COUNCIL MEETING OCTOBER 24, 1949
A meeting of the Village Council was called to order by Mayor Erickson
at 8:22 P. M., with the following Council Members present at roll call as follows:

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
verified claims were approved, and the Mayor and Clerk are hereby authorized to

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
were referred to the Street Commissioner and Chairman of the Street Department
Committee for tabulation and recommendation, by unanimous vote of Council Members
present.
Hearing - Two-family Dwellings
Pursuant to notice published in the St. Louis Park Dispatch, a hearing
was had on the application of Claude W. Rossman Company for permits to construct
two-family dwellings on Lot 13, Block 1, and the south 55 feet of Lot 5, Block
2, Sunset Gables Second Addition. No one appeared.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building
Inspector was instructed to issue a building permit for the construction of two-
family dwellings on Lot 13, Block 1, and the south 55 feet of Lot 5, Block 2,
Sunset Gables Second Addition, by unanimous vote of the Council.
Permission to Place Pole
On motion of Trustee Bolmgr"en, seconded by Clerk Justad, the Northern
States Power Company was granted permission 'to place one (1) pole on Wooddale
Avenue south of Excelsior Boulevard by unanimous vote of the Council.
Letter from Brooklawns, Inc.
A letter from Brooklawns, Inc., dated October 17, 1949 was read, request-
ing notice of any contemplated change in zoning along Excelsior Boulevard be-
tween Dakota Avenue and Minnehaha Creek.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write Brooklawns, Inc., calling their attention to the provision
in the Zoning Ordinance that requires a personal service of notice of hearing on
any improved property within a range of 200 feet. Motion was passed by unanimous
vote of the Council.
Bus Service - Highway #7 to Texas
A petition dated.October 17, 1949, signed by Mr. and Mrs. E. E. Johnson,
7810 West Lake Street and other was read as follows:
"We the undersigned, residents of the Oak Hill
District of St. Louis Park, do hereby petition
the members of the Village Council to exert as
much pressure as they possibly can on the Twin
City Rapid TPansit Company in an effort to secure
regular (20 'to 30 minute) bus service on Highway
#7 to Texas Avenue bus line."
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to send a copy of above petition to the Twin City Rapid Transit Company
and ask that this request for additional service be granted. Motion was passe d
by,unanimous vote of the Council.

Street Light Ordered
A request was received from Ralph Anderson, 2610 Vernon Avenue, for a
street light on the corner of 26th Street and Vernon Avenue. On motion of
Clerk Justad, seconded by Trustee Perkins, the Northern States Power Company
was ordered to place a street light on 26th Street and Vernon Avenue, by unani-
mous vote of the Council.
Notice of Hearing-Railroad and Warehouse Commission
A notice of hearing before the Railroad and Warehouse Commission of the
State of Minnesota in the matter of a joint petition of the Chicago, Milwaukee,
St. Paul and Pacific Railroad Company and the Minneapolis and St. Louis Railway
Company for authority to abandon and remove a certain portion of a tract known
as the Belt Line Tract, at St. Louis Park, Minnesota, was read. No action.
Notice ordered filed.
Letter Re: Telephone Service on North Side
A letter from NW Bell Telephone Company, dated October 17, 1949 relative
to more adequate telephone service on the North Side of our Village was read
and ordered filed.
Letter Re: Hopkins 'phone Numbers in SLP.
A letter from the NW Bell Telephone Company, dated October 17, 1949, in
reply to our letter to them regarding the use of HOpkins 2xchange in the Western
part of St. Louis Park was read and ordered filed.
Bingo
A request from the Men's Club of the Holy Family Parish, dated October
13, 1949, for permission to play Bingo in their Church during the Fall Festival
which will be held on a Sunday sometime in November, was read. No objections
raised. No action.
Appointment to Police Civil Service Commission
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the recommendation
of Mayor Erickson for the reappointment of Eldon C. Rempher, 4113 Highwood Road
to the Police Civil Service Commission for period beginning October 1, 1949 and
ending October October 1, 1952, was approved by unanimous vote of the Council.
Appointment to Fire Civil Service Commission
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the recommencation
of Mayor Erickson for the reappointment of E. L. Mason, 3100 Alabama Avenue to the
Fire Civil Service Commission for period beginning September 20, 1949 and ending
October 1, 1952, was approved by unanimous vote of the Council.
School Board Appointment to Planning Commission
A letter from Harold R. Enestvedt, Supt. of St. Louis Park Public Schools
dated October 19, 1949 was read, stating that Harold Whalen will serve as the
representative of the School Board on the Planning and Zoning Commission. No
action. Letter ordered filed.

Letter Protesting Water Main Extension
A letter from Arthur L. Johnson, 2315 Parklands Road, dated October 19,
1949, protesting the extension of water main petitioned for in front of Lots
18 and 20, Parklands Tract, was read. Trustee Bolmgren said he had informed
Mr. Johnson in a 'phone conversation that he would have an opportunity to be
heard at the hearing.
Grade Changed - Texas between 32nd & 31st
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the grade
established for Texas Avenue between 32nd and 31st Street (Station 600 to 1300)
is hereby changed in accordance with the proposed grade prepared by the Village
Engineer, October 24, 1949, and the Village Engineer is hereby directed to
notify Terry Brothers, Contractors of such change in grade, and that grading
of said portion of said street under contract dated August 30, 1949 shall beIII
done in accordance with modified grade; the extra work to be paid on the basis
of unit prices specified in contract. Motion was passed by unanimous vote of
the Council.
Letter Re: Minnetonka Boulevard Bus Service
A letter from the Deephaven Bus Company, Inc., dated October 17, 1949
was read in which they state that they were working with the Twin City Rapid
Transit Company to work out a satisfactory solution the bus transportation
problem.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
mentioned letter was ordered filed, and referred back to the Village Council on
November 21, 1949, by unanimous vote of the Council.
Special Permit to Connect to Sewer (H. J. Hawkins)
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit
was granted to Howard J. Hawkins to connect his home at 3660 Glenhurst Avenue to
the sewer manhole on Glenhurst Avenue, 53 feet south of the center line of West
37th Street for sewage disposal with the understanding that he construct a Nine
(9) inch vitrified tile sewer north along the center line of Glenhurst Avenue from
said manhole to the place where the service line will 'be connected. This service
line shall be constructed straight from the house to the center of the street and
parallel with the north line of the house, This work shall be done under the
direction of the Village Engineer. The cost of this work shall be paid for by the

owner and the Contractor doing this work shall furnish a bond to the Village as
a guarantee that the work will be done properly and the street replaced in the
same condition as it was before the work was done, and save the Village harmless
from any claim against the Village resulting from the work. Motion was passed
by unanimous vote of the Council.
Special Permit to Connect to Sewer (Walter C. Nelson)
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit
was granted to Walter C. Nelson to connect his home at 3661 Glenhurst Avenue to
the sewer manhole on Glenhurst Avenue, 53 feet south of the center line of West
37th Street for sewage disposal with the understanding that he construct a Nine

Sale of Lot 1, Block 6, Parkview
On motion of Trustee Bolmgren, seconaed by Trustee Jorvig, the Mayor and
Clerk were authorized to sign a special Warranty Deed in favor of Evans R. III
Meincke for the sale of Lot 1, Block 6, Parkview Addition at price of $550.00,
by, unanimous vote of the Council.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION RELATING TO STORM SEWER DISTRICT NO. 13
BE IT RESOLVED that bids for Storm Sewer Improvement No. 0-155 for District
No. 13B be hereby rejected and Resolution for Construction of Storm Sewers adopted
September 26, 1949 be hereby amended with reference to said Improvement as
follows: That Storm Sewer be constructed in Storm.Sewer District No. 13 in 28th
October 24, 1949 231

Street from Xenwood Avenue to Webster Avenue as Improvement No. 0-155, and
BE IT FURTHER RESOLVED that it appearing to the Council that the cost of
Said project will be less than $1,000.00 and the Street Commissioner be hereby
directed to proceed with the work in accordance with plans and specifications
prepared by the Village Engineer.
Constable Wilbur B. Davies Term Extended
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the term of
Wilbur B. Davies, appointed by the Village Council on October 10, 1949 to the
office of Constable to fill the vacancy left by Robert Gordon, was extended to
December 31, 1950 to conform with the new Village Code regarding Village Elect-
ions, calling for the election of one constable each year. Motion was passed
by unanimous vote of the Council.
Bid for 1928 Model A Ford
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the bid of
Herman Freiborg, dated October 24, 1949 for the Model A 1928 Ford belonging to
the Village, was referred to the Committee of the whole, by unanimous vote of
the Council.
Bid Awarded - Grading & Landscaping
Pump House Grounds,\4241 Zarthan
On motion of Trustee Bolmgfen, seconded by Trustee Jorvig, the bid of
Kinney Lawn Service, 2829 Alabama Avenue, St. Louis Park received October 10,
1949, for grading and landscaping grounds adjacent to pump house at 4241 Zarthan
Avenue, were deemed to be the lowest bid of a responsible bidder, and the Mayor
and Clerk are hereby authorized to enter into a written contract with Kinney
Lawn Service to do the above work according to specifications for' the amount bid
of $3,042.00. Motion was passed by unanimous vote of the Council.
Bid Awarded - Grading & Landscaping
Pump House Grounds, 4701 W. 31st
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Minnesota Tree Company, 4601 Excelsior Boulevard, St. Louis Park received October
10, 1949; for grading and landscaping grounds adjacent to pump house at 4701 W.
41st Street was deemed to be the lowest bid of a responsible bidder, and the
Mayor and Clerk are hereby authorized to enter into a written contract with the
Minnesota Tree Company to do the above work according to specifications for the
amount bid of $5,030.00. Motion was passed by unanimous vote of the Council.
Bid for Discarded Oil Tank
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
J. 0. Johnson, dated October 10, 1949 for the purchase of discarded oil tank
owned by the Village and formerly used for fuel at pump house on Idaho Avenue
was referred to Clerk Justad for checking, by unanimous vote of the Council.
Ordinance No. 343
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
ordinance was adopted by unanimous vote of the Council:

AN ORDINANCE AMENDING ORDINANCE NO. 332
RELATING TO SEWER DISTRICT NO. 2-L
The Village Council of the Village of St. Louis Park ordains as follows:
Section 1. Ordinance No. 332 of the Village of St. Louis Park entitled
AN ORDINANCE CREATING SEWER DISTRICT NO. 2-L, adopted by the Village Council June
6, 1949 is hereby amended by adding to said District Lots 1 to 28, inclusive,
Block 4, Parkview, and deleting from said District, Lots 15 to 18, inclusive,
Block 5, Parkview Addition, and Lots 1 to 14, inclusive, Block 3, Parkview Addn.
Planning Institute
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Building
Inspector, Peter Stienstra, Members of the Planning Commission, and Village Coun-
cil Members were all authorized to attend the Planning Institute at the University
of Minnesota, November 18 and 19, 1949 with necessary expenses paid, by unanimous
vote of the Council.

The meeting was adjourned by Mayor Erickson at 11:10 P. M.
