
On motion of Trustee Bolmgren, seconded _by Trustee Jorvig, the Clerk was
authorized to write the Donovan Construction Company that it is the intention
of the Village Council to complete the construction of water mains and sanitary \(/
sewers to serve their Apartment Project in Meadowbrook Manor so as to be ready
for use as soon as buildings are completed. ,Motion was passed by unanimous
vote of Council Members present.
Prices for Curb, Gutter, Sidewalk, Paving, Etc.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to give the Donovan Construction Company, cost information on the
following items needed in connection with their Meadowbrook Manor Apartment
project -- prices to be based on last contracts on file for Curb and Gutter and
Sidewalk; Cost furnished by the Street Department Commissioner for two-inch
ready mixed bituminous paving; and curb cost to be based on quotations to be
secured from the Engineering Department

Petition for Street Vacation
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
instructed to furnish the School Board with apetition for signature for the
vacation of Jersey Avenue adjacent to Blocks 178, 177, 192 and 191, Rearrange-
ment of St. Louis,Park, except those lots in Blocks 177 and 178 that face on
Lake Street. Motion was passed by unanimous vote of Council Members present.
