Building Permit On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building Inspector was instructed to issue a building permit to Ray Clark for the cons- truction of a one-family dwelling on the SW corner of Webster Avenue and 42nd Street, without survey, -survey to be brought in later. Motion was passed by unanimous vote of the Council. Drive-in Juice Bar The application for a building permit to construct a Drive-in Juice Bar on the SW Corner of Lynn Avenue and Excelsior Boulevard, presented to the Council on November 7, 1949 and referred to the Committee of the Whole to be considered at this meeting was brought up. No one appeared. It was agreed that the matter should remain in the hands of the Committee. Plat of Westport Row Approved , On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Plat of Westport Row (M. p. Johnson) was approved, and the Mayor and Clerk were authorized to sign said plat in the name of the Village, by unanimous vote of the Council. Typewriter for Engineering Department On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was authorized to purchase for the Engineering Department office, One (1) GRAY MAGIC ROYAL TYPEWRITER with ELITE TYPE, ELEVEN INCH CARRIAGE at the price of $121.13 less_trade-in of Remington Typewriter #J-259671 of $35.00 or at net cost of $86.13. Motion was passed by unanimous vote of the Council. Building Permit - Commercial On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building Inspector was instructed to issue a building permit to Robert Denzer for a Com- mercial Building on Lots 4, 5, 6, 7, Block 187, Rearrangement of St. Louis Park, by unanimous vote of the Council. Agfeement for Engineering Services On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Mayor and Clerk were authorized to execute an agreement with G. N. Orr Company for Engineer- ing Services for welter treatment plant, and an agreement for Engineering Services covering water and sewer mains, as prepared by the Village Attorney and read to the Village Council. Motion was passed by unanimous vote of the Council. Permission to Place Poles On motion of Trustee Bolmgrenr seconded by Trustee Jorvig, the Northern States Power Company, was granted permission to place One (1) pole on West Lake Street and Kentucky Avenue, by unanimous vote of the Council. Petitions On motion of Trustee Bolmgren, seconded by Clerk Justad, the following petitions were referred to the Village Engineer and Chairmen of the Street and Water Departments respectively, for checking and recommendation, by unanimous vote of the Council: P-477 PETITION FOR ALLEY GRADING, signed by Adolph Fine, Incorporated, dated November 1, 1949, for the grading of Alley in .Block 3, The Bronx. P480 PETITION FOR WATER MAIN, signed by Walter T. Erickson, 3021 Maryland Avenue and others, dated November 14, 1949, for the construction of water main in MARYLAND AVENUE FROM MINNETONKA BOULEVARD TO WEST 32ND STREET. . Permission to Place Buried Cable, Poles, Anchors On motion of Trustee Bolmgren, seconded by Clerk Justad, the Northwestern November 14, 1949 249 Permission to Place Buried Cable, Poles, Anchors, Conttd. Bell Telephone Company was granted permission to place one pole and anchor in the Alley between Louisiana Avenue and Maryland Avenue north of West 31st Street; buried cable at .Wooddale Avenue and West 41st Street; buried cable in West 41st Street and Quentin Avenue, also in the Alley East of Quentin Avenue South of West 40th Street; two anchors in alley between Natchez Avenue and Quentin Avenue South of West 40th Street; and one anchor in alley between Kentucky Avenue and Louisiana Avenue North of Minnetonka Boulevard, by unanimous vote of the Council. Justice of Peace Report of Fines (Yngve) Justice of Peace Anton Yngve's report of fines dated November 7, 1949 was read and ordered filed. Estimate On motion of Trustee Bolmgren, seconded by Clerk Justad, the following Estimate of contract work in progress as presented by Village Engineer J. C. Utton was approved, and the Mayor and Clerk are hereby authorized to issue warrant covering same, by unanimous vote of the Council. National Municipal League Conference On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Clerk Justad and 250 :� November 14, 1949 CC n National Municipal League Conferance, Cont'd. ' Trustee Bolmgren were authorized to attend the Annual National Conference on Government of the National Municipal League, to be held at Hotel Lowry in St,. Paul on November 28, 29, 30, 1949, with necessary expenses paid. Motion was passed by unanimous vote of the Council. . Minutes • The minutes of meetings held October 10, 17, 24, 26, and November 7, 1949 were read and approved as read. Resolution On motion of Trustee Bolmgren, seconded by Trustee .Jorvig, the following resolution was adopted by unanimous vote of the Council: RESOLUTION AUTHORIZING ASSIGNMENT III OF GARBAGE COLLECTION CONTRACT WHEREAS it appears that Helen L. Bradley, doing business as SUBURBAN SANITARY DRAYAGE COMPANY, has entered into partnership with Roy E. Phillips and that said partnership intends to conduct the business formerly conducted by Helen L. Bradley as SUBURBAN SANITARY DRAYAGE COMPANY, and that said Helen L. Bradley desires to assign to said partnership her interest in the garbage col- lection contract dated September 23, 1940, entered into by the Village of St. Louis Park and Francis B. Bradley, the term of which has been subsequently extended, therefore, • BE IT RESOLVED by the Village Council of the Village of St. Louis Park that such assignment be hereby approved, provided that the assignee partnership shall assume all the obligations of the contractor in said contract and file with the Village its bond as required by said contract. Offer to Purchase Village Owned Lots (Edina Concrete Products Co.) On motion of Trustee Bolmgfen, seconded by Trustee Perkins, the request of Edina Concrete Products Company to purchase Lots 12 to 17, inclusive, and 31 to 33, inclusive, Block 26, Rearrangement of St. Louis Park, from the Village to be used for a Pumice Block Factory, was referred to the Committee of the Whole, by unanimous vote of the Council. Meadowbrook Manor Plat Approved III On motion of Trustee Perkins, seconded by Trustee Bolmgren, Meadowbrook Manor Plat was approved and the Mayor and Clerk were authorized to sign certifi- cate subject to receipt by the Clerk of an undertaking by Donovan Construction Company to grade streets in the Subdivision to grade established by the Village Engineer, and to gravel streets in accordance with standard specifications for graveling, and to the satisfaction of the Village Engineer, the said undertaking to be prepared by the Village Attorney. Motion was passed by unanimous vote of the Council. $450.00 Offered for Property • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Attorney was authorized to offer Mr. Hirsch, $450.00 for property on 27th Street, east of Raleigh Avenue, by-unanimous vote of the Council. • Meeting Adjourned The meeting was adjourned by Mayor Erickson at 10:50 P.
