Gas Main Extensions
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Minneapolis
Gas Company was granted permission to construct gas mains at the following
locations, by unanimous vote of Council Members present
In Quentin Avenue from 44' N. N. Line of
West 27th Street to West 26th Street.
In Glenhurst Avenue from 145' N. N. Line of
West 29th Street tp 39th Street.
Hearing on Proposed Rezoning
A hearing was had on the recommendation of the Planning Commission for the
rezoning of an area 200 feet deep on the North side of Minnetonka Boulevard and
an area 200 feet deep on the South side of Minnetonka Boulevard extending from
Texas Avenue west to the Great Northern Railroad spur track, from Open Develop-
ment Use District to Commercial Use District. M. P. Johnson appeared in favor
of the rezoning.
On motion of Trustee Bolmgren, seconded by Trustee Perkins that the above
described areas be rezoned from Open Development Use District to Commercial Use
District, by unanimous vote of the Council.
Special Permit to Operate Bituminous Mixing Plant
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of Bury and Carlson, Incorporated, dated November 14, 1949, for special per-
mission to operate their bituminous mixing plant located approximately 300 feet
West of Cedar Lake Road and Raleigh Avenue for period ending November 30, 1950,
was approved by unanimous vote of Council Members present. (This is an extension
of permit issued November 8, 1948.)
Bid Awarded for Storm Sewer Construction - District No. 13B
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Western Underground Construction Company received November 14, 1949, for the cons
truction of storm sewer in District No. 13B - in WEST 28th STREET FROM XENWOOD
AVENUE TO WEBSTER AVENUE, was deemed to be the lowest bid of a responsible bidder,
and the Mayor and Clerk are hereby authorized to enter into a written contract
with Western Underground Construction Company for the construction of above sewer
in the amount bid of $2,921.00, by unanimous vote of Council Members present.
Bid Awarded for Storm Sewer Construction - District No. 20
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Phelps-Drake Company, Inc. received November 14, 1949, for the construction of
stbrm sewer in District No. 20 - in WEST 22nd STREET FROM LOUISIANA AVENUE TO
JERSEY AVENUE,was deemed to be the lowest bid of a responsible bidder, and the
Mayor and Clerk are hereby authorized to enter into a written contract on behalf
of the Village with Phelps-Drake Company, Inc. for the construction of above sewer
in: the amount bid of $4,961.00, by III unanimous, vote of Council Members present.
TaXicab License
On motion of Trustee Jorvig, seconded by Trustee Bol:mgren, the application
of St. Louis Park Radio Cab, Incorporated, for a license to operate a taxicab in ,
the Village was approved and the Mayor and Clerk are hereby authorized to issue
lieense to expire December 31, 1949. Motion was passed by unanimous vote of the
Council.
Petition for Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the petition of
M.. P. Johnson, 4367 Browndale Avenue, dated November 16, 1949 for the construction
of,water main in UTAH AVENUE FROM THE NORTH LINE OF LOT 18, Block 1, WESTPORT ROW,
to.WEST 32nd STREET, was referred to the Village Engineer and Chairman of the Water
Department Committee for checking and recommendation, by unanimous vote of Council
Members present.

Village Lots - Not to be Sold
The Committee of the Whole reported that Lots 12 to 17, inclusive, and
31 to 33, inclusive, Block 26, Rearrangement of St. Louis Park, which the Edina
Concrete Products Company offered to purchase for a Pumice Block Factory, were
r needed by the-Street Department.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the sale of
above mentioned property was not approved, by unanimous vote of Council Members
present.
Opposition to Peanut Factory '
Maurice Mandel, 322 Lumber Exchange Building, Minneapolis and Walter Hagen,
3059 Joppa Avenue appeared in opposition to the Johnson Nut Company's proposed
peanut and nut factory on Highway No. 7 and Joppa Avenue, because of the odor
from cooking the nuts in oil. Trustee Perkins suggested that Mr: Mandel and Mr.
Hagen get a group from the area together and visit the Johnson Nut Company's
factory in Minneapolis to secure further information regarding odors, etc.
Building Permit for Commercial Building
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit for a commercial building at
6500 West Lake Street, St. Louis Park to Jerry S. Holt subject to setback es-
tablished for other buildings in the block. Motion was passed by unanimous vote
of Council Members present.
Building Permit for Commercial Building
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit for a commercial building
with a stone front at 4528 Excelsior Boulevard, St. Louis Park to Jerry S. Holt
subject to setback established for other buildings in the same block. Motion
was passed by unanimous vote of Council Members present.
. Building Permit for Commercial Building
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit for a commercial building on
Lots 12, 13, and 14, Block 2, Minikanda Vista Second Addition to Jerry S. Holt
subject to setback established for other buildings in the block. Motion was
passed by unanimous vote of Council Members present.

Mayor Erickson left the meeting at this time - 8:45 P. M. Trustee Perkins
was asked to preside during his absence.
Opening of Sumter - 31st to Mtka. Blvd.
Mr. A. J. Deters, owner of Lots 10, 11, 12, Block 6; and Mr. A. J. O'Connor,
owner of Lots 10, 11, 12, 13, Block 4, Roanoke Acres appeared and discussed the
opening of Sumter Avenue from 31st Street to Minnetonka Boulevard; also parts of
32nd and 322 Streets. Mr. Deters does not want 32nd Street vacated, and Mr.
O'Connor does not want Sumter Avenue. The Council said they would take the matter
under advisement. No action taken at this time. Mr. Deters and Mr. O'Connor
said they would get a group of citizens from the area and return at a later date.
Water Bill Protested
Nicholas Phillips, 5400 Excelsior Boulevard appeared relative to his ad-
justed water bill for period of April 29, 1949 to July 28, 1949, in the amount of
q$721.00. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above
matter was referred to Trustee Bolmgren for checking and action, by unanimous vote
of Council Members present.

Mayor Erickson returned to the meeting at this time - 9:20 P. M.
Building Permit - Multiple Dwelling
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a special building permit to C. 0. Field Co.
for the construction of a multiple dwelling building to be known as "Village
Gardens" on the property located west of Carpenter Park and extending from High-
way #7 on the Southtothe commercially improved property of Kay Motor Company on
the north, in accordance with plans presented, and subject to the approval of
the Park Board of the dedication of the East 2 of Raleigh Avenue. Motion was
passed by unanimous vote of Council Members present.
Undertaking and Agreement to Grade Streets
On motion of Trustee Perkins, seconded by Trustee Jorvig, the UNDERTAKING
AND AGREEMENT TO GRADE STREETS in proposed plat known as Meadowbrook Manor, signed
by Donovan Construction Company, 1725 Carroll Avenue, St. Paul; Minnesota, was
approved by unanimous vote of Council Members present.

Petition for iltzoning •�>�
A letter from Leonard, Street and Deinard, Attorneys for Salkin;and
'Linhoff, dated November 17, 1949, requesting the =zoning of the newly annexed
property North of Ekcelsior'Boulevard, adjacent to westerly Boundary Line in
Section 20; Towhship 117, Range 21, for Commercial Use, was read. This matter
was referred to the Village Attorney to prepare ordinance for same.
Petition Opposing Sidewalk
A petition signed by Robert G. Flattem, 3121 Colorado Avenue and others,
dated November 15, 1949, opposing the construction of sidewalk along Colorado
Avenue from 31st Street to 32nd Street was read. On motion of Trustee Bolmgren,
seconded by Trustee Jorvig, the above petition was ordered attached to the
original petition, by unanimous vote of Council Members present.
Ordinance No. 345
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
Ordinance was adopted by unanimous vote of Council Members present:
ORDINANCE NO. 345
AN ORDINANCE PROVIDING FOR ANNEXATION
OF CERTAIN LANDS TO THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains as follows:
Section 1.
The Village Council of the Village of St. Louis Park determines
that a proper petition has been filed with the Council_by the owners of the follow-
ing described unplatted land which does not exceed 200 acres in area and which is
situated within the Town of Minnetonka and is abutting on the corporate boundary
of the Village of St. Louis Park and not included in any other Village or in any
other city or borough:
That part of the Northeast Quarter of the Northwest
Quarter (NE4 of NW1) and the Southeast Quarter of the
Northwest Quarter (SE4 of NW4) and the Northeast
Quarter of the Southwest Quarter (NE4 of SW4) of
Section Twenty (20), Township One Hundred Seventeen
(117), Range Twenty-one (21), Hennepin County, Minnesota,
bounded as-follows: On the Easterly side by a line
demarking the Southerly edge of the right-of-way of the
Chicago, Milwaukee and St. Paul Railway, on the Westerly
side by the Westerly line of the East Half of the West
Half of the West Half (E2 of Wz) of said Section 20, and
on the Southerly side by the center line of Excelsior
Avenue.
Section 2.
The Village Council hereby determines that the annexation of said
land to the Village of St. Louis Park will, be to the best interests of the Village
and of said territory.
Section 3.
The land described in Section 1 hereof is hereby declared to be
annexed to the Village of St. Louis Park and to be included within the corporate
boundaries of said Village, pursuant to Section 7, Chapter 119, Laws of Minnesota,
1949.
Section 4.
This ordinance hhall take effect from and after its publication.
Minutes
The 'minutes of meeting held November 14, 1949 were read and approved as read.
Veterans Housing
Mayor Erickson reported that the Veterans Housing buildings now belong to
the Village, and suggested that the Referral Board be conti nued. On motion of
Trustee Perkins, seconded by Trustee Jorvig, the following Veterans Referral
Board was approved Veterans Committee of the Council, Commander and Service
Officer of the American Legion; Commander and Service Officer of the Veterans of
Foreign Wars and President of the St. Louis Park War Dads. Motion was passed by
unanimous vote 6f the Council Members, present.
Fire and Liability Insurance for Veterans Housing
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
instructed to place sufficient fire and liability insurance on the Veterans
Housing Buildings, by unanimous vote of the Council Members present.

Extend Bus Fare Zone .
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was instructed to prepare a request. to the Railroad and Warehouse Com-
mission to extend the 15¢ fare zone on Excelsior Boulevard from Colorado Avenue
to Dakota Avenue, by unanimous vote of Council Members present.
Meeting Adjourned
The meeting was adjourned by President Erickson at 10:40 P. M.
